Pusuant to notce though the meda and n confomance wth the Publc Meetng Law, Cheyl Walke, Cha called the meetng to ode at 9:02 a.m. Commssone Walke asked Mac Hadley, Anmal Contol Offce, to explan the events that led to the heang. TESTMONY: COUNTY ANMAL CONTROL OFFCER Ms. Hadley epoted Anmal Contol eceved a phone call on Novembe 6, 20 epotng two male pt bull dogs attacked and njued two lvestock. Ms. Hadley went out on Monday, Novembe 7, 20 to look at the cows and noted that the hefe had not been eatng, was bloody and appeaed to be n a lot of pan. She epoted the dogs had been seen hangng fom the neck of the hefe and that the hefe got most of the damage. Thee was blood on the bull but thought t was blood fom the hefe. Ms. Hadley mentoned that the hefe s takng antbotcs and the vet gave he a 50/ 50 chance to lve. Commssone Walke asked how the hefe s now and M. Floate, Lvestock Owne, explaned that the hefe s dong well and sad she s gong to ecove. TESTMONY: OWNER OF MPOUNDED DOG Alan Knopsnyde, Dog Owne, explaned he was not home at the tme of the ncdent but notced thee was a hole n the fence and that s how the dogs got out. He apologzed fo hs dogs gettng out and attackng M. Floate' s lvestock and sad he takes full esponsblty fo the actons. He sad he s wllng to pay M. Floate' s vet blls and any othe blls accued so he can have hs dogs back safely at home. He sad he nstalled a 6- foot cyclone fence and put electcal we aound t to ensue that the dogs wll not get out agan. M. Knopsnyde povded pctues of the dog kennel ( Exhbt A page - 3). TESTMONY: OWNERS OF LVESTOCK Ed Floate, Lvestock Owne, explaned thee was an ncdent last summe wth these dogs gettng out and chasng hs lvestock and sad f he caught them dong t agan he would shoot them. Hs wfe cannot sleep at nght and s constantly lstenng to hea f these dogs ae back tomentng the lvestock. He sad he s convnced that had hs neghbo not come out and stopped the attack n anothe fve mnutes hs hefe would have been dead. M. Floate sad he s not comfotable wth these dogs beng close to hm and sad they need to be moved to anothe locaton whee lvestock s not theatened. M. Floate mentoned afte the attack he had been gong aound to the neghbos to get addtonal statements. All of the people on Dee Ceek Road that he spoke wth know of these dogs and know that when they get out they cause touble. The dog owne has been thee fo seveal yeas, has thee dogs, and they get out a lot. One neghbo allegedly lost the dog and anothe a cat to these dogs.

Knopsnyde that thee ae thee optons to consde. Euthanze the dogs, put them up fo adopton o elocate them. Commssone Heck asked Bad Booke, Anmal Contol Offce, f these dogs wee adoptable. Offce Booke explaned that ndvdually they would be adoptable but not togethe snce they ae fathe and son and they fght. They ae well behaved and he has not had any ssues wth them at the shelte. Commssone Walke sad she s concened about the dogs and the hgh enegy and sad they do not do well n confned aeas. She nfomed M. Knopsnyde of he concen wth the small chan lnk aea that the dogs ae beng kept n sayng that wth the hstoy of gettng out she does not feel comfotable etunng the dogs to the home so they wll need to be elocated. She asked f he had a locaton n mnd. M. Knopsnyde mentoned he would move the dogs to hs fend' s busness n Keby wth a fenced n aea. The Boad ageed to have the dogs elocated to Keby whee thee s a secue fence; they wll need abes shots, lcensed and mco-chpped. The Boad wll suspend the boadng fee fom Thusday to Monday due to the holday weekend. Commssone Walke stated that the Boad can make the elocaton ecommendatons but t stll has to meet wth Anmal Contol' s equements. BOARD DETERMNATON FNDNGS: FEES, PENALTES, AND DSPOSOTON OF DOG The Boad dscussed the dsposton of the dog, possble penaltes to be assessed and ageed on the followng condtons: fom the mpound aea wth payment to the Shelte of all costs to date: $ 570 ($ 5 mpound fee pe dog and boadng fee accued at$ 30 pe day pe dog). Cvl penalty of$250 to be pad fo each dog. Owne to pay$ fo the thee vetenay blls by llnos Valley Vetenay fo the njued hefe. Each dog to be mco-chpped. Unfotunately they had an alteaton wth a vey nce cow, actually t was 2 cows, but no one s woed about the lttle boy cow so he must be fne. The gl cow has laceatons to he face and s beng tued by D. Fbbnson. wll be payng the vet blls, because t sthe ght thng to do. To ensue ths doesn't happen n the futue we have added a lage dan lnk kennel wth electc fencng attached. The kennel suounds the back poch, so when we open the back doo to let them out, they go dectly nto the kennel. We even nstalled a camea out thee so we can monto them dosely.
