The reprt was cmmissined t supprt the Australian Industry Skills Cmmittee (AISC) in develping the fur-year rlling Natinal Schedule f training prduct develpment and review wrk. The reprt is structured, as per the AISC template, in fur main sectins as fllws: sectr verview, emplyment, skills utlk, and training prduct review plan. Methds f analysis include research f published natinal and industry data surces and input frm Industry Reference Cmmittee (IRC) members and key stakehlders. The reprt draws attentin t the fact that rising glbal demand fr Australian animal prducts with embedded animal welfare and n-farm bisecurity characteristics prvides this industry with the ptential fr grwth and new business pprtunities. Further, Australia has the mst sustainable zs, aquariums, wildlife parks and sanctuaries, with a significant rle as a preferred turist attractin. The pprtunities fr the animal care and management industry are als shaped by a number f current gvernment plicies that supprt industry participatin in animal disease utbreaks and cmbat f invasive species. Beynd that, dmestic ppulatin grwth and rising dispsable incme leads t a further grwth in Australian husehlds wning pets and livestck (Australia already has ne f the highest rates f pet wnership in the wrld) and demand fr veterinary and assciated value-added services. Further, the reprt describes the industry wrkfrce. Cnsistent with many ther industries, hrse breeding and hunting sectrs are ageing retirement ages are being reached in higher numbers. This wrkfrce trend creates significant challenges fr emplyers particularly in respect t their ability t attract peple t the industry and train them. Imprtantly, the reprt shws that emplyers will increasingly seek higher level and value-added skills t supprt higher targets in relatin t a safe, cllabrative and custmer-fcused culture, innvatin, and autmatin/digitisatin f sme wrk activities in animal care wrkplaces and jbs. 5 Summary f Key Pints in Each Sectin Sectr Overview The animal care and management industry can be described as having five sectrs: veterinary services, animal breeding services, pet and cmpanin animal services, captive wildlife peratins, and hunting and trapping. The industry includes 3,145 veterinary facilities, a large number f registered animal breeders, 4,000 pet grming businesses, many ther specialist businesses prviding pet care services, up t 100 wildlife peratins including zs, wildlife parks and aquariums, 587 hunting and trapping business peratrs, and 300,000 recreatinal hunters. The veterinary sectr prvides direct emplyment t mre than 16,857 peple, with 12,746 registered veterinarians wrking fr gvernment agencies, labratries and universities, r prviding specialised services as private practitiners r in ther rganisatins. The wildlife peratins sectr emplys up t 3,000 peple. The majrity f livestck breeding enterprises and hunting and trapping business peratrs are small-scale nn-emplying peratins. The industry is represented by abut 38 peak rganisatins at a natinal level, including industry sub-sectr assciatins, animal health and welfare assciatins, and prfessinal assciatins. Key regulatins fr the industry include r are related t the Bisecurity Act 2015 and the Envirnment Prtectin and Bidiversity Cnservatin (EPBC) Act 1999, state-based animal welfare legislatins, veterinary services regulatins, pet and cmpanin animal regulatins, captive wildlife regulatins, hunting and trapping regulatins and live animal exprt legislatin. 7 PRIORITY SKILL DRIVERS TRAINING PACKAGE SOLUTION 3 Prpsed Schedule f Wrk Animal Care Skill Sets Animal welfare is f high pririty t the general public. Imprving hw animals are treated in captivity can imprve the life f the animal, imprve breeding prgrams and ensure animals safety. There are als financial and persnal csts t be calculated. Recently, 16 pl hrses died while being transprted via ship t Melburne. The cause f death is still unknwn. Animal cnditining can assist animal keepers in ensuring the highest levels f animal welfare. The animal will feel secure in their surrundings and with the keepers engaged t care fr them. Animal first aid will assist bth keepers and pet wners t deliver immediate care t animals until they can be treated and cared fr by a veterinarian. Hrse branding is a standard prcedure fr permanent identificatin marking f hrses, while micrchipping is the mre humane methd. Freeze r fire branding are tw practices that can ccur, but because these cause pain t the animal and carry the chance f infectin, they must be undertaken with the highest pssible standards. Develpment f skill sets t be used t enhance current qualificatins r as entry int qualificatins. 8 Full Review f Animal Technlgy Qualificatins Full Review f Pet Styling and Grming Qualificatins Feedback has been received frm the Australian and New Zealand Labratry Animal Assciatin (ANZLAA), the peak bdy fr the Animal Technlgy industry, that the current units f cmpetency are nt fit fr purpse. The cntent f the units is nt suitable fr quality training; and the units are nt ethically suitable, as they require t many animals t be euthanised during the undertaking f the units. Full review f the qualificatins is needed t ensure that quality training des nt impse unethical practice. Cncern has been expressed thrugh industry feedback abut the level f incnsistency in pet grming training. As there is n legislative requirement fr a pet grmer t undertake any frm f training, many are chsing t undertake lwer AQF level skills r frg training altgether. T imprve the industry skill level, higher and mre cnsistent standards shuld be develped t ensure the care f animals. Review the units cntained in 2 Animal Technlgy qualificatins Develpment f units fr 2 new skill sets: skill set fr wrking n an ethics cmmittee skill set fr researchers undertaking surgery Develpment f unit/s fr surgical nursing f research animals Embed/imprve cntainment and exclusin in relevant units. 9 Skills in Using Animals fr Therapeutic Interactins fr Humans Animals are currently used in an array f therapeutic areas fr peple living with different cnditins. These include peple living with: PTSD autism dementia drug addictin diabetes epilepsy. Animals can be used t alert a persn t a cming attack, assist in reducing the severity f an attack r be used as a reslutin tl. The demand fr equine dental service prviders t deliver services at a higher AQF alignment than the current certificate 4 levels. Develpment f qualificatin in using animals in therapeutic situatins, and skills t train the animal t assist in the therapy. Higher Level AQF Skills fr Captive Animals Currently the highest level f vcatinal educatin and training in captive animals is Certificate IV. There is a skill gap between the Certificate IV and the Bachelr Degree. As breeding prgrams natinally (and internatinally) are lking t ensure that fewer species f animals becme extinct, greater skills are needed in animal cnditining s that stress levels f animals are in the range that is cnducive t ptimal breeding. SECTOR OVERVIEW Sectr Descriptin Australia s animal health system includes all rganisatins, gvernment agencies, cmmercial cmpanies, universities and individuals that are invlved in animal health and the livestck prductin chain. 4 T prvide a structure, this reprt cnsiders the animal care and management industry sectr as integrating all businesses that perate in the fllwing sub-sectrs: veterinary services, including equine, cattle and ther livestck veterinary practices, as well as cmpanin animal veterinary practices animal breeding services, including livestck breeding, hrse breeding, cmpanin animal breeding and cnservatin breeding pet and cmpanin animal services, including training, barding and grming f pets and cmpanin animals animal technlgy services essential fr labratry animal facility management, specialist breeding services, animal husbandry and technical prcedures captive wildlife peratins, including zs, wildlife parks, aquariums, animal circuses and ther mbile animal displays hunting and trapping, including hunting and trapping businesses and recreatinal hunters wildlife care and rehabilitatin. These sectrs are derived thrugh the sectrs defined by ANZSIC cdes. A number f different services are nt clearly defined by these cdes, such as equine dental services and farrier services. This means ABS des nt cllect specific data n areas utside f the ANZSIC definitins. Relevant Training Package Qualificatins The animal care and management sectr is cvered by the ACM10 Animal Care and Management Training Package. ACM10 is cmprised f 19 qualificatins, 6 skill sets, 158 native units f cmpetency and 68 imprted units. This training package has been superseded by ACM Training Package, except fr the qualificatins and units related t Veterinary Nursing. The ACM Training Package cmprises 20 qualificatins, 8 skill sets and 189 native units f cmpetency. 13 Sub-Sectr Descriptin and Analysis f Businesses Invlved SUB-SECTOR NAME SCOPE OF WORK VETERINARY SERVICES Businesses in this sectr include: Private veterinary services prvided in rural and urban cmmunities, including a range f services t treat cmpanin animals, farm animals and hrses. Examples f species-specific services include cattle vets, sheep vets, pig vets, pultry vets, equine vets and equine dental veterinarians. Urban areas mstly invlve the treatment f cmpanin animals, and there is an increase in specialist services, emergency and critical care and adjuvant services such as hydrtherapy/physitherapy. Australian Gvernment-run veterinary services, which undertake disease surveillance, prviding an imprtant reserve fr the state and territry gvernments in the event f a majr emergency animal disease (EAD) utbreak. COMPANIES The Australian Gvernment is the largest emplyer f veterinarians, emplying 618 registered veterinarians. 20 In additin, in 2016, there were 3,179 practices perating in the veterinary services sectr in Australia, 33 per cent f which were nn-emplying. 21 A small number f medium-size businesses (emplying between 20 and 200 peple) perate thrugh netwrks f veterinary practices established in different gegraphical lcatins. A few businesses are vertically integrated, perating int the specialty pet-care retailer sectr. SUB-SECTOR NAME SCOPE OF WORK ANIMAL BREEDING SERVICES The sectr cmprises businesses invlved in animal breeding and genetics, including gene testing, artificial inseminatin and semen sales. Breeding services are prvided in the fllwing sectrs: livestck breeding, which includes rganisatins engaged in the artificial inseminatin f cattle and ther livestck fr the prductivity, sustainability and prfitability f livestck enterprises hrse breeding/farming, which includes businesses engaged in prducing Thrughbred hrses and ther hrse breeds fr racing and a variety f sprt, leisure r recreatin activities. Trends such as grwing ppularity f urban apartment living and the shift frm husing affrdability twards renting may limit the ptential grwth in pet numbers, as many f these places prhibit pets. While there are market pprtunities fr the industry participants t sustain revenue grwth, these will be required t cntinuusly prmte value-added services. The rural/farm animal market segment and its paying capability fr veterinary services prvide greater challenges fr the veterinary sectr. A cst-effective veterinary interventin at farm level is dependent n number f sales and prices fr livestck r yearlings sld by breeders. EMPLOYMENT Emplyment Update Ttal emplyment It is difficult t establish ttal emplyment fr the animal care and management industry due t the fllwing reasns: Nt all animal care and management sectrs are well defined by the ANZSIC classificatin as veterinary services is, fr example. Als, mst animal care and management ccupatins serve a wide range f industries. S, a full emplyment analysis via the ABS Census cunts is nt pssible fr this industry sectr. Sme main ccupatins within the animal care and management area, such as farrier, hrse breeder r stable hand, are gruped in 4-digit ANZSCO cdes with ther ccupatins that are nt necessarily designed fr r happening nly within this industry. As standard utput f ABS Census fr ccupatin data is limited at the 1-, 2-, 3- r 4-digit level f the ANZSCO classificatin, it makes the 6-digit level data assigned t individual ccupatins difficult t surce. Other ccupatins such as equine dental prviders, animal cntrl fficers, utdr activity assistants, pet shp wrkers r animal shelter wrkers are nt defined by ANZSCO. When such ccupatin infrmatin is cllected in the Census, it may be cdded t nt further defined (ndf) cdes in the next highest level, which is sufficiently brad t include all pssibilities suggested by the available infrmatin. There are three majr ccupatin grups representing animal care and management that are well defined by natinal classificatin. These are as fllws, and are used in the next analysis t describe the majr emplyment figures fr this industry: animal attendants and trainers, such as dg trainer r handler, hrse trainer, pet grmer and zkeeper veterinary nurses veterinarians. In 2016, there were 32,655 peple emplyed in ccupatins that include animal attendants and trainers, veterinary nurses and veterinarians. Abut 53% f these peple were emplyed full-time. 45 Animal attendants and trainers represented almst half (45%) f the emplyment represented by these three main ccupatins. The demand fr animal care and management service was higher in New Suth Wales, Victria and Queensland, prviding jbs fr 77% f all peple emplyed in these ccupatin. 45 All emplyment data in this reprt is surced frm the ABS Census datasets via the TableBuilderPr prduct. Natinal Census dataset system adjusts cunts by a small number t maintain cnfidentiality f infrmatin. When cmpared with the year 2006, this represents a 9% grwth in wmen's participatin. An analysis f the three main ccupatins indicates that veterinary nurses had the highest level f wmen represented (97%) in 2016, while veterinarians had the lwest (55%). Age Levels f the Wrkfrce The verall age distributin acrss animal care and management s main ccupatins experienced minr changes frm 2006 t A slight decline (2%) was recrded fr the prprtin f peple in the age grups 10 t 19 and 30 t 39, and a small grwth (1%) fr the prprtin f thse in the lder age grup, 60 t 69. Occupatinal emplyment by age level, Emplyment Outlk The Department f Emplyment prvides emplyment prjectins fr the Australian industry sectrs cvered by the ANZSIC classificatin. In ANZSIC, mst sectrs f the animal care and management industry are hidden under classes such as ther services r integrated in larger grups.
