1 General Rules, Regulations, Terms and Conditions for all Junior Beefmaster Breeders Association Shows Except as otherwise indicated, the following rules, regulations, terms and conditions apply to all Junior Beefmasters Breeders Association ( JBBA ) shows. Qualifications of Exhibitor Any individual who has an entry or entries in a JBBA show (an exhibitor ) must: 1. Be a member of the JBBA who is at least six years old as of January 1 st of the year of the show; 2. Have continually and personally fed and cared for their heifer(s) under the direct supervision of a County Agent, Vo-Ag instructor, his or her parent, guardian and or other immediate family member; 3. Exhibit his or her own entry unless: a. he or she owns two entries in the same class, in which case another registered JBBA exhibitor may show one of the entries; provided that in a pairs class, the owner must exhibit the cow; or b. he or she is unable to exhibit an entry due to illness, injury or other medical reasons, in which case another registered JBBA exhibitor who has obtained written permission from the junior activities director or show coordinator may show the entry; and c. if other people are needed to exhibit an animal, it is up to show coordinator to allow said person to exhibit animal or not; and 4. In the case of a National JBBA show, must register for the Convention and pay all required fees (which are non-refundable) to attend the National show. Qualifications of Heifer/Bull There is no limit to the number of heifers or bulls an exhibitor may enter in a show. However, only animals meeting all of the following criteria are eligible for entry in a JBBA show. 1. Each animal must be accompanied by an Official Interstate Health Certificates (Certificates of Veterinary Inspection) which must be presented to a representative of the show at the time the animal arrives on the show premises. 2. Each heifer must be tested by a federally accredited laboratory for T.B. and Bangs in accordance with federal and state regulations. 3. Each animal, including any calf-at-side, must be accompanied by the original Beefmasters Breeders United ( BBU ) Certificate of Breeding (not a copy), which must be presented to a representative of the show at the time the animal arrives on the show premises, except: a. An application for a BBU Certificate of Breeding on a calf under 30 days of age may be presented in lieu of the original BBU Certificate of Breeding; and b. An official scramble registration paper with appropriate show stamp may be presented in lieu of the original BBU Certificate of Breeding.
2 4. Each heifer or bull must be registered with Beefmaster Breeders United as a purebred and out of a BBU-Certified Purebred dam, Second Cross dam or as otherwise stated in the BBU By-Laws. 5. Each heifers or bull must pass an inspection by a show official to certify that all identification numbers and holding brands branded or tattooed on the animal and the description match identically with the BBU Certificate of Breeding or other required documentation. 6. Each heifer must have been owned by the exhibitor a minimum of 60 days prior to the show as evidenced by the date of sale on the heifer s registration certificate. 7. Each bull must be bred & owned by the exhibitor. 8. Unless prohibited by the rules of a specific show, jointly owned animals may be entered, but only under the following conditions: a. All owners are JBBA members (animals owned by parent-youth or adult-youth combinations are not eligible); b. The animal is entered and exhibited in the name of one of the owners. c. In the case of a Bred & Owned show, joint ownership of the dam is permitted; however, for offspring to qualify as a JBBA Bred & Owned animal all owners of the dam must be JBBA members, except in the case of siblings where one sibling has become too old for JBBA membership, joint ownership is acceptable as long as the older sibling was a JBBA member and has maintained continuous uninterrupted membership in the BBU since the expiration of their JBBA membership as determined by the BBU office. 9. Each registered animal must pass any and all tests and examinations as may be requested and/or required by the JBBA, its authorized representatives, or the authorized representatives of the relevant show or fair to establish compliance with all of the eligibility requirements and rules of the show. 10. Each heifer two (2) years and older on the day of the show: a. Is ineligible for show if its calf has died; b. Must be palpated safe in calf (blood test not acceptable) by a licensed veterinarian and so state on the health certificate, with the exception of heifers nursing their BBU registered natural calf-at-side (under 6 months of age), in which case the heifer may show open; and, c. Is subject to ultrasound testing by JBBA and/or show officials to determine pregnancy. 11. Each Beefmaster bull eighteen (18) months of age or older must have passed a fertility examination given by a licensed veterinarian and the results of the examination must be presented at check-in. Once a bull has a positive examination, retesting is not required. 12. Unless otherwise stated on its BBU Certificate of Breeding, each animal shall be considered to be born on the first day of the month of its birth for determining its age at the time of the show. 13. No heifer or bull that, in the opinion of the designated BBU official, would be a detriment to the breed (e.g. heifers exhibiting signs of low fertility, genetic or physical defects) shall be eligible to participate in a show, regardless of any prior classification. 3 Show Rules Except as otherwise provided in the rules of a particular show, the following rules will apply to all JBBA shows: 1. Except for National Convention show, substitutions will be allowed up to check-in time for the show. Substitutions in the National Convention show will be allowed up to 10:00 am on the Thursday of the convention and will be subject to a substitution fee of $25 per animal. 2. Any uncontrollable animal will be dismissed from the ring at the discretion of the judge and thereafter ineligible from participation in the show. 3. All Animals must be shown with their hair coats laying flat against their entire body. Hair trimming is permissible. Those few areas such as the legs, tailhead and portions of the topline of the animal which may not naturally lay flat against the body must be trimmed to be flush with adjacent portions of the hair coat. Hair may not be trained or pulled upwards or forwards. No animals may have any foreign object(s) attached to it in any manner or have its natural color altered in a manner so as to change the conformation or appearance. An exhibitor who fails to abide by this rule will be dismissed from the arena and/or forfeit premiums, awards and points from the show. 4. Each animal must be presented in the show ring in its natural conformation and structure without alteration or modification. Alteration or modification shall be defined to include any surgical, chemical, electrical, or other appearance change for cosmetic purposes (such silicon injection or other injections for cosmetic purposes), save only branding, tattooing, foot trimming or dehorning. 5. At the sole discretion of the show official/coordinator, a class may be split. Any such split will be made on a monthly basis if reasonably possible. 6. No animal may be removed from the show grounds prior to one (1) hour following the completion of the show, unless the animal is released prior to that time pursuant to a written release signed by the show coordinator. Any animal involved in a protest shall remain on show grounds until the protest is resolved. Show Judges 1. Only judges from the Official JBBA Approved Judges List will be used as judges for any "Beefmaster only/exhibitors from all states" show (Class C). 2. At the second JBBA board meeting of each year, the president and board will appoint and approve a committee to review the approved judges list and make any additions or deletions prior to presenting any changes to the JBBA board of directors for their consideration at the board meeting at the Junior National Heifer Show & Convention. The JBBA board of directors shall review and adopt the approved judges list once each year by a majority vote of the board at the Junior National Heifer Show and Convention. 3. Only JBBA Approved Judges who have not judged a Class C show within the six (6) month period preceding the show may be used in JBBA Approved Heifer shows (Class C). If the show coordinator is unable to hire a judge from the approved judges' list, he or she may contact the Junior Activities Director for approval of another judge with the consent of the Junior Advisory Committee Chairman. Any Class C show sponsored by Page 3
4 JBBA or BBU or for which premium money is sponsored in the interest of JBBA will be considered a JBBA Approved Heifer Show, subject to the JBBA Approved Heifer Show Rules. 4. The National Junior Heifer Show judge shall be selected by the Junior Activity Director and the Executive Vice President of BBU from the Official JBBA Approved Judges List. National judges shall not have judged at the National Junior Heifer Show within the past three (3) years or at a Class C show within the past year. Conduct, Ethics, Violations and Procedures 1. All JBBA members attending a show are expected to conduct themselves in a manner becoming to a JBBA member and abide by the on-site directives of the host state. Violations of these standards include, but are not limited to: misrepresentation of animals, vandalism, theft, fighting, unsportsmanlike conduct, failure to comply with the directives of officials, being under the influence of intoxicating or prohibited substances, or willful violations of rules. Failure to adhere to the above regulations may lead to disciplinary actions, which may include expulsion from the event at the discretion of the JBBA/BBU staff and/or disciplinary committee. 2. Persons responsible for dogs or other personal pets are expected to properly control their animals to prevent any disruption, nuisance or inconvenience to others attending the show. Any JBBA director, adult advisory committee person, or show official has the authority to request or require any dog or personal pet to be immediately removed from the premises. 3. All persons in attendance of a show shall properly care for, guard, and protect their property or livestock on the show grounds and shall be solely responsible for any loss or damage sustained on the show grounds. 4. Any person s failure to comply with these rules, regulations, terms and conditions or failure to cooperate with the show and breed officials shall be grounds for removal from the show and the premises. 5. The showing of unethically fitted livestock or livestock of any ineligible age for exhibition in the class entered is prohibited. Unethical fitting will be deemed to consist of any method altering the natural conformation of any part of the animal's body. Animals showing signs of having been operated upon or tampered with for the purpose of concealing faults in conformation or with intent to deceive relative to the animal's soundness, will be disqualified. Every exhibitor, in consideration of his entry being accepted, agrees to submit any animal so entered by him/her to inspection and agrees to have such animal submitted to any tests as may be designated and requested by the JBBA Committee and agrees that the conclusions reached by the committee as to whether such animal is unethically fitted or overage, shall be final, without recourse against JBBA, BBU and/or show personnel. Any false representation, interference or unprofessional conduct on the part of any exhibitor will be dealt with by the JBBA Adult Committee & BBU according to the equities of the case. 6. Any exhibitor who knowingly shows an animal in a JBBA approved show who is in violation of any applicable rule relating to showing an animal in its natural conformation and structure as defined herein above will be suspended by JBBA for Page 4
5 six (6) months for the first offense, one year for the second offense and for life for the third offense. 7. Any JBBA member suspended from JBBA functions will be removed from all leadership positions within the JBBA for the duration of the penalty. 8. Any exhibitor desiring to dispute or challenge the results of any test, exam, or show rule enforcement, as applied to his or her animal, shall do so in accordance with procedures established by the BBU By-laws and rules. 9. An appeal from the decision of the veterinarian or designated association representation designated by the JBBA and/or BBU must be made to the Adult Committee of JBBA and meet the following requirements: a. The appeal is in writing and is signed by the appealing party; and b. Filed with JBBA Adult Committee or BBU Representative or fair officials as soon as possible after the veterinarian's or designated association representatives' decision is rendered and in any event within six (6) hours of the time of the veterinarian's or designated association representatives' decision was made. 10. If an appeal satisfying the foregoing requirements is filed with the JBBA Adult Committee, the committee shall hold a hearing at which the appealing party and the veterinarian or designated association representatives whose decision is being appealed shall present statements and other evidence that is relevant to the matter, upon which the Board of Directors shall render a decision which shall be final and conclusive for all purposes. 11. Any exhibitor desiring to dispute or challenge the results of a show must do so in accordance with the following procedures: a. A written protest together with a $250 protest fee must be filed with the show official/coordinator within thirty (30) minutes of the completion of the show. b. A separate written protest and protest fee must be submitted for each animal or action being protested. c. Except in the case of a National Convention Show, each protest shall be reviewed and conclusively resolved by the show official/coordinator with whom the protest is filed. d. In the case of a National Convention Show, each protest shall be reviewed by the members of the BBU Junior Program Committee and JBBA Board in attendance and available to participate. Liability, Release and Indemnity 1. All exhibitors will be under the control and direction of the show officials and coordinator, but the representatives, coordinators, sponsors, JBBA or BBU will in no event be responsible for any loss or damage that may occur. Each exhibitor shall be solely responsible for any consequential loss, injury or damage done to, or occasioned by, or arising from, any animal or article exhibited by him and for its description as given, and shall indemnify and hold harmless, the show, JBBA and BBU and their respective officials, sponsors, agents, officers, directors, employees and representatives, from and against all liability and legal or other proceedings in regard thereto, as well as damage or injury to any other person or property, caused by the exhibitor, the exhibitor s property or Page 5
6 animals. All persons who attend a JBBA show do so at their own risk. Neither BBU nor JBBA (including representatives, officers, committee members, agents and employees of either) assume any liability, legal or otherwise, for any accident or loss that may occur in conjunction with a show. 2. For and in consideration of the opportunity to participate in a JBBA approved show, each exhibitor hereby releases JBBA, BBU and their respective officials, sponsors, agents, officers, directors, employees and representatives, from any and all claims, liabilities, suits and judgments, arising from or connected with the administration or use of any animal test or examination and the resulting decision or action based thereon.
