4 EXECUTIVE SUMMARY A ne year pilt prject was cnducted t trial the integratin f wildlife disease infrmatin frm zs int the natinal wildlife health infrmatin system. An independent review fund that the pilt prject was successful in capturing infrmatin that increased the cverage f the wildlife ppulatin. The 210 wildlife cases reprted by the zs fr the 12 mnth perid represented almst a third f all cases submitted during that perid. The data cllected was frm additinal catchment areas, with an increased species distributin and a wider range f presenting syndrmes and reprting reasns. The review als fund that the prject increased the capacity f the natinal system t detect emerging diseases, and the capacity and capability f participating zs t play an effective rle in a disease emergency. The review recmmended that the prgram be cntinued and expanded, with additinal fcus n epidemilgical analysis f data and an increased budget fr prject crdinatin. PURPOSE This is the final reprt fr the Z Based Wildlife Disease Surveillance Pilt Prject, r ACERA Prject N. 1004, Pst-Brder Surveillance Techniques: Review, Synthesis and Deplyment; Subprject 2c: Z-Based Surveillance. This reprt prvides an update t the prgress reprt f February 2011, and utlines the activities and utcmes fr the pilt prject. A separate reprt has been prepared by AusVet Animal Health Services (AusVet), cnsultants cnducting an independent review f the prject. PROJECT SUMMARY The prject is a 12 mnth pilt prgram t trial the input f wildlife disease infrmatin by zs int the natinal wildlife health infrmatin system. It is a cllabrative prject between the Australian Wildlife Health Netwrk (AWHN) and the Z and Aquarium Assciatin (the Z Assciatin) and is spnsred by the Australian Gvernment Department f Agriculture, Fisheries and Frestry (DAFF) and the Australian Centre f Excellence fr Risk Analysis (ACERA). The prject cmmenced in Octber The prject team included Lyndel Pst frm the Wildlife Health and Envirnment Prgram, DAFF, Rupert Wds, Keren Cx-Wittn and Tiggy Grill frm AWHN, and Andrea Reiss and Martin Phillips frm the Z Assciatin. Six majr zs in Australia were selected t participate in the pilt prject: Adelaide Z, SA Australia Z, QLD Healesville Sanctuary, VIC Melburne Z, VIC Perth Z, WA Tarnga Z, NSW The prject cllected an agreed data set f disease-related infrmatin frm free-ranging r rehabilitatin wildlife cases seen at the wildlife clinics at the participating zs. The scpe f the prject did nt include data frm z cllectin animals. This prject fcused n reprting f existing wrk, rather than expansin f investigatin r diagnsis. The participating zs received initial and nging training and supprt in case selectin and data entry. The zs input data directly int AWHN s web-enabled database (ewhis) n an apprximately mnthly basis fr the 12 mnth perid f the pilt prject. 5 The 12 mnth perid f the pilt prject ended n 31 Octber A decisin was made t extend the prject t June 2012 while the results f the independent review were cnsidered and while funding pprtunities were explred. As there was interest in the prject frm ther zs and wildlife parks, three new zs/wildlife parks were added t the prject: Currumbin Wildlife Sanctuary, QLD Sea Wrld, QLD Territry Wildlife Park, NT The cntinuatin and expansin f the prject are in line with the recmmendatins f the AusVet review (see Prject Review belw). BACKGROUND AND STRATEGIC DIRECTION A natinalised, brad-ranging bisurveillance system is imprtant fr ecnmic, health and bidiversity reasns. A strng bisurveillance prgram helps defend the natin s disease-free status, which must be supprted by the capacity fr early detectin and apprpriate respnse t disease. This prject recgnises the changing glbal and natinal bisecurity envirnment and addresses these cncerns by evaluating a mechanism fr incrpratin f zs int a natinal bisurveillance system. The prject arse frm recgnitin within the z industry f its unique capabilities, ptential fr a greater cntributin t this area, and willingness t wrk clsely with the gvernment t cntribute t imprved natinal, reginal and glbal bisecurity utcmes. Australian zs are well psitined t prvide valuable wildlife disease surveillance infrmatin. Mre than 10,000 wildlife cases are seen every year by wildlife clinics at six majr zs in Australia. The majr zs emply veterinarians with expertise in wildlife diseases and diagnstics, and a high level f awareness f emerging infectius diseases. In additin, zs prvide valuable cnnectins t netwrks f wildlife carers, researchers and wildlife/eclgical managers. The prject was initially prpsed by AWHN and the Z Animal Health Reference Grup (ZAHRG). ZAHRG was established under AWHN t prvide advice t the Australian Chief Veterinary Officer (ACVO) n z industry issues, and has representatives frm each f Australia s majr zs and the Z Assciatin. A representative f the ACVO and AWHN als participate, and AWHN prvides administrative supprt t the grup. The prject was funded by DAFF and ACERA; participating zs prvided significant in kind cntributins. The Z Assciatin received funding supprt frm the participating zs fr a Reginal Veterinary Officer. The Z Assciatin Bard endrsed the develpment f this prject and deplyment f the Reginal Veterinary Officer t wrk with AWHN and with zs n the prject. As well, the Z Assciatin develped a multi-mdel prject prpsal including planning, risk analysis with cstings t supprt further develpment f animal health surveillance within zs. AWHN advised the Australian Animal Health Cmmittee (AHC) f the prject in Octber 2010 and AHC has been kept infrmed f the prgress since then. The prject is cnsistent with the cre business f AWHN f wildlife and feral animal health surveillance and prvisin f infrmatin and intelligence t supprt natinal animal and human health prgrams, and is within the charter f the Z Assciatin t prmte the wrk f zs and aquariums and share knwledge fr effective cnservatin, research and educatin utcmes. Prir t the cmmencement f this prject, Australian zs were reprting wildlife disease events int the natinal system, but n an ad hc basis nly. PROJECT ACTIVITIES 1. PROJECT INITIATION 1.1. Prject develpment AWHN wrked with the Z Assciatin, ZAHRG and senir veterinarians frm participating zs t develp the scpe and methdlgy fr the prject. This included risk planning and briefing f AHC, DAFF and the Z Assciatin Bard n the bjectives and prcesses f the prpsed prject. A frmal survey was als cnducted t cllect data n numbers and taxnmic grups f wildlife seen by veterinary clinics at the majr Australian zs ver a 12 mnth perid ( ) Prject participant recruitment The six majr Australian zs selected t participate in the pilt prject all cnfirmed their participatin with a cmmitment t cmmence the prject at the start f Nvember Veterinarians at each f the six zs were identified fr tw prject rles: a senir veterinarian as the Crdinatr, and a veterinarian fr Data Entry. In sme cases, ne veterinarian perfrmed bth rles Participant training Training was prvided t prject participants by AWHN and the Z Assciatin, cvering the scpe and intent f the prject, selectin f suitable events fr reprting and ewhis data entry. Training was prvided in individual training sessins with each z, either in persn r by phne. Each z entered at least ne event int the ewhis database during the training sessin. AWHN als discussed cmmunicatin between the participants and their wildlife crdinatr 1. Each participant received a prject inductin flder, which included the key prject dcuments, a user guide fr ewhis, and general infrmatin abut AWHN. Onging feedback and assistance with data entry and selectin f events fr reprting was prvided t each z by the AWHN Prject Officer. 1 There are CVO-appinted wildlife crdinatrs in each state and territry. 7 As staff changes ccurred at the participating zs, training and supprt were prvided t new members f the prject grup. A ttal f 11 training sessins were delivered by the AWHN Prject Officer, at 1.5 t 2 hurs fr each sessin Prject grup meetings A ttal f seven prject grup meetings were held apprximately every 2 mnths by telecnference, and cntinue n a quarterly basis. 2. DATA COLLECTION & DOCUMENTATION 2.1. Cllectin f wildlife health infrmatin All six participating zs cmmenced entering wildlife event infrmatin selected frm the z s Nvember 2010 caselad int ewhis. All zs cntinued t prvide mnthly reprts f selected wildlife disease events fr the 12 mnth perid f the pilt prject. Participants entered cases n a mnthly basis, r at an interval t fit in with their internal reprting practices. Participating zs prvided a reprt f the entered wildlife disease events t the prject grup at each telecnference, which ften prmpted useful discussin n unusual, interesting and emerging disease events. A ttal f 241 recrds were reprted int ewhis by the participating zs during the 12 mnth pilt prject. Of the events reprted, 210 ccurred during the 12 mnth pilt perid, and the remainder ccurred prir t the cmmencement f the pilt prject and the recrds were entered retrspectively. Useful infrmatin was captured thrugh the pilt prject that might therwise nt have been reprted, r was reprted earlier than wuld nrmally have ccurred. Further detail is prvided under Prject Results belw Prject lgs & reprts The AWHN Prject Officer maintained the fllwing prject lgs: Cmmunicatins Lg: t recrd significant cmmunicatins relating t prject participatin, prject implementatin and feedback frm participating zs regarding the prject. Events Lg: t recrd valuable wildlife disease infrmatin cllected as a result f the prject that: a) might therwise nt have been reprted, b) was reprted earlier than might have nrmally ccurred, and/r c) resulted in an pprtunity fr imprving infrmatin flw and strengthening f the wildlife health netwrk. This lg was kept t prvide infrmatin fr the review f the prject and any future analysis r prject planning. Activities Lg: t recrd prject activities such as prject grup meetings, participant training sessins, participant data entry and submissin f mnthly reprts. Regular updates and reprts have been prvided t AHC, AWHN management, the Z Assciatin Bard and ZAHRG. A prgress reprt was submitted t ACERA in February PROJECT OUTPUTS 1. PRESENTATIONS & PUBLICATIONS The AWHN Prject Officer presented a summary f the prject entitled An Integrated Wildlife Disease Surveillance Plan fr Australian Zs at the annual Wildlife Disease Assciatin (Australasian sectin) (WDA- A) cnference in December 2010, and included data cllected thrugh the pilt prject in a presentatin n the ewhis natinal wildlife health database at the WDA-A cnference in September An update n the prject will be presented by the Z Assciatin Reginal Veterinary Officer at the September 2012 WDA-A cnference. 8 The Z Assciatin Reginal Veterinary Officer presented a summary f the prject at the annual Z and Aquarium Assciatin (Australasia) cnference in May A summary f the prject was included in the annual Animal Health in Australia reprt in 2010 and Susie Hester frm ACERA reprted n the z pilt prject as part f the larger ACERA prject at a meeting f the IUCN-SSC CBSG Wildlife Disease Risk Analysis Tl Develpment wrking grup. The Z Assciatin Reginal Veterinary Officer will present a pster summary f the pilt prject at the internatinal Wildlife Disease Assciatin cnference in Lyn, France in July AWHN and the Z Assciatin intend t submit a summary f the prject and its utcmes fr publicatin in a peer-reviewed jurnal. 2. REPORTING OF WILDLIFE HEALTH INFORMATION Events entered int ewhis by the z veterinarians during the pilt prject included 61 cases with a diagnsis f a Wrld Organisatin fr Animal Health (OIE) reprtable disease (including diagnses based nly n clinical signs). These diseases included Psittacine Beak and Feather Disease (reprtable as circvirus ), avian chlamydphilsis, txplasmsis and sarcptic mange. These data cntributed t Australia s OIE reprt. Suspected r cnfirmed pisning cases were als reprted, and were included in AWHN s regular reprt t the Australian Pesticides and Veterinary Medicines Authrity (APVMA) as part f the Adverse Experience Reprting Prgram fr Agricultural Chemicals. Wildlife health infrmatin entered int ewhis by the participating zs as part f the pilt prject was included in AWHN s cllated data reprts fr Animal Health Surveillance Quarterly (AHSQ 2010 Vlume 15, Issue 4; 2011 Vlume 16, Issues 1-4). PROJECT RESULTS 1. SIGNIFICANCE OF DATA 1.1. Significant infrmatin cllected Detailed infrmatin regarding significant and valuable infrmatin cllected thrugh the pilt prject was recrded in the Events Lg. The fllwing are examples f infrmatin captured thrugh the pilt prject that are unlikely t have been reprted int the natinal system therwise, r that were entered int ewhis earlier than might therwise have ccurred. Infrmatin cntributing t a better understanding f syndrmes with unknwn aetilgy: Increased number f sick, injured and dead barn wls in the Sydney regin. Data reprted thrugh the prject enabled a better natinal picture f this disease event, and prvided imprved pprtunities fr cllabratin between the zs and a university. Additinal infrmatin n cases f recgnised syndrmes where the cause has nt been fully identified e.g. nn-suppurative encephalitis in ravens, paralysis in rainbw lrikeets. The prject als imprved the capability f the netwrk t share samples fr testing and research. Unusual events r findings that culd indicate an emerging syndrme r trend. Of the 241 recrds entered in ewhis as part f the pilt prject, 177 were classified by the submitter as interesting r unusual. New and emerging diseases r trends are mst likely t be identified thrugh reprting in this categry. As an example, a ptentially significant and emerging disease impacting n rehabilitatin success f kalas was reprted. Infrmatin relating t threatened species e.g. Carnaby s cckat mrtalities. Capture f infrmatin with ptential human health implicatins e.g. Salmnellsis, angistrngylsis. Imprved data capture e.g. reprting f histry and clinical signs fr bats submitted fr testing fr Australian Bat Lyssavirus, which is a significant disease with zntic risk. 9 2. STRENGTHENING OF WILDLIFE HEALTH NETWORK 2.1. Disseminatin f disease alerts and infrmatin requests As part f its respnsibilities, AWHN regularly distributes disease alerts, requests fr infrmatin, ntificatin f significant publicatins and release f guidelines and plicy dcuments. This can assist in early detectin f emerging diseases, and keeping veterinarians and thers wrking with wildlife infrmed f current disease events and recmmended bisecurity practices. AWHN administers a number f fcus grups that are the target f these cmmunicatins. The pilt prject prvided a framewrk fr disseminating this infrmatin, and widened the natinal netwrk f wildlife veterinarians in Australia. Examples f cmmunicatins and ntificatins that AWHN circulated t the pilt prject grup included: Pigen Paramyxvirus: The pilt prject prvided a framewrk fr AWHN t update z veterinarians abut the utbreak in Victria in 2011, t highlight ptential implicatins fr zs and their bisecurity including ptential risk t z cllectin birds, and t discuss submissin f samples fr testing. As it was nt initially knwn whether the virus culd spread frm dmestic pigens int native species, testing f a variety f birds was imprtant. Hendra Virus: Ntificatin and discussin ccurred at a pilt prject telecnference regarding the ptential fr increased risk f Hendra virus in z cllectin equids during the spate f Hendra cases in NSW and QLD in 2011, including discussin abut apprpriate bisecurity measures. Requests fr infrmatin: A request fr infrmatin frm the Queensland Centre fr Emerging Infectius Diseases n mass abandnments r unusual mass deaths f flying fxes during 2011 was circulated t the grup. Neurlgical disease in hrses: A state/territry cmmunicatin abut neurlgical disease in hrses was circulated, with a request t be alert t any wildlife cases which may have been f relevance. This issue was als discussed at a prject grup telecnference in relatin t risk t equids in z cllectins. Plicy dcuments: AWHN advised the grup f relevant guidelines and plicy dcuments such as the Plicy fr the Transfer f Bilgical Specimens t Overseas Labratries fr Infectius and Parasitic Disease Testing and Management f Designated Z Animals Imprted frm Cuntries at Risk frm Transmissible Spngifrm Encephalpathies (TSEs) Imprved infrmatin flw and relatinships between zs and gvernment agencies AWHN strngly encuraged prject participants t cmmunicate regularly with their wildlife crdinatr, in particular t ntify them f significant r ptentially sensitive cases that they intended t reprt int ewhis. This was discussed in detail at the initial training sessins and repeated at telecnferences and in individual s. AWHN als kept the wildlife crdinatrs updated n the prgress and activities f the prject. During the prject AWHN nted an increased level f cmmunicatin between sme z veterinarians and the gvernment wildlife crdinatr. Althugh in mst cases relatinships were already established, the prject appeared t strengthen these and t imprve cmmunicatin and flw f infrmatin. Feedback frm z participants and the Z Assciatin Bard indicated that they were pleased t be cntributing t a prject that was beneficial fr bisecurity utcmes and fr an understanding f wildlife diseases, and that they culd see the value f incrprating their infrmatin int the natinal system. They als appreciated that the infrmatin they cntributed was valued and that zs rle in bisecurity and surveillance was recgnised utside f the z industry, particularly by gvernment. The prject cntributed t capacity building fr natinal disease surveillance by establishing a system that culd respnd rapidly if the need fr targeted surveillance arse e.g. in an emergency utbreak situatin. The pilt prject prvided a framewrk t prmte the Natinal Significant Disease Investigatin prgram (NSDI), which is managed by Animal Health Australia and prvides funding fr private veterinarians (including thse wrking in zs and wildlife parks) t cnduct investigatins int ptentially significant disease events in AWHN & ZAA Prject Reprt: Z Based Wildlife Disease Surveillance Pilt Prject 20 December

10 wildlife, as well as livestck. The prgram was prmted by and discussed at each prject telecnference, and several f the participants applied fr NSDI funding during the pilt perid. FEEDBACK PARTICIPANTS & STAKEHOLDERS Feedback abut the pilt prject frm participants and stakehlders was recrded in the Cmmunicatins Lg. Additinal cmments were cllected by AusVet thrugh an nline survey f prject participants and wildlife crdinatrs as part f their review f the pilt prject (see Prject Review belw). Examples f feedback are utlined belw, t prvide an verall impressin f the prject. 1. ISSUES RAISED A number f issues and cncerns were raised by participants and wildlife crdinatrs, including: Limited funding fr disease investigatins, including field visits, pst mrtem examinatins and labratry testing. Duplicatin f data entry effrt fr z veterinarians e.g. additinal t entry int z clinic databases, primary pathlgy databases. Ptential fr duplicatin f data in ewhis by the wildlife crdinatrs and z veterinarians, such that discussin and crdinatin is required. Limited time and resurces fr participatin in the prject, althugh mst zs reprted that the prject was nt nerus and, at least at current caselad levels, quite manageable. 2. POSITIVE FEEDBACK Overall the feedback frm the prject was psitive, ntwithstanding the issues raised abve. There has als been external interest in the pilt prject, including a discussin at an internatinal frum (see Prject Outputs abve). Twards the end f the prject, AWHN was apprached by the senir veterinarian frm a large wildlife park wh was interested in his institutin jining the prject. Sme f the benefits f the prject recgnised by participants were: As mentined in Imprved Infrmatin Flw abve, participants were pleased t be cntributing t the natinal bisecurity and surveillance effrt, and als appreciated the recgnitin by gvernment agencies f their rle in the natinal system. Participants fund it beneficial t hear abut disease events in ther areas and jurisdictins, particularly where similar syndrmes were identified in ther lcatins. This helped them t put their wn lcal findings int a brader cntext and t better understand the disease prcesses invlved. The regular telecnferences facilitated this prcess. Access t ewhis gave them the pprtunity t see what ther events were being reprted, althugh feedback seemed t indicate that nly a small number made use f this. The telecnferences prvided an additinal mechanism fr cmmunicatin t thse already in place, and an pprtunity t hear updates frm ther institutins. PROJECT REVIEW An independent review was cnducted by AusVet t assess the data set and the functinality and sustainability f the prject. The utcmes f the review are presented in the reprt Review f the Z Based Wildlife Disease Surveillance Pilt Prject, December The key utlined recmmendatins f the reprt are prvided in summary frm belw. CONCLUSION The Z Based Wildlife Disease Surveillance Pilt Prject trialled the integratin f wildlife disease infrmatin frm zs int the natinal wildlife health infrmatin system. It was fund t be successful in increasing the scpe f infrmatin reprted int the natinal wildlife health infrmatin system, in expanding the netwrk f veterinarians wrking with wildlife in Australia, and in imprving cmmunicatin between zs and gvernment. The plan fr the prgram is further expansin in line with recmmendatins frm the independent review.
