2 DF-EP-001v3 revised December 2017 Page 2 of 8 CLEMSON UNIVERSITY DAIRY EMERGENCY/DISASTER PLAN This emergency plan has been designed to provide a basic contingency guide for the Dairy Farm staff in the event of a farm emergency. While this plan does not cover every conceivable situation, it does supply a basic plan to cope with most farm emergencies. Reporting Emergencies 1. The quickest and easiest way to obtain professional help for any type of emergency is to phone the Anderson County Emergency Dispatch by dialing When calling stay calm and carefully explain the problem and location to the 911 dispatcher. Do not hang up until told to do so. 3. The dispatcher will contact the appropriate agency (fire department, emergency medical service, public safety, etc.) and relay the necessary information. Do not hang up until told to do so and answer all questions as completely as possible. 4. Notify the Dairy Farm Manager of the emergency after hanging up with the 911 dispatch. FIRE 1. Call 911. Give your name, describe the nature of the emergency, and the location of the fire. Do not hang up until told to do so. 2. Be sure people are out of any building involved in the fire or near the fire. 3. Without risk to human life, if possible, evacuate animals to the nearest field. 4. Once outside, move to a clear area away from the fire. Keep roads and walkways clear for emergency vehicles. 5. Assist the fire department and if asked to do so by fire department personnel. 6. In the event of a grass fire or forest fire, move animals to a pasture away from the fire if it is possible to do so without risk to human life. If a gate is not in a convent location, cut the fence to an adjacent pasture. Cutting an exterior fence is very dangerous; this should only be done if there are enough qualified personnel available to safely move animals to another pasture. 7. Report the fire to: Dairy Farm Manager Research Farm Services Office Risk Management Office University Veterinarian TORNADO/SEVERE WEATHER During a tornado or severe storm stay calm and quickly follow the steps outlined below. 1. If indoors, seek shelter in the lowest level of the building. Interior hallways or rooms are preferable, KEEP AWAY FROM WINDOWS. 2. If outdoors, take cover in the nearest ditch or depression, away from power lines, buildings, and trees. DO NOT STAY IN A CAR OR ATTEPT TO OUTRUN THE TORNADO.

After the tornado has passed, evaluate the situation and if emergency help is necessary, contact the Anderson County Emergency Dispatch at Be aware of dangerous structural conditions and notify emergency personnel if structural damage is noted. 5. Gas leaks and power failures create additional hazards. Please refer to the section on utility failures for additional information. 6. If needed, assist people to evacuate dangerous areas or buildings with structural damage. Move to a clear area away from the affected area. 7. Keep roads and walkways clear for emergency vehicles and personnel. 8. Animals should be moved away from areas with obvious damage to insure their safety. 9. If possible, move injured animals to a corral or hospital area for medical attention. Contact the University Veterinarian or an adjunct veterinarian for the treatment of injured animals. 10. Disposal of dead animals will be at the discretion and direction of either the farm manager or University Veterinarian conforming to regulations established by SC DHEC. 11. Report the tornado occurrence and any damage or injury to: Dairy Farm Manager Research Farm Services Office Risk Management Office University Veterinarian UTILITY FAILURE 1. In the event of a major utility failure contact: Duke Power Fort Hill Natural Gas CU Utility Services (864) Also, contact the Dairy Farm Manager for the identification of issues that are not the responsibility of the utility company. 3. If there is a potential danger to the occupants, evacuate buildings/areas immediately. 4. Once outside, move to a clear area away from the affected area. 5. Keep the roads and walkways clear for emergency and utility vehicles and personnel. 6. Additional information and procedures: a. Electrical 1. Stay away from down power lines as they are very dangerous. Wait for the power company to secure lines. 2. Without risk to human life, if possible, evacuate animals from area with down power lines. Down power lines should only be moved or handled by power company personnel. 3. Animals contained by electric fences should be moved to areas with non-electric fencing.

4 DF-EP-001v3 revised December 2017 Page 4 of 8 4. For periods of extended power outage, generators are available for emergency power (emergency lights, fans etc.). Training sessions on emergency procedures and routine maintenance will be conducted for all dairy personnel. The generator for the bulk tank room and parlor should start automatically when a power failure is detected. b. Water 1. Water to the Dairy Farm is supplied by Clemson University Utilities Services. If service is interrupted, contact CU Utility Services at Arrangements will be made by farm management for Research Farm Crop and Equipment Services to haul water to animals in tankers in the event of a prolonged water outage Animals will be manually watered in troughs or buckets until water service is restored. 7. Prolonged utility outages should be reported to: Research Farm Services University Veterinarian CHEMICAL SPILLS 1. Any chemical spill is to be reported to the University Department of Environmental Health and Safety [ ] immediately. 2. When reporting, be specific about the nature of the involved material and the location. The University Department of Environmental Health and Safety will contact the necessary specialized authorities and medical personnel. 3. Anyone not trained in spill containment techniques should immediately evacuate the area. 4. Personnel trained in chemical spill containment should begin containment immediately. 5. Anyone who may be contaminated by the spill is to avoid contact with others as much as possible. 6. Required first aid and clean up by specialized authorities should begin as soon as possible. 7. If possible and without risk to human life or health, evacuate animals to a safe area. 8. Report chemical spill to: Research Farm Services Office Risk Management Office University Veterinarian University Department of Environmental Health and Safety Violent or Criminal Behavior 1. Everyone is asked to assist in making the Dairy Farm a safe place to work, teach, and conduct research by being alert to suspicious persons and situations and by reporting them as outlined below.

If you are the victim or witness to any violation of the law, such as assault, robbery, breaking and entering, trespassing, vehicle accident involving university property, etc. immediately call DO NOT TAKE ANY UNNECESSARY RISKS! 4. Notify the Anderson County Emergency Dispatch at 911 as soon as possible and supply them with the following information: a. Nature of the incident b. Location of the incident c. Description of the person(s) involved d. Description of the property involved 5. Assist the police when they arrive by supplying them with any additional information and ask others to do the same. 6. If property (fence, building, etc.) is damaged, move animals to a safe location. 7. The Dairy Farm is a NO HUNTING, NO SHOOTING ZONE. Violations should be reported to Wildlife Law Enforcement Report any incident to: Research Farm Services Office Risk Management Office University Veterinarian CATASTROPHIC LOSS OF ANIMAL LIFE 1. Any animal death should be reported to the University Veterinarian prior to disposal. 2. Two or more animal deaths in a 12 hour period should be reported to the University Veterinarian and investigations should attempt to determine the cause(s) of death. State veterinary officials will be consulted concerning the cause of death and disposition of carcasses. If deemed necessary by the University Veterinarian, one or more carcasses may be transported by the farm staff to the Clemson University Veterinary Diagnostic Laboratory for necropsy by veterinary pathologists. 3. Disposal of any carcass will proceed with regards to guidelines established by SC DHEC. EMERGENCY RELOCATION Under the direction of the farm management or the University Veterinarian, it may be determined that animals should be isolated from the general public s access due to any threats, (potential or declared). Such relocation will be at the discretion of the farm management to minimize any potential for injury or exposure to senseless acts of terrorism, vandalism, or cruelty. EMERGENCY EUTHANASIA If euthanasia is deemed necessary by farm management during an emergency, the university veterinarian or an approved adjunct veterinarian will perform the procedure. If a veterinarian cannot be reached or is not available and the animal(s) pose a threat to public safety or are judged to be experiencing extreme pain and

6 DF-EP-001v3 revised December 2017 Page 6 of 8 distress that cannot be alleviated, alternative methods of euthanasia described in the Dairy Farm SOP for Emergency Euthanasia [DF-EP-002] should be employed.
