1 Middle East Animal Welfare Action Plan 1 ( ) The Middle East Animal Welfare (ME AW) refers to the ME Regional Animal Welfare Strategy (ME RAWS) for endorsed by the Regional Commission for the Middle East at the 82 General Session in May Activities of the Action Plan come from needs identified by participants during the following Global and Regional events: 13 th conference of the Regional Commission for the Middle East (Kaslik, Lebanon, November 2015); TAIEX regional workshop on welfare practices at the time of slaughter (Beirut, Lebanon, 9-10 March 2015); regional seminar for Focal Points on Animal Welfare (Amman, Jordan, March 2014); Regional training course on improved animal welfare programme IAWP - Phase 2 (Amman, Jordan, February 2014); Regional training course on improved animal welfare programme IAWP - Phase 1 (Amman, Jordan, January 2014); Third Global conference on animal Welfare in Kuala-Lumpur, Malaysia (2012). Main outlines of this ME AW Action Plan for were discussed and validated during the regional seminar for Focal Points on Animal Welfare (6-7 April 2016, Amman, Jordan), officially endorsed by the Regional Commission for the Middle East during the 84 th General Session, on 23 May 2016 and presented to the Working Group on Animal Welfare, on 30 May The model of Action Plan of the Platform for Europe on Animal Welfare was used as a reference to build this document. 2 Objectives of the ME AW Overall objective: to improve animal welfare in the Middle East. Strategic objective: to empower Veterinary Services to take actions in Animal Welfare in compliance with standards. 3 Specific Objectives: To raise awareness and achieve high level of understanding of animal welfare in the Middle East To support progressive implementation of the standards on animal welfare in the Middle East To encourage the participation of member countries of the Regional Commission for the Middle East in the standard setting process Transversal activities for meeting these 3 technical objectives: Internal management of the Regional AW Strategy Coordination Group appointed by the Regional Commission for the Middle East, External consultation/coordination with AW Stakeholders and Partners in the Middle East region of the ME AW 1. Transport of animals by sea ( TAHC Chapter 7.2) 2. Transport of animals by land ( TAHC Chapter 7.3) 3. Slaughter of animals ( TAHC Chapter 7.5) 4. Stray dog population control ( TAHC Chapter 7.7) NB: Handling of animals is a transversal priority addressed through these 4 regional priorities. Activities of the The ME AW Action plan for includes the following priority activities: Advocacy document on the ME RAWS strategy and Action Plan for attracting donors; Development of an website for animal welfare in the Middle East; Redaction of annual newsletters; Translation of AW documents and information in Arabic language (continuing); Preparation of training materials for the two following trainings of trainers workshops; Organisation of trainings of trainers workshops on livestock welfare during long distance transport by sea & land; Organisation of trainings of trainers workshops on welfare of slaughtering animals previous to and at the slaughterhouse (in countries of ME which did not attend the ToT workshop in ); Organisation of workshops on AW condition in the context of inter-regional trade of slaughtering livestock to the Middle East (ME) (whole journey concept from export to slaughter); Organisation of regional workshops on stray dog population control; 2 Egypt, Iran, Jordan, Lebanon, Oman and Yemen already attended the ToT workshops in Middle East Animal Welfare Action Plan ( ) 2

3 Organisation of awareness campaign on responsible ownership of dogs; Management of the Action Plan: o Internal governance: meetings of the ME RAWS Coordination Group; o External governance: stakeholders and partners consultation/coordination meetings The following activities are not sensu stricto part of the Action Plan but are listed eligible as they contribute to achieve its objectives. Such activities are marked with * in the text below: (i) the seminar for National Focal Points (NFP) on animal welfare; (ii) the PVS Pathway activities ( PVS evaluation, PVS Gap, PVS veterinary legislation and PVS twinning on Veterinary Statutory Bodies or Veterinary Education Establishments) The General overview of the ME AW is presented in the below tables and details on each specific activity are provided in Annex I (tables 1 to 12). 4 Partners and stakeholders In compliance with the ME RAWS for , the ME AW targets the following partners and stakeholders: Governmental institutions, including the Chief Veterinary Officers, Delegates, National Focal Points on animal welfare as well as local institutions (Municipalities); Religious authorities; Professionals dealing with animal welfare: o o o o Veterinarians coming from both public and private sectors; Veterinary teaching establishments; NGOs; animal science and agricultural professions; Animal industries including : o o livestock producers, processors, transporters and traders; pet industry including companies catching and holding dogs; Public at large including : o o Children at school; Pet holders; Other stakeholders and potential donors. Besides, recently appointed Delegates might be invited as observers to the CG meetings in order to be acquainted to the activities of the Action Plan. Possible participation of Partners in some of the activities of the CG could be proposed, based on relevant professional expertise and experience. Priority will be given to Partners having a Cooperation Agreement with the. Reporting and monitoring Middle East Animal Welfare Action Plan ( ) 4

5 The ME RAWS Coordination Group and its Secretariat at the regional representation for the Middle East, are envisioned to act as a coordinating and dialogue mechanism to ensure that all countries and stakeholders involved in animal welfare in Middle East share a common vision and conduct activities consistently towards achieving this vision, in compliance with standards. In this regard, the Secretariat of the coordination group ( Regional representation for the Middle East) is in charge of monitoring the implementation of the ME AW Action Plan for In particular, it reports on activities to the coordination group and to the Regional Commission for the Middle East during the following events: General Sessions (May 2016, May 2017, May 2018 and May 2019); 14 th Conference of the Regional Commission for the Middle East in Turkey in 2017; Forthcoming meetings of the coordination group planned in 2016, 2017 and 2018; 15th Conference of the Regional Commission for the Middle East (date and venue TBC). Two types of indicators will serve measuring the implementation of the Strategic and Specific Objectives: 1. The training materials will be translated in Arabic. A pre-condition for the organisation of these workshops is the completion of the activities 2.2 and 2.3 in countries part of the whole journey when relevant.
