3 THE WORLD ORGANISATION FOR ANIMAL HEALTH (OIE) The Office International des Epizooties (OIE) was created in 1924 to provide international cooperation and coordination against the spread of animal disease «dedicated to improvement of animal health, veterinary public health, and animal welfare world-wide» 3

6 THE OIE AND ANIMAL WELFARE: A STRATEGIC COMMITMENT The OIE s longstanding commitment to Animal Welfare was recently reaffirmed in its 6 th Strategic Plan ( ). Why: Historic role of the OIE in protecting animal health and Animal health is a key component of animal welfare. 6

8 THE OIE TERRESTRIAL ANIMAL HEALTH CODE AND ONE WELFARE The OIE Terrestrial Animal Health Code (the Terrestrial Code) sets out standards for the improvement of animal health and welfare and veterinary public health worldwide, including through standards for safe international trade in terrestrial animals (mammals, reptiles, birds and bees) and their products. 8

11 OIE STANDARD ON STRAY DOG POPULATION MANAGEMENT Terrestrial Animal Health Code: chapter 7.7 ( From Art. 1 Guiding principles, in addition to principles in Chapter 7.1. Promotion of responsible dog ownership can significantly reduce the numbers of stray dogs and the incidence of zoonotic diseases. The dog ecology is linked to human behaviour. Need to change human behaviour to be successful in stray dog population management programs.

12 WHY DID THE OIE DEVELOP THIS CHAPTER? More than people die each year from rabies. A majority are children and in many cases the source of infection is a stray dog. 99% human rabies deaths due to dog bites Many millions of animals contract and die of rabies each year. Stray dogs pose serious human health, animal health, animal welfare, socio-economic and political problems in many countries of the world, and especially in developing countries and in least developed countries.

15 OIE REGIONAL STRATEGIES ON ANIMAL WELFARE Regional strategies for the implementation of OIE standards by Member Countries Asia, Americas, Middle-East and the OIE platform on animal welfare for Europe, Address the specific needs of each region. Purpose: improve animal health and welfare by promoting the development and adoption of OIE animal welfare standards.
