2 Central Oregon Animal Friends D.B.A. Three Rivers Humane Society is a Madras, Oregon based 501c(3) nonprofit established in October This organization was born of a desire to create a better life for the animals of Central Oregon and to do our part to help put an end to pet overpopulation in our area. In November 2013 COAF was awarded the contract to operate Jefferson County Kennels and as an organization, we now take on a new role in our community. With this change came a new name, Three Rivers Humane Society reflecting the three rivers of Jefferson County; the Deschutes, the Metolius, and the Crooked Rivers. Our goals for the shelter have been the highest quality care of the animals, a healthy financial fitness, building strong community relationships, and facilitating a low cost spay/neuter program for Jefferson County. It has been hard work but we love being rewarded by the faces of the 4 footed residents! Our Mission is committed to promoting healthy, safe and lifelong relationships between people and their pets through sustainable programs of education, adoption and spay/ neutering. We will endeavor to fight for the abused and abandoned, and foster a community where no companion animal will be killed because it is homeless. Our Vision for a successful progressive humane animal program is to foster a community of reciprocity with veterinarians, county animal control agencies, pet owners, and potential adopters, with a common commitment to: Create an environment of compassionate and respectful treatment of companion animals. Work toward the goal of putting an end to pet overpopulation through education and community spay/neuter programs. Promote an atmosphere where euthanizing healthy, adoptable animals is not acceptable. Management Philosophy We shall provide shelter and care for animals in need. We shall provide programs and services which enhance the bond between animals and people. We shall be advocates for animals... speaking for those who cannot speak for themselves. We are committed to Three Rivers Humane Society s mission and goals. We strive to lead by example, promoting trust and respect while supporting and empowering staff. We are coaches developing the diverse skills of individuals in an environment which fosters open communication. We expect all staff to be responsible and accountable. Successes and mistakes are opportunities to learn and grow. We advocate effective use of our resources and humane care of animals.

4 Three Rivers Humane Society Board of Directors Paul Viemeister Board President Paul has been an educator for 38 years and counting. He has a passion for community service through giving back to the community he serves, both human and animal. As a Kiwanian and Key Club advisor, his club was awarded the Compassionate Community Service Award for the As President of Central Oregon Animal Friends, Paul understands the needs of Three Rivers Humane Society s in caring for the countless homeless pets in Jefferson County. Having rescue dogs and cats of his own gives him the drive and perspective to support what the current director s vision is for the health and welfare of homeless and future adopted dogs. Ray Swift Board Vice President Simply put, I have been an animal lover since birth. Growing up, much to my parents objection, I would bring home hurt or stray reptiles, birds, cats and dogs. Finally I got a cat and soon after, my first dog. Haven t let up yet, and most likely never will. I Found the few years volunteering at a shelter to be one of most rewarding and emotional experiences of my life. I hope to continue to be a member or employee of an organization that promotes responsible animal care for a long time to come. Sheila Dooley Secretary/Treasurer Sheila recently retired as Library Director after 40 years at The Dalles-Wasco County Library. She volunteered for two other animal shelters previously fostering 87 dogs over a 12 year period, serving as a board member, and fundraising. She plans to help Three Rivers Humane Society and the new building project through grant writing, fundraising, and volunteering. Shannon Morgan Director I have been an R.N. for more than thirty years in a variety of settings. My earliest memories are of family animals and my love and friendships with dogs, especially, have been a central part of my life. (I always say that I like dogs more than I like people, but, since dogs don t read, maybe I shouldn t put this on paper...) Anyway, I grew up rescuing cats and dogs and have been a foster person, both formally and informally, for dogs for many years. There is little in this life that is more satisfying to me than finding a great home for a dog who doesn t have one! I am pleased to be on the board of Three Rivers Humane Society and to help in any way that I can.

6 Three Rivers Humane Society 2015 Highlights New Play Yard for the Dogs! Thanks to the generosity of The Petfinder Foundation and their Bissell Rescue U Grant, October of 2015 signaled the start of our project to construct a new sf play yard. Thank you to Jeff at Ag West for his personal attention to this project and the special package pricing to make the materials come in at budget. Thank you to the staff and inmates of the Deer Ridge Correctional Institute for a week of hard work building the fence and gate, you are awesome! The dogs LOVE their new play yard. Petco Grant for New Kennels! Petco Foundation really came through for Three Rivers Humane Society in In September the Petco Foundation became the Presenting Sponsor for our Bark In The Park fundraiser, a dog walk and canine carnival. In July we applied for $27,000 to replace the old and crumbling indoor kennels in the existing building. In December, Petco Foundation notified us they approved our grant request in the amount of $30,000 with the additional money to help cover the demo and construction. We have purchased new stainless steel sshore-line kennels. This project should be completed by mid February. Three Rivers Humane Society Chosen as a Lowes Heroes Organization! TRHS was contacted by Lowes Home Improvement in Redmond Oregon at the end of August. They informed us we were chosen by the employees for Lowes 2015 Hero Award. They asked us what we needed and we suggested a shed for our trainer to have as a space to perform evaluations and training for the dogs in our care. They approved our request and donated a 12x8 wood shed! The employees built and painted the shed at the store and delivered it to us in September. Getting it off the flatbed looked to be difficult but their driver did an excellent job taking it off the truck and positioning it exactly where we needed it. Thank you to the employees of Lowes for this wonderful gift!

8 Petey Three Rivers Humane Society 2015 Adoption Highlights Petey, a 10 year old poodle mix, came to us as a Jefferson County stray and was never claimed by an owner. His hair was severely matted and dirty, and he was not interested in getting to know us at all. He growled, barked, and lunged whenever we came close. He had to be muzzled to be washed and shaved. He snapped at us when we needed to pick him up, and actually connected with our skin on a few occasions. For weeks, we spoke kindly to Petey and always had yummy treats to share with him. Little by little, the growling stopped. One day, his little tail wagged when staff approached! From that point forward, Petey decided we were worth his time. He would jump into our laps and run and play with us like a puppy! Over time, Petey even decided that meeting new people visiting the shelter was not a bad idea since they, too, had treats. This quirky little fellow really warmed our hearts. One day, a young man named Graham came to meet Petey, even after being warned of Petey s special needs. He visited many times, bringing Petey treats and clothing with his scent, and just sitting near Petey. By the time Graham s work schedule has lessened enough for him to adopt, Petey was allowing Graham to pet him, hold him, and even to kiss him on the head. There was not a dry eye at the shelter when Graham told Petey he loved him and we watched them leave together. Mickey Mickey arrived at the shelter as a stray along with a female Chihuahua. It was December 2014, and the temperature outside was 10 degrees. Both dogs were emaciated and very scared. Mickey was wary but allowed gentle petting. Within a short time, both dogs became friendly, happy and out-going. The female was adopted quickly into a new home and has become a very loved tiny ranch dog in Eastern Oregon. Although Mickey was featured on Petfinder and taken to outreach events, he never received much interest. As he stayed longer and longer, he attached himself to staff and became part of the shelter. He was a wonderful friend to all dogs he met and except for his naughty habit of marking the front office desk, he was an easy keeper that remained overlooked. During the extreme cold temperatures this winter, Mickey went to a foster home in Bend. Foster mom, Elizabeth, called after a week and said Mickey was not coming back. Almost one year to the day of coming to the shelter, Mickey was home. We miss that little boy but could not be happier he is warm, safe, and loved. Malibu Malibu was brought to the shelter in April by a family that found her as a stray. They had kept her for a month but she didn t work out well in their home. They did not say very many positive things about Malibu. At the shelter, she was great for dog walkers of all sizes. She was a go to to help teach strong-willed puppies better manners and was great in play groups with male dogs. She quickly became a staff favorite but had very little interest from potential adopters. During a recent cold spell, Malibu went to Bend Spay and Neuter Project for foster care. Rhonda, the receptionist, took Malibu home with her for a sleep-over and that sealed the deal! Malibu fit like a glove in her new home and the unwanted girl is now very, very wanted.

10 Raise The Woof! The Raise The Woof! project was started in December Our goal is to construct a new building where every animal is housed indoors, protected from the extreme highs and lows of Central Oregon weather. This building will include 32 indoor kennels in which dogs can enjoy heating, cooling, and easy to clean surfaces. Potential adopters can meet animals in a comfortable space and can complete adoptions in a larger adoption area. We hope to use the old building as an isolation area for mothers and pups, as well as a small cat adoption center. This new building will be larger than the current building but with conservative and thoughtful planning, costs and maintenance will be manageable and sustainable.

18 Central Oregon Animal Friends/DBA Three Rivers Humane Society Financial Practices Summary 1. Nature of Operations Central Oregon Animal Friends ( COAF ), a private independent 501 (c) (3) Charitable Organization, was established to give stray animals a safe place to stay and help animals in need find loving homes. It was incorporated as an Oregon 501 (c) (3) Domestic Nonprofit Corporation on October 22nd, It is organized exclusively for charitable purposes. 2. Basis of Presentation and Summary of Significant Accounting Policies Basis of Presentation The financial statements of Central Oregon Animal Friends have been prepared on the accrual basis of accounting in accordance with accounting principles generally accepted in the United States of America. Cash and Cash Equivalents COAF considers all highly liquid instruments with an original maturity of three months or less to be cash equivalents. As of the year ended December 31, 2015, COAF did not hold any cash equivalents and had cash deposits on hand with two financial institutions. Revenue Recognition Revenues consist of contributions, including pledges, which are recognized when received. Unconditional promises of contributions are recorded at their net realizable value. There are no outstanding pledges or contribution receivables as of December 31, Contributed Services Contributed services are reported in the Statement of Activities at the fair value of the services received. Contributions of services are recognized if the services require specialized skills and would typically need to be purchased, if not provided by donation. Management Estimates and Uncertainties The preparation of financial statements in conformity with generally accepted accounting principles requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenues and expenses during the reporting period. Actual results could differ materially, in the near term, from the amounts reported.
19 Financial Practices Summary Cont. Classification of Net Assets Net assets are classified based on the existence or absence of donor-imposed restrictions. Accordingly, net assets of COAF and changes therein are classified based on the following guidelines: Unrestricted net assets - Net assets that are not subject to donor-imposed stipulations. Temporarily restricted net assets - Net assets subject to donor-imposed stipulations that will be met either by actions of COAF and/or the passage of time. Permanently restricted net assets - Net assets subject to donor-imposed stipulations that the assets be maintained permanently by COAF. COAF had temporarily restricted assets of $81, as of December 31, Tax Status COAF has received from the IRS a determination letter dated February 8th, 2013, ruling that COAF is described in section 501(c)(3) of the Internal Revenue Code (the Code ) and is exempt from federal income taxes pursuant to section 501(a) of the Code. COAF holds status as a public charitable organization within the meaning of section 170(b)(1)(A)(vi) of the Code. Related Party Transactions There were no related party transactions for the 2015 fiscal year. Contributions For the year ended December 31, 2015, COAF received approximately $134,378 in direct cash contributions from both public and corporate sources. The Weigard Family Trust was the largest single contributor donating $20,000 in cash. Other donations received from the public included redeemable bottles & cans totaling 7, and in-kind goods totaling $ There were no contributed services for the fiscal year Program Expenses For fiscal year 2015 COAF had approximately $195, in program expenses directly related to it s nonprofit mission. Expenses include but are not limited to direct care employee wages, veterinary fees and supplies, cleaning supplies, and miscellaneous other expenses. Supporting Activities Supporting activities include management, administrative, marketing, fundraising, and general operational expenses for organizational support, which is not directly related to a specific program. Supporting activities costs were approximately $44,801 for the fiscal year 2015.

Bend Pet Express and Petco for supporting our adopters by providing valuable coupon books and starter kits. Petfinder Foundation and Bissell Rescue U for the materials for our newest play yard. Ag West Madras Oregon for the special pricing on materials for our newest play yard. The Staff & Inmates at the Deer Ridge Correctional Institute for all their hard work constructing to fence around our newest play yard. Animal Farm Foundation for their $3000 grant for the enrichment of the animals during their stay at Three Rivers Humane Society. Bissell Foundation for their $2900 community feline spay/neuter grant and senior adoption assistance grant. Leslie Ehmann Charitable Trust $2000 community canine spay/neuter grant.

23 HERE IN THIS HOUSE I will never know the loneliness I hear in the barks of the other dogs 'out there'. I can sleep soundly, assured that when I wake my world will not have changed. I will never know hunger, or the fear of not knowing if I'll eat. I will not shiver in the cold, or grow weary from the heat. I will feel the sun's heat, and the rain's coolness, and be allowed to smell all that can reach my nose. My fur will shine, and never be dirty or matted. Here in this house... There will be an effort to communicate with me on my level. I will be talked to and, even if I don't understand, I can enjoy the warmth of the words. I will be given a name so that I may know who I am among many. My name will be used in joy, and I will love the sound of it! Here in this house... I will never be a substitute for anything I am not. I will never be used to improve peoples' images of themselves. I will be loved because I am who I am, not someone's idea of who I should be. I will never suffer for someone's anger, impatience, or stupidity. I will be taught all the things I need to know to be loved by all. If I do not learn my lessons well, they will look to my teacher for blame. Here in this house... I can trust arms that hold, hands that touch... knowing that no matter what they do, they do it for the good of me. If I am ill, I will be doctored. If scared, I will be calmed. If sad, I will be cheered. No matter what I look like, I will be considered beautiful and thought to be of value. I will never be cast out because I am too old, too ill, too unruly, or not cute enough. My life is a responsibility, and not an afterthought. I will learn that humans can almost, sometimes, be as kind and as fair as dogs. Here in this house... I will belong. I will be home.
