Open Show Superintendent: Ken Luety, Clinton Swine Office during Fair: NEW SWINE HEALTH REQUIREMENTS Swine moving within Wisconsin to Wisconsin State Fair must have the following: Certificate of veterinary inspection (CVI) with the complete physical origin and physical destination address and the following information (one of the following): o Official swine identification USDA silver ear tag USDA 840 button ear tag Breed association tattoo An ear tag with the premises identification number and a unique identifier Ear notch (if the pig is a purebred and the notch is documented with registration) o o Statement (On CVI) that a veterinarian has inspected the entire herd of origin within the past 30 days before the show and that no apparent disease was present at the time of inspection. Statement must also include: Farm of origin of has not had pseudorabies or swine dysentery in the past 12 months, has not had any clinical signs or diagnosis of TGE or PEDV in the past 60 days, feeds no garbage, uses no PRV vaccine, is not under quarantine for any disease condition and vesicular stomatitis has not been diagnosed within 10 miles of the farm of origin within the past 30 days. Testing for Porcine Reproductive and Respiratory Virus (PRRS) and Swine Enteric Coronavirus Disease (SECD) as follows: Negative tests of herd of origin within 90 days prior to movement. Documentation of the negative test results must be made available upon request. Positive test for either PRRS or SECD of herd of origin within 90 days prior to movement, the herd will be quarantined until a herd plan is established and approved. Swine entering Wisconsin and going directly to Wisconsin State Fair must have the following: Certificate of veterinary inspection (CVI) with the complete physical origin and physical destination address and the following information: o Official identification (one of the following): USDA ear tag number number must begin with a state 2-digit code followed by 2 or 3 letters and 4 numbers USDA 840 button ear tag number Ear notch (if the pig is a purebred and the ear notch is registered) A tattoo or an ear tag with the premises identification number and a unique identifier (a tag without the premises ID number is not sufficient) A microchip for swine kept as pets Breed association tattoo o Statement (On CVI) that a veterinarian has inspected the entire herd of origin within the past 30 days before the show and that no apparent disease was present at the time of inspection. Statement must also include: 1

PLEASE NOTE: For current swine health regulations refer to Animal Health Rules and Regulations in the General Rules and Regulations section on RULES AND REGULATIONS 1) All exhibits will receive the best care and protection the surroundings will afford, but they are always subject to the owner s risk. All exhibitors are expected to conform to Wisconsin State Fair participation and exhibition policies. Failure to comply may result in awards, and prize money forfeiture, dismissal from grounds and being barred from immediate and/or future exhibitions. Wisconsin State Fair Management reserves the right to interpret and enforce the rules and regulations; split or combine classes; accept or reject any entry entirely, partially, or conditionally. 2) Entries with proper fees, may be submitted via mail to: Wisconsin State Fair, 640 S 84 th St, West Allis, WI 53214, or entered online at See entry deadline dates listed above. Exhibitors are to make breeding division entries by indicating the number of total pigs to be entered. Example: Division 1, 15 head. Class number(s) will be assigned upon check-in at the Fair. Any entries without proper information will be returned. See the Open General Rules and Regulations section on for additional rules. There are no refunds of entry fees. If barn capacity is exceeded, entries will be accepted using the following criteria in order: A. Wisconsin swine exhibitors based on seniority of showing at the Wisconsin State Fair B. New Wisconsin swine exhibitors C. Out-of-State swine exhibitors based on seniority showing at the Wisconsin State Fair D. New out-of-state swine exhibitors Substitutions: Substitutions will not be accepted without an Open Substitution Form. No exceptions. UNTIL JULY 27 th - Any substitutions within department will be allowed at no charge providing the animal being substituted was eligible at the time entries were made using the Open Substitution Form (located on Submit form and copy of registration paper postmarked on or before July 28 th to: Wisconsin State Fair Entry Department 640 S 84 th St West Allis WI

4 JULY 28 th AND AFTER (UNTIL CHECK IN) Late substitutions will be allowed within department for a fee providing the animal being substituted was eligible at the time entries were made. The Open Substitution Form (located on proper fees and registration paper must be submitted to show management at check in. Late Entries: Additional entries after the original entry deadline are considered late entries and all applicable fees apply. Anything postmarked after June 13 th is considered late and late fees apply. Anything entered online after 7 pm central time June 27 th is considered late and late fees apply. 3) Admission/Parking: All exhibitors and exhibitor s family must have valid admission to enter the Fair Park August 2 12, Admission: Livestock show exhibitors may purchase up to a maximum of 50 admission tickets per exhibitor. Each admission ticket can only be scanned once. If an exhibitor would like to exit and reenter the Fair Park multiple times during the day, he or she MUST get his or her hand stamped at the admission gates. Admission tickets which are wet, sun-damaged, lost, or stolen will not be replaced. No refunds are given for any unused admission tickets. Admission fees do not include vehicle parking. Vehicle Parking: No refunds are given for any unused vehicle parking. Blue Ribbon Off-site Parking: A free off-site Agriculture Exhibitor vehicle parking lot with easy access from I-94 is available. This free parking lot will have 24-hour security, in and out access and overnight parking privileges. A free shuttle will be run continuously from noon, Tuesday, July 31 st through the duration of the Fair. The shuttle will pick up/drop off near Gate 5. Trailers are not allowed to park in this lot (see trailer parking below). Red Ribbon General Fair Park Parking: General Fair Park parking valid for one vehicle admission per day (no in and out privileges). Available only upon arrival at any vehicle access gate (except Gate 5). The Red Ribbon parking pass cannot be upgraded to White Ribbon or Platinum status once purchased. Parking is not guaranteed. No overnight parking allowed. $12 per day/vehicle. White Ribbon General Fair Park Parking: General Fair Park parking with multiple in and out privileges per day. Available for purchase prior to or during the Fair through the Case IH Coliseum Entry Office for $18 per day/vehicle. Each date parking pass will be valid only on the date printed on it. The date must be declared on entry form/online entry. *An unused White Ribbon parking pass may be exchanged in the Entry Office for another White Ribbon Parking Pass if requested before the printed date on the ticket. Parking is not guaranteed. White Ribbon parking cannot be upgraded to Platinum status once purchased. No overnight parking allowed. Examples: o Exhibitor Sally Smith has purchased three (3) White Ribbon parking passes one each for August 6 th, 7 th and 8 th. On August 6 th, she realizes she no longer needs the parking pass for August 8 th. She cannot receive a refund for the August 8 th parking pass but can exchange it in the Case IH Coliseum Entry Office for a white ribbon parking pass for any of the remaining Fair days. o Exhibitor Bill Smith purchased three (3) White Ribbon parking passes - one each for August 6 th, August 7 th and August 8 th. On August 8 th, Bill realizes he did not use his August 6 th pass and instead wants a parking pass for August 9 th. Bill CANNOT exchange his unused August 6 th pass or receive a refund since the parking pass expired. If Bill wants a White Ribbon parking pass for August 9 th, he must purchase one for $15 at the Case IH Coliseum Entry Office. Platinum Parking: A limited number of parking passes are available for parking in the Tommy G. Thompson Youth Center lot with in and out privileges for $25 per day/vehicle. Overnight parking is allowed. Platinum parking passes are only available for purchase online prior to the Fair with entries. 4) Trailer Parking: A free Wisconsin State Fair off-site trailer parking lot will be available and assigned upon arrival. All trailers MUST be parked offsite. Exhibitors cannot sleep in their trailers overnight or keep any animals in trailers at the offsite lots. 5) Animal Care and Exhibitor Safety: All exhibitors are strongly encouraged to display positive animal care/welfare practices while at the Fair. Wisconsin State Fair management reserves the right to disqualify and/or remove exhibitors/entries deemed by Fair management not presenting positive care/animal welfare 4

5 practices. Refer to the General Rules and Regulations section on for statements about drug testing/unethical fitting and additional rules and information. Exhibitors are encouraged to decorate their stalling area to promote a positive image of agriculture. Stalls and animals must be kept accessible to the public while the barn is open or as designated by the Superintendent. All waste, feed, manure, and trash should be disposed of properly. All pets whether on a leash, carried or in a container, are not permitted on site during the Fair, unless the pet is part of a Fair event, e.g. K-9 Sports. Service animals are, of course, permitted. No animals other than those entered will be permitted in the barn (unless newborn young). Due to animal wellness and safety concerns all pigs are restricted to the designated Swine Barn area. Animals found outside of the designated area will be immediately disqualified. The Department Superintendent has the discretion to approve special circumstances. Wisconsin State Fair will have limited amounts of feed and bedding for sale. Feed order forms can be found on beginning in June. Advance orders are appreciated and can be mailed in with entries, faxed ( ) or called ( ) into the Wisconsin State Fair Entry Office AFTER JUNE 13 th. Animal Treatment: While on the Wisconsin State Fair Park grounds, the Wisconsin State Fair Onsite Veterinarian must administer all medication. The On-site Veterinarian will inspect, treat, and record all information on an official 3-ply Treatment Record Form. There will be no charge for the Wisconsin State Fair Veterinarian to treat an animal. Only medication costs will be charged to exhibitors. The Animal Treatment Tent and On-site Veterinarian trailer is located on 5 th Street north of the Double Deck Barn. This is the only area to be used to administer treatments (oral, IM, IV, subcutaneous). Exhibitors who violate the authorized treatment protocol may be disqualified. For public safety and liability reasons exhibitors may not use space in or around their exhibits to conduct any type of direct contact/petting or photo opportunities geared toward Fairgoers/public. No animals are allowed at the designated Wisconsin State Fair off-site parking lots. Animals deemed uncontrollable and unsafe to exhibit will be dismissed from the show ring and/or Wisconsin State Fair grounds. The three-strike rule is in effect if an animal gets away a total of three times in the show ring. Show Management retains the right to warn the exhibitor and dismiss any animal deemed unsafe or uncontrollable at any time. No prize money will be awarded if an animal is dismissed. Exhibitors are encouraged to bring pen dividers. Pen dimensions are 6 wide x 8 deep. A minimum of ½ inch hair (in length) on the body is recommended. Slick shaving or body clipping of boars and gilts is prohibited. Swine slick clipped or body shaved will not be allowed to show. Clipping of pigs is not allowed on the Fairgrounds. 6) Equipment: Fans: The use of one (1) fan is allowed per animal. Overhead fans must be hung from the front wall on either side of the animal. Floor fans may be used to move air for the entire display only and must be kept out of the aisles. The Superintendent reserves the right to determine acceptable placement and usage. All fans must conform to the manufacturer s recommendations and Wisconsin State Fair safety regulations. Generators: The use of portable power sources is permitted during show hours only. Generators must be kept outside the barns. When not in use generators must be kept in designated locations on the Fairgrounds. Extension Cords: All cords must meet Wisconsin State Fair and manufacturer s recommendations for safety. No cords will be permitted in the aisles or in public areas (above or on a surface) without being properly secured. Wisconsin State Fair Management retains the authority to determine what is acceptable. Livestock Scales: No personal livestock scales are allowed on Wisconsin State Fair Park grounds. Exhibitors using an unofficial scale will be disqualified from participation and/or placing and prize money in the shows will be forfeited. Stalling equipment: The use of stall dividers for separating animals and designating tack areas is permitted. No equipment is approved for use in the aisles. Tack: Show boxes, feed, bedding, and other show equipment which is used for the care of the livestock must be kept neatly in the county s designated area and out of the public aisles. It is 5

6 important to keep all livestock and livestock housing areas orderly and safe to demonstrate a positive image of animal agriculture to the public. Gas/Diesel/Propane Storage Containers: Containers holding hazardous/flammable materials must be kept in the designated area north of the barns. 7) Class eligibility: All animals must be entered and exhibited under the recorded ownership name or co-owners names as of the show entry deadline date and registered through their respective national breed association. The breed association original, a breed association duplicate, faxes, and s from the breed associations to verify registration will be accepted and will be checked by Wisconsin State Fair Management or authorized breed association representatives. All animals are subject to a permanent identification and age inspection by representatives of the breed association, Wisconsin State Fair Veterinarian, or Wisconsin State Fair Management. Questionable age verification will be determined by Wisconsin State Fair Management and that decision is final. Animal Eligibility: A breeding gilt can be entered and shown in the junior show and entered and shown in the open market gilt show. Gilts may be entered in both open show rotation#1 and rotation #2 but may only be shown/exhibited in one. Example: A gilt is not eligible to be shown as a market gilt in open swine rotation #1 and a commercial gilt in open swine rotation #2. Only swine showing in the respective rotation are allowed in the barn. Any Other Breed Division: Animals shown in the Any Other Breed Division must be registered through their national breed association. Commercial and/or Crossbred animals are not eligible for the Any Other Breed Divisions. An animal registered with multiple national breed associations may only be shown in one breed division at the current Fair. Registered animals MUST show in the offered/published breed division (if applicable); if no breed division exists the animal will be shown in the Any Other Breed Division. Champion Classes: Only first and second place winners in the respective classes are eligible to compete for champion and reserve champion awards. All first-place animals are required to show in champion classes unless excused by the Superintendent. 8) Showring: It is the exhibitor s responsibility to have entries ready to enter the showring when show management calls for the class to enter the ring. Show management will determine the deadline for late arrivals. Classes will not be re-run for any animals missing a class. If an animal misses a class, the animal cannot be put in another class to be judged. All exhibitors are required to wear an official harness or clip to display the assigned exhibitor number (5 x 7 ) when in the ring. Violators will not be permitted to enter the ring. RULES SPECIFIC TO THE OPEN MARKET BARROW/GILT SHOW ROTATION 1 1) The Open Market Barrow/Gilt show is non-terminal. There are NO DNA or RFID ear tag identification requirements. 2) Classes will be determined by declared weights. Official weight cards must be submitted to the Superintendent s office by noon the day before the show (refer to chart above for breeds/days). Entries in each class will be weighed back as they leave the show ring until the top two placings have been awarded. Each entry must be within 5% above or below the declared show weight as previously designated by the exhibitor on the declared weight card or the entry will be disqualified. There are no minimum or maximum weight restrictions. 3) Animals entered in purebred breed divisions must have an individual registration certificate from a national breed association identifying them as such. Faxes and s from the breed associations to verify registration will be accepted. DNA testing or other breed verification technology may be used if warranted and/or if the breed association contributes towards prize money. 4) Gilts shown in the Junior Swine Breeding Gilt show are eligible to be shown as Market Gilts in the Open Market Gilt show. Barrows shown in the Open market barrow show are NOT Eligible to be shown in the Junior Show. 6

8 HERDSMANSHIP AWARD MARKET SHOW An award will be presented to the top three exhibitors who keep the pens, swine, and other properties clean and who make a positive impression on the public and management. PREMIER EXHIBITOR - MARKET SHOW An award will be presented to the exhibitor accumulating the most points in individual classes, not to exceed 4 animals owned and exhibited by the exhibitor. PREMIER EXHIBITOR POINTS 1 st 2 nd 3 rd 4 th 5 th 6 th 7 th 8 th 9 th 10 th SPECIAL AWARDS The National Swine Registry 2639 Yeager Rd, West Lafayette, IN will award $50 to the exhibitor of the Grand Champion barrow over all breeds in the on-foot show if the barrow is a registered Duroc, Hampshire, Landrace, or Yorkshire from a recorded litter. The exhibitor must submit proof of registration, a photo and documentation from the Fair within 60 days to receive the award. The Chester White Swine Record Association will provide $100 to the owner of the Grand Champion overall barrow in the on-foot show if it is a Chester White from a recorded litter. The exhibitor must submit proof of registration, a photo and documentation from the Fair within 60 days to receive the award. The exhibitor must submit proof of registration, a photo and documentation from the Fair within 60 days to receive the award. The National Spotted Swine Record Inc., PO Box 9758, Peoria, IL 61612, will provide $100 to the exhibitor of the Grand Champion carcass barrow over all breeds provided the exhibitor is a member of the National Record, the barrow is verified from a litter reported with the National Record and officially transferred to owner. The exhibitor must submit proof of registration, a photo and documentation from the Fair within 60 days to receive the award. The Poland China Record Association will award a $100 to the exhibitor of the Grand Champion overall barrow in the on-foot show if the barrow is from a recorded Poland China litter, and officially transferred to the exhibitor. The exhibitor must submit proof of registration, a photo and documentation from the Fair within 30 days to receive the award. The American Berkshire Association, 2637 Yeager Rd, West Lafayette, IN will provide a plaque to the exhibitor of the Open Swine Show Grand Champion Barrow (overall) in the on-foot show provided it is a Berkshire from a recorded litter. The exhibitor must submit proof of registration, a photo/story and documentation from the Fair within 30 days to receive the award. RULES SPECIFIC TO THE OPEN SWINE BREEDING SHOW ROTATION 2 1) Purebred swine must have an individual registration certificate identifying them as such and must be registered in the name of the exhibitor. Faxes and s from the breed associations to verify registration will be accepted. DNA testing or other breed verification technology may be used if warranted and/or if the breed association contributes towards prize money. 8

9 ~All Berkshire swine must be registered by the American Berkshire Association (ABA), PO Box 2436, 1769 US 52 West, West Lafayette, IN Said registration paper must be presented at time of check in. The ABA is the only Berkshire swine registry recognized by the National Association of Swine Records (NASR) and the National Pedigreed Livestock Council (NPLC). 2) Gilts exhibited in Junior Swine Breeding Gilt show on Thursday, August 3 rd are eligible to show in the Open Swine Breeding Division as long as they were not exhibited in the Open Swine Market Gilt Show. 3) Boars: Exhibitors may enter up to two boars per breed. All boars must have their tusks removed or they will be prohibited from exhibiting. Crossbred Boar Division: Classes will be determined by declared weights. Official weight cards must be submitted to the Swine Office by noon the day before the show (refer to chart above for breeds/days). The top two placing animals in each class may be weighed as they leave the show ring in rank order until two have met weight qualifications. Each entry must be within 5% above or below the declared show weight as previously designated by the exhibitor on the declared weight card. If an animal weighs out of its 5% weight allowance it will be disqualified, will not be re-weighed and will be ineligible for champion classes. The remaining animals in the class will move up a placing. There will be no weigh-backs for breed champion or grand champion classes. There is no maximum weight limit but it is suggested animals are born between December 1, 2017 and March 31, The Landrace breed division will receive 50% of posted prize money because of their on-notice status for not meeting Wisconsin State Fair Breed Show Requirements. 11 Wisconsin State Fair will present a Chairman s Award Rosette to a select few open show exhibitors who go above and beyond to promote a positive, educational and professional image of agriculture to Fairgoers. All open show exhibitors are eligible to win this prestigious award which will be selected by members of the State Fair Park Board, staff, and/or other Fair VIPs. Award consideration will be geared toward exhibits which: Educate Fairgoers about general agriculture, a specific species, breed or industry (examples include but are not limited to facts, trivia, how to?, etc.) 50% Provide an attractive display (animal and tack areas) 25% Demonstrate a courteous and cooperative attitude to Fairgoers and Fair Management 15% Promote farm or enterprise (visible farm and animal identification) 10% Award Recipients will receive recognition during the 2018 Fair and will receive complimentary admission, parking, and entry fees equal to their current year s fees for the following Wisconsin State Fair.
