3 Project Purpose Make progress towards building African veterinary services that deliver effective governance, health safety, food security and food safety for their citizens. 3

4 Project Components Component 1 will lead to enhanced capacity of African countries to assess compliance with OIE standards, reviewing and mapping the existing PVS evaluations on veterinary services and moving forward towards the implementation of the recommendations. 8 Component 2 : Results Areas Result 4: At the national level, support the implementation of the national Strategic Plan to eliminate human rabies in Kenya, in collaboration with relevant partners. Result 5: At the regional level, set up an OIE Regional Vaccine Bank for canine rabies in Africa and provide technical expertise for the development and implementation of regional strategies (in North Africa). 8

9 Partners for Component 2 FAO, WHO and GARC for the setting-up of a regional vaccine bank and to improve harmonisation and coordination of regional and national strategies for rabies control and elimination. A pilot action under this Component will also see the OIE collaborating with the Government of Kenya (GoK), to support the implementation of the Strategic Plan for the elimination of rabies in Kenya ( ). 9

11 Project Component 2 : Kenya Implementation of the national strategy aimed at eliminating human dog-mediated rabies by the year 2030, based on sustained mass dog vaccinations, pre and post exposure prophylaxis and public education. Implementers : national Ministries of Health and of Agriculture, Livestock and Fisheries, in accordance with the Stepwise Approach to Rabies Elimination (SARE) stages 1 and

Preliminary meeting held with Kenya DVS and Zoonotic Disease Unit (ZDU) Action Plan submitted to OIE Establish National, County and sub-county Rabies Elimination Coordination Committees Procurement of vaccine and equipment Advocacy, Communication and Social Mobilization (ASCM) Conduct mass dog vaccinations Seminars/International or Local Conference Conduct Rabies surveillance Training of human and animal health staff on rabies guidelines (surveillance, human prophylaxis, mass dog vaccinations and dog bite wound management, laboratory diagnosis, etc) 13

14 Project Component 2 : year one Result 5 : At the regional level, set up a Regional Vaccine Bank for canine rabies in Africa and provide technical expertise for the development and implementation of regional strategies (in North Africa). OIE international call for tender to canine rabies vaccine suppliers closed on 4 April. The selection committee met on 2 May in Paris. Indicative number of doses (including for Kenya) : 4.6 million. Five (5) regional seminars/workshops in support of developing national rabies elimination strategies (2 in year one) Three (3) seminar/workshop publications/proceedings (1 in year one) Two (2) studies on defining a regional approach for rabies control and elimination in the Maghreb region (1 study in year one). 14
