All CPs in the IZ are open. International Zone NSTR BIAP Summary Key Developments: The Iranian government closed Parwezkhan border (25 km NE of al Kahla) on 23 Sep and Bashmakh at Penjwen on 24 Sep. Tehran said the closures were in a ongoing protest over the arrest of an Iranian on Thursday in Sulaimaniyah that threatens to affect commercial and trading ties between Iran and the Kurdish regions. Goods and food trucks have been stopped entry at these borders and official from both countries believe that prolonging the diplomat's release is going to have a substantial economic fallout as ordinary civilians on both sides rely on those crossings for their daily living. The U.S. military said a senior al Qaeda in Iraq member of the Abu Ghazwan network, who was detained by Iraqi soldiers north of Baghdad on 16 Sep, has been identified as Salim Ismail al Hayali, also known as Abu Bakr. It said Abu Bakr was suspected of conducting attacks against local citizens in the Tarmiyah area who joined the Iraqi security forces. Major incidents: Mosul: 24 Sep A suicide truck bomb killed at least six people, including two policemen and a soldier, and injured 17 in an attack on a checkpoint near a village between Tal Afar and Mosul. Fallujah: 24 Sep A number of fuel tankers that provide the local fuel stations with oil products were set afire by gunmen near Karmah north of Fallujah resulting in the death of a driver. Baqubah: 24 Sep A suicide bomber killed 28 people including the police chief of the city of Baqubah in a mosque compound where local Shiites and Sunni Arab leaders were holding reconciliation talks.
