1 Phase 1 Public Engagement Summay Backgound The City of Winnipeg cuently opeates eleven (11) off-leash dog aeas (OLAs) within the City s paks system, with an additional OLA cuently unde constuction and anothe eceiving modification. In ecent yeas, dog owneship has inceased in Winnipeg, and so has public inteest and inquiies about OLAs. In 2012, the Guidelines fo Off Leash Dog s in the City of Winnipeg was developed. In 2014, as a esult of public demand, the City s Executive Policy Committee ecommended that futhe eseach be conducted into OLAs, suppoted by a moe obust public engagement pocess. A consultant was etained by the City to undetake the development of the Off-Leash Dog Aeas Maste Plan (OLAMP), which builds on the City s peviously pepaed Guidelines by incopoating additional eseach and ecommendations infomed by a compehensive engagement pocess. The objectives of the study wee to: Engage with key stakeholdes and the geneal public on the cuent challenges and oppotunities fo OLAs in Winnipeg; Develop site selection citeia fo detemining how OLAs ae selected; Develop an implementation stategy fo OLAs; Identify gaps and challenges to help fom the basis fo an OLA policy; Develop policies to addess conflicts and maintenance issues; and Identify potential patneships and funding oppotunities. Engagement The development of the daft OLAMP was suppoted by a compehensive engagement pocess. The goals of this pocess wee to: Povide infomation about the study to the public; Collect feedback petaining to the cuent issues and potential oppotunities associated with the City s cuent OLAs, shaed paks, eceational spaces, seasonal sites, and undeutilized locations; and Gathe input fo citeia and policies to addess cuent and futue demand fo OLAs. All engagement mateials wee available in English and Fench, and bilingual sevices wee offeed to those invited to the wokshops. The poject s engagement pocess will conclude with the facilitation of an online suvey, which will seek input and feedback fom stakeholdes and the public on the daft OLAMP. Pomotion Public engagement oppotunities wee pomoted using the following methods: The City of Winnipeg website: winnipeg.ca/offleashaeas; A public news elease on Novembe 3, 2017; Diect s to individual stakeholdes and stakeholde goups (May 18, May 24, Novembe 8, and Novembe 22, 2017); s sent to all addesses included on the study s stakeholde list (157 contacts); A poject postcad distibuted at the Bonnycastle OLA gand opening on Novembe 16, 2017; A pint advetisement posted in the Meto on Novembe 24, 2017; A Facebook advetisement that was tageted to Winnipeg s esidents who ae inteested in spots and outdoo activities ; eaching 18,926 uses. This ad ganeed 418 clicks and 31 shaes; Six (6) Facebook posts on the City of Winnipeg s page (16,797 followes); Eight (8) Twitte posts on the City of Winnipeg s page (78,700 followes); An announcement in the City of Winnipeg s public engagement newslette with ove 5,300 ecipients; and Poject infomation boads wee set-up at the Winnipeg Humane Society fom Decembe 8 to Decembe 22, Engagement activities included: One City staff wokshop and two stakeholde wokshops; Thee (3) poject pop-up infomation booths; An online suvey; and An online mapping tool. Repesentatives fom a divese ange of stakeholde goups wee invited to attend the wokshops, including: OLA/dog pak advocacy goups, esident associations, Community Club Distict Boads, school divisions, eceational/spots goups, and geenspace/envionmental goups. An online suvey was developed to obtain feedback fom the public to advise the development of the OLAMP. Specifically, the online suvey was designed to obtain infomation petaining to: Issues cuently expeienced in paks and geenspaces in Winnipeg, (including OLAs and non OLAs); Which of the City s OLAs ae commonly visited, which ae not, and the easons why; Oppotunities and tends elated to dog use in paks and geenspaces in Winnipeg, (including OLAs and non-olas); and The OLAMP vision and guiding values. The mapping tool was ceated to undestand locations in the City whee an OLA is desied, whee one is not desied, and the locations of OLAs and othe geenspaces whee dog ownes ae taking thei dogs, in compaison to whee they eside. Specifically, mapping tool paticipants wee asked to locate the following on a map of Winnipeg: Whee I live ; OLAs I walk to ; OLAs I dive to ; Othe outdoo spaces whee I take my dog(s) ; Aeas in the city whee I would like to see an OLA ; and Aeas in the city whee I would not like to see an OLA. Thee pop-up infomation booths wee facilitated in the fall of 2017 to pomote the poject, pomote its online engagement tools, and obtain comments and feedback fom the geneal public in egads to issues, concens, and potential oppotunities fo Winnipeg s cuent and futue OLAs. The pop-up booths wee held at the City s Animal Sevices facility, Kilcona, and the Cindy Klassen Receational Complex. These pop-up locations wee chosen to allow the poject team to engage with a wide vaiety of citizens, fom OLA uses, to dog ownes, to membes of the geneal public who do not have a vested inteest in dogs o OLAs, but who utilize Winnipeg s geenspaces and eceational facilities. 3 Phase 1 Public Engagement Summay What We Head The following section outlines some of the key themes gatheed at the City and stakeholde wokshops, though the online suvey and mapping tool, and at the poject infomation pop-up booths. Paticipants noted that the City is lacking a clea vision, goals, and objectives that will guide the futue establishment of OLAs within Winnipeg. Thee is a desie fo moe OLAs to be established thoughout Winnipeg, paticulaly those that ae within walking distances fom esidents homes; Thee is a stong desie fo moe OLAs to have secue boundaies, such as fencing. This would povide an inceased level of comfot and safety fo both OLA uses and non-ola uses; Paticipants noted that OLA planning should be integated into the City s paks/geenspace planning pocess; A numbe of paticipants noted that the establishment of futue OLAs should not impede upon existing paks and geenspaces that ae highly used by the City s esidents; Paticipants would like the City to outline a clea pocess fo the establishment of futue OLAs; Paticipants noted that thee is a need fo a community engagement pocess when establishing new OLAs; Many OLA uses noted that futue OLAs should be consideed single-use, (i.e., would only pemit activities associated with off-leash dog use); Paticipants noted that OLAs should not be located adjacent to, o at minimum, maintain adequate sepaation distances fom schools and playgounds. Specifically, the OLAMP should include these sepaation distances; and Paticipants noted that communication and enfocement must be impoved in ode to mitigate safety concens in and aound OLAs. Paticipants believe that if the public had a bette undestanding of the City s ules and Code of Ethics petaining to OLAs, conflicts suounding OLA use and off-leash dogs would be mitigated. Paticipants also noted that inceased enfocement of OLA ules would help mitigate safety concens as well as elated by-law infactions. The plan s vision, goals, guiding values, and objectives ae noted below: The City needs to develop a Vision statement and seies of goals and objectives that clealy define thei position on the establishment of OLAs in Winnipeg. Vision: In ecognition of the need fo off-leash aeas in Winnipeg that enhance the health and wellness of its esidents, while stengthening neighbouhoods and building communities, the City of Winnipeg will stive to ceate and maintain accessible, safe and sustainable off-leash aeas that complement the communities in which they ae located. Goals: To descibe the local demand fo OLAs, identify oppotunities and constaints to seve that demand, and define a stategic diection fo achieving appopiate access to OLAs acoss the city. To povide clea standads and pocesses fo identifying/selecting/designating OLAs in City owned paks and open spaces to meet the needs of all pak uses. Guiding Values: To povide tanspaency in the OLA site selection pocess. To steamline the pocess fo establishing an OLA fo the public and City administation. To povide standads and guidelines fo designing safe, accessible, and sustainable OLAs. To conside the inteests of the vaious pak and open space uses including adjacent land uses, ecologically sensitive aeas, and the suounding community when siting and designing an OLA. To eview the development of OLAs in accodance to a classification system based on typology, amenities, sevice levels and distibution. To develop policies and standads fo the establishment and management of OLAs in Winnipeg, based on public and stakeholde feedback, eseach and eview of best pactices implemented in othe juisdictions, and a eview of the Guidelines fo Off Leash s in Winnipeg (2012). To identify a method which consides appopiate OLA distibution fo the City based on demand and existing policies. The daft OLAMP establishes fou (4) classifications of OLAs: Regional; Community; Neighbouhood; and Seasonal Adaptive. Thee is a desie fo moe OLAs of vaious sizes to be developed thoughout the city. Thee is a need fo smalle OLAs to be distibuted thoughout Winnipeg. These OLAs should be located within walking distance fom esident s homes. The OLAMP includes standads fo the distibution of the Regional, Community, and Neighbohood OLAs. Fo example, the daft OLAMP states that all of Winnipeg must be located within the catchment aea of a Regional (7.5 km catchment) o Community OLA (3.75 km catchment), and that futue OLAs should be established by the City in aeas pioitized by the following citeia: Undeseved aeas of the city (aeas of the city that ae not located within an OLA s catchment aea petaining to its OLA Classification). Fo example, Appendix A illustates the aeas that ae undeseved by a Regional o Community OLA, and Appendix B illustates the aeas that ae undeseved by a Neighbohood OLA. Population density (aeas of the city that have a highe population density). Dog license density (aeas of the city that have a highe density of dog licenses based on numbe of dog licenses pe household addess). Sites whee OLAs can be developed sustainably (sites whee an OLA can be established in a safe, successful, and sustainable manne ove the long-tem, i.e. compatible with adjacent land-uses, safe fo uses, fits into the City s capital and opeations budgets, and complies with the standads of the OLAMP). Land availability (available municipal land in existing paks and geenspaces that is not cuently used by the public fo eceational activities. The OLAMP defines a Neighbouhood OLA classification which includes distibution and siting citeia that diects these OLAs to be established within esidential communities, connecting to pedestian outes. Thee is a desie fo moe OLAs to have secue boundaies, such as fencing, to incease safety and educe conflict between uses and adjacent land-uses. The daft OLAMP establishes a seies of standads that can be applied to the evaluation of cuent OLAs and the establishment of new OLAs. These standads suggest that all smalle Neighbouhood OLAs should have secue boundaies incopoated into thei design. The design standads also suggest that fencing must be incopoated into the OLAs design if it is located adjacent to land-uses such as: elementay schools, playgounds, daycae, othe uses commonly occupied by childen, ecological aeas of sensitivity, community gadens, childen s wading pools/splash pads, spot fields and othe high-intensity pak uses, busy oads, and multi-use tails/pathways. Thee is a desie to ensue that new OLAs do not impede upon existing paks and geenspaces that ae aleady highly used by esidents. The daft OLAMP includes the following standads that diect the the City to integate OLA planning into thei paks and neighbouhood planning pocesses. These standads ae as follows: ( ) The City will conside the incopoation of OLA land-use into the paks planning pocess fo both established and new communities. ( ) The City will conside the incopoation of OLA planning into its City s paks and geenspace planning effots fo New Communities and Seconday Plans/Pecinct Plans. The daft OLAMP includes a standad that diects the establishment of OLAs to paks/geenspaces that ae not highly utilized by eceational pak uses. This standad is as follows: ( ) Futue OLAs shall not eliminate highly utilized eceational land-use. Within established neighbouhoods, it is a pioity to establish OLAs within undeutilized geenspaces and potentially within aeas cuently used as unofficial o tempoay OLAs. The City is lacking a clea pocess that the public can follow fo the establishment of futue OLAs. Community engagement should be incopoated into the establishment of futue OLAs. The daft OLAMP includes systematic pocesses fo establishing futue pemanent and tempoay (Seasonal Adaptive) OLAs. The pocess to establish a new pemanent OLA includes a public engagement component. Appendix C illustates the pocess to establish a pemanent OLA, and Appendix D illustates the pocess to establish a tempoay (Seasonal Adaptive) OLA. Thee is a desie to have single-use OLAs established. Singleuse OLAs ae OLAs whee only activities associated with offleash dog use is pemitted. Thee is a need fo adequate sepaation distances and/o othe conflict mitigation measues to be incopoated between futue OLAs and uses that ae consideed incompatible, such as elementay schools, daycaes, esidential aeas, busy oads, etc. The daft OLAMP includes a standad suggesting that smalle Neighbouhood OLAs and Seasonal Adaptive OLAs ae designated as single-use and suggests that the City conside designating aeas within lage Neighbouhood OLAs, Regional OLAs, and Community OLAs as single-use. The daft OLAMP establishes clea sepaation distances and /o secue bounday conditions fo each of its OLA classifications. The daft OLAMP also identifies incompatible adjacent land uses and outlines that if an OLA is located next to an incompatible land-use, a 50-mete sepaation distance is equied, o a 1.5 mete fence must be established. These measues ae suggested to ensue that the sites chosen fo futue OLAs ae adequate and safe. Fo example, the daft OLAMP outlines that fo the establishment of a Regional, Community, and Neighbouhood OLA, the following setback distances and mitigation measues must be consideed: Whee feasible, a 50-mete setback distance fom all esidential uses to mitigate noise concens is equied, and Whee applicable, a 50-mete setback distance fom the following uses is equied, unless sepaated by a secue fence of at least 1.5 metes in height. is ecommended: To lean moe about the Off-Leash Dog Aeas Maste Plan, 5

Thee is a desie fo additional communication suounding the ules and egulations of the City s OLAs, so that OLA uses and the geneal public have an undestanding of what they should expect when using an OLA, and the expectations the City has suounding the conduct of those using OLAs, in ode to mitigate conflicts associated with OLAs. The daft OLAMP ecommends the establishment of additional signage at all OLAs which clealy outlines: - The City s OLA Code of Ethics; - The ules of OLAs as pe the Responsible Pet Owneship By-law; - The boundaies of the OLA; AND - Whethe an OLA is designated as single-use o multi-use. The OLAMP also ecommends that the City dedicate additional esouces towads its OLA education and communication stategy, paticulaly the messaging aound the diffeence between single-use and multi-use OLAs. In addition, the daft OLAMP includes a standad to ensue that OLA egulations and guidelines ae consistently undestood and enfoced by all elevant municipal depatments, and suggests that OLA enfocement should be inceased. Signage impovements will also be made to clealy notify OLA uses of the ules and etiquette of OLAs. Next Steps The daft OLAMP will be posted on the poject webpage (winnipeg.ca/offleashaeas). The public will have the oppotunity to eview the daft document and povide feedback though a final online suvey, which will also be available on the poject webpage. Following consideation of suvey feedback, the OLAMP will be finalized and will be submitted fo Council consideation.
