I ve only been President for six months, but I have been able to meet and have conversations with many people I didn t know before. This is just the most wonderful group of people and I am grateful. People have stopped me at dog shows, called on the phone and texted and posted to me online. I m fortunate there are so many people offering to work and help, and so many means of communication! Janet Habiger and her committee are working hard on the next National and I am certain it is going to be a very special occasion. We surely have come light years forward in the quality and diversity of our National Specialty since I attended my first one in about I am so proud of this group. We had our Board Meeting by conference call on November 15, Again, this Board is awesome. I needed a little catching up on issues from the past and everyone was kind and patient in helping me get up to speed. I think we are in very good shape going forward and I can t wait to see everyone at the National. I will be attending the AKC National Dog Show in December and hope many of you will be there also. If you haven t done so already, please stop by and say hello, and of course Happy Holidays! 4 AKC Delegate Report Unfortunately I was not able to make the September 11 and 12 AKC delegate meeting in Newark, New Jersey. Sunday s committee meetings were held on the day of my all breed kennel club s show and Monday, the day of the delegate meeting, I was faced with a veterinary emergency. The information I m presenting in this report is this summary of the highlights of the Delegates Meeting and the committees with meeting minutes that have been published. Minutes of the parent club committee were still not available online as of today, Monday, November 14, Delegate and Committee Meeting and Highlights Dianne Tyree The Berger Picard Club, Hendersonville KC, and Red and White Setter Association of America have been elected as members of The American Kennel Club. Year to date revenue is up by $2.8 million which is a 7% increase overall. Top revenue increases include all registration items, canine partner listings, royalty, sponsorship and e-commerce. Votes were taken and passed by a 2/3 affirmation on the proposed amendments to: Chapter 3, Sections 4, 5, 7, 17, and 19, of the Rules Applying to Dog Shows. This amendment would in Section 4, change the italicized paragraph to become part of the rule rather than a Board clarification, with no change to the wording; in Section 5, it would add the statement regarding the first day of a multiple-day show being used to calculate age; in Section 7, it would change the italicized definition of professional handlers to be part of the rule, not a Board clarification, with no change to the wording. Additionally, in Sections 17 and 19, it would change the italicized paragraph to become part of the rule, not a Board clarification. The only change to the wording is removing the effective date. The amendment was proposed by the Dog Show Rules Committee and brought forward with a positive recommendation by the Board. The amendment was read at the June 2016 meeting, and published in two issues of the online AKC Gazette. Chapter 6, Section 9, of the Rules Applying to Dog Shows. This amendment would allow entries in any form to be accepted for 24 hours after the closing date and time when it falls on a postal holiday. The amendment was proposed by the Board based on a staff recommendation. The amendment was read at the June meeting. It has been published in two issues of the AKC Gazette. The proposed amendment to Chapter 6, Section 9, of the Rules Applying to Dog Shows, would extend the closing time for entries to be no later than 11:59 p.m. It will be published in two issues of the online AKC Gazette and you will be asked to vote on it at the December 2016 meeting. Report on the appointments to the Nominating Committee. At the July 2016 meeting, the Board of Directors appointed the following Delegates to the Nominating Committee to select candidates for the Class of The four nominees for the Class of In alphabetical order they are: Rita Biddle, from Ingham County Kennel Club; Dominic Carota from the Pharaoh Hound Club of America; Dr. Gregory Paveza, from the Elm City Kennel Club; and Harvey Wooding from Westminster Kennel Club. There is no election required for the following committees: All-Breed Clubs; Delegate Advocacy and Advancement; Field Trial and Hunting Test Events; and Herding, Earthdog and Coursing Events, as well as the Perspectives Editorial Committee. Delegates who self-nominated and will serve on the All-Breed Clubs Committee are: John L. Ronald, Susan D. Sholar, Frances C. Stephens, and Ann Wallin. Delegates who self-nominated and will serve on the Delegate Advocacy and Advancement Committee are: Ellen Hardin, Jane Ruthford, Daniel J. Smyth, and Daniel T. Stolz. Delegates who self-nominated and will serve on the Field Trial and Hunting Test Events Committee are: Tim Carrion, David H. Hopkins, Fred Kampo, Nance Olson Skoglund, Joan Tabor and Lynn Worth-Smith. Delegates who self-nominated and will serve on the Herding, Earthdog and Coursing Events Committee are: Thomas H. Barrie, Carol Clark and Bonnie Lapham. 5 Delegate s Report continued from previous page Steven Gladstone, AKC Director and Delegate for the Waterloo Kennel Club, reported on the request and discussion at last meeting about the AKC Gazette since we are not publishing it in print form, there were requests that it could be printed and mailed again. If we got 500 requests for subscriptions to print and mail the annual subscription price would have to be at least $150 dollars a year based on the quality and cost. If we up to 2500 subscriptions that still brings the cost in at $85 a year, and even at 5000 it would still be about $75 year. Discussion on whether to allow altered dogs to compete in Non-Regular classes at independent specialties. It was noted that at the present time altered veterans can compete at these events, the committee was considering a proposed amendment to allow altered dogs to compete in all non-regular classes. Committee requested interesting the legislative department regarding the impact of such an amendment. They advised they believe it would be a mistake to allow altered dogs to participate in non-regular classes at independent specialties. Dog show rules committee should consider how such an amendment would impact the legislative department in combating mandatory spay neuter legislation. A motion was made and unanimously voted not to proceed further with this proposal. The Dog Show Superintendents Association has sent out two letters to the delegate body regarding a proposed AKC rule change that would alter the time of entry closing from 12 noon to 11:59 PM. For various reasons they are opposed to this. It was pointed out that the proposal would be most likely to affect show secretaries for small shows, specialty shows and agility trials. Discussion followed that was generally not in favor of the proposed rule change which is to be voted on by the delegates in December. A straw vote regarding when delegate committee meetings and the delegates meeting should be held. The vote was about evenly split between the Sunday/Monday or the Monday/Tuesday scheduling of meetings. The feeling of some is the September meeting date conflicts with shows that are close to Newark. It was stated that the Board does not have any interest in setting the date of delegate meetings. DAAC will wait to see what the Coordinating Committee recommends. The coordinating committee recommends to the AKC board that future meetings be set on Monday/Tuesday. Group realignment is again being discussed. A recent survey sent by the Group Realignment Committee indicated that 72% of delegates responding are in favor of having this issue reexamined. Another survey will be sent later this fall. Effective February 1, 2017 clubs will be able to offer separate events for Juniors. Clubs that are licensed for obedience, rally, and agility will be allowed to hold Juniors Only Trials. Such trials would be open to all breeds, including Canine Partners, and would count toward titles. The events can be held in conjunction with regular events or may be standalone events. Discussion regarding Reserve Best Junior Handler; i.e., how does this junior for this award get selected. Is the Reserve placement selected from the Juniors who are competing for Best Junior Handler like the Reserve Best In Show award or selected by including the second place winner in the class the Best Junior was in, like the way the Reserve Winners Dog/ Bitch is chosen. The Board feels the award is presented like Reserve Winners Dog/Bitch. This means that the second place Junior has to stay all day to compete for RBJ. Many delegates what the awarding of RBJ to be clarified. The website is going through a re-launch. It feels all stake holders need to be engaged. This will include input from outside the fancy and as well as the fancy. The project won't be ready for a year or more. 5

6 Reports Tibetan Spaniel Club of America Health Report Fall 2016 I am happy to report that there do not seem to be any new health issues cropping up in Tibetan Spaniels. I attribute this to the thoughtfulness and careful planning done by the dedicated breeders of Tibetan Spaniels. The Complete Tibetan Spaniel Health Survey is still up and running on the OFA website. The survey can be accessed at in the top bar click on Surveys and then scroll down to Tibetan Spaniel, there are two surveys, one is a full health and the other is liver shunt/bile acid results. Anyone with a Tibbie can enter their dog into the survey, it is totally anonymous and anyone can also view the results. In looking at the results it appears that our breed is relatively healthy in all aspects. I receive the most questions about liver shunt/bile acid testing what is it? What do the different values mean? Why do some labs use different parameters? Is the testing worthwhile? These are all certainly interesting and valid questions. Apparently liver shunts are caused by a conglomeration of multiple ancient genes. Basically, I take this to mean that it is impossible to nail down the exact genetic make-up of the anomaly. What does this mean for breeders: we need to remember that this anomaly can be present in our dogs. Bile acid testing is not the greatest but, unfortunately, it is the only screening tool we have. But it is only that, a screening tool, it is not an end all! Every breeding is a genetic crap shoot. Everyone hopes that they will get the best from both mom and dad (and everything that is behind them) but every once in a while Mother Nature sends us a reminder, that in amongst all those wonderful genes there are some bad ones that can come together when we least expect them. So, the best advice is to follow your conscience and make the absolute best decisions that you can when breeding for the continued health and betterment of the breed. Future generations will thank you! I will continue to submit a list of dogs who have had health testing done during the year, to be published in the final newsletter of the year. 7 2017 TSCA National Specialty Report Committee Chair Changes: - Chief Ring Steward - Allan Reznik has volunteered to be Chief Ring Steward for our Specialty and Sweepstakes. - Obedience Chair - Janet Habiger will act as Obedience Chair. - Trophy Chair - Sheri Rose has replaced Deborah Ayer as Trophy Chair. - Advertising Chair - Connie Buckland has replaced David Kirkland as Advertising Chair. - Hospitality Chair - Vicky Sendaj has replaced Mallory Driskill as Hospitality Chair. Logo: The logo is finally finished and has been distributed to the committee. Susan Mullins will have it posted to the flyer which is on our web site. Merchandise: Jolene Finke and Diane Zdrodowski are waiting on the printed sample from the vendor. Some of the merchandise items have been selected. The merchandise order form is in the process of being finalized. Judges: Sweepstakes judge has been replaced with Kitty Burke. Wednesday, Cary Kennel Club, supported entry judge is Fred Bassett. Thursday, Alamance County Kennel Club judge is Toddie Clark Saturday, Raleigh Kennel Club supported entry judge is Dianne Tyree. Sweepstakes judge is Robert Churchey. Sunday, Fayetteville Kennel Club judge is Robert Frost. Trophies: National Specialty and Sweepstakes: Sheri Rose is using Chesapeake Enterprise for the National Specialty prizes. She is expecting to have the order form complete complete by Friday. Sheri has sent an requesting sponsorship. Susan Mullins has purchased and donated toys for the 4-6 month puppy event prizes. She has a toy for each entry. Susan is also providing toys for the class placements for Veteran and Puppy Sweepstakes. Wednesday Supported Entry: Sheri has requested prices from Sara England Designs. By Friday Sheri plans to have items selected and the order placed. Saturday Supported Entry and Sweepstakes: Veteran and Puppy class prizes for Sweepstakes have been purchased and donated by Dianne Tyree and are being stored with David Kirkland. Supported entry prizes will be obtained from Chesapeake Enterprises. Sheri plans to place the order by Friday. Alamance County Kennel Club ( Thursday): Colleen Chaffee has sent the list of trophies from Finger Lakes Tibetan Spaniel Association. Fayetteville Kennel Club ( Sunday): Tori Marks has sent the list of trophies from Orange Blossom Tibetan Spaniel Club of Florida. RV Parking: Price for RV parking will be set by the show site in January. Individual arrangements for RV parking will be made with show site. 8 2017 TSCA Specialty report continued from previous page Banquet: The banquet will be a North Carolina barbecue. It will held in the Jim Graham Building. Price for the banquet will not be set until the pork can be priced. This is expected to be in the January time frame due to the fluctuation in hog futures. Member Meeting: Member meeting will be held in the Jim Graham Building on Friday once the Specialty is finished. Janet Habiger Specialty Chair Judges Education Report I will be presenting two seminars during the week preceding the Royal Canin shows at Orlando, Florida in December. The first will be on Tuesday, Dec. 13 and the second will follow the judging of the Orange Blossom Tibetan Spaniel Association on Friday. Many TSCA club members have agreed to bring dogs for the hands on portion of the seminars. I thank them greatly because without dogs for examination this could not happen. We have the possibility of potentially educating nearly 72 prospective judges with these two seminars in Florida. The materials have been copied and I am in the process of putting together those judges packets at this time. Whew! Now that s a number! It is with sadness that I report that some members have taken themselves off the mentor list due to lack of belief that the new judges process is giving our prospective judges the knowledge our breed requires to judge this breed well. In many articles recently the process looks to be one of fast approval NOT quality education! I must say I cannot disagree with those sentiments. Submitted, Linda Foiles Breeder Referral Update Since our last report in May, we have received ten enquiries from potential Tibbie owners living in six states: Arizona, California, Florida, Texas, Tennessee and Washington DC plus an enquiry from Ontario, Canada! We are currently showing Tibbies available from 18 breeders but we think some of these listings may be old. Please drop us a line or give us a call when you have Tibbies available. Also be sure to let us know when you ve placed one we do currently have listed. Based on what enquirers were searching for (age, gender, geographical location, willingness to travel, etc.), we have provided nine referrals since our last report. A couple of people that contacted us were not ready to pursue adoption but were just looking for information. The 2016 Directory has 46 breeders listed. As always, breeders not listed in the Directory may list a Tibbie with Breeder Referral for $5 (covers an entire litter or any individual Tibbie). 9 Rescue Report Rescues Leo (age 9) Surrendered to TSCA Rescue in Tennessee due to his owner s death, Leo was fostered by TSCA member Barbara Fleischhaker in Minnesota until he joined his new family, including a Tibbie sister, in California in October, TSCA Rescue received several applications for Leo. --Thank you, Barbara! In Memory of Yoda Surrendered to TSCA Rescue in 2/2016, Yoda, age 15, passed away in early 7/2016 after spending his last months in comfort and safety with foster mom and TSCA member Christy Collins. Christy says he loved to sleep on her bed, as shown at left, and was a neat little guy who is much missed. --Thank you, Christy! Assists Although Tibbies in shelters are uncommon (thankfully), those who find themselves homeless are often picked up by other 501 c 3 rescue organizations before TSCA Rescue finds out about them. We offer a helping hand to these organizations by publicizing the Tibbies on the Trust s Facebook page, alerting the TSCA membership and notifying our Adopter Waiting List. During the past six months, TSCA Rescue sent out information about dogs such as Lucy, at right, in the care of rescues in New York, Massachusetts, Colorado, California, New Jersey and Florida. Rescue Handbook for Volunteers A Handbook for TSCA Rescue is being developed. The Handbook will support a hoped-for national team of rescue volunteers. Although based roughly on materials from other AKC breed rescues, our Handbook will cover Tibbiespecific rescue matters and will include topics such as Volunteer Jobs, Fostering Guidelines, Veterinary Protocol, Home Visits and other procedures. All forms used in TSCA Rescue will also be included. Potential Adopter Waiting List Our waiting list currently contains 89 potential adopters. All inquirers are referred to Breeder Referral as well as added to the waiting list. We Rescue Alerts to the waiting list. Trust Facebook Page The TSCA Rescue & Health Trust Facebook page, a joint venture of TSCA Rescue and the Trust, now has 473 likes. Due to the costs of supplies my costs of creating and making cards has increased enough to warrant the amount the club will need to reimburse me for the handmade cards will now be $2.00 instead of $1.75 per card. 28 Announcement: TSCA New Champion Handbook TSCA will no longer publish a separate New Champion Handbook. Starting January 1, 2018 TSCA will be publishing the New Champion handbook in conjunction with the first quarterly newsletter of the year. The first quarterly newsletter of 2018 will include the new champions of What does that mean to you? If you have a new champion in the year 2017 the newsletter editor will contact you to see if you would like your dog in the new champion issue of the newsletter. The page will be set up as in the previous handbooks to include your dog s picture, three generation pedigree, their call name, sex of the dog, the day they were whelped, birthplace, color, breeder, and owner, including owner s address. The fee will be the cost of a full page ad but there is no additional cost of the newsletter. TSCA hope all members will contribute and will value this special edition. The newsletter will continue to publish the names all new champions throughout the year in the quarterly issues at no cost to the owner.
