4 Madison-St. Clair Extension Unit 621 South Belt West Belleville, IL April 4, 2011 Dear 4-H Family, The end of the 4-H year is quickly approaching, but there is still so much to do. The St. Clair County Show book contains all the information you and your 4-H member will need to complete and exhibit 4-H projects. Inside, you will find everything from times and places for various events, to all the exhibit requirements that need to be followed as you complete your projects. There are A LOT of changes this year. Please read the rules carefully for the projects you are taking. Even if you are not a first year 4-H er, it s still important that you read the rules to make sure you re on the right track. If you still have a question, call your Club Leader. Also, read the upcoming newsletters carefully because they will contain any additional information such as last minute changes. Food projects will be judged on June 16 th at the University of Illinois Extension Office in Belleville. The Dog Show will be June 25 th at the Belle-City Kennel Club in Belleville. All other projects will be judged August 4-7 th at the Agriculture Building in Scheve Park in Mascoutah. We are proud to have you as a part of the 4-H program in St. Clair County and hope that you find it to be a challenging and rewarding experience. 6 4-H PROGRAM CODE OF CONDUCT As a participant in the University of Illinois Extension 4-H Youth Development Program, you have the responsibility of representing yourself in a positive manner to the public. You are expected to conduct yourself in a manner that will bring honor to you and your family, as well as to 4-H. This Code of Conduct has been approved for use by University of Illinois Extension Administration. ALL participants are responsible for their conduct to Extension personnel and/or volunteers supervising the event. This responsibility is necessary for the health, safety, and welfare of the participants, and will be rigidly adhered to and uniformly enforced. The participant should acknowledge his/her wrongdoing by providing an apology to the affected party(ies) and work to provide restitution, that is, restore to the previous state or position, to the rightful owner, something that has been taken away, lost, or surrendered. When restitution is not appropriate, community service is an option. When criminal acts are committed, the appropriate law enforcement officials will be involved. The following conduct is not allowed and is subject to disciplinary action: Category 1 a. Possession, use, or distribution of alcohol, and other drugs, including tobacco products. (Ex. Prescription drugs must be listed on the participant s Emergency Medical Form.) b. Willful theft and destruction of public or private property. (Ex. Participants will be responsible for paying for any damages to premises or personal property). c. Involvement in sexual misconduct or harassment. (Ex.. Participants may not be in housing for members of the opposite sex. They are also expected to exhibit dignified and restrained actions in expressing affection toward others.) d. Possession or use of dangerous weapons or materials, including fireworks. e. Fighting or other behaviors that endanger the safety of yourself or others. In addition, 4-H representatives reserve the right to inspect items brought by participants, such as backpacks, purses, luggage, etc. when there is reason to believe that Category 1 violations have been committed. Such inspections will be conducted in a reasonable manner by two or more representatives and limited in scope to such areas or items necessary based upon the information leading to the inspection. Participants and their parent/guardian consent that the participant s personal items may be inspected by 4-H officials, as a condition of participating in the 4-H program and agree to cooperate with such inspections. Category 2 a. Willfully breaking curfew. (Ex.. Participants are to adhere to the published schedule for events and activities.) b. Unauthorized use of vehicles. (Ex. Participants who drive cannot use their vehicles once the event has started without written permission from 4-H Staff in charge of the event.) c. Participation in gambling. d. Leaving the site of the activity or event without informing or receiving permission from the adult in charge. (Ex. participants are to attend and participate in all planned activities.) e. Intentionally interfering with or disrupting the activity or event. f. Use of profanity and/or abusive language. g. Disregard for public or personal property. h. Public displays of affection and other inappropriate actions. i. Failure to comply with the direction of Extension personnel, including designated adults acting within their duties and guidelines. 6

7 Consequences University of Illinois Extension reserves the right to restrict participation in future activities for those individuals who have been removed from an activity for behavior, as outlined in Category 1 or 2. In all cases, the participant will be responsible for retribution of any damages incurred by his/her actions. Category 1 When notified of any of the actions under Category 1, the adult in charge will ascertain the relevant facts, and, with concurrence from University of Illinois Extension staff, will notify the affected participant of the action and any supporting evidence. The participant will be allowed an opportunity to answer the allegations and, if necessary, law enforcement officials will be notified. While facts are being verified, the participant will be removed from the 4-H activity/event and be under direct supervision of more than one adult chaperone, when possible. The parent/guardian will also be notified of the actions of the participant. If the allegations are found to be true, the participant will be removed at the parent/guardian s expense. Documentation must be completed on an Incident Report Form. Category 2 When notified of any of the actions listed under Category 2, the adult in charge will ascertain the relevant facts, and with concurrence from University of Illinois Extension staff, will notify the affected participant of the action and any supporting evidence. The participant will be allowed an opportunity to answer the allegations and, if necessary, law enforcement officials will be notified. While facts are being verified, the participant will be removed from the 4-H activity/event and be under direct supervision of more than one adult chaperone, when possible. The parent/guardian of participants who violate curfew or use vehicles without authorization, as outlined in Category 2, a. and b., will be notified of the actions of the participant, and must immediately remove the participant from the activity, at the parent/guardian s expense. Participants who willfully disobey conduct as described in Category 2, c. through i., will receive verbal warning for the first commission and the adult in charge will make a written notation of the warning (initialed by the adult and the participant). Upon receiving a second warning, the parent/guardian will be notified of the behavior and must make arrangements for removal of the participant from the activity, at the parent/guardian s expense. Documentation must be completed on an Incident Report Form. 7

8 ST. CLAIR COUNTY 4-H SHOW RULES These rules pertain to all 4-H exhibitors: 1. Enrollment in 4-H projects must be submitted to University of Illinois Extension no later than May 1 to enable an exhibit entry in that project. Foods entries should be submitted to the Extension office by June 4, General projects and livestock entries for competition from the Exhibitor should be given to the leader by June 15, Changes to the general project and livestock entries are accepted through June 30, Exhibitor's tags are provided at assigned project check-in times. 2. All exhibitors must be members of a St. Clair County 4-H Club. Youth who are eight years of age or in third grade and have not reached their nineteenth birthday on or before September 1, 2010 are eligible to enroll in a 4-H Club regardless of race, color, or national origin. No entry fees required. Member's names must be listed on the official enrollment forms to qualify for premium funds. 3. CLOVER CHALLENGE exhibit classes are included in many of the 4-H Sections. These classes are ONLY for year olds who are enrolled in Clover Challenge projects in that specific exhibit project area. Clover Challenge projects are to be "above and beyond" what the 4-H project books cover. Exhibit a display illustrating the Clover Challenge area that you explored. This could include anything NOT covered in the project book, including but not limited to career exploration or an in-depth study of a specific topic in that project's subject matter. The completed Illinois 4-H Clover Challenge Agreement must be presented with the exhibit. 4. Entries will be judged by the merit system. Blue project meets requirement, Red project needs some improvement, White project needs much improvement, Purple eligible for State Fair and Best of Show. 5. Superintendents of the different departments reserve the right to divide or combine classes at the 4-H shows if the size of the class makes it seem wise to do so. 6. While every care and precaution is being exercised, the 4-H superintendents cannot be responsible for loss or damage to property or exhibit; nor injury to individuals or livestock, or theft, or accidents. 7. Lease/ownership papers are due for horse on May 1 st and dog June 1 st. All other livestock can be leased. All 4-Hers must fill out a livestock record for the following projects (Beef, Dairy, Swine, Goats, Sheep, Poultry, and Rabbits). Livestock records will require owner signature (if animal is leased) parent signature and youth signature to verify the animal has been taken care of by the 4-H member on a minimum of a weekly basis. Livestock Records will be due to the Extension office June 30 th. Livestock records must be submitted to be able to participate in the 4-H show. 8. Trophies may be awarded in designated classes based on the discretion of the judge and the division superintendent regardless of the number of exhibitors. Exhibits must have received a "Blue" rating to be eligible for trophy consideration. 8

9 9. The order of authority for the St. Clair County 4-H Project Exhibit Show progresses within each section from the Division Superintendents, to the responsible 4-H Committee, with the staff of Extension, and finally with the Council. 10. Premium checks will be distributed at Achievement Night to the exhibiting member's Club Leader. Checks not picked up at Achievement Night will be held at the Extension Office. 11. Parents or guardians may not accompany a 4-H member to the judge's table. 12. Cloverbud members may exhibit a project for display purposes only. There will be no competitive judging or premiums for Cloverbud exhibits. SHOW-A-RAMA EXHIBIT RULES All exhibits must be work completed during the current year by the 4-H'er beginning on September 1, 2010 and finished no later than the 2011 show date. All exhibits must be in place by 6:00 p.m. on Thursday, August 4 th for the 4-H Show-A-Rama. Projects will be released on Sunday, August 7 th at 2:00 P.M. One-on-one judging will start at 6:30 P.M. No exhibit will be allowed in the building until 5:00 P.M. All ribbons must remain with the project exhibit until release time. Judges may award a State Fair Award (purple ribbon) to the superior exhibits in each class, but they are not required to do so. State Fair delegates will only receive additional premium if they go to State Fair. Members who turn 10 years of age by September 1, 2010 are eligible to participate in State Fair. Members under 10 years of age can receive a Best of Show ribbon. Best of Show winners are those entries not eligible for State Fair because the member is under 10 years of age. If you are unable to attend conference judging at Show-A-Rama you may write a 1-page paper explaining the steps you took to create the project, list things you learned from the project, and what would you do differently if you completed the project again. A fellow club member, leader or parent can bring projects to Show-A-Rama. There will be a special celebration held for State Fair and Best of Show Winners on Friday, August 5 th at 6:00 p.m. at the Agriculture Building. All State Fair Winners will be announced and presented with their purple ribbons. All purple ribbons must be displayed with the project until Sunday at 2:00 p.m. 4-H members who want to enter their exhibit in the State Fair must let Extension staff know at the time of project pick-up on Sunday, August 7 th. Premiums will be paid using the X factor. X will be determined by dividing the fund received by the number of 4-H exhibits. NOTE: The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium amounts may not be accurately reflected in the Junior Department Premium Book. 9

10 STATE FAIR EXHIBIT RULES An individual 4-H'er may enter ONLY ONE exhibit class in the 4-H Exhibit Division. All welding exhibits will be judged Saturday, August 13, Filmmaking/Video and Geospatial projects must be posted on the Illinois 4-H State Fair Online website by August 12 th. Judging and recognition will be Saturday, August 20, All other exhibits will be judged Monday, August l5, Scheduling adjustments for religious reasons may be requested by contacting Debra Stocker at the State 4-H office in writing by August 1, 2011 The same product or speech that is selected at the county level must be the one exhibited at the State Fair. The exception include exhibits in the areas of Food &Nutrition (must be the same recipe), Crops (plant exhibits), Floriculture, and Vegetable Market Baskets/Plates. Due to building deterioration, we will not longer be allowed to house judging and exhibits in the Jr. Home Economics Dorm Building. Many exhibits will be moved to different locations throughout the fairgrounds. Local Extension Offices will receive final locations by early summer. Presentation and conference judging times will be assigned at check-in. Exhibitors not reporting at their designated time will forfeit their time and may be placed at the end of the day's schedule. Judges will not be asked to stay longer than necessary if an exhibitor is not present during the assigned judging times. If an exhibitor misses the class judging entirely, a "No Show" will be registered for the exhibit and ribbons and premiums will not be awarded. NOTE: Some judging will take place in the Exposition Building; exhibitors should plan to allow extra time to arrive at this location. Check-in and judging times for the Exposition Building will vary from the other locations. Conference judged exhibits must be identified with an official entry tag. This entry tag is to be completely filled out and securely attached to the exhibit. Conference-judged projects must remain on display until 12:00 p.m. if judged in the morning or whenever judging is completed, whichever is later and 4:00 p.m. if judged in the afternoon or whenever judging is completed, whichever is later, in order to receive a premium award. (Release times for Exposition Building exhibits are 1:00 p.m. and 5:00 p.m. or whenever judging is completed, whichever is later) Exhibits illustrating inappropriate subject matter and/or graphics are not acceptable. The Superintendents reserve the right to not display exhibits deemed inappropriate for youth audiences. Items deemed potentially dangerous to fair-goers may be removed from the exhibit. Judges are permitted to award Superior ribbons at their discretion to a maximum number of exhibitors per class. Judges take into account the display and information provided during the interview in determining Superior ribbon awards. Exhibitors who do not follow the exhibit class guidelines and requirements are ineligible to receive a Superior ribbon. The judge's decision is final unless it has been determined that an exhibitor has not followed the guidelines or rules for that exhibit class. The Illinois State Fair, State 4-H Office, and local University of Illinois Extension personnel or their assigned agents do not assume liability for loss, theft, or damage to any exhibit. National 4-H Engineering Challenge- Two 4-H members exhibiting superior projects in each of the listed project areas will be selected to represent Illinois at the 2011 National 4-H Engineering Challenge. Listed projects are: Aerospace, Bicycle, Computer, Electricity, Small Engines, and 10

11 Welding. To be eligible for this national event, exhibitors must be 14 years of age as of 1/1/2011 and be willing to participate fully in the national event scheduled for September at Purdue University. *Club/Group Exhibits -Clubs may wish to do a display in one of two project exhibit areas: Intercultural or Public Adventures. The display must remain in place from 9:00 a.m.-l:00 p.m. or 1:00 p.m.-5:00 p.m. on the assigned county judging day. These exhibits will be placed and judged on the Mezzanine Level of the Exposition Building. Three or more club exhibitors of 4-H age (8 and older) must man the display at the time of the judge's critique. These members must not be exhibiting in other individual exhibit class and at least one of the members must meet the 10 year-old and above age requirement. All club members present for judging will receive a ribbon; however premiums and ribbons will only be awarded to those members who are present during judging AND who meet the State Fair age requirement. Clubs preparing an exhibit in any area other than the two classes listed will not be eligible for a Superior ribbon and premiums/ribbons will not be awarded. 11

12 ILLINOIS 4-H STATE FAIR ONLINE ALL exhibits for classes in this section must be posted for on-line judging on the Illinois 4-H State Fair Online website by Noon on Friday, August 12. Display and recognition of winners will take place on Saturday, August 20. The website and procedures for posting exhibits will be provided to local Extension offices by early summer. Intent to enter must be indicated by August 1 on the Illinois 4-H State Fair Online website. VIDEO/FILMMAKING My 4-H Project Video- Open to any 4-H member meeting state Fair age requirements; enrollment in the Filmmaking/Video project is not required. Video should relate to any state 4-H project in which the member is enrolled. (Project must be listed in the Illinois 4-H Clover.) Video should follow same requirements as posted for other video classes. No county selection process is required for this class. Intent to enter must be posted on the State Fair On-Line website by August 1. Final video must be posted to the Illinois 4-H State Fair On-Line website by Noon on Friday, August 12. Public display and on-site recognition will be held on Saturday, August 20. The website and procedures for posing entries will be provided to local Extension offices by early summer. Cash awards will be presented to overall winner(s). This class is not eligible for State Fair Premiums. Requirements that apply to video classes: All video submissions must be on posted on the Illinois 4-H State Fair Online website and should be no longer than five (5) minutes in length (unless noted differently in class description.). Criteria for judging will focus on demonstrated knowledge of the selected 4-H project area but will also consider demonstrated skill of filmmaking basics. All videos should comply with copyright regulations and display an image that is appropriate for 4-H audiences. No time or date should be imprinted on the video footage. All videos should include an opening title screen, as well as closing credits which include date of production, name of video exhibitor and research sources if appropriate. GEOSPATIAL My 4-H Project Map Open to any 4-H member meeting State Fair age requirements; enrollment in the Geospatial project is not required. Map should relate to any state 4-H project in which the member is enrolled. (Project must be listed in the Illinois 4-H Clover.) Map should include at least two layers of data that share information related to the selected 4-H project area (i.e. clothing, theatre arts, etc.). No county selection process is required for this class. Intent to enter must be posted on the Illinois 4-H State Fair Online website by August 1. Final map must be posted to the same website by Noon on Friday, August 12. Public display and on-site recognition will be held on Saturday, August 20. The website and procedures for posting entries will be provided to local Extension offices by early summer. Cash awards will be presented to overall winner(s). This class is not eligible for State Fair Premiums. 12

13 FOOD, NUTRITION & HEALTH FOODS & NUTRITION Thursday, June 16, 2011, 6:00 pm ALL FOODS EXIBITS WILL BE SHOWN ON THIS DAY. There will be NO food exhibits shown during Show-a-Rama at Mascoutah. YOU MUST HAVE YOUR SHOW SELECTION PAPERWORK INTO THE EXTENSION OFFICE NO LATER THAN JUNE 6 th IF YOU ARE PLANNING TO EXHIBIT AT THE COUNTY FOODS CONTEST. Exhibit Opportunity at: University of Illinois Extension Office 621 South Belt West Belleville, IL Each county may send 10 entries in this section to State Fair. An additional 2 entries may be registered in Food Demonstrations. Please note that some exhibits require a menu for one meal while others require menus for one day. All Education Displays and Food Demonstrations must relate to the project area in which the member is enrolled. Nutrition Education Displays are limited in size and must fit into a space not larger than 24" wide x 15" deep. Perishable foods may not be included in the display. 4-H'er's may use food models (commercially purchased or made by the individual), pictures from magazines, etc. Nonperishable items such as sealed or canned projects may be used. All items must be labeled for the display and an inventory included with the project. For Education Displays and Demonstrations, no commercial names should be visible on products used. 4-H Cooking PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 3 cereal marshmallow bars OR ¼ of 8" square or round coffeecake OR 3 cookies using the recipes included in the project manual. No icing should be on any products. Include the recipe and a menu for one meal including the food item. The recipe and menu may be written or typed on a note card or on a piece of paper. Bars, coffeecake, or cookies should be displayed on a disposable plate placed in a self-sealing plastic bag. 4-H Cooking PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 3 cheese muffins OR 3 scones OR 1 loaf (9" x 5") of basic nut bread (NO variations) using the recipes included in the project manual. Include the recipe and a menu for one meal including the food item. The recipe and menu may be written or typed on a note card or on a piece of paper. Muffins, scones, or bread should be displayed on a disposable plate placed in a selfsealing plastic bag. 4-H Cooking PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 3 dinner rolls OR 1 loaf yeast bread OR 1 tea ring OR 3 sweet rolls OR one layer of a cake, top side up (without frosting), using the recipes included in the project manual. If icing is used on the tea ring or sweet rolls, the recipe for the icing must also come from the book. The yeast bread/roll dough may be prepared in a bread making machine; however prepared mixes are not permitted. Include the recipe and menu for a special occasion meal that includes the food item exhibited. The recipe and menu may be written or typed on a note card or piece of paper. Display exhibit on a disposable plate or pie tin and place in a self-sealing plastic bag. 13

14 4-H Cooking PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of ½ of a 15 x 110 loaf of focaccia bread OR one baked pie shell traditional, oil, or whole wheat (no graham cracker) OR ¼ Golden Sponge Cake, top side up, without frosting OR ½ loaf German Rye Bread using the recipes included in the project manual. Include the recipe and a menu for a special occasion meal that includes the food item exhibit. The recipe and menu may be written or typed on a note card or piece of paper. Display exhibit on a disposable plate and place in a self-sealing plastic bag. Outdoor Meals (S'Mores and More) - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 3 Breakfast Cookies from the project manual. Include the recipe and a menu for one meal including the food item. The recipe and menu may be written or typed on a note card or on a piece of paper. Cookies should be displayed on a disposable plate placed in a self sealing plastic bag. Sports Nutrition - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit a display that illustrates one of the following options: A display that highlights a fitness myth and provides accurate sports nutrition facts (cite references); OR A display to help an athlete select a healthy diet during training and completion (cite references). There is not a food exhibit option for this class. Microwave Magic A, Bag of Tricks - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 4 pieces of fudge or peanut butter fudge using the recipes in the project manual. Include a menu for a healthy lunch using the food item. Fudge should be displayed on a disposable plate placed in a self-sealing plastic bag. Microwave Magic B, Micro Magicians - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare an exhibit of 3 apple brownies using the recipe in the project manual. Include a menu for one meal using the food item. Apple brownies should be displayed on a disposable plate placed in a selfsealing plastic bag. The time limit will be taken into consideration at the judges discretion. An individual or team of two members may do demonstrations. My Learning Box filled with things that help you learn and have fun. On a note card or paper, explain how you have used the box. OR 2. Prepare a choke-tube tester display labeled with toys that are "safe" and "not safe." On a note card or paper, explain why the toys are safe or not safe for young children and how others can test toys for safety. Child Development II - PREMIUM AWARDS: BLUE.75X, RED.56X, WHITE.3X Exhibit one of the following options developed by the member from the Level 2 project book, Growing with Others. 1. Include the following three items that would be appropriate for a child of a specific age selected by the 4-H' er: (a) A toy made by the 4-H' er. (b) A song or game. (c) A story or storybook that would be appropriate for a child of a specific age. On a note card or page of paper indicate the age of the child and how the items fit into the interest and abilities and safety considerations of that age child. The 4-H'er should be prepared to discuss this at the time of conference judging. OR 2. Prepare a display of 6-9 toys and/or activities (at least one being made by the 4-H'er.) Incorporate at least two activities from the project manual that illustrate that your purchase was well planned and researched. Consumer Savvy II - Consumer Wise - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit a display illustrating use of the six-step decision-making process in making a wise purchase. Incorporate at least two other learning activities from the project manual used to help you make a wise decision. Consumer Savvy III - Consumer Roadmap - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit a display based on what you learned from at least one activity from the project manual. Be the E! - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.5X Exhibit a binder portfolio or display that includes the results of at least two completed activities from each year exhibitor has been enrolled in the project. Completed activities from previous years should be included. Use of page protectors is recommended. CLOTHING & TEXTILES Each county may submit 3 entries in this section, with a maximum of 2 exhibits from Sewing and Textiles. Clover Challenge exhibits must relate to either Sewing and Textiles or Clothing Decisions and would be considered in the maximum number of exhibits. Special Note: Members wishing to exhibit knitted items should be enrolled in Visual Arts and exhibit in Fiber or Heritage Arts. Members wishing to exhibit quilts should be enrolled in either Interior Design or Visual Arts. Exhibitors in Sewing and Textiles and Fashion Revue can use the same garment for both classes. Exhibitors bringing garments should plan to wear the garment as part of the judging process. If the garments were constructed for another individual, that individual must be present to wear the garment for the judge. (Only the exhibitor who made the garment is eligible for ribbon and premium.) Construction and appearance will both be considered. If a pattern was used to make the garment, the pattern instructions are to be included with the exhibit. Exhibitors in all classes should be prepared to discuss what camera and settings were used for the exhibit photographs with the judge. Photo/Model releases from individuals pictured in the exhibitor's photographs are required unless the photograph is of a group in a public place where identification would not be an issue. The release can be obtained at Photography 1, Focus on Photography - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit one of the two options listed below: 1. Exhibit five to seven photos that tell a story. The story must have a beginning, middle, and end. Captions are optional. Exhibit will be judged on how well the pictures tell a story and use of composition techniques. Photos must be mounted on one poster board or mount board, no larger than 15 high by 22 wide. Digital photos may be used; cropping and red eye removal are the only acceptable alterations. 2. Exhibit two photos: one photo with an unclear focal point and a second photo highlighting an area of the first photo in which you have eliminated clutter and framed photo with a clear focal point. Photography 2, Controlling the Image - PREMIUM AWARDS: BLUE.75X, RED.56X, WHITE.3X Exhibit one of the two options listed below: 1. Exhibit photos of action scenes. (See pages and in project book.)exhibit one 8"x10" photo. Photos must be mounted on one mount board or poster or framed in one frame no larger than 11"x14" (inside frame measurement). Digital photos may be used; cropping and red eye removal are the only acceptable alterations. 2. Create a collection of 5 to 7 candid photos taken at one event. Exhibit photos with reflections as subjects (see page 30 of manual), using one 8"xl0" photo. Photos must be mounted on mount board or poster or framed. Poster board, mount board or frame must be no larger than 11"x14" (inside frame measurement). Digital photos may be used; cropping and red eye removal are the only acceptable alterations. 2. Exhibit one 8"x10" still-life photo that demonstrates good composition, including color, form, texture, lighting and depth or field. Photo must be mounted on mount board or poster or framed. Poster board, mount board or frames must be no larger than 11"x14" (inside frame measurement). Digital photos may be used; cropping and red eye removal are the only acceptable alterations. Photo Editing - PREMIUM AWARDS: BLUE 1.5X, RED1.13X, WHITE.75X Exhibit one 8" x 10" photo that has been altered using digital photo-editing techniques (beyond cropping and red-eye reduction). Include a print of the original photo taped to the back of the photo exhibit. Photos must be mounted on mount board or poster board or framed. Exhibit must be no larger than 11"x14" (inside frame measurement). This class is open to youth enrolled in any of the three photography project levels. Clover Challenge: Photography - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X This class is limited to year olds who are enrolled in Clover Challenge for this project area. Exhibit a display illustrating the Clover Challenge area explored. This could include anything NOT covered in the project books, including but not limited to career exploration, photojournalism, etc. The completed Illinois 4-H Clover Challenge Agreement must be presented with the exhibit. PUBLIC PRESENTATIONS St. Clair County Public Speaking Contest Agricultural Building Friday, August 5, :30 p.m. Each county may submit 6 entries in this section to the State Fair; HOWEVER, no more than one entry may be made in an individual class. Exhibitors should come prepared to tell stage crew where they want props, microphone, etc. placed on the stage. The only equipment provided (upon request) will be a podium, table, screen, LCD projector, and extension cord. Request must be made one week prior to contest. Formal Speech - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Formal Speeches (without props or aids) must be between 4-6 minutes in length and done by an individual member. Formal Speeches provide information to the audience. Extempore Speaking - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Exhibitors must be present 45 minutes before their assigned time to select their topics. Topics will relate to events of state, national or international importance from January to August of the current year. Exhibitors will draw three topic options for their speech from a large number of topics. They will immediately select one of these three topics for their speech. Participants will have 45 minutes to prepare a 4-6 minute speech. Participants are responsible for providing their own research materials and writing/note-taking supplies for this class. Laptops may be used. Accessibility to the internet will not be provided. Exhibitors may bring their own wireless devices, however an open internet connection is not guaranteed. 26

27 Demonstration - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Demonstrations may pertain to any topic (Exception: Foods-Nutrition entries must enter through the appropriate foods class.) An individual or a team of two members may give demonstrations. Exhibitors are responsible for furnishing all equipment and supplies needed. Demonstrations must be 8-10 minutes in length. Illustrated Speech - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Illustrated Speeches (with any type of visual aids; such as charts, pictures, slides, models or posters) must be between 4-6 minutes in length and done by an individual member. Original Works - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Member may present any type of original works (i.e. comedy, storytelling, original poetry, radio segment, etc.) May be done by an individual or a team of no more than three members. Works must have been written by one of the team members. Segment must be between 4-6 minutes in length. Original work presentations are designed to entertain an audience. Oral Interpretation - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X May be humorous or dramatic interpretation, oratorical declamation, prose reading or verse reading. Material may be read or memorized. May be done by an individual or a team of no more than three members. Musical presentations are not appropriate for this class. Interpretation must be between 4-6 minutes in length. THEATRE ARTS/PERFORMING ARTS Each county may submit 2 entries in this section to the State Fair. All displays should fit into an area no larger than 2' wide x 15" deep. Posters should be no larger than 22" x 30". Multiple items included in an exhibit must all be labeled with the member's name and county, and an inventory placed on the exhibit report. Theatre Arts I, Play the Role - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.5X Exhibit one of the following items: 1. Portfolio of acting activities completed during the current year; OR 2. Display illustrating a drawing/photograph of a clown character created by the exhibitor; OR 3. Display illustrating a picture story developed by the exhibitor. Theatre Arts II, Become a Puppeteer - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.5X Exhibit one of the following items: 1. Portfolio of activities completed during the current year; OR 2. Display on the history of puppets or puppetry in different cultures; OR 3. Display a puppet created by the exhibitor; OR 4. Display a story wheel and play adapted or written for puppets. 27

28 Theatre Arts III, Set the Stage - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.5X Exhibit one of the following items: 1. Portfolio of activities for set design; make-up; or sound, props, or costuming completed during the current year; OR 2. Display that includes sound, props and costume charts appropriate for a selected scene from a story or play (limited to no more than 8 items); OR 3. Display scenic design model to depict a scene from a script; OR 4. Display illustrating a character with make-up drawn or colored in. Include a photograph of a person wearing the make-up and information on the character's personality or part in the play. Clover Challenge: Theatre Arts (Individual Only) - PREMIUM AWARDS: BLUE 2X, RED 1.5X, WHITE 1X Exhibit a display (limited to no more than 8 items) illustrating the Clover Challenge area explored. See St. Clair County 4-H Show Rules #3 for Clover Challenge requirements. The completed Illinois 4-H Clover Challenge agreement must be presented with the exhibit. VIDEO/FILMMAKING Each county may send 2 entries in this section to the State Fair; however not more than one entry may be made in an individual class. State Fair submissions must be on posted on the Illinois 4-H State Fair Online website by Noon on Friday, August 12 th. See more details in the Illinois 4-H State Fair Online section. State Fair judging and recognition is August 20 th. Requirements that apply to ALL video classes: All video should be no longer than five (5) minutes in length (unless noted differently in class description.). Videos are to be original and a result of the member s current year s work. Criteria for judging classes shall include: (1) Evidence of story line; (2) Use of camera angles; (3) Use of zooming techniques; and (4) Smoothness of scene changes. Image and sound quality will be considered in relation to equipment available to and used by exhibitor. All videos should comply with copyright regulations and display an image that is appropriate for 4-H audiences. No time or date should be imprinted on the video footage. All videos should include an opening title screen, as well as closing credits which include date of production, name of video exhibitor and research sources if appropriate. Public Service Announcement: PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare a short video (30 seconds to 1 minute in length) that communicates an educational message. The video should demonstrate skills in making and editing video. Promotional Video: PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Prepare a short video (30 seconds to 1 minute in length) that promotes an event or advertises a specific project/product. The video should demonstrate skills in making and editing video. Animated Video: PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Video in this class should represent creative animation of original artwork created by the exhibitor. Media might include: claymation, images created with graphics software or hand-drawn images. Documentary: Video in this class should represent a research-based investigation into a topic of choice. Video credits should list research sources and may include paper or electronically published materials, as well as, interviews with experts or constituents related to the topic of investigation. 28

29 VISUAL ARTS Each county may send 8 exhibits in this section, with a maximum of two entries per class. Rules and Guidelines 1. 4-H members may enter only 1 project in each Visual Art category, premiums will only be paid on a total of three categories. 2. Articles exhibited are to be made by the exhibitor who is a participant in the Visual Alt Project. Articles must have been made during the current 4-H year (September 1, August 31, Exhibitors are encouraged to date the project when it is made. 3. Artwork meant to be displayed on the floor is restricted to 3 'x 3'. Artwork meant to be hung or placed on a shelf is limited to a size of 30"x 30" x l2" deep. Contact the Extension Office if the project is larger that size restrictions. 4. Only the original art projects may be taken to State Fair, but non-original may be exhibited at our county fair in the non-original class. 5. Copyrighted or trademarked designs are not acceptable. 6. Articles made using patterns or pictures from magazines as starting points for designs are not acceptable. (Exception: Heritage Arts items may follow a pattern) 7. Kits and preformed molds are not considered original. 8. Team or school logos are not original. 9. Combining parts of different patterns with the member's own ideas can result in an original design, but simply changing the color, pattern and/or size of a pattern does NOT make the design original. (Exception: Heritage Arts items may follow a pattern.) 10. Stepping-stones, painted rocks, and scrapbooks are not acceptable in any Visual Arts exhibit class. 11. Design Source - If a photo, sketch, or other idea source was used bring it with you to the judge. Be repaired to explain how and why you got the idea for this project. The artist should take photos used as a source. 12. All items must be properly prepared for exhibit. Items that are intended to be hung, must be prepared for hanging. The hanging device must be sturdy enough to support the weight of the object. Framed items not intended to be hung should be noted as such on the State Fair Exhibit Report. 13. Drawings and paintings should be matted and framed, preferably under glass. Oil and acrylic paintings do not require glass and are not required to be matted.) Watercolor, chalk, pen & ink, computer-generated art, etc. do require glass, acrylic, or some protective covering. There are not specific requirements for type of mat used. Page 34 of the Illinois 4-H Arts Visual Arts Members' Manual gives basic directions for a mat, but purchased, pre-cut mats are acceptable. Any item sent to National 4-H Council for exhibit MUST BE FRAMED UNDER GLASS. 14. Exhibitor's name and countv must be securely attached to back of all visual art entries. Paper - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of paper. Examples could include origami; greeting cards; paper-cut designs, paper mache, hand-made paper, paper collage, paper models of architecture, quilling, etc. Paper twist articles, made from directions in craft books and stores ARE NOT original and DO NOT belong here. Scrapbooks are not appropriate for display in this class and they will NOT be accepted at Sate Fair. Fiber - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of fiber. Examples are quilts, fabric collage, soft sculpture, stitchery, weaving, embroidery, ORIGINAL cross-stitched, ORIGINAL knitted items, ORIGNIAL crocheted items and wearable art. All baskets and decorated textiles (such as painted shirts or stenciled clothing) should be entered in Heritage Arts. Non-original knitted, cross-stitched and crocheting should be entered in Heritage Arts. Machine knitted items are not appropriate for this class. 29

30 Clay - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of clay. Exhibit may be fired or unfired, hand formed or thrown on a wheel. Self-hardening clays are fine. Fire/oven-cured and cornstarch clay could be accepted. Items can include, but are not limited to, clay statues, bowls, jewelry, etc. Preformed ceramics are not eligible for State Fair exhibit. Wood - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of wood (wood carving, sculpture, collage, wood burning, etc.). Utilitarian wood items made from patterns or kits (e.g. furniture) should not be entered in visual arts. Popsicle stick crafts are not acceptable for State Fair entry. Chalk/Carbon/Pigment - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original art work done with pencils, chalk, pens, ink, paint, charcoal, or dyes, etc. This would include all painting, sketching, drawing, cartooning, printing, etc. Note: Please enter original painting on wood, metal, or textiles in Heritage Arts. Painted and/or glazed pre-formed ceramics and painted porcelain dolls are not eligible for State Fair exhibit. Glass/Plastic - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of glass or plastic. Possible items to exhibit include stained glass, etched glass (original design), mosaics made of glass, glass beading, plastic jewelry (friendly plastic). Interlocking building block creations (i.e.lego) are not suitable for State Fair entry. Stepping-stones or wall hangings that include cement decorated with glass or plastic items are not suitable for this class and will not be accepted at State Fair. Metal - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of metal such as sculpture, tin punch, engraved metal, and jewelry. Items intended for industrial use (as tools and/or shop items made from patterns) are not considered part of this Visual Arts project and are not eligible for entry. Nature - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any original item made of natural material such as wreaths, corn husk dolls, wax figurines, etc. Items should be made of natural materials (which may be purchased) but securing elements such as glue and wire may be used in the inner construction as long as they do not detract from the overall "natural" appearance. Articles such as dried pressed flowers may be displayed under glass since it is necessary for protection/preservation of the natural materials. Glitter, plastic flowers and candles are not suitable as entries. Three Dimensional Design/Mixed Media - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Art pieces in this class must be comprised of at least three different media. No one medium can make up more than 40% of a piece. The piece should be freestanding (not meant to be hung) that is observable on at least three different sides. Originality and design are important concepts. Craft and preformed or assembled projects are not acceptable. Heritage Arts - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit an item of traditional art learned from another person or from a pattern may be entered in this class. Knitted, crocheted, and cross-stitched items by pattern must be entered in this class. Machine knitted items are NOT acceptable for this class. Other possibilities include: needlepoint, counted cross-stitch, crewel, embroidery, cut work, hardanger (embroidery openwork), macramé, baskets, candles, pysanky (decorated eggs), leather, quilts from a traditional pattern, traditional handmade dolls with handmade costumes, baskets, and decorative painting on wood, metal, fiber, or candles. ALL baskets should be entered in Heritage Arts. 30

31 Computer-Generated Art - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X A maximum of one entry per county of any original art created in any software package. Exhibit may NOT include scanned work, clip art, downloaded images from the Internet, any imported image, or photographs. All pixels must be original. Photo mosaics are NOT allowed. Colors of black & white exhibits are acceptable. Exhibitors in this class must be enrolled in Visual Arts; Computer project enrollment is not required. Clover Challenge: Visual Arts - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit a display illustrating the Clover Challenge area explored. See St. Clair County 4-H Show Rules #3 for Clover Challenge requirements. Individual pieces of art are not acceptable for this class. The completed Illinois 4-H Clover Challenge Agreement must be presented with the exhibit. Non-Original- PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X This class is not eligible for state fair selection. Exhibit an item from any visual arts class that a pattern or kit was used. ENGINEERING & TECHNOLOGY AEROSPACE Each county may submit 1 entry in this section to State Fair. Tabletop displays should fit into an area no larger than 2' wide x 15" deep. Posters should be no larger than 22" x 30". Rockets or model aircraft can take no more than 3' x 3' of table space. Exhibits over 4' tall may be placed on the floor. Model Rocketry - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibit one model rocket assembled by the member. The exhibit will be a static display. The model rocket should be in good flying condition. DO NOT include the rocket engine with your exhibit. The rockets will not be launched. Member should bring the printed directions for construction of the rocket. Aerospace Display - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Any exhibit related to aerospace that does not fit into Model Rocketry. This may be an experimental or educational poster or display. Include an explanation of the display for public understanding. Clover Challenge exhibits in Aerospace should be placed into this class. Exhibit a display illustrating the Clover Challenge area explored. See St. Clair County 4-H Show Rules #3 for Clover Challenge requirements. The completed Illinois 4-H Clover Challenge Agreement must be presented with the exhibit. 31

32 BICYCLE Each county may send 2 exhibits from this section to the State Fair. There will not be a Bicycle Rodeo at the County Show or the State Fair. Exhibitors do not bring their bicycles to the State Fair. Bicycle Level 1 (Bicycling for Fun) - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibitor will draw three situations from a bag that relate to activities from Level 1 and discuss/explain all three with the judge. Situations may include: Selecting bicycle safety equipment; Demonstrate how to fit a helmet; Identify bike parts and their function; Selecting the right size bike; How to check bicycle tires, brakes, and chains; Recognizing traffic signs and their meaning; General discussion of bicycling hazards; and Items to consider when planning a bike trip. Bicycle Level 2 (Wheels in Motion) - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Exhibitor will draw three situations from a bag that relate to activities from Level 2 and discuss/explain all three with the judge. Situations may include: Factors to consider when choosing a bike; Comparing tire pressure, valve type and tread; Steps in fixing a flat tire; Steps to follow when cleaning, lubricating and replacing a bike chain; Evaluating the braking system on a bicycle; Factors to consider when mapping out a bike route; Rules for smart bike riding; and Planning a menu for an all day bike ride. COMPUTER SCIENCE Each county may submit 2 entries in this section to State Fair. Exhibits are limited to the maximum size of 2' wide x 15" deep for display or 22" x 30" for a poster. 1. A presentation using a computer is not required. 2. NO COMPUTERS WILL BE FURNISHED. 3. Exhibitors may bring computer equipment for demonstration purposes. 4-H staff is not responsible for the safety or security of any computer equipment. 4. Internet connections are not available for use by exhibitors. 5. Any member found to be using computer software in a manner that infringes on copyright laws win be disqualified. Newbie Know-How - PREMIUM AWARDS: BLUE.5X, RED.38X, WHITE.25X Create a computer slideshow to share what you have learned about computer basics or using the Internet to gather information; OR exhibit a printed or electronic copy of product(s) using office software applications. Bring a science board display or a laptop computer to share your work. Inside the Box - PREMIUM AWARDS: BLUE.75X, RED.56X, WHITE.3X Create a computer slideshow to share what you have learned about computer operating systems, troubleshooting, tuning-up a computer, or other topics listed in your manual. Bring a science board display or a laptop computer to share your work. Exhibits that pertain to programming efforts should be placed in Beginning Programming or Advanced Projects. Peer to Peer - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Create a computer slideshow to share what you have learned about creating and using computer networks or using networks for online collaborations. Beginning Computer Programming - PREMIUM AWARDS: BLUE 1X, RED.75X, WHITE.56X Exhibit a flowchart or alternative visual representation of a program that exhibitor has written, not copied from another source. Exhibitor also may choose to demonstrate the actual program. (NOTE: Neither computers nor Internet connections are provided to exhibitors at the Illinois State Fair.) Choice of programming language is optional. Programs exhibited in this class require the use of one or more of each of the following kinds of commands: 1. Comments to the reader of the program (e.g., "Now subtract Taxes from GrossPay to get NetPay"). 2. Instructions to the user of the program (e.g., "Press Q at any time to quit this program"). 3. Assignment of data into variables (e.g., "NetPay = GrossPay - Taxes;"). 4. Choosing between alternatives based on the current value of a variable (e.g., "IF NetPay >= THEN PRINT 'THANK YOU, BOSS!' ELSE GOTO 999"). 5. Looping, that is, repeating a group of instructions more than once, using a looping structure ("FOR", "DO", etc.). The ending of the loop must be controlled, not just left to loop forever (e.g., "10 GOTO 10"). Controlling the end of the looping may be done using an "IF" statement from item Input from, and output to a user.
