VOLUME 47, ISSUE III By Laura Finco; NORCAL GRC President In 2007, legislation was introduced in the California Assembly called the Healthy Pets Act aka AB According to Judie Mancuso, the bill s sponsor, AB 1643 was a common sense law to help combat pet overpopulation and bites. Ms. Mancuso s heart was in the right place. As a person who had volunteered her time at local animal shelters, she had seen what uncontrolled breeding had done especially in feral cat populations. Her thoughts behind the bill was to prevent unplanned litters and reduce attacks. During testimony on this bill, supporters stressed that the law would only be enforced if the animal was roaming at large and repeatedly cited for being unlicensed. There was wide spread support for the bill within California animal control agencies, local law enforcement agencies, and a number of well intended celebrities (spearheaded by Price is Right host, Bob Barker). The bill caught the dog and cat fancy by surprised because other than a few politico junkies, very few of us paid much attention to what went on in our local communities let alone Sacramento. We are very fortunate though that there were some savvy and observant members in our communities who alerted the rest of us to what was going on. NAIA, CaRPOC, California Federation of Dog Clubs, and Inside this issue: newcomer, CDOC kept us up to date and provided calls to action. We jammed the fax machines, inboxes, and mail boxes of From the President 1 Sacramento legislators. We walked the hallways, met with representatives and/or their staff, and learned that we could only Editor s Bark 2 get out of politics, when politics got out of our backyards. From NAIA 2 For us involved in dog sports and breeding the passage of AB 1643 (and subsequent SB 250), would have meant an end to Club Announcements 3-5 many of our programs. Many of us already live in communities where limit laws force us to live under the radar by not Board Mtg Minutes 6 licensing our pets as required by law or as in some municipalities where mandatory spay/neuter ordinances were General Mtg Minutes 7 adopted locally, live in violation of the law every day or pay insert huge fees. Those of us who first started the fight against Awards 2016 AB 1643 knew that what was intended by the spirit of the law was not what was written in the letter of the law. And no Club Information 8 matter how well intended the bill s sponsors and supporters were, the way the law would eventually be amended and possibly enforced, put many of us at risk. We discovered that what one person says is meaningless if the actions cause harm. For many, AB 1643 and SB 250 was an awakening we need to be politically aware and politically involved. Gone are the days of living sequestered, hoping that if you don t make any noise, you ll be ignored and passed by when enforcement comes around. We cannot be silent. Con t on next page

As a California educator, I am a member of the California Teachers Association. I ve served in a variety of leadership roles in CTA, including my current position as the PAC director for Alameda/ Contra Costa Counties on the CTA ABC Committee. It is my responsibility to assist local education associations with their political activities and political involvement. I have worked with legislative staff in Sacramento on statewide education issues and met with federal, state, and local politicians when lobbying in the best interest of our students. I got involved in politics because so much of what I do as a teacher relies on what ever whim and flavor of the day happens to be in charge of government at that time. And how finicky we are with our government. Some may find it interesting to note that both AB 1643 and SB 250 were authored by Democrat legislators and vehemently opposed by every Republican legislator in the respective houses. However, it should also be noted that in each case, it was the few brave Democrat representatives who broke ranks, listened to their constituents, and forced both of these bills to die. In the case of SB 250, there was an 11th hour push for reconsideration in the Assembly. Only one more vote was needed to pass SB 250 for reconsideration and allow the authors additional time to secure actual votes to pass it. ASM Joan Buchanan (D- Alamo) held fast to her opposition and in spite of the pressure from the Democrat caucus, she would not vote for reconsideration. Unfortunately, Buchanan lost her bid for the Senate in In reaching out to the dog and cat fancy, very few stepped up to help her campaign. A reminder how quickly we forget when the threat is not right there knocking. Page 2 This last political season was crazy. But it reminded all of us of the critical role we play as voters. Those we elect to office represent us. Each of us have our individual and personal lives but we hold in common our advocacy and commitment for our Goldens. Regardless of how November affected any of us, we simply need to look down at the furr laying down by our feet to know why any of us is involved in politics. MSN laws are being proposed locally and Judie Mancuso is still around (she recently lost her bid for Laguna Beach City Council). We owe it to ourselves and our dogs to remain vigilante and aware. If there is anything that I learned from this past November, we may not all agree politically but we all need to live together and if Legislative Alert from NAIA (National Animal Interest Alliance) New Threat for Breeders AB 485 currently simply states that "it is the intent of the Legislature to enact legislation that would promote the adoption of animals from shelters and rescue groups and encourage humane practices in the purchase of dogs and cats offered for retail sale in California." While this seems innocuous on its face, NAIA has it on good authority that this bill will be used to restrict pet shop sales of animals. It will require all dogs, cats, and rabbits offered for sale to be obtained solely from the unregulated source of public and private rescue, and not from breeders. We want to stop that from happening. Rescue relocation exists because the number of dogs in shelters in many parts of the country are so low that relocation is keeping shelters going. Should this bill become law it will undoubtedly greatly increase the number of rescue dogs from unknown sources out of state and even outside of the country being channeled into the state of California, at great risk to public health. California has already had a HUGE influx of dogs coming in from Mexico and this will only open that channel more. Rescue relocation is the real issue that needs regulation here, NOT further regulation for breeders. Not only will this bill open the door for more unregulated animals on the market, it will also greatly decrease the availability and choice of purebred dogs for California residents looking for a pet dog. Consumers should have the right to choose their pet, whether it be from a responsible breeder, a pet store that selects dogs from inspected and licensed breeders, or from a shelter or rescue. It is not the legislature's place to make that choice for them. Removing pet shops as a viable source for purpose bred pets will send more consumers looking for particular breeds to underground sources. Forcing pet shops to purchase dogs only from rescue sources not only wrongfully limits consumer choices, but will also unnecessarily and potentially unconstitutionally regulate otherwise legal pet shops out of business, which is simply un-american. Please contact your representative in the Assembly and also the sponsor of the bill, Assemblyman Patrick O'Donnell, and voice your opposition to AB 485 today.

3 Celebration of the Life of Joan Marsh You are invited to participate in a memorial page, in the GRCA News, to celebrate your friendship/kinship with a very lovely lady... Joan Marsh. The NorCal GRC is sponsoring a page to honor Joan's long time membership and gifts of herself... in time, talents, efforts, dedication to the Golden Retriever breed, and the sharing of her infectious enthusiasm for field training, trialing, and hunt testing. Joan s kennel name was Hunter s Moon (often seen as Htr s Mn) found in the pedigrees of many influential dogs. To go along side the club's page, is the one in which you are invited to participate -- which will be like a farewell and thank you card from those of us who'd like to say one time more, "You will be missed and thank you." To pay for this page, a donation of $25 is requested along with your name... any amount more than the cost of the page will be donated to the GRCA Foundation in Joan's name. Senior Dog Concerns and Information As many of our dogs are aging, information about care and concerns is important. Former Breed Vice President, Robin Baker sent in this information to share: sites/9/2016/03/gwas-alp- Client-Brochure pdf I have found that often the older dogs lose some mobility in their hindquarters - and it has usually been contributed to old age/ arthritis. Now, it looks like it can be the onset of laryngeal paralysis. "Laryngeal paralysis is most commonly the result of a generalized progressive neurologic disease, meaning that the condition affects many nerves in the body, not just the nerve associated with the larynx (voice box)." 4 THANK YOU TO AND FROM THE MERCHANDISE TEAM The dust has finally settled on the 2016 National Specialty, but only just barely so for some of us who have been busy cleaning up a few loose ends in the months since we all left Placerville. As I close the lid on the last bin of clearance logo items I would like to recognize the excellent job done by everyone who put so much time and effort into making merchandise sales the huge success it was for the 2016 National. It was a long and grueling journey that started with the logo process, for which we all owe logo artist Debbie Claussen a tremendous round of applause she delivered a logo that gave us rave reviews and made our job so much easier! Next step was to decide what items people would want to buy with the logo on them; thank you to Pam McDonald and Lisa Newton for their invaluable help with selecting high quality items in a great variety of colors. Seeing how good everyone looked wearing their logo clothing at the National made the time and thought that went into the effort all worth it! Once we had our products ready, the hardest part was just beginning trying to second guess how many of each size and color of each item to have on hand to sell at various NORCAL and GRCA events throughout the year leading up to and including the National. Items had to be ordered, stored, transported back and forth, sales booths staffed, inventories performed before and after each event, online orders shipped, local pickup deliveries arranged for, etc. Very special thanks to Dimity Mueller for being my right hand Sales Queen, spending many long hours helping to plan and execute sales in general and at specific events without her help I would have been too overwhelmed to get the job done. She kept assuring me we would get through and we did! Many thanks also to Christine Hsu for all her work on the sales webpage, to Janet Peacock for the thankless job of dealing with the finances for all our orders, to Colleen Phillips and her husband Brian for storing and transporting our inventory for the better part of a year, and to Eileen Oshiro for helping wherever we needed it. You are all awesome! Our team was just one of the many needed to ensure the success of a National Specialty; it was inspiring to see all the cross-team involvement, especially at the eleventh hour. 5 New Assembly Bill Would Help With Tax Write-off for Veterinary Bills Assembly Bill 942 was introduced on Thursday, 16 February by Assembly Member Devon Mathis of Visalia. It allows a tax credit for veterinary costs. It could have a committee hearing as early as 19 March. If passed, it would take effect immediately. it may not go anywhere, but I think we should advise the Council members of the bill. The Personal Income Tax Law allows various credits against the taxes imposed by that law. This bill would allow a credit against those taxes for each taxable year beginning on or after January 1, 2017, and before January 1, 2023 in an amount equal to 50% of the amount paid or incurred during the taxable year by a taxpayer for qualified veterinary costs, as defined, for a pet, as defined, not to exceed $2,000. The bill defines "pet" as a domesticated cat or dog owned by the taxpayer. "Qualified veterinary costs" means the amount paid or incurred for medical-related expenses, including, but not limited to, vaccinations, annual check-ups, surgeries, and drug prescriptions. In the case where the credit allowed by this section exceeds the "net tax," the excess may be carried over to reduce the "net tax" in the following taxable years, and succeeding six years if necessary, until the credit is exhausted. This section shall remain in effect only until December 1, 2023, and as of that date is repealed. However, any used credit may continue to be carried forward until the credit is exhausted. 11 Minutes of Board Meeting NORCAL Golden Retriever Club February 5, 2017 Cattlemen s, Livermore Meeting called to order at 10:10 am. Attending: Laura Finco, Ken Blanchard, Tammy Ballew, Christine Hsu, Debbie Tandoc and Jennifer Masterson Secretary s Report: Tammy reports - Board meeting minutes of October 15, 2015 approved. President s Report: Laura reports - National went well with an approximate overall profit of $64,000. (Not including deduction for the GRCA) We would like to get the general memberships option on what type of events/seminars they would like to see in the future. Such as: Grooming, breed standard, etc. Treasurer s Report: Via from Patty - Current Balance of checking book is $46,000. This includes the repayment of all loans but does not include the National profit. VP Performance Report: Christine reports - Agility trial is scheduled for May 6. VP Breed: Jennifer reports Per an poll that went out, most members requested a Friday or Saturday Specialty. We could move the Specialty to Friday in conjunction with the Chief Solano show as well as we could imbed an Independent Specialty with the Lake Drake 4 day cluster. Another option would be to run the Specialty with an Agility match weekend. VP Field Report: Debbie reports Field is in need of new equipment and is requested approval to purchase 2 new Thunderguns to begin replacing the Popper guns currently being used. We should consider purchasing about 2 per year until all are replaced. Cost of ammo for the Popper guns is getting quite expensive and they are dangerous to use. Board votes and approves unanimously to purchase 2 new Thunderguns. Old Business: Bylaws: We are in need of a committee to help clean up/modernize our current bylaws. Puppy Referral: We are still in need of people to list available puppies on our website. We also need to follow up with our options regarding the breeder using the NorCal Golden Retriever name to adopt out puppies. Elections: We now have a director position available. October Agility trial was the top fundraising event with ~$5000. The Obedience trial made ~$1700. Membership Secretary: Laurie Rollins reports: We would like to welcome the following new members: Patty and Katherine Biermeyer Rhonda Caldwell Harish Rajamani and Alamelu Sankaranarayanan We are missing quite a few members for the annual renewal. Their names will be listed in the golden notes and we ask that members get in contact with any that they may know. Open Issues: 2016 GRCA National Report: Eileen Oshiro reports: Our profit from the National was $406, with overall expenses of $341, There are a few items that are still being negotiated, but the current profit is $64, We will need to give 20% of that to the GRCA. All events profited for the most part. Thank you to Debbie Claussen, Dee Dee, Terry Southard, Laura Finco, Janet Peacock and Tammy Ballew. VP Conformation Report: Tammy reports for Jennifer: Regarding our Specialty: Only a few responded to the regarding preferences for the day of the Specialty. 3 voted for a Thursday Independent Specialty 2 voted against a Thursday Independent Specialty The rest voted somewhere in the middle. Most preferred a Friday or Saturday Independent Specialty. The problem we are having is that there are few all breed weekends left that are Saturday and Sunday only. Most are 3 to 4 day clusters. Fairgrounds can run $15,000 for a weekend to rent. We are inquiring with Chief Solano to possible hold our Specialty on a Friday, but that is for It has been suggested that we could add our Independent Specialty on to one of our agility weekends. Or, we could do a stand-alone Specialty on a 2-3 day weekend. The designated Specialty only Harvest Moon in October gives us $5.00 per entry. However, obedience is allbreed and neutered dogs cannot compete in breed. VP Field Report: Debbie reports: Next training day is in Denverton on February 12. We will be bringing in guest trainers this year. March 12 will be Flyer day. Entries are open now but are limited. March will be the Hunt test in Denverton. Pheasant day will be at the end of April. May 13 will be the WCX. Samantha Dillard will chair with Christine Hsu as Secretary. Memorial for Joan Marsh: Nancy Murillo reports: We would like to have a page in the GRCA News to celebrate Joan s life. We are asking for a $20-25 donation from members who wish to have their name listed on the ad. Motion made by Suzanne Bria for the club to pay for the ad. Membership votes and unanimously approves to donate $275 towards the memorial ad. One page will be paid for by the club and a second page will be sponsored by her friends. VP Performance Report: Christine reports: May 5-7 will be the Agility trial at Evergreen with a workshop being held on the 6 th. Old Business: Overview of Board Meeting: Laura reports: Bylaws: We are in need of members that would be interested in assisted with the clean up and updating of our bylaws. We are also looking for anyone with legal experience that can advise on a cease and desist order regarding a breeder using the NorCal Golden Retriever name. This has been causing a lot of confusion for people interested in purchasing a puppy. Social Events: What events would the membership like to have and where. We are in need of suggestions. Membership Potential members are required to attend THREE NORCAL events and sponsored by a member in good standing. IF THIS APPLICATION IS ACCEPTED AFTER SEPTEMBER 15, NO DUES SHALL BE PAYABLE THE FOLLOWING YEAR. Membership applications can be obtained online or from Letty Regan, NORCAL GRC Membership Secretary, P.O Box 246, Calistoga, CA Volunteers Needed Each event that NORCAL GRC puts on requires the assistance of members in a variety of roles. All NORCAL GRC members are encouraged to volunteer for at least one event throughout the year. If you cannot volunteer in person, it is suggested that members consider making a donation to the trophy fund. Annual Awards Banquet/Meeting Each year NORCAL GRC holds our Awards Banquet to honor the achievements of our dogs. Awards applications are generally available online mid-november. All awards applications must be submitted by the published deadline in order to be included in the awards ceremony. Further information is available online and in the November/December issue of Golden Notes. Picnic Trials Picnic Trials (field training sessions for both owners and dogs) are held monthly from February October in various locations. All Goldens and their owners are welcome. We also welcome the rarer retrievers standard poodles, curly coated retrievers, flat coated retrievers, IWS, and Tollers. All levers of experience from pups and adults that have never seen a bird to advanced hunting dogs are encouraged to attend. Bring a lunch, drinks, and utensils as well as water and other equipment for your dog. If you have them, bring your whistles, bumpers, duck calls starter pistols, decoys, etc. Cost is $10 for your first dog and $5 for each additional dog (first time handlers get their first dog free!) The cost covers ground rental and shells. Generally dead birds are used but if flyers are available they will be provided at cost. Sign up at 8:30 am with work starting at 9 am NON MEMBERS ARE WELCOME AT ALL OF OUR EVENTS!
