8 The OIE PVS Pathway OIE SRR-SEA uses the recommendations/findings from the PVS Pathway reports to provide assistance to the Members in SEA. Through the STANDZ Initiatives funded by the Australian Government ( ) 8

10 OIE Initiatives for VEEs in SEA OIE has collaborated with SEAVSA to improve quality of vet education in SEA i.e. - introducing Day 1 Competencies in the vet curricula - evaluating the existing curricula with Day 1 Competencies OIE has participated, given presentations and funded some participants to attend every SEAVSA meeting. 12 OIE Initiatives for VEEs in SEA OIE Sub-Regional Workshops on Veterinary Education Participants included representatives from VEEs & VSBs Review progress made by VEEs relevant to the OIE Day 1 Competencies and familiarise VEEs to the Veterinary Education Core Curriculum Mapping the existing curricula with the OIE Day 1 Competencies to identify gaps and creating action plan to address the gaps Encouraging VSBs to recognise the minimum Day 1 Competencies as a requirement for veterinary licensing/registration Updating the various OIE initiatives to support the advancement of VEEs 12

14 Progress of VEEs in SEA (2015) SEAVSA members (27 VEEs) have adopted the OIE Veterinary Education Core Curriculum and integrated the Day 1 Competencies in their curricula An analysis of 10 curricula (subjects and credits) against the Day 1 specific competencies: largely aligned with the competencies on zoonoses, disease prevention and control programmes and veterinary products slightly aligned with the competencies on emerging and re-emerging diseases, food hygiene, animal welfare and general certification procedures The OIE Day 1 Competencies and Veterinary Education Core Curriculum are included in the standardized process of national veterinary curricula of Indonesia, Philippines and Thailand. 14

15 DVM Programme in Cambodia & Lao PDR OIE SRR-SEA STANDZ Small Grants Facility o o Lao PDR: Enhancing capacities of veterinary teaching staff of the Faculty of Agriculture in the OIE Day 1 Competencies (Jan Sep 2013) Cambodia: Strengthening the Faculty of Veterinary Medicine of the Royal University of Agriculture (RUA) and enhancing the capacities of veterinary teaching staff (Jun Dec 2013) Development of 6 year DVM curriculum First batch of students in DVM programme: Cambodia (2014), Lao PDR (2015) Presently, every VEE in ASEAN offers DVM programme for either 5 year or 6 year curriculum. 15

16 OIE Veterinary Education Twinning Project : University of Minnesota (UMN), USA as a Parent & Chiang Mai University (CMU), Thailand as a Beneficiary Parallel activities to strengthen the vet curriculum of both VEEs Curricular mapping with the OIE Veterinary Education Core Curriculum and Day 1 Competencies Faculty exchange & professional development Exchanges of veterinary students 2016: CMU has been approved to be the OIE Collaboration Center for Veterinary Services Capacity Building (Asia, the Far East and Oceania) 16

17 OIE Veterinary Education Twinning Project : University of Queensland (UQ), Australia as a Parent and Nong Lam University (NLU), Vietnam as a Beneficiary Curriculum review for quality assurance focusing on the OIE Day 1 Competencies and Veterinary Education Core Curriculum and the specific needs of Vietnam Capacity building of veterinary teaching staff in major curricular gaps Developing outcomes assessment processes 17

19 OIE Initiatives for VSBs in SEA OIE PVS evaluation mission: recommendation for Cambodia, Lao PDR and Vietnam to establish a VSB OIE Veterinary Legislation Support Programme (VLSP): Cambodia, Lao PDR and Vietnam have developed their new veterinary legislations in which the provision on VSB establishment has been included. OIE SRR-SEA STANDZ Small Grants Facility: support the initiation of VSB establishment in Vietnam (2013) e.g. study tour to learn the VSB model in other countries, attending OIE Global Conference on VE & VSB in Brazil, organizing meeting with stakeholders to formulate a VSB model in Vietnam 19

21 Progress of VSBs in SEA 10 ASEAN Member States (AMS): 6 AMS have existing VSB with a legal basis (Brunei, Indonesia, Malaysia, Myanmar, Philippines and Thailand) 3 AMS are in the process of VSB establishment (Vietnam, Cambodia and Lao PDR) 1 AMS has its Veterinary Authority act as a VSB to regulate the veterinary sector (Singapore) 21

23 OIE Initiatives & Progress of VSBs in ASEAN OIE Sub-Regional Workshop for VSBs, 2015, Thailand Significant progress of VSBs in strengthening their authority and capacity i.e. increasing VSB role in ensuring a high quality veterinary education delivery through regular curricula review, formal accreditation procedures of VEEs and, in some cases, introducing a national board examination. Draft TOR for establishment of an ASEAN VSB Network - initial step for VSBs to develop agreed stds, legislation and procedures for regulating the veterinary profession and a harmonized approach for accrediting VEEs of AMS ASEAN Mutual Recognition Arrangement (MRA) for veterinary profession Transboundary mobility of veterinarians within ASEAN 23

24 ASEAN VSB Network o o o o In the first year of implementing the Network, the Veterinary Council of Thailand has been delegated to be the Coordinator with the support of a Secretariat ( ). After that, the members shall annually elect an AMS to chair the Network (continuous term of chairing is 2 yrs). The Australasian Veterinary Board Council Inc. (AVBC), Australia has agreed to be a mentor for the Network. OIE SRR-SEA is prepared to provide advice to the Network on the international VSB and related standards. 24

25 Conclusion Veterinary education and veterinary statutory body are key components of the quality of Veterinary Services (both public & private sector). Strengthening of veterinary education and veterinary statutory bodies of AMS will promote good governance of ASEAN Veterinary Services which is the key to effectively detect, diagnose, control and prevent animal disease and zoonotic incursions within ASEAN. Advocacy for achieving the objectives of ASEAN Economic Community (AEC) 25
