The Clay County Fair encourages livestock competition managed with strict adherence to applicable rules and generally accepted standards of conduct. Cheating or any other violation of show ring ethics will not be tolerated; offenders will be eliminated from participation and dealt with to the full extent of the Fair s authority and the law. The Clay County Fair reserves to its Executive Committee the final and absolute right to interpret these rules and regulations, and arbitrarily settle and determine all matters, questions, and differences in regard hereto, or otherwise arising out of, connected with, or incidental to the Fair. Any person who violates any of the following rules will forfeit all privileges and premiums and be subject to such penalty as the Fair may order. The Fair will not be responsible for loss or damage to, or of exhibits, or to the property of exhibitors. No roving, vending, or soliciting by either a profit or non-profit organization, or on his own behalf shall be permitted on the Clay County Fairgrounds or parking lots. All solicitations for either contributions or sale must be made from within the confines of a booth or display area as authorized by a duly executed contract. No dogs, cats, or other pets shall be permitted on the Clay County Fairgrounds during the Clay County Fair. The only exceptions are assistance dogs that are properly identified, or any pet that is part of an attraction, exhibit, or demonstration. Pets are permitted in designated campground areas. Pets must be on a lease or contained in living quarters, trailers, etc. Failure to comply shall result in expulsion from the fairgrounds. No more than two entries in one class allowed an exhibitor, unless otherwise indicated. No exhibitor may win more than two prizes in any one class. All applications for entries must be made in accordance with guidelines found in the appropriate department exhibitor handbook. The Clay County Fair reserves the right to accept or reject any entry offered. All exhibits must remain in place until the stated release time in each department. F Exhibitor questions on premium amounts or ribbon placing must be received on or before October 15, or no adjustments or corrections will be able to be made. Premium checks will be issued after that date. There will be no reissuing of lost premium checks, and premium checks that are issued will become void after 45 days. All awards, ribbons, and exhibits not picked up at the Fair Administrative Offices by October 15 will be forfeited and become property of the Clay County Fair. 2

4 F The Fair will use diligence to ensure the safety of stock or articles entered for exhibition, after their arrival and placement, but under no circumstances will it be responsible for loss, injury, or damage done to, or occasioned by, or arising from any animal or articles on exhibition. The exhibitor shall indemnify the Fair management against all legal or other proceedings in regard thereto. F Exhibitors must have owned the animal for 60 days prior to the start of the Clay County Fair unless otherwise indicated. F Firms and partnerships entering for competition must be in existence at the time of entry, and in all cases must be bona fide. Affidavits of the age of the firm may be required by the Fair. F No animals may be entered or shown unless they have been recorded in the recognized books of record for their respective breeds, except in case of young stock as otherwise provided for in special rules. Exhibitors must produce certificates of registry to the superintendent in charge anytime during the Clay County Fair. F No refunds on entry fees after September 1. F All animals, except those being nursed, must be entered and shown in competition according to classes for their respective breed and species. F Where there are fewer entries in a class than the number of premiums offered, judges may at their discretion award a prize or prizes of such grade as the animals or articles deserve. F For new breeds/classes, entries must be received from a minimum of three or more unrelated exhibitors who will exhibit a total of 12 or more animals in each class offered for each species (unless otherwise specifically noted). At the time entries close, if sufficient entries are not received for a given class, that class may not be held and the entry fees returned. F All livestock trailers and trucks used by livestock exhibitors must be parked in the designated area in the north parking lot (north of West 18th Street). F All applications for stalls and/or pens shall be made at the time of filing entries. The required fees must accompany entry. F A Clay County Fair department superintendent may not make a competitive entry directly in a Clay County Fair department over which that person has supervisory responsibility. 3

5 F Exhibitor must have a release signed by the superintendent or assistant superintendent of respective species of livestock before being allowed to leave the fairgrounds unless otherwise indicated. F All animals entered must be exhibited in the division and class in which they are entered. F No premiums will be awarded to any entries which have not been classified. F A faithful observance of all rules governing the exhibit will be required and when in doubt as to the application or meaning of a rule, the superintendent in charge shall construe the same. This opinion, when required by either exhibitor or judge, must be reduced to writing and returned with the award sheet. F The decisions of the official veterinarian will be final in all cases, except where mistake, fraud, misrepresentation or collusion not discovered at the time of the award, is apparent. In such cases, the decision of the Fair s executive committee will be final. F In case of protest of an animal or exhibit, notice must be given the superintendent of the department during the day of examination of the animal or article protested, and a written statement giving the reasons for protesting, verified by affidavit, with names of witnesses, must be filed with the Fair. F The right of an exhibitor to appeal from the decision of a judge to the Fair will lie only when it is charged that the award has been made in violation of the rules governing the exhibit; or when it is charged that the decision of the judge has been influenced or interfered with by another. F All questions of dispute or differences not provided for under these rules shall be referred to the Fair s Executive Committee whose decision shall be final. F All the animals presented for exhibition at the Clay County Fair shall be subjected to examination by the Fair veterinarian and to daily inspections during the exhibition. Should any animal be infected with any contagious, infectious, or communicable disease, it shall be removed to a place of quarantine. The show pen or stalls in which such diseased animals were kept must immediately be cleaned and disinfected under the supervision of the state veterinarian. F The Fair reserves the right to refuse entry to anyone when such refusal is deemed to be in the Fair s best interest. F Limited livestock exhibitor camping is available on the inner Campgrounds. Requests for camping are limited to those individuals exhibiting livestock and may be made at the time of entry. 4

6 F Camping may be reserved for the Friday before the fair through Wednesday at noon, Wednesday of the fair at 2pm through Sunday, or for the full week. Campers may not be brought in before 2pm the day they are reserved, and must leave prior to 12pm the final day of the reservation. NEW!!! F Each camper may have only one vehicle (with a parking pass) parked in the lot. Any additional vehicles will be requested to be moved. IMPORTANT ANIMAL HEALTH GUIDELINES Please visit and download the 2018 Health Requirements for the Exhibition of Livestock, Poultry and Birds at State Fair, District Shows and Exhibitions. These requirements will be strictly enforced! PLEASE NOTE THE FOLLOWING SPECIAL HEALTH GUIDELINES FOR SWINE 4.34(4) Swine. All swine must originate from a herd or area not under quarantine and must be individually identified on a Certificate of Veterinary Inspection. Plastic tags issued by 4-H officials may be substituted for an official metal test tag, when an additional identification (ear notch) is also recorded on the test chart and Certificate of Veterinary Inspection. All identification is to be recorded on the pseudorabies test chart and the Certificate of Veterinary Inspection. a. Brucellosis. All breeding seine six months of age and older must: (1) Originate from a brucellosis class free state; or (2) Originate from a brucellosis validated herd with herd certification number and date of last test listed on the Certification of Veterinary Inspection: or (3) Have a negative brucellosis test conducted within 60 days pior to show and confirmed by a statefederal laboratory. b. Aujeszky s Disease (pseudorabies) all swine. (1) Native Iowa swine. Exhibitors of native Iowa swine that originate from a Stage IV or lower-status county must present a test record and Certificate of Veterinary Inspection that indicate that each swine has had a negative test for pseudorabies within 30 days prior to the shows (individual show regulations may have ore restrictive time restrictions), regardless o the status o the herd, and that show individual official identification. Exhibitors of native Iowa swine that originate from a Stage V county must present a Certificate of Veterinary Inspection that lists individual official identification. No pseudorabies testing requirements will be necessary or native Iowa swine that originate from State V counties. Electronic identification will not be considered official identification for exhibition purposes. (2) Swine originating outside Iowa. All exhibitors must present a test record and Certificate of Veterinary Inspection that indicate that each swine has had a negative test for pseudorabies within 30 days prior to the shows (individual show regulations may have more restrictive time restrictions), regardless of the status of the herd, and that who individual official identification. Electronic identification will not be considered official for exhibition purposes (163) Definitions Official individual identification means a unique individual identification that is secure and traceable including, but not limited to, a USDA-approved identification ear tag that conforms to the alphanumeric national uniform ear tagging system, a USDA-approved premises tattoo; a registered purebred tattoo; or identification that conforms to the National Animal Identification System. An owner s private brand or tattoo, even though permanent and registered in the state of origin, is not acceptable official individual identification of an animal for the purpose of entry into Iowa. 5

Showmanship to follow open show Sunday, Sept. 9 Noon Youth Purebred Market Pigs Market Barrows Commercial Gilts Exhibitors Meeting at conclusion of youth show RELEASED Tuesday, Sept. 11 3:00pm (Youth exhibitors WILL be released Sunday, Sept. 9 after 8:00pm. PLEASE scoop pens out into the alley for clean-up.) MUST BE OUT Tuesday, Sept. 11 6:00pm Health papers, original pedigrees, and entries must be submitted to the superintendent by 9:00pm on Friday, September 7! 6

8 1. Enter online at or complete appropriate forms available from the Clay County Fair Administrative Offices. ALL entries must be received on or before August 15. No late entries will be accepted. 2. Pen fees are $10.00 (size of pens is approximately 6 x 8 ). Minimum 2 junior pigs per pen. Any junior pigs (a junior pig is any pig born on or after January 1, 2018), other than boars, will be stalled 2 pigs per pen. Bring your own pen dividers if pigs need to be stalled separate. (Pigs entered in 4-H do not have to purchase open class pens, stalling is the same for 4-H and FFA as far as 2 junior pigs stalled per pen.) Initial bedding will be provided. Additional bedding will be available for purchase. Clay County Fair management will be determining tack pens based on space availability. Sharing tack pens will be required. NEW!!! 3. All requests for refunds of pen fees due to cancellation must be done in writing, or fax ( ), or (competition@claycountyfair.com) by September 1. No refunds will be made after September An admission ticket is required each day an exhibitor enters the Clay County Fair. Admission tickets may be purchased in advance for $7.00 or $10.00 at the gate ($5 for children ages 8-12). 5. Exhibitors may purchase Stockman Parking permit(s) for vehicle parking on the fairgrounds. Permit must be purchased in advance and costs $20.00 for the show period. Parking is assigned in a color-coded area. Free parking is available in the North Parking Lot. 6. The livestock entry gate (Gate E) is located in the southwest corner of the fairgrounds. 7. Empty livestock trailers will be parked in designated areas in the North Parking Lot. Check location with the superintendent. 8. All entries must be made upon request. THE NAME, REGISTER NUMBER, PREMISE ID, APPROVED INDIVIDUAL ANIMAL IDENTIFICATION TAG (A 4-H OR FFA TAG WITH NOTCHES WILL WORK FOR JUNIOR PIGS ONLY) AND DATE OF BIRTH OF EACH ANIMAL OVER FIVE MONTHS OLD MUST BE GIVEN. 9. An exhibitors meeting for all swine exhibitors will follow the show on Sunday, September 9 in the Livestock Pavilion. 10. Each exhibitor may enter no more than four (4) animals in each CLASS, but only two (2) animals are eligible for premium money. 11. Exhibitors are required to keep their pens clean & presentable at all times 12. If you do not have internet access, please visit or call the Fair Administrative Offices to request a paper registration form. On-Site Livestock Camping is ONLY available according to the following options: 1. There will be no pen classes. 6) Entry shall be shown by weight and not breed. Only unregistered purebreds or crossbreds are eligible. 7) Minimum allowable weight will be 230lbs. 8) Number of classes dependent upon number of entries. 9) Limit of 4 entries per exhibitor, but no more than 2 monies will be paid one weight class. 10) The following awards will be presented by the Clay County Pork Producers Association: Grand Champion Barrow Trophy Reserve Grand Champion Barrow Trophy 11) The Crossbred Grand Champion will compete against the Purebred Grand Champion to determine the Supreme Grand Champion. 12) Supreme Grand Champion Barrow - Trophy, plus $100 DIVISIONS: 139 All entries Class Description (Market Barrow) 99. 15 OPEN CLASS COMMERCIAL GILT SHOW SUNDAY, SEPT. 9 FOLLOWING MARKET BARROW SHOW 1) All commercial gilts must be weighed in by 8:00pm Friday, September 8. 2) A purebred gilt must be exhibited to show a commercial gilt. 3) Limited to only exhibitors in the purebred classes (No open division) 4) Must have the same health papers as the purebred entries. 5) Individual classes only.
