Wll Steven. n consequence of ths sad event, and o: ' the resgnaton of r. Edwn Marks, as an Admnstrator, who was elected Secretary to fl the vacancy caused by the death of Mr. Steven; the Board of Admnstrators have welcomed, as a vauable accesson to ther number, Mr. H. W. Farchld, apponted by your Excellency. The suggestons made n the last Annual Report wth reference to greatly needed mprovements have been most lberally met and encouraged by your Excellency, to whose ntatve the Hosptal s ndebted for the buldng and sewerage fund, rased by voluntary contrbutons of the ctzens of ths cty and State, upon your Excellency's urgent recommendaton. Ths fund has reached, to date, the mposng amount of $3,9 2, and the grattude of the Board of Admnstrators s partcularly due to the nterest dsplayed n the matter by A. H. May, Esq., by the gentlemen who were hs assocates n ths connecton, and by the press. Thanks to the lberalty and enthusasm of ts frends, stmulated by the actve partcpaton of your Excellency n the good work, the board of Admnstrators have the pleasure of

5 REPORT OF CHARTY HOSPTAL announcng that progress has been made n the matter of layng the sewerage ppe, and that the buldng of an extenson or annex to the Hosptal proper, and the erecton of a sutable structure to serve the purposes of a dead-house and department for pathologcal researches, have also been undertaken. The extenson or annex to the Hosptal s contemplated to accommodate 00 adult female patents and thrty young chldren of both sexes. allowng 000 cubc feet of ar to each bed, thus realzng and developng the foundaton of a specal depart- ment for sck chldren, whch had never exsted n the Hosptal, pror to the openng of one small ward for boys, as mentoned n last year's report. There have been numerous works of nternal mprovement at the Hosptal, carred on to a successful termnaton durng the past year. These wll be fouud severally descrbed n the report of the House Commttee. On the st of January, 883, there were 668 patents remanng n the house. The admssons durng the year were 8: 2, beng 73 more than the number receved n 882, and the dscharges 734. On December 3,883, there were 620 sck and convalescent persons n the Hosptal There occurred 03 deaths n the course of 883, and the death rate was per cent., ths beng the smallest proporton n the last ffteen years. Ths s due to the large number of acute dseases treated. Owng to the zealous efforts made by the House Surgeon and hs assstant, and the kndly dsposton shown by the Medcal Staff, the servce of out-door clncs, organzed last year wth the vew of relevng the Hosptal from the presence of many sufferers, who can vst the nsttuton daly, for the purpose of recevng professonal advce and assstance, has developed to the extent that 8769 vstng patents were attended to ths year, aganst 6000 n 882. These fgures mply a valuable economy of beds n favor of the serously ll, for whom the Hosptal s thus enabled to provde.

Aeeordººg to ths table the proporton of the former was to : 32, and that of the latter to 06. t s beleved that, at the present tme, the pro_ porton of natves of adjacent States, who have conc to New Orleans for the express purpose of beng treated at the Charty Hosptal, may be consdered as approxmatng fve per cent. of the total number of nmates. S: 3" j To the Presdent and Board of Admnstrators: Gclllenen-The records of the medcal servce are herewth respectfully presented. At the begnnng of the year, 668 patents remaned n the Hosptal. Durng theyear, 552 were admtted. makng the total of nmates treated 8S20. There were 03 deaths-a mortalty oft per cent. Ths s the smallest death-rate n ffteen years. There were 2972 cases of malaral fever, more than one-thrd of the admssons. We have amed to better organze the Hosptal Clncs for the beneft of the out-dour poor. They are treated wthout expense to the Hosptal, save the cost of record books and materal for surgcal dressngs. The Eye and Ear Clnc. through the commendable efforts of the ()culsts and Aurst. has become an mportant branch of the servce, havng treated, durng the year, 952 cases, ncludng 3 nmates. Herewth s presented the record of the out-door patents treated n all the Clncs, All told, the hosptal has gven relef, durng the year, to a grand total of 6,92 sck. Compared wth the last Annual Repot, there were 7 3 more patents admtted, servce. and 2769 ºnore treated n the out-door Ths ncrease s not due to the prevalence of any epdemc dsease. The appeals to the people for contrbut ons to the hosptal have made ts benefts better known to the laborng classes,

The table gvng the occupaton of patents, shows the admsson of 594 laborng men. A large proporton of then came from the ralroad and levee camps wthn the State, and from the plantatons of the rver coast. The demands on the Hosptal have so ncreased as to requre more room For the care of the sck. The daly admssons average 22 patents. the. daly average of nmates, 69; the number remanng December 3,620. 'T'here are at present 623 beds and crbs n the buldngs. Ths number s 04) more than the cubc capacty of the wards wll properly allow. Yet, n most of the wards. all the beds are nearly always occuped, and patents sleepng ol the floor. Ths overcrowdng s a complant of long standng. The new extenson of the buldngs wll contan 00 beds and : 30 crbs, allowng 000 cubc feet to each bed. When the buldngs are completed, the beds throughout the house should be spaced accordng to the laws of hosptal hygene. The leºnalc patents, now grouped n some wards wthout dstncton of dsease, should be properly classfed n separate apart nents, and separate wards should be establshed for the treatment of chl. drew. The report of the Pathologst s herewth presented., The mportance of ths department, and the ad rendered n tle dag. noss of dsease, are fully recognzed. Many mcroscopcal and other specmens of great, value are beng prepared. For ther permanent preservaton the new dead house wll provde a Museum of Pathologcal Anatomy. Acknowledgments are due to the donors to the Hosptal Medcal Lbrary, a lst of whose names s presented. 'T'he Lbrary now contans 23 bound volunºes and 288 unbound perodcals.

Bckhau, were n admnstraton of all'ars, as "alled, untl the lath day of Aprl. when the decease of ]nt. Wll Steven, Secretary and Treasurer, produced a change by the selecton of lr. Edwn Marks to that poston after hs resgnaton as a member of the Board, and the after appontment, by hs Excellency, of M H. W. Farchld to the vacancy created by Mr. Marks' retrement as an Admnstrator. The death of Mr. Steven was a serous loss to the nsttuton. Hs fne busness experence, clear judgment and hgh probty of character, rendered hm euneutly ftted for the responsbltes of the poston. Partcularly were hs servces of great value n connecton wth the selene of the Buldng and Sewerage Fund. " le was one of the man nceptors. and hs clear and comprehensve narraton of the addtonal wants of the Hosptal n hs letter to the Governor, promptly nduced hs Excellency to render hs mportant ad to the project. and whch so much conduced to ts after success. He methodzed the plans by whch systematc commttees worked and culmnated n success. He was a conscentous, fathful offcer. Hs death was duly notced by the Board n approprate and well-deserved resolutons. Durng the year (August 6th) the Board voted "to raze to the ground" the buldng opposte the Hosptal, known as the Garfeld School, or formerly, as the School of Medcne, a property purchased by the prevous Board of Admnstrators. Ths

The work of razng has been carefully accomplshed, and he materal put away for tmely use, and to become an mpor- ant t'actor n thu reducton of cost of the new buldng. Wth a slght change n the fgures ( addtonal) the cost on the balance sheet of last year s unaltered. Durng the year the result of the nvestment can be exhbted. Durng the year the returns from auctoneers has been gratfyng, showng collectons from ths source of 95,994 83, aganst ß396 70, of the prevous year. Ths result has been due o the decson n favor of the Lospta] n the case of the State vs. Glad(-y, mnºed: rtely followng whch large payments were nºade. Latterly the matter of collecton has been agan placed n ssue by the refusal of the same defendant, to pay further, and the decson s now awated n the Cvl Dstrct Court, doubtless to be appealed to the Supreme Court by ether party, as a tualty. Counsel has been assocated wth the Board's Attorney n the case. The Hosptal s to be congratulated on the sold beneft that has been derved by the enhancement of 6tate warrants, ena- blug the Board to save the runous sacrfces of prevous years. Last year's report shows a dscount. and loss to the Hosptal of 25,857 50, aganst a dscount, of ths year, exhbtng a gan.. of $20,845. have the pleasure of reportng the payment by the estate of Robert Y. To the Presdent and Board ol'admnstrators of the Charty Hosptal: The undersgned, members of the House Commttee, respeotfully present the followng statement of dutes performed by them, under the authorty of the Board, for the year lä83: One of the most necessary s the erecton of a frst-class elevator, operated by water pressure, at a cost of nearly two thou- sand dollars. Two new steam-pumps, one f'or supplyng water to elevator, the other to provde sutable supply of water to bolers have been erected. One new washng machne, capacty 4000 peces n twenty-four hours, and one steam automatc ronng ma chne, were ntroduced. The former was constructed on the spot, the latter purchased from Hamlton E. Smth of New York, who s the patentee. The cost prce s swo. n consequence of ts beng purchased for chartable purposes, t was sold for *500, and delvered free. Sx new steam radators, of large capacty, together wth handsome screens for them, and also the screens f'or those erected last year, have been provded. New floorng has been lad throughout the man hall on second floor, whlst the old floorng has been all utlzed for same purpose on the tourth or garret story. t may not be out of place to menton the fact that untl ths tme no proper and safe communcaton exsted, whereby persons could escape from the dfferent wards and stores n the event of fre, except by the starcase nsde. Commttees seemed to ve wth each other n the cause of t. ousana's greatest charty, and the sprt of emulaton evoked n the cty mpelled several of the parshes to work abreast wth the Metropols, and St. John, St. Landry, Terre bonne, St. James and other parshes poured forth ther help, commensurate wth the ablty of ther people.
