4 FOREWORD Non-Governmental Organizations (NGOs) play a critical role in the provision of development programming in Karamoja. Of the 46 projects currently being supported by bi-lateral donors, 22 are being implemented by NGOs, both national and international. This mapping exercise has been compiled by the USAID supported Karamoja Resilience Support Unit (KRSU), on behalf of the Karamoja Development Partners Group (KDPG). A key role of the KDPG is to support strengthened co-ordination and dialogue between all the key stakeholders in Karamoja. The KRSU is playing a critical role in supporting the KDPG and working to improve analysis, collaborative learning and evidencebased decision making. Many thanks to all of the NGOs who have inputted to this exercise. Of the 59 NGOs that we know are operational in Karamoja most have by now have inputted. A significant majority of the funding to these NGOs is coming from the 10 bi-lateral donors operating in Karamoja: Department for International Development (UK), USAID, World Bank, Irish Aid, SIDA (Sweden), EU, Germany, Japan, KOICA (Korea) and Italy (see 2017 donor mapping). This funding is either provided directly to NGOs or through UN agencies. Other external funds flows to Karamoja include those from foundations such as the Master Card Foundation and own funding from UN agencies and NGOs. The analysis provided in this report demonstrates that funding is provided across all sectors with a particular focus on the basic service delivery (Karamoja Integrated Development Plan strategic objective 3) and food security (KIDP strategic objective 6). This is the first year that the KRSU has produced this mapping exercise, on behalf of the KDPG. It will be important to know that this is a living document which will be updated periodically. Karamoja is going through a period of transition and over the coming period there will be increasing engagement and investment from donors working in partnership with central and local Government, UN agencies and NGOs. The KDPG will continue to play its part in supporting strengthened co-ordination and information sharing between these key stakeholders in our shared efforts to contribute to poverty reduction in Karamoja. 5 Note on Methodology KRSU developed an excel-based data collection tool that was distributed electronically to NGOs in Karamoja. The data entry form was completed by the NGOs and all responses electronically returned to KRSU. This mapping is based on responses from 54 NGOs ( International, National, and Faith Based NGOs) out of a total of 59 organizations identified and contacted, and compiles information collected between June and November Over time more information will be gathered, and updated maps will be shared with stakeholders. 5

6 SUMMARY OF KEY FINDINGS The report has two sections. This first section summarizes major findings of the mapping exercise with charts and diagrams to illustrate key highlights of the mapping. The second section presents data in the form of tables. There are 142 active projects in Karamoja being implemented by the 54 NGOs which responded to the survey. The project durations for the various initiatives range from 1 month up to 8 years; funding ranges from $10,000 up to $55 million. About 41% of currently active projects will end in 2016, and 27% of projects will continue through A further 32% of projects go beyond Fig. 1: Karamoja Number of Projects by end dates The distribution of projects across the various districts is relatively uniform with most of the districts except in Moroto where there are many implementing partners and more number of active projects and in Abim where there are less than half the numbers of projects in Moroto. 7 Most NGOs support multiple sectors and a few partners specialize in specific sectors. Overall the distribution of partner s effort on the various sectors is balanced except for the livelihoods sector, where close to 70% of the actors are actively engaged in. External funds flow to Karamoja sub region The donors that support the majority of projects in Karamoja include DFID, USAID, WB, Irish Aid, EU, SIDA, Germany, KOICA, Italy and Japan, Other sources of funding for projects in Karamoja are foundations such as MasterCard foundation, Nike Foundation, and Eleanor Crook Foundation (ECF) and a number of private donations and the NGOs own sources. The external fund flows to Karamoja are illustrated in the diagram below. 8
