Summary: n May 1995, the BCC adopted resoluton R whch establshed a Moble/Spay Neuter Program for dogs and cats and also created a dedcated fundng source comprsed of $1 from all sterlzed tags and $5 from all non-sterlzed tags sold to support the operaton of ths program. The ntent of ths resoluton was to use the revenue generated from these fees to entrely fund the spay/neuter program and not use any ad valorem tax dollars to support ths program. However, due to ncrease tag fee sales, a surplus of approxmately $250,000 has been generated over the past several years. Staff wll contnue to allocate the frst $1 and $5 of tag fees to support the entre cost of the Moble Spay/Neuter Program: however, staff s requestng approval to allocate these surplus tag fees and future excess tag fees to support the other cost of the Anmal Care and Control operatng budget. By utlzng these surplus funds, staff wll be able to reduce the ad valorem fundng support by $250,000 for next fscal year. Countywde (SF) Background and Polcy ssues: The Moble Spay/Neuter Program was establshed to ad n reducng the surplus dog/cat populaton n Palm Beach County. The ntent of the desgnated fundng allocaton was to not use County ad valorem dollars to support the program. The set fundng allocaton has created a surplus of $250,000 that can be used to offset exstng and future ad valorem operatng costs for Anmal Care and Control. R, RESOLUTON OF THE BOARD OF COUNTY COMMSSONERS OF PALM BEACH COUNTY, FLORDA, AMENDNG RESOLUTON , WHCH ESTABLSHED THE MOBLE SPAY/NEUTER CLNC FOR DOGS/CATS; PROVDNG FOR SEVERABLTY; AND PROVDNG FOR AN EFFECTVE DATE. WHEREAS, on May 2, 1995, the Board. of County Commssoners adopted a Resoluton (R ) authorzng the Dvson of Anmal Care and Control to establsh and operate a Moble Spay/Neuter Program; and WHEREAS, Resoluton requred that $1.00 from every tag sold for sterlzed anmals and $5.00 from every tag sold for unsterlzed anmals be deposted nto the "Spay Shuttle" Fund to offset the dfference between the revenue generated by the Moble Spay/Neuter Program and ts operatng costs so that ad valorem tax dollars would not be used to pay for the Moble Spay/Neuter Program; and WHEREAS, as a result of ncreases n tag sales snce 1995, the "Spay Shuttle" Fund has mones n excess of the amount necessary to fund the Moble Spay/Neuter Program for the next fscal year and such mones can be used to offset the operatng costs of the Dvson of Anmal Care and Control; and WHEREAS, the Board of County Commssoners desres to amend Resoluton to provde that, n the future, the frst $1 of sterlzed tag fee revenues and the frst $5 of non-sterlzed tag fee revenues wll be used to completely fund the Moble Spay/Neuter Program to the extent requred to fund the Program and the remander of tag fee revenues wll be used to support the general operatng costs of Anmal Care and Control; and WHEREAS, the Board of County Commssoners desres that any surplus mones currently n the "Spay Shuttle" Fund be used by the Dvson of Anmal Care and Control to offset ts operatng costs. NOW, THEREFORE, BE T RESOLVED BY THE BOARD OF COUNTY COMMSSONERS OF PALM BEACH COUNTY, FLORDA, that: 1. The foregong rectals are true and correct and are ncorporated heren. 2. The frst $1 of sterlzed lcense tag fee revenues and the frst $5 of non-sterlzed lcense tag fee revenues wll be used to completely fund the Moble Spay/Neuter 1

Any excess mones n the "Spay Shuttle" Fund above the mones necessary to cover the expenses of the Moble Spay/Neuter Program shall be used to offset the Dvson of Anmal Care and Control's general operatng costs. 4. f any secton, sentence, clause, phrase or word of ths Resoluton s held nvald or unconsttutonal by a court of competent jursdcton, then sad holdng shall n no way affect the remanng portons of ths resoluton. 5. The Sterlzaton Rebate Ordnance h~s operated snce Rebates of $20 (females) and $10 (males) were provded to ctzens for havng ther dogs/cats sterlzed. Nearly one mllon dollars supplemented the sterlzaton costs of over pets. Fundng for ths program was derved from usng $4 frdm each non-sterlzed tag ($25) sold. Although ths program has been valuable over the past 12 years, most beleve that the program should be phased out. ln recent years, more dollars were rebated than collected. A 1993 survey revealed that 88.6 percent of users sad they would have ther anmals sterlzed even wthout the rebate. The prop_osed moble spay/neuter clnc wll be amed,., at reducng the dog/cat populaton from that segment of the human populaton who could not otherwse afford the sterlzaton costs for ther pet~. 4. That $1 from all sterlzed tags so,d and $5 from all non-sterzed tags sold be allocated to the Moble Spay/Neuter: Clnc budget begnnng June l, On May, 1995, tag fees wll ncrease. As more thought was gven to that proposal, there _was n realzaton that there would be substantal logstcal dffcultes: a) the veternary assocaton docs not speak for all veternary offces n the county; b) the county would have the.burden of collectng the extra dollar and then gyng t to the veternary foundaton, only for the foundaton to return t to the Moble Clnc fund;.and c) the otal dollars rased from ths proposal would be less than $50,000 per year. : That the veternaran handlng fee for sellng dog/cat tags be ncreased from $1 to S.SO. The local veternaran assocaton was gracous to offer a sum of $1 from the proposed $2.50 handlng fee. The Veternary Assocaton s enthusastc about the Moble Spay/Neuter Clnc.
