3 Historical perspective 1951 Interafrican Bureau of Epizootic Diseases (IBED) Aimed at rinderpest eradication 1956 Interafrican Bureau for Animal Health (IBAH) Transformed to widen the scope 1965 Part of OAU Integrated as a regional technical office 1970 Interafrican Bureau for Animal Resources (IBAR) To reflect the expansion into livestock production issues AU-IBAR became a specialized technical office of the AUC-DREA since

4 AU-IBAR s Mandate Goal: To enhance the contribution of animal resources to economic growth and food and nutrition security and poverty reduction on the continent. Mandate: To support and coordinate the utilization of animals (livestock, fisheries and wildlife) as a resource for human wellbeing in the Member States, and to contribute to economic development, particularly in rural areas Main Clients: AU Member States and RECs 4

9 VACNADA - Achievements Capacity building AU-IBAR, GALVmed, CIRAD, EU Provided equipment and training to 8 vaccine producing laboratories in Africa leading to doubling or tripling their vaccine production capacity Supported the development of a biosafety level 3 (BL3) facility for vaccine quality control and a Process Development Laboratory (PDL) in Ethiopia for technology incubation and training in vaccine production.

17 LEISOM - Achievements AU-IBAR, COOPI, Terra Nuova and VSF-Germany An Emergency project that provided animal health services and support to livestock marketing to mitigate the negative effects of the high food prices. 134 livestock marketing infrastructure facilities comprising of Loading/off-loading ramps (53). Market sheds (45), vaccination crushes (17), Veterinary offices (3) and water troughs (16) were rehabilitated/constructed 64% of the structures are privately managed with the collection of sufficient revenues to sustain their operations

25 Update on Integrated Regional Coordination Mechanism (IRCM) Mechanism through which IBAR (in cooperation with partners) will coordinate the implementation of disease prevention and control interventions in the MS through RECs IRCM approach based on 2 main principles: Subsidiarity and complementarity: respective roles of RECs and Member States for control of TADs and zoonoses OH concept: intersectoral collaboration Objective: strengthen the capacity of RECs to fulfil their coordination and harmonization roles for the control and prevention of TADs and zoonoses & promote the OH concept

26 Veterinary Governance Specific objective: Improve the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa

27 Veterinary Governance (Ct d) Implementation: OIE in charge of PVS/GA, Capacity building on Vet. Legislation, and interconnectivity ARIS/WAHIS FAO in charge of support to policy analysis and strengthening of regional networks RECs will be both: Beneficiaries: supported to enhance their capacity to provide support to countries Implementing Partners: will provide capacity building and backstopping to countries

28 Animal Health Information system Monthly collection, collation, analysis & dissemination of sanitary data among MSs Publishes Pan African Animal Health Yearbook to enhance dissemination of AH information across the continent, Rolling out ARIS (Animal Resources Information System) - a tool that aims to strengthen collection, collation and dissemination of data and information among MSs on animal resources including TADs and zoonoses 28

34 Standard Methods and Procedures in Animal Health (SMP- AH) AU- IBAR, IGAD, Financial support by USAID Nine nations countries participating AU-IBAR and IGAD, working with the countries have designed a regional program (the SMP-AH) for each livestock disease to be controlled. Umbrella design to provide regional uniformity For each disease, there will be Standard Methods and Procedures that specifies how the disease is to be controlled and/or eradicated 34

IGAD and IBAR will monitor the program and coordinate any needed tuning and changes The program will facilitate certification for international and intercontinental movement 35
