ENTRY REQUIREMENTS See the Junior General Rules and Regulations section on for eligibility requirements. For a summary of Youth Center regulations for livestock exhibitors, refer to the Tommy G. 3 NEW for 2018! YQCA Certification requirement. All junior exhibitors exhibiting livestock and small animals must be YQCA certified at the time of entry. The YQCA certification program is a national education program built around foundational pillars of (animal welfare, food safety and character education) animal agriculture. The program is offered online or in person at regional locations throughout Wisconsin. For more information go to YQCA.org. 1) An exhibitor may enter, bring, and show a total of 6 sheep with no more than 2 being market and/or performance lambs. Exhibitors may NOT enter more animals than the total allowed to show. An exhibitor may NOT enter or show the same animal in both the breeding stock division and market/performance divisions. Market lambs may be eligible to show in both the market lamb show and the performance division if they meet the division qualifications and are entered appropriately. Examples: 1) Sally Smith is entering 2 market lambs (lamb A and lamb B) in the market show but not entering those two lambs (again, lambs A and B) in the performance division, Sally Smith may NOT enter different lambs (lamb C and lamb D) into the performance division. 2) Sally Smith is entering one market lamb (lamb A) in the market show but not entering that same lamb (again, lamb A) in the performance division. Sally Smith could enter ONE different lamb (lamb B) in the performance division. 3) Sally Smith is only entering 2 performance lambs (lambs A and B) in the performance division (and not the market show), Sally Smith cannot enter any other lambs in the performance division or the market division. Junior Exhibitors may enter the same breeding animal in both the Open and Junior Shows. Open and Junior fees must be paid with separate checks or money orders along with proper entry forms by the respective entry deadline. 2) Entries with proper fees, must be submitted directly to Wisconsin State Fair. Entry forms must contain complete information: Breeding Females: class number, birthdate, ear notch, name, registration number and a copy of the official breed registration certificate must accompany entry or it will be returned (registration certificate for substitute animals need not be submitted at the time of entry). Special consideration may be granted for registration certificates not available by the entry deadline. Please entryoffice@wistatefair.com no later than June 6 th if registration certificates are not available by the entry deadline. Exhibitors entering online must submit copy by one of the following methods: 1) uploading a pdf with online entries OR 2) faxing a copy to (Attn: Entry Department) by June 6 th (Please note: a cover sheet MUST be included which includes the exhibitor s name and number of pages being faxed) OR 3) ing a copy to entryoffice@wistatefair.com by June 6 th OR 4) mailing a hard copy postmarked by June 6 th. Market lambs: Enter Market Lambs only. Specific breed, tattoo, and RFID ear tag numbers need not be listed at the time of entry for market steers. All market lambs must have been DNA and RFID identified by the Wisconsin State Fair deadline and need only be listed as market steer(s). To streamline the check-in process we will list the RFID ear tag number on the entry form for those exhibitors who know which steer(s) they are bringing to the Fair; however, it is not mandatory to list the RFID tag number on the entry form. Substitution: For every animal entered a potential substitute can be identified (within department) at the time of entry. After the entry deadline, an exhibitor may only substitute animals from the potential substitute list submitted at the time of entry (June 6 th ). If a substitute breeding animal needs to be activated prior to July 30 th please entryoffice@wistatefair.com and include the name of the entered animal being scratched, the name of the breeding animal substitute being activated and attach a copy of the animal s registration certificate. To activate a potential substitute animal after July 30 th, please notify the department staff at check in and present the animal s registration certificate. 3

4 Breeding Females: Official animal name, birthdate, registration number, tattoo/tag identification and breed must be listed. Market lambs: Market lamb substitutes need not be declared. All market steers must have been DNA and RFID identified by the Wisconsin State Fair deadline and need only be listed as market steer(s). To streamline the check-in process we will list the RFID ear tag number on the entry form for those exhibitors who know which steer(s) they are bringing to the Fair; however, it is not mandatory to list the RFID tag number on the entry form. 3) Animal Registration: Breed association issued registration certificates for all registered animals must be submitted to Fair management at check-ins. Faxes, s, photocopies from breed associations are accepted. Entries not properly registered or entered will not be allowed to show. Owned: animals registered in the name of the Junior exhibitor only. Co-Owned: animals registered in the name of the Junior exhibitor and other person(s) or farm. Non-Owned: animals registered in the name of anyone other than the Junior exhibitor. Bred and Owned: The junior exhibitor s name must be currently listed on the registration certificate as an owner or co-owner of the entry. The same exhibitor s name must also be listed as the original breeder or co-breeder on the registration certificate. Owned, co-owned and non-owned breeding stock animals will be eligible to show. There are no mandated registration certificate ownership requirements and/or registration/transfer deadlines for owned, co-owned and non-owned animals with the exception for Bred and Owned entries. The previous Managerial Form for co-owned and non-owned animals is no longer necessary. Exhibitors must simply check the box Owned, Co-Owned or Non-Owned when entering. All animals must be housed in Wisconsin and under the daily care and supervision of the exhibitor from the time of DNA and RFID identification (market animals) or entry deadline (breeding stock) through the end of the respective Junior Show rotation at Wisconsin State Fair. The animal(s) entered may only be shown by the exhibitor, immediate family (brother, stepbrother, sister, step-sister, mother, step-mother, father, step-father, or legal guardians with proof of relationship) or family farm between the entry date and the Wisconsin State Fair. Exceptions to any part of this rule may be considered by completing and submitting a Show Waiver (located online on: with the entry form. All Show Waiver requests will be considered on an individual basis by Wisconsin State Fair Management who reserves the right to further review situations with outside sources. Requests will be approved or denied by June 22 nd. Show waiver requests must be made by one of the following methods: uploading a pdf with online entries OR faxing a copy to (Attn: Entry Dept.) by June 6 th (Please note: a cover sheet MUST be included which includes the exhibitor s name and number of pages being faxed) OR ing a copy to entryoffice@wistatefair.com by June 6 th OR mailing a hard copy postmarked by June 6 th 4) Admission/Parking: All exhibitors and exhibitor s family members must have valid admission to enter the Fair Park August 2 12, Admission: Livestock show exhibitors may purchase up to a maximum of 50 admission tickets per exhibitor. Each admission ticket can only be scanned once. If an exhibitor would like to exit and reenter the Fair Park multiple times during the day, he or she MUST get his or her hand stamped at the admission gates. Admission tickets which are wet, sun-damaged, lost or stolen will not be replaced. Admission fees do not include vehicle parking. Junior exhibitors who stay in the Tommy G. Thompson Youth Center do NOT need to purchase admission tickets. Daily admission into the Fair Park is included in the Youth Center fees. Junior exhibitors who are not staying in the Tommy G. Thompson Youth Center need to purchase admission tickets to get into the Fair each day Vehicle Parking: No refunds are given for any unused vehicle parking. Blue Ribbon Off-site Parking: A free off-site Agriculture Exhibitor vehicle parking lot with easy access from I-94 is available. This free parking lot located one mile east of the Fair Park will 4

5 have 24-hour security, in and out access and overnight parking privileges. A free shuttle will be run continuously from noon, Tuesday, July 31 st through the duration of the Fair. The shuttle will pick up/drop off near Gate 5. Trailers are not allowed to park in this lot (see trailer parking below). Red Ribbon General Fair Park Parking: General Fair Park parking valid for one vehicle admission per day (no in and out privileges). Available only upon arrival at any vehicle access gate (except Gate 5). The Red Ribbon parking pass cannot be upgraded to White Ribbon or Platinum status once purchased. Parking is not guaranteed. No overnight parking allowed. $12 per day/vehicle White Ribbon General Fair Park Parking: General Fair Park parking with multiple in and out privileges per day. Available for purchase prior to or during the Fair through the Case IH Coliseum Entry Office for $15 per day/vehicle. Each date parking pass will be valid only on the date printed on it. The date must be declared on entry form/online entry. *An unused White Ribbon parking pass may be exchanged in the Entry Office for another White Ribbon Parking Pass if requested before the printed date on the ticket. Parking is not guaranteed. White Ribbon parking cannot be upgraded to Platinum status once purchased. No overnight parking allowed. Examples: o Exhibitor Sally Smith has purchased three (3) White Ribbon parking passes one each for August 6 th, 7 th and 8 th. On August 6 th, she realizes she no longer needs the parking pass for August 8 th. She cannot receive a refund for the August 8 th parking pass but can exchange it in the Case IH Coliseum Entry Office for a white ribbon parking pass for any o of the remaining Fair days. Exhibitor Bill Smith purchased three (3) White Ribbon parking passes - one each for August 6 th, August 7 th and August 8 th. On August 8 th, Bill realizes he did not use his August 6 th pass and instead wants a parking pass for August 9 th. Bill CANNOT exchange his unused August 6 th pass or receive a refund since the parking pass expired. If Bill wants a White Ribbon parking pass for August 9 th, he must purchase one for $15 at the Case IH Coliseum Entry Office. Platinum Parking: A limited number of parking passes are available for parking in the Tommy G. Thompson Youth Center lot with in and out privileges for $25 per day/vehicle. Overnight parking is allowed. Platinum parking passes are only available for purchase online prior to the Fair with entries. 5) Trailer Parking: A free Wisconsin State Fair off-site trailer parking lot will be available and assigned upon arrival. All trailers MUST be parked offsite. Exhibitors cannot sleep in their trailers overnight or keep any animals in trailers at the offsite lots. EXHIBITION REQUIREMENTS 1) All exhibits will receive the best care and protection the surroundings will afford, but they are always subject to the owner s risk. All exhibitors are expected to conform to Wisconsin State Fair Junior participation and exhibition policies. Failure to comply may result in awards, auction proceeds and prize money forfeiture, dismissal from grounds and being barred from immediate and/or future exhibitions. Wisconsin State Fair Management reserves the right to interpret and enforce the rules and regulations; split or combine classes; accept or reject any entry entirely, partially, or conditionally. Thompson Youth Center Rules located in the Junior General Rules and Regulations section on as well as the Youth Center Lodging Registration Form on 2) Animal Care and Exhibitor Safety: All sheep, except for wethers, MUST have scrapie identification (tags or tattoos) in the ear. Animals deemed uncontrollable and unsafe to exhibit will be dismissed from the show ring and/or Wisconsin State Fair Park grounds. Show Management retains the right to warn the exhibitor and dismiss any animal deemed unsafe or uncontrollable at any time. No prize money will be awarded if an animal is dismissed. 5

6 Due to animal wellness and safety concerns all sheep brought to Wisconsin State Fair Park grounds are restricted to the Sheep Barn area only. Animals found outside of the designated barn without Superintendent/Fair Management authorization, will be immediately disqualified. The Department Superintendent has the discretion to approve special circumstances. A State Fair veterinarian will examine all sheep while at the Fair. Sheep prolapsing, showing symptoms/exhibiting ringworm, fungus or other contagious diseases may be disqualified. Disqualified lambs will NOT be allowed to show and may be removed from the Fair Park grounds based on the veterinarian and/or Superintendent s discretion. The Fair veterinarian s decision is final. Wisconsin State Fair will have limited amounts of feed and bedding for sale. Advance orders are appreciated and order forms can be found on beginning in June. Feed orders can be mailed in with entries, faxed ( ) or called ( ) into the Wisconsin State Fair Entry Office. All animals must always have water available in their pens. Animal Treatment: While on the Wisconsin State Fair Park grounds, the Wisconsin State Fair On-site Veterinarian must administer all medication. The On-site Veterinarian will inspect, treat, and record all information on an official 3-plyTreatment Record Form. There will be no charge for the Wisconsin State Fair Veterinarian to treat an animal. Only medication costs will be charged to exhibitors. The Animal Treatment Tent and On-site Veterinarian trailer is located on 5 th Street north of the Double Deck Barn. This is the only area to be used to administer treatments (oral, IM, IV, subcutaneous). Exhibitors who violate the authorized treatment protocol may be disqualified. 3) Exhibition: The barns will be closed from 11 pm until 6:30 am for exhibitors, parents, leaders, Fair visitors etc. except those who are on overnight duty. Exhibitors, parents, leaders, or other adults are not allowed to sleep in the barn. No exceptions! Each animal entered must be stalled with their respective county and cared for at the exhibitor s expense and risk. Junior exhibitors are required to care for and fit their own animals. Exhibitors will be assigned pens based on the sheep exhibited at the show: 1-2 head = 1 pen 3-4 head = 2 pens 5-6 head = 3 pens Due to space limitations, exhibitors who only bring market lambs will be assigned one pen. Exhibitors are encouraged to bring pen dividers. Pen dimensions are 5 x 7. Counties must work together in the space allotted. Exhibits will regularly be inspected and must be kept neat. Minimal storage for supplies is available in and around the barn. All exhibitors are required to have pens cleaned by 7 am each day and keep show equipment or feed/bedding supplies in tack areas. Straw and/or paper bedding are discouraged. The aisles must remain clear. All waste, feed, manure, and trash should be disposed of properly. Farm or ranch signs cannot be displayed during the entire Junior show. It is recommended a designated leader be available to supervise the exhibit and exhibitors while the county s sheep exhibit is at the Fair. The exhibitor must remove all pen carpeting prior to leaving the Fair. The use of sand for bedding is prohibited. Borders inside pens are allowed but cannot exceed 24 inches high unless material is see through and does not restrict air flow. Mesh products must have a minimum ¼ opening. For safety and liability reasons counties may not use space in or around their exhibits to conduct any type of direct contact/petting or photo opportunities geared toward Fairgoers/public. Tents are not permitted in or around the barn. 5) Equipment: Fans: The use of one (1) fan is allowed per pen. Overhead fans must be hung from the front wall on either side of the pen. Floor fans may be used to move air for the entire display only and must be kept out of the aisles. The Superintendent reserves the right to determine acceptable placement and usage. All fans must conform to the manufacturer s recommendations and Wisconsin State Fair safety regulations. 6

7 Generators: The use of portable power sources is permitted during show hours only. Generators must be kept outside the barns. When not in use generators must be kept in designated locations on the Fairgrounds. Extension Cords: All cords must meet Wisconsin State Fair and manufacturer s recommendations for safety. No cords will be permitted in the aisles or in public areas (above or on a surface) without being properly secured. Wisconsin State Fair Management retains the authority to determine what is acceptable. Trimming Stands: Exhibitors using trimming stands must store them out of the public walkways. Stands MUST be placed in tack areas or other designated areas outside of the barn when not in use for fitting. Stands are only allowed in the barn aisles 60 minutes before, during and 30 minutes after the shows. Stalling Equipment: The use of pen dividers for separating animals and designating tack areas is permitted. No equipment is approved for use in the aisles. Tack: Show boxes, feed, bedding and other show equipment which is used for the care of the livestock must be kept neatly in the county s designated area and out of the public aisles. It is important to keep all livestock and livestock housing areas orderly and safe to demonstrate a positive image of animal agriculture to the public. Gas/Diesel/Propane Storage Containers: Containers holding hazardous/flammable materials must be kept in the designated area north of the barns. A breeder s/association tag, when noted, must be in the ear of the animal. 6) Ethics: Fitting includes, but is not limited to, the day to day management practices of feeding, exercising and show preparation. Fitting is limited to the exhibitor, his/her mother, father, sister, brother, step-brother, step-sister, step-parent, or legal guardian (with proof of relationship) or other junior exhibitors participating in the Wisconsin State Fair Junior Shows. Exhibitors must declare the name of parents/legal guardians and siblings/step-siblings on the entry form/online entry in order to be eligible for a fitting wristband at the Fair. Exhibitors and one additional family member (listed above) are the only personnel allowed into the designated show ring class make-up/lineup areas. Wisconsin State Fair Management and/or the Fitting Superintendent and staff have the right to interpret these rules. NEW for 2018! Special consideration to the fitting rule may be granted to other family members in situations where none of the immediate family have project involvement/experience. To request special consideration a Youth Fitting Rule Waiver Form must be submitted at the time of entry. Waivers will be reviewed on an individual basis by Wisconsin State Fair Management who reserves the right to further review situations with outside sources. Requests will be approved or denied by or written response by July 1 st. See the Junior Fitting and Exhibition Rules in the Junior General Rules and Regulations section on for additional Fitting requirements. Animals can only be fitted by the exhibitor or those stated above. Fitting violations may result in disqualification and/or removal of violators from Wisconsin State Fair Park. All persons (including exhibitors) must register with the Fitting Superintendent prior to any fitting activities. Persons abusing the fitting areas or violating the fitting rules will be removed from the area or Wisconsin State Fair Park grounds. The exhibitor can have anyone hold the animal to remove blankets and assist with entering/exiting the show ring. Sheep can be fitted in the aisles. Aisles must remain open when no sheep are being fitted. No artificial filling/drenching of animals will be allowed at any time on Wisconsin State Fair Park grounds. Artificial Filling/drenching applies to any substance applied in any way (ex. Bottle feeding, syringe, stomach pumps and other methods). If there is an animal wellness concern the Wisconsin State Fair veterinarian should be consulted. Sheep showing evidence of having their natural hair/wool color altered (on the body proper) will be disqualified. No foreign matter, added hair/wool or artificial hair/wool will be allowed on any entry. All Shropshire and Southdown breeding stock and market lambs must be slick shorn. Slick shorn is defined as being shorn completely to the hide within 5 days of the show date. The 7

8 wool may be left from the rear hocks down and the front knees down plus the wool cap (defined as from the ears and poll forward). Read all product labels closely to make sure they do not contain ingredients which may be interpreted as a performance enhancer. Any questions should be directed to Wisconsin State Fair prior to use. SHOW RING/JUDGING PROCEDURES See Judging section in the Junior General Rules and Regulations on for additional rules. 1) Exhibitors: Must show their own animals unless the Superintendent has granted prior approval. Approval may be considered for the following reasons: multiple animals in the same class, multiple animals in the show ring at the same time in different species, serious injury or hardship. A form to request approval for another active (checked in and actively showing within the department) Wisconsin State Fair junior exhibitor to show the exhibition animal may be obtained from the Superintendent s office and must be submitted to the department Superintendent by 7 pm the day prior to the start of the show. Clothing: Should be dressed neatly and appropriately while in the showring. No firm, farm, or name identification shall be carried, worn, or displayed on the exhibitor or animal while in the makeup area or the show ring. Fair Management may remove the exhibitor/animal from these areas until compliance is met. 2) Show Ring: Only Wisconsin State Fair officials are permitted in the judging area during judging. It is the exhibitor s responsibility to have entries ready to enter the showring when show management calls for the class to enter the ring. Show management will determine the deadline for late arrivals. Classes will not be re-run for any animals missing a class. If an animal misses a class, the animal cannot be put in another class to be judged. All exhibitors are required to wear an official harness or clip to display the assigned exhibitor number (5 x 7 ) when in the ring. Violators will not be permitted to enter the ring. Champion Classes: Only first and second place winners in the respective classes are eligible to compete for champion and reserve champion awards. All first-place animals are required to show in champion classes unless excused by the Superintendent. JUNIOR SHEEP BREEDING SHOW RULES 1) Breed Divisions: NEW for 2018! The Junior Sheep Breeding Shows must have a minimum of two exhibitors and five head checked in at the Fair with proper breed verification to qualify for a breed division. Breeds with proper breed documentation but do not meet the minimum stated criteria will be placed in the Any Other Breed (AOB) Meat Breeds division or the Any Other Breed (AOB) Wool Breeds division. 2) Animals shown in the breeding division may NOT be shown in the Market/Performance Division. 3) Bred and Owned Division: A Champion Bred and Owned ewe will be selected in each breed (excluding Commercial) from the highest placing bred and owned animals in each class. The junior exhibitor s name must be currently listed on the registration certificate as an owner or co-owner of the entry. The same exhibitor s name must also be listed as the original breeder or co-breeder on the registration certificate. BREED SHOW DIVISIONS 1. Any Other Meat Breed 9. Lincoln 2. Exhibitors must be paid members of the Wisconsin Suffolk Association to be eligible to receive this award. LEAD CLASS DIVISION 26 Entry Fee: $6 Tuesday, August 7 th 7 pm RULES 1) Entry in the Lead Class is required, utilizing the Wisconsin State Fair Junior Sheep Entry Form. Entry in the Lead Class must be confirmed during check in at the Fair. 2) Classes will show in the order listed (youngest too oldest). 3) Attire must incorporate the use of wool fiber/fabric. Percentage of wool in garment/fabric/accessories must be included when describing outfit in the resume. This is not a costume class. 4) Exhibitors must exhibit his/her own animal entered and checked in for one of the individual classes. 5) Animals must be trained to lead with a halter. 6) Two copies of a type-written resume must be submitted to the Sheep department staff by 6 pm on Tuesday, August 7 th. Resumes (150 words or less) must be formatted as follows: Top left hand corner: class number, name, parents names, and County Top right hand corner: age (as of January 1 st, ) and complete mailing address Single spaced heading (does not count in 150-word limit) Written in third person (use she, he, her or his. Do NOT use I or me ). Double spaced body typed in 14-point font. Body must include a description of the outfit and a few interesting personal details, activities, or interests. Animals shown in the breeding division may NOT be shown in the Market/Performance Division. 4) Declared Weight: A declared weight card, obtained from the Junior Sheep Office, must be filled out and turned into the Junior Sheep Office for each lamb by 8 am on Tuesday, August 7. The weight indicated on the card will be the declared show weight of the lamb. There will be no changing of weights after the declared weight cards have been submitted. There are no minimum or maximum weights. Wisconsin State Fair will provide scales for exhibitors to use: Monday, August 6-9 am to 10 pm Tuesday, August 7-7 am to completion of show 12

Exhibitors using a private scale will be disqualified from participating. 5) Weigh-backs: After each class of lambs is placed, the top four lambs will be weighed on the official scale by show management. Each lamb must be within 5% above or below the declared show weight as previously designated by the exhibitor on the declared weight card. New for 2018! If any lamb is out of its weight range, management may authorize a reweigh. Animal out of their weight range will receive the lowest ribbon placing and will be ineligible for champion classes. The remaining lambs will move up one placing. There will be no weigh-backs for breed champion or grand champion classes. 6) Breed Classification: Market lambs do not need registration certificates, instead a classifier will determine breed divisions during classification on Monday, August 6 th starting at 12:30 pm. Exhibitors must bring their lamb(s) to the show ring when their declared breed division is called. All lambs being considered for a breed division will be in the ring at the same time where a judge will classify them based on breed characteristics. Lambs which do not meet the classification standards for the declared breed division will be placed in the crossbred division. Any lamb can be entered as a crossbred. Only exhibitors and their lambs will be allowed into the show ring during the classification process. Market lamb classification guidelines are listed at the end of this section. The classifier s decision is final. 9) Market Lamb Breed Divisions: Ten head must be checked in at the Fair and classified by the Classifier to qualify as a division. Divisions with less than ten head checked in or classified will show in the Any Other Breed (AOB) Division (excluding Natural Color). The Any Other Breed (AOB) market lamb class will be split by "black/colored face" and "white face" breeds when the class exceeds fifteen "black/colored face" entries and/or fifteen "white face" entries. If there are over fifteen entries in both classes a "white face" AOB champion and a "black/colored face" AOB champion will be eligible for the auction. If the two class criteria are not met the winner of each class will compete for the AOB champion and that winner will become eligible for the auction. The Southdown breed is considered a "white face" if it does not have a breed show. If the Natural Color Division has less than 10 head those animals will be shown in the Crossbred Division. 10) All market lambs must be free of all drug residue of any type, including prescribed, at time of show and be eligible for immediate harvest following the show. The Junior Sheep Superintendent may elect to have samples taken at any time including, but not limited to: DNA, blood, urine, hair, and tissue. Any carcass showing evidence of ante mortem tampering may result in the exhibitor of such animal(s) forfeiting ribbons, prize money, sale receipts, prizes awarded and result in loss of future exhibition privileges. Please refer to the Junior General Rules and Regulations section on for more information. 11) Governor s Blue Ribbon Livestock Auction: The Grand, Reserve Grand and all qualified division Champions of the Junior Market Lamb Show must sell in the Governor s Blue Ribbon Livestock Auction on Wednesday, August 8 th in the Coliseum. If an animal selected as division Champion was sold at a County Fair Auction the exhibitor must notify the Blue-Ribbon Sale of Champions Foundation after being named Champion and before the Governor s Blue Ribbon Livestock Auction begins. 12) Castrated male lambs are exempt from scrapie requirements. Ewe lambs shown as market lambs must have a scrapie tag. 13) Fitting/Ethics: Market lambs must be clean shorn (1/8" maximum) prior to weigh-in. No muzzles, patch shearing, dyeing, drenching, spray painting, icing, or use of skin cooling agents (alcohol, etc) on lambs are allowed prior to/during the show.
