2 Mission & Impact Statements Mission Keep Jackson County pet friendly and reduce the unwanted pet population through spaying/neutering and education. Our Spay Tennessee program is a referral service to help all Tennessee residents find affordable spay/neuter in their area and to help other spay/neuter assistance grow in capacity. Background Our group was formed in 2003 by volunteers concerned about the plight of animals in Jackson County. There is no shelter, no animal control officer, and no vet. We have been providing financial assistance to residents for spaying/neutering and been taking in a few of the strays and abandoned animals we hear about ever since. We have volunteers who help us with feral cats (spaying/neutering). Our community outreach and education efforts have expanded each year as well. We remain an all-volunteer group. We are making a difference in the overpopulation problem in Jackson County. In 2012, we took on the Spay Tennessee program, as fiscal sponsor. Impact We have spay/neutered over 4,600 pets in our county since We finished a 5-year plan to fix 500 animals per year for five years in We did not reach those numbers in the last two years, which we attribute to the previous success. Anecdotal evidence suggests many fewer stray and abandoned pets here. Our efforts to target the young, fertile animals continue and our new goal is to get more involvement by the local government. There is no animal control or shelter in our county and no veterinarian. Many residents take in found strays. For Spay Tennessee, our primary goal is to continue to strengthen the spay/neuter assistance programs across the state and help Tennessee residents find affordable spay/neuter services. Needs Our most pressing need is funding. We are in a poor, rural area and are reaching the pet owners who need our help; with funding, we can continue to help every caller. Spaying and Neutering can stop our crisis of pet homelessness and with funding, we can continue to spay/neuter pets in this county for people who cannot otherwise afford it. Funds donated and earmarked to Spay Tennessee will be used to help spay/neuter efforts state-wide. We do provide referral assistance and limited funding support for spay/neuter programs across the state. Board Chair Statement Our biggest challenge now is reaching the public that is reluctant to spay/neuter. Our community education and outreach programs assist with that effort. Word of mouth has been our best advertising and we have seen a 2
3 decline in the number of calls for assistance to have their pets fixed. Fundraising for animals is extremely challenging in our area. Our admin/overhead costs are low and over 95% of our expenses go directly for animal care (spay/neuter subsidies). We strive to be as fiscally efficient as possible. All of us have that one pet that changed our lives and helped us realize that spay/neuter is the answer to the pet overpopulation problem. Prevention works! We are excited to network with other spay/neuter efforts across the state in our Spay Tennessee program and we all nourish and encourage each other. 3
4 Programs Programs Spay/Neuter Financial Assistance Description We provide financial assistance to Jackson County residents to have their pets spayed/neutered. Our policy is to do all pets in each household that calls for aid. We require pets be current on rabies vaccines at time of surgery and most are not. We also ask for a co-payment, of whatever the owner can afford. The goal is to reduce the unwanted pets and abandoned strays and litters of puppies and kittens in the county. Budget Category Animal-Related, General/Other Animal-Related, General/Other Population Served Poor,Economically Disadvantaged,Indigent,, Short Term Success Long term Success Program Success Monitored By Examples of Program Success We will assist every Jackson County resident that qualifies for our assistance (no rescue groups and no breeders). We seek a decline in the number of unwanted pets and strays that roam our county, with no animal control and shelter. Anecdotal evidence is our best indication of success. Several residents have commented that they have not seen a stray on their property in 2 or 3 years. Also, the number of calls for our assistance is down from previous years. Feral Cats Description We are working to reduce the feral cat population in the county. Studies show that reducing the feral cat population in an area is very effective in reducing the overall cat overpopulation. A colony of feral cats can be a public health hazard and it is not healthy for the cats to be reproducing constantly. We hear of and target different homes or areas with feral or free-roaming cats and our volunteers work with the cat caretakers to trap them to take them in for spaying/neutering at area Trap-Neuter-Return programs. Budget 1000 Category Animal-Related, General/Other Animal Protection & Welfare Population Served,, Short Term Success Long term Success Program Success Monitored By Examples of Program Success Feral cat colonies can be controlled by spaying/neutering the entire colony. Reduce the nimber of feral and free-roaming cats in this county. Colony caretakers report fewer or no kittens and also work to fix any new cats that wander into and join the colony. There are fewer colonies of strays in our community. 4
5 Community Outreach Description We continually strive to inform the public about the benefits of spaying/neutering their pets and informing them of our financial assistance program. We also provide general information to the public about animal welfare and general pet health information. We hope to change public attitudes and encourage thinking of pets as family members. Spay Tennessee Description Spay Tennessee is a referal service to assist Tenn residents find affordable spay/neuter programs in their area. We also network with the spay/neuter clinics and assistance programs in our state to strengthen each program, fundraising, and outreach. More spay/neuter in Tennessee and less suffering and cruelty, fewer strays, abandoned animals and reduced shelter euthanasia (less than half the counties in Tenn have shelters). Each program should have an ability to help each caller who needs assistance for spay/neuter. Programs in the state are raising more money and doing more spay/neuter each year. 5
