Brust, City M FROM: Cindy Russell, Chief Financial Officer/City Treasure& DATE: June 4, 213 SUBJECT: Consideration of a Building Permit Fee Waiver for an Eagle Scout Project at the Dr. Joe Cortese Dog Park (Ryan Gates -Scout Troop 724) RECOMMENDATON: By motion, approve a building permit fee waiver in the amount of $268.24, for the Eagle Scout project to construct the staircase at the Dr. Joe Cortese Dog Park. EXECUTVE SUMMARY: Ryan Gates, a San Juan Capistrano resident is an Eagle Scout candidate from San Juan Capistrano Scout Troop 724. Mr. Gates' Eagle Scout project is to replace the railroad tie staircase leading from the Northwest Open Space Access road to the Dr. Joe Cortese Dog Park (Dog Park) in conjunction with the Open Space Foundation's construction of the Dog Park (Attachment 1 ). Since this feature is not a part of the improvements being constructed by the Open Space Foundation, Ryan Gates has requested the building permit be issued to the City, as the property owner and that the building permit fees would be waived for the project. The building permit fee for the project is $ (Attachment 2). DSCUSSON/ANALYSS: The replacement of the railroad tie staircase leading from the Northwest Open Space Access road to the Dog Park is a feature included in the conceptual design of the Dog Park, however is not a part of the improvements included in the Site Access License Agreement between the City and the Open Space Foundation for the construction of the Dog Park. Therefore, the cost of the building permit fee was not included in the permit fee waiver for the Dog Park construction previously approved by the City Council and the building permit would not be issued to the Open Space Foundation. n order to the construct the project, the building permit would be issued to the City as the property owner. The project plans have been reviewed by the City's building division and the project would be appropriately inspected when constructed. Ryan Gates would also be required to have any volunteers working at the site sign a waiver sign-in sheet approved by the City Attorney's office.
