During his wrk, the RDJ is nt allwed t influence the RDT s wrk by his behaviur. Fr natinal canine rganisatin s (NCO) testing events r cmpetitins, the decisin cncerning walking n the wrksites fr sectin A utside f the wrking time, is the respnsibility f the test rganising fficer and the RDJ. It has t be ensured that a mistake, which is made thrughut the entire wrk (e.g. crked basic psitins) will nt be heavily penalised fr every exercise. Such a mistake can als be mentined in the general critique and can als be taken int accunt at this pint. Unused vice cmmands and/r hand signals will nt be assessed negatively. If the dg executes an exercise nly after the 3 rd VC, the assessment is unsatisfactry. If the dg des nt carry ut the exercise at all, this exercise is t be assessed with 0 pints. Refusing t d an exercise r part f an exercise is unacceptable and will be penalised with a warning. In the Area Search, dgs may be equipped with a lighted cllar r an identifying harness. By this it is meant, fr example, a flashing light r glw stick, which enables the dg handler t recgnise the dg in the dark. Hwever, the dgs may nt be equipped with flashlights r sptlights fr their rientatin. Apprval f the testing area Befre the start f the testing event, the fficial RDJ has t check all his relevant tasks especially with regard t the setting up f the wrksites and make the necessary adjustments in agreement with the TOO. If a crrectin is nt pssible, the RDJ makes the decisin t accept the test. A written reprt must be made fr the secretary f the FCI Rescue Dgs cmmissin. 3 Timetable Prir t the event, a timetable must be drawn up and the perfrmance times f each f the participants must be clearly indicated. It must be taken int cnsideratin that the assigned RDJ d nt wrk lnger than 8 hurs per day, with a break being given after 4 hurs f wrk. It is imprtant that each RDT is assessed by the same RDJ fr the same categry and level. The timetable has t be fllwed as much as pssible. Disruptin f the timetable is pssible thrugh delays, dgs being pulled and/r disqualificatin. In this case, changes can be made in accrdance with the test rganising fficer and the RDJ. Reasns fr warnings by the RDJ Disregarding the RDJ s instructin Use f imprper aids fr the search wrk Tuching the dg during bedience/dexterity (apart frm praise) Terminatin If a particular sectin has t be terminated befre being cmpleted, the pints awarded until this pint will be accredited and the participant starts, if and when still necessary, the next sectin f his/her test. Reasns fr terminatin are: the dg leaves the testing area and des nt cme back t the DH after the 3 rd VC lack f preparatin lacking willingness t wrk clear physical limitatins 2 nd warning the use f fd rewards r tys during the exercise 2 nd false alert Disqualificatin In the case f a disqualificatin, the test must be terminated immediately. N pints will be awarded fr the whle test. It must be entered int the scre bk with an explanatin. A written reprt frm the RDJ t the secretary f the FCI Rescue Dgs cmmissin fllws. 4 Gun Shyness: Shuld a dg s behaviur be questinable in view f gun sureness, the RDJ is bliged t carry ut a further test. Fr this purpse, the dg is placed free in the middle f the testing area, the dg handler is at a distance f abut 15 paces frm the dg and 2 further shts are fired. The disqualificatin can result due t the fllwing reasns: In case f aggressive behaviur f the dg twards persns and/r injury t the victim N apparent injury: Warning frm the FCI Rescue Dgs cmmissin. In case f a repeated ffence, it is pssible, at the request f the Rescue Dgs Cmmissin and via the FCI General Cmmittee, t impse a ban fr ne year r als a lifetime ban. Apparent injury: The FCI Rescue Dgs cmmissin initiates the review fr a ban n participatin. The FCI General Cmmittee can impse a ban n participatin in all FCI events fr ne year r fr a lifetime. In the case f a ban, the fllwing prcedure is necessary: T btain a written statement frm the DH T btain a written statement frm the RDJ, TOO persns injured and pssible witnesses Reslutin frm the FCI General Cmmittee regarding the ban Ntificatin f the ban, including all the dg s data (breed, name, date f birth, chip number and/r tatt): 1. The dg handler and his/her NCO in writing and via 2. The RDJ and the NCO, at whse event the incident tk place, via Alerts General If the dg shws an alert different frm the ne annunced but listed in the Rulebk, the alert can then nly be scred as satisfactry (e.g. Bringsel dg barks). If the dg desn t shw any f the different types f alert, but the DH identifies an alert and annunces this t the RDJ, the victim exercise is then evaluated with a partial assessment f unsatisfactry. Alerts fr Articles Hw a dg indicates the articles is nt relevant. If the dg retrieves the articles, it can start the track either frm where it brings the article r where it picked it up. 5 Barking The dg must bark cntinuusly, while staying within 2 meters frm the victim / place f alert, until it is reached by its DH. The terrain must be taken int accunt. Pawing in rubble search is als allwed in additin t barking, whereby the discntinuatin f barking while the dg paws is nt a fault. The Bringsel Methd Maintaining cntact may als be interrupted under certain circumstances (depending n terrain) withut having a negative impact n the evaluatin. Restless hlding r respectively gnawing f the Bringsel is nt faulty. In rubble search the dg is nt allwed t be put n leash. Faulty is: Running back and frth between the Vtm and the DH Barking befre taking the Bringsel If the dg desn t run back gal-riented t the victim If the dg drps the Bringsel Recall Amng thers the fllwing can be shwn during recall: Jumping n r nudging the DH Barking at the Vtm and the DH Eye cntact between DH and dg Search Tactic Each utlined phase in the tactical evaluatin shuld be evaluated with 10 pints each. Essential criteria fr the tactic include: taking int accunt the terrain and shape, wind directin, assessing the dg s ability, in the case f included buildings als their make-up (entrance, structure ), last knwn lcatin f the persns, etc. Fr Natinal and Wrld Champinships tactical restrictins are pssible in view f the number f participants and the timetable. Suitability Test RH-E Alert exercise and alerting the Vtm: the dg must bark fr at least 20 secnds. The Vtm must sit r lie. During Obedience and Dexterity the dg must wear a large-link chain cllar. 6 Tracking Test RH-F Level A and B In the case f several participants, the rder is t be determined n-site by the drawing f lts befre beginning f the Tracking Wrk. There must be a clear level f difficulty in the curse f the track fr level B such as change f area, ditches, traversing paths and/r streets, etc. If the dg lies dwn where there is n article and the handler cnfirms that there is n article and gives the cmmand t cntinue the search = -1 pint. Fr a false indicatin, which is cnfirmed by the DH, a deductin f pints fllws with the value f an article. If the dg handler has reprted that the dg will alert by barking but the dg clearly indicates the victim withut barking, the alert will be devalued by half (50%). If the dg des nt bark crrectly at the prescribed directin r leaves the Vtm at times, the alert will be assessed with a maximum f satisfactry. Other alerts equivalent. It is up t the RDJ s discretin, t lengthen the time due t existing circumstances after the last change in directin. If the track is terminated, the DH leaves the area with his dg n the mst direct path. Further search is nt permitted. The RDJ decides abut an alternative track. Area Search Test RH-FL Level A and B The search wrk in the Area is t be carried ut at a nrmal pace. Running by the DH is nt allwed. The dg handler receives a detailed sketch frm which the bundary cnditins f the area are recgnisable. Afterwards he/she must chse his/her tactic. He/she is nt allwed t walk arund (utside) the testing area! If the DH finds the Vtm, there will be n reductin in the assessment, if the DH leaves the dg t search freely and the dg then alerts crrectly. Cmment t: An alert, which is nt cnfirmed by the DH, is faulty, but nt t be evaluated as false alert. After a nn-cnfirmed alert, a request fllws within an acceptable time frm the RDJ t the DH t make a decisin abut the cntinuatin f the wrk. If the dg distances itself mre than 2m frm the Vtm, the scre t be awarded is unsatisfactry. A dg, which nly alerts the Vtm fr a shrt time and then runs back t the DH, will receive n pints fr this alert. It is up t the RDJ, t carry n with the search wrk after all the Vtms have been fund. The Vtms must leave the hiding place after having been lcated, which includes remval f a blanket and ther such items. Rubble Test RH-T Level A and B The RDJ needs t wear the necessary prtective clthing n the rubble, especially helmet and safety shes. Distractin by smuldering fire and/r engine nise and/r strkes f a hammer and/r drums and/r sund carriers etc. must be arranged with the RDJ. Helpers must act neutrally and are nt allwed t disturb the dg during the exercise. The attempt by a dg t advance t the victim frm a different, clser place, after the initial alert is sunded, is nt cnsidered faulty. 7 If a dg has bviusly picked up the scent f a persn and leaves the spt withut wanting t advance t the victim frm anther side, this persn can nly be marked as satisfactry in the case f a subsequent alert, even thugh the DH initially did nt reprt the alert. Additinal mistakes in the ther alert wrk can lead t further reductin f the alert pints. It is up t the RDJ, t carry n with the search wrk after all the Vtms have been fund. Avalanche Test RH-L Levels A and B Blankets, back-packs r similar items are nt allwed t be left behind in the hiding places. With the depth f the burying f the Vtm the height f the cvering is meant. Cvering the receiver (Avalanche Transceiver, LVS) shuld be abut 30cm. Water Wrk RH-W Levels E, A and B The victims and the persnnel need t wear a lng wetsuit. The dg s harness fr the wrk in the water shuld be a standardised harness withut swimming aids. The stipulated distance f 25 metres and 40 metres need t be marked n the water s surface using buys. The end f the rpe must flat and always be fitted with a reinfrced end. The end f the rpe must be secured t a life-saving ring. The captain shuld als have a helper with him/her in the bat. The helper watches the rpe. In rder t avid bruises n the hands, while handling r pulling the rpe, prtective glves must be wrn. Fr the safety f the dgs the helper lies n the surfbard, hwever he is cmpletely mtinless thrughut the exercise. The rder f bth the distances will be determined by the judge. Obedience and Dexterity fr RH-F, FL, T The straddle psitin by the DH is generally incrrect and devalues the particular exercise. If VC and HS are allwed, it is ptinal fr the DH t als use nly ne. If he uses bth, they shuld be given at the same time. Grup: The RDJ may decide that the grup can stp while the DH shws the figure eight. If the DH gives an bviusly false cmmand fr a psitin during the exercise Distance Cntrl, the exercise will be marked as unsatisfactry. In the English versin the psitin stay (steh) is t be understd as stand. The utility article must be shwn t the RDJ befre the drawing f lts and must be useable n the spt. Jute rlls / tugs ( Beissrllen ), tys r similar are nt cnsidered t be an article. Primed articles (wrapped glves r ther assembled articles) are als nt permitted. The ladder must be fitted with tw crss-pieces n the uter edges. If the dg des nt reach the last rung with bth paws and/r is lifted dwn befre the last rung, as a cnsequence the exercise will be marked dwn accrdingly. 8 Fr the executin f the exercise Directability at a Distance, the DH may change psitin twards the directin set ut fr the dg as well as making a side step in a particular directin, withut hwever leaving the spt. If the middle is nt apprached, the exercise can be marked with a maximum f satisfactry, if a table is nt shwn, the wrk is marked as unsatisfactry. Laying dwn under distractin: while lying dwn a minimum distance (10m) t the detached table r the equipment must be maintained. The evaluatin f m unsatisfactry in the case f a false psitin is t be adjusted t the mistake. A dg which sits calmly all the time is t be marked with as unsatisfactry, while shifting psitins will lead t further deductins. Obedience and Dexterity fr RH-L Fr the general parts and all the exercises, which crrespnd t thse in sectin B fr RH-F, FL and T, the same executin is valid as is described in sectin B fr RH-F, FL and T. The exercises 7 and 8 can als be carried ut individually befre r after the search wrk (e.g. fllwing ski tracks while walking t the search wrk). Obedience and Dexterity fr RH-W Fr the general parts and all the exercises, which crrespnd t thse in sectin B fr RH-F, FL and T, the same executin is valid as is described in sectin B fr RH-F, FL and T. The distance f 50 metres there and back fr the bating fr all levels is sufficient. The exercises 8 and 9 can be carried ut individually befre r after the water test.
