3 Part A. Intrductin Frewrd This guidance dcument has been issued t accmpany the MAF Imprt Health Standard fr - ANFIBRES.ALL (the standard ). It is nt a legally binding dcument and, althugh it can be read independently f the standard, it shuld be read in cnjunctin with it t ensure that all matters relating t meeting the requirements f the standard are fully understd. Review and amendment This Guidance Dcument is subject t review and amendment at any time t ensure that it cntinues t meet its purpse. All stakehlders are respnsible fr ensuring that the mst recent versin f the Guidance Dcument, as available n the MAF website, is used. An amendment recrd is prvided at the end f this dcument. 4 Part B. General Guidance Clearance 1. MAF must receive cmplete and adequate infrmatin t assess the risk f gds imprted int New Zealand. Cmmercial imprters must submit this infrmatin t MAF as part f a Bisecurity Authrisatin Clearance Certificate applicatin. Applicatin frms and cntact details can be btained frm the MAF website 2. An inspectr will inspect the accmpanying dcumentatin t ensure that it meets the requirements f the standard i.e. adequately identifies the cuntry f rigin, describes the nature f the gds, and is riginal where required. 3. Befre clearance r bisecurity directin is given, an inspectr may physically inspect all r any part f a cnsignment t ensure that it meets the standard. 4. Prducts that d nt meet the requirements f the standard will be authrised fr treatment, reshipment r destructin. Imprters are therefre advised t cmply with the standard s as t avid any delays r extra csts incurred as a result f nn-cmpliance. Permit t imprt 5. Where required under the standard a Permit t Imprt fr animal prducts must accmpany the animal fibres. Applicatin frms can be sent t the cntact details listed under this dcument. 6. The applicatin must specify the transitinal facility where the animal fibres will be further prcessed. Transitinal facilities must first be apprved by MAF. Packaging and transprt 7. All cnsignments f animal fibres must be packaged in clean and secure wrapping. This shuld be detailed in a manufacturer s declaratin accmpanying the cnsignment therwise an inspectr may verify this n arrival by a visual inspectin. The treatment requirements fr used wl packs are detailed in the standard. Samples f animal fibres 8. It is recgnised that there is a need fr samples f animal fibres t be imprted frm time t time. As such, samples f animal fibres fr research r evaluatin purpses can be imprted either under this standard r under permit int a bilgical transitinal facility under the MAF Imprt Health Standard fr Bilgicals and Samples. 5 Transhipped cnsignments 9. Transhipment is the mvement f prduct frm the cuntry f rigin t the cuntry f final destinatin via an intermediate cuntry. The cntainer enclsing the prduct has been custms cleared, pened, the cntents remved, and a prtin f the riginal prduct is then shipped frm the intermediate cuntry s warehuse t the final destinatin in the imprting cuntry. 10. Transhipped cnsignments f animal fibres must have a valid permit t imprt and a Veterinary Certificate. Transiting cnsignments 11. Transit is the mvement f prduct frm the cuntry f rigin t the cuntry f final destinatin via an intermediate cuntry where the cntainer enclsing the prduct remains unpened, the seal remains intact, and the cntainer has nt left the cntrl f custms fficials f the transiting cuntry. 12. Transiting cnsignments f animal fibres frm an exprting cuntry via an intermediate cuntry prir t entering New Zealand can be cnducted withut any specific requirements frm MAF. 6 Part C. Specific Guidance Scpe 13. The fllwing prducts are included within the scpe f the standard: a. Wl, b. Hair, fur, and bristles c. Mhair and cashmere d. Feathers. 14. The fllwing prducts are nt included within the scpe f the standard: e. Hides and skins with attached fibre (see hides and skins); f. Rawhide articles, handicrafts with attached fibre (see rnamental prducts f animal rigin); g. Deer/Elk velvet fr human cnsumptin (see velvet frm apprved cuntries and Australia). Specific cmmdity requirements 15. The fllwing table is intended as a cncise summary f requirements nly. The full requirements n arrival are detailed in the imprt health standard and the certificatin requirements are detailed in the mdel certificates prvided in this dcument. Fr scured and carded/dyed fibre (in additin t clauses 1-3 abve) 4. has been carded and cmbed; OR 5. has been carded using a high pressure crushing rller; OR 6. has been acid carbnised; OR 7. has been ht water dyed. I have further examined a representative sample frm each bale f the cnsignment and certify that the fibre has been scured and/r carded. Must be signed and dated Please nte that this declaratin must be accmpanied by a veterinary certificate stating that the fficial veterinarian has n reasn t dubt the veracity f the declaratin.
