P C F W C P F? Par cipa on and award eligibility are subject to the following guidelines: All enrolled South St. Louis County 4 H ers may enter 4 H exhibits at the South St. Louis County Fair. To be eligible for State Fair trips and grand and reserve ribbon awards, the 4 H enrollment and animal ID deadline of May 15th must be met. 4 H members enrolled a er May 15 can s ll par cipate in the County Fair. There is a one me exemp on youth can take advantage of if they miss this deadline to s ll be eligible for purple ribbons or State trips. 4 H ers that miss the May 15 deadline will s ll receive regular ribbon awards, earn premiums, and have the opportunity to share their skills and knowledge in County Fair events. If youth are joining 4 H for the first me a er May 15th, they can par cipate in County Fair events but may not enjoy full privileges. C F R U F G The Fair Guide contains info needed to take part in the County Fair. It is especially important to use the Guide when registering for the Fair in FairEntry as it will help you figure out where to find projects in the FairEntry system. Below is a lis ng of the Guide s main sec ons. Fair Informa on The first few pages of this book contain info that everyone should review to prepare for the Fair. Cloverbuds This sec on is specific to kids in Kindergarten through 2nd grade. Fashion Revue, Food Review, & Demonstra ons Registra on informa on related to these events. Sta c Projects General subject area projects that usually do not include live animal exhibits Animal Projects Guidelines and classes for goat, sheep, poultry, rabbits, beef, dairy, swine, lama. and dogs. Horse Project This is the sec on which lists all the horse project rules, guidelines, and show classes. Registra on opens on June 1 and closes on June 25. To register visit southstlouiscountyfair.fairentry.com VERY IMPORTANT: Choosing projects when a youth enrolls in 4 H is not registra on for the Fair. 4 H members are registered for the Fair if they completed FAIR registra on on the FairEntry website or sent in a paper registra on form a er June 1. Online 4 H enrollment or filling out paper forms before June 1 is NOT Fair registra on. All registra ons will be done using FairEntry online. If you do not have internet access you may stop in the Extension Office to register or ask your club leader for assistance. FairEntry is integrated with 4HOnline.com which means that families will be using their 4HOnline logins to access FairEntry. Forgo en passwords can be reset in 4HOnline. F E Q G Start here: southstlouiscountyfair.fairentry.com Click on Sign in with 4HOnline. Enter your 4HOnline login e mail and password. Click on Begin Registra on. Then click on Individual. Choose the 4 H member who is registering. Answer any ques ons that my come up. Click Con nue to Entries, then Add an Entry. Select the Department & Division. Click on Choose. Select from a list of classes according to the 4 H ers grade. Choose how many classes (individual exhibits) the 4 H er is bringing to the Fair. Note: project codes are no longer used. Just look for your project name and then register in your grade group. A er successfully comple ng an entry, you can: Click Add another Entry to con nue adding entries. Click Register another Exhibitor to change to another 4 H member in the family. Click Con nue to Payment. Note: there are no fees or payments needed, but this step is required to complete your registra on. Follow the steps as prompted and submit the invoice. A er the invoice is submi ed addi onal entries cannot be entered un l 4 H staff have reviewed and approved them. 6 C S C S S C F Youth par cipa ng in or a ending local, regional, state and na onal 4 H programs and/or ac vi es are required to conduct themselves according to the Minnesota 4 H Code of Conduct which they signed when they enrolled in 4 H. The full code is available online at h p:// h/policies/ or is available through local County Extension Offices. Parents and legal guardians a ending or par cipa ng in 4 H youth development programs are also required to conduct themselves according to the Minnesota 4 H Code of Conduct and assist and support youth in their efforts to adhere to the Code. Do not allow your child to wear clothing with his/her name on it. Encourage kids to always be with a friend or adult. Explain to your child that all types of people come to the fair. Most of these people are kind and caring. A few people may not behave as they should. If someone says or does anything that confuses or worries your child, they should go to a safe adult immediately. B E F So, you ve decided that you d like to bring an exhibit to the Fair! What next? You need to pay a en on to deadlines and instruc ons for registra on. You should also take note of any requirements listed for each specific project area in the project lis ngs in the Guide. If you re par cipa ng in a non livestock project area you will bring exhibits to the Fair on Tuesday, July 10. Judging will take place from 3:00 p.m. to 7:00 p.m. in the Industrial Building on the Proctor Fairgrounds. A 4 H registra on table will be located near the judging area. This will be your first stop. At the registra on table, a volunteer will accept your records, guide you to the judging sta ons, and deliver your exhibit cards. From there, you can proceed to the appropriate judging area and wait your turn to meet with the judge to talk about your project. Members are only eligible for State Fair trips and grand and reserve champion placings if they enrolled in 4 H by May 15th and submi ed their County Fair registra on paperwork by June 25th, F E Basic Principle: Fair exhibits should show what learning has taken place during the current program year. What you have learned is as important as what you have made. Be your own exhibit. 4 H Exhibits can take many shapes and forms. There is no specific 4 H way of doing an exhibit. There are specific requirements for project areas. Check the lis ng for your project for special requirements. State Fair rules may be more specific than county rules. Make sure you know what the State Fair requirements are if you would like a chance to take your project to State Fair. This is only a possibility for youth that have completed 6th grade. Members may exhibit, demonstrate, or take part only in projects in which they are enrolled. All work on projects entered should be done by the 4 H member and completed during the current 4 H year unless otherwise noted. Mee ng exhibi on requirements for 4 H exhibit entry day through release me: if exhibi on requirements are not met (and permission is not granted by 4 H and the Fair), youth will not be eligible for all show related premiums, awards, and par cipa on in the state event. Approved early release is an excep on to the rule and becomes a 4 H staff decision based on each situa on. Think about the following things: what you set out to learn; how you went about it; what special help you received; what problems you faced; what you learned; how your object shows your learning; and what you would do differently. Prepare your exhibit carefully and neatly. Know how you prepared it and know the cost, me, materials, and your effort. To prac ce or role play the judging process, talk about your project with a parent, 4 H leader or friend. 5

4 H E G I The ps below refer primarily to photos and posters. The same principles apply to crea ve arts and needle arts or any visual display. Remember to put the focus on the featured item, eliminate clu er and let one figure or word dominate. The following are ideas to start you thinking about ways to exhibit what you have learned. Think about what and how the exhibit appeals to the senses. Consider using touch, sound and/or smell as well as visual a rac on to catch & hold the a en on of the observer. Use your own crea vity to decide what object would best show what you have learned. Exhibits may be, but are not limited to: Mobile Puppet Show Poster Diorama Collage Banner Shadow Box Collec on Historical/Cultural Study 3 D Display Model Papier mâché Video Por olio Photos Skit Display Powerpoint Magazine or Comic Book Scrapbook Posters: Use white space, keep the main object large Divide the remaining items into groups. Keep them smaller than focal object Make le ers large enough to read 1 inch per 2.5 feet viewing distance Framing: Use margins and white space as a frame for posters Use linear objects such as trees to frame focal points Ma e your object in a neutral color or an accent color Do not put photographs in frames. Ma e them only. Finishing: Wash and press items as needed Ma e or double ma e photos/posters/pictures Wall hung items must have hooks or a achments Pay a en on to details & presenta on in all projects. A few more important notes: Poster exhibits may not exceed 22 wide x 28 high. They may be smaller. Educa on/science Tri Fold Exhibits for all project areas may not exceed 12 deep x 24 wide x 36 high. (Center back 24 wide x 36 high, right and le wings each 12 wide x 36 high.) P R Each 4 H member may complete 4 H records each year in order to work on and improve their communica on skills. Horse project members must complete records in order to be eligible for special awards like high point. Cloverbuds One Cloverbud Record 4 H Members For each project area one 4 H youth development record (basic or experienced). For example, if you are bringing two photographs to the Fair, you will fill out one record for photography. Horse Project Members The horse member achievement program booklet with level one completed the first year and a half level for each year therea er and the basic horse record/bio sheet to be shared during the County Fair shows. Public Displays: A photo of a fragile item or heirloom can be displayed if there is concern about the risks of a public display. Perishable items may not hold up in warm weather. They may be discarded and photos used in their place. Skits, puppet shows, or presenta ons should have something that can be le up for display in the 4 H building during County Fair. This may include costumes, puppets, scripts, and/or photos. Photos: Take photos from several angles Keep the composi on simple and unclu ered Color: Use color to add interest and contrast Avoid using too many colors; 2 3 colors & a neutral color works best All exhibits must be labeled with name, county, and club/independent. Other relevant info for the project (eg. vegetable variety) should be included. Each part in a mul ple piece exhibit needs to be labeled and designated as 1 of 4, 2 of 4, etc. Floor space for any exhibit should not exceed 20 square feet. If your exhibit exceeds this limita on, contact the Extension office. Op onal materials that can be added to records include: calendar, news ar cles, stories, financial records, and/or pictures. 4 H records should be turned in at your first Fair event. Horse records must be turned in prior to the start of the State Qualifying horse show. You may keep records if you need them during the judging process. But, be sure to turn them in at the 4 H registra on area immediately a er judging. Record forms can be picked up at the Extension Office or can be downloaded at 6

A E The following rules apply to many or all animal exhibits. Animal details vary according to the type of animal so be sure to check related sec ons for addi onal informa on on bringing animals to the County Fair. All beef, dairy, dog, goat, horse, lama, rabbit, sheep and swine shown in 4 H livestock shows must have the required State 4 H ID system, ear tag and/or ta oo. Animal ID data must be submi ed online, arrive in the Extension office, or be postmarked no later than May 15 with the excep on of Market Beef due February 15. A check in table will be set up in the 4 H Fairgrounds barn area on Wednesday, July 11th, as animals are arriving from 2 to 7 p.m. At that me, staff and volunteers will check to make sure animals have been iden fied properly and that youth have entered them in the correct classes for County Fair shows. Sheep, swine, llama, goat, dairy, beef, poultry and rabbit entries must be checked in on Wednesday and remain at the fairgrounds un l they are released by the Livestock Superintendent on Sunday, July 15 at 6 p.m. Livestock exhibits must be pre registered. 4 H ers may exhibit one animal per class, unless stated otherwise. Exhibited animals must be owned by the member, member s family, or leased by agreement. Family includes the 4 H ers parents or guardians and siblings living as a family unit. The defini on of family includes extended family where the animals are owned by grandparents with the 4 H ers parents ac vely involved with and working on the farm. Animals owned in partnership with non family members (as defined above) must be leased and follow guidelines within the lease agreement. Registered animals, not leased, must be registered in the exhibitor's and/or the family name. 4 H'ers must show their own animals and should not require the assistance of a parent. Unless, the 4 H member is a Cloverbud, in which case, a parent or guardian must be in control of the animal at all mes. Grooming of all animals, including clipping, trimming, and blocking (all species) must be done by the exhibitor, members of the immediate family, or any other registered MN 4 H member. The exhibitor should be present during the fi ng process at the Fair. Exhibitors in viola on of this rule may show for ribbons only and will not be considered for championship or State Fair trips. You are responsible for the care and feeding of your animals during the Fair. You must bring your own supplies, wheelbarrow, pitch forks, etc. Please label supplies with your name. Stalls must be cleaned and all manure and bedding removed before animals are removed from the fairgrounds. Failure to clean all of your stalls adequately will result in the forfeiture of your premium check. All 4 H'ers exhibi ng livestock are required to par cipate in showmanship classes. All animal health regula ons as s pulated by the Minnesota Board of Animal Health and the County Agricultural Society will be in effect. Every Minnesota 4 H member is eligible for a one me exemp on. This exemp on provides the ability (one me in a 4 H member s career) for the 4 H member to acknowledge they missed a 4 H deadline related to enrollment or compe ve event par cipa on and waive the consequences for the missed deadline. STATE FAIR ANIMAL EXHIBITS B All youth par cipa ng as a State Fair 4 H livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat goat, dairy goat, and lama must have completed a livestock quality assurance training in which there are two training op ons 1) a 3 hour in person workshop (LQA&E), or 2) a 1 hour on line training (YQCA). Youth comple ng either quality assurance training op on will receive a cer ficate of comple on. To show in the registered breed classes at the State Fair, animals must meet registra on requirements for that breed. Registra on papers must be available. Animals without proper registra on papers must be shown as commercial. IAFE Show Ethics within 2018 State Fair Premium Book will be available June A pdf of the Code of Show Ring Ethics can be found here: h ps://s3.amazonaws.com/iafe/website/documents/showringcodeofethics.pdf 7

T J P 4 H exhibits are judged 50% on the exhibit and 50% on your knowledge. You will have the opportunity to talk about your exhibit and project experience. You will use your exhibit to explain your learning experience but you are the subject of your me with the judge. No ma er how great your exhibit, the judge will want to know how it shows what you have learned. C J (N L ) 4 H exhibits at the County Fair (par cularly nonlivestock projects) are evaluated by conference judging. Youth bring a representa on of their project work and have a conversa on with a judge. To prepare for the judging process ahead of me, project evalua on guides are available at the 4 H Office and on line under individual project areas at h ps:// h/ Educa onal exhibits will be evaluated on the following requirements: Exhibit quality...25% Educa onal value...25% Knowledge/ability to explain...50% All exhibits will be evaluated through a mee ng with the judge. Blue, red, and white ribbons will be awarded based on the member's knowledge of the project (50%) and on the merit of the exhibit (50%). Blue ribbon projects show a greater than expected amount of knowledge, workmanship, and effort according to conference judging standards. Red ribbon projects show average workmanship and knowledge in the project area in comparison to the criteria for conference judging. White ribbon projects show some effort and knowledge gained by the 4 H er, but not quite up to par with the criteria. A er all exhibits are judged, a Grand Champion and Reserve Champion exhibit in each project area may be selected from the blue ribbon exhibits. Decision of the judge is final and may not be appealed. H L R C J 4 H ers can bring in their 4 H records for a specific animal project to be judged. Members can register for record judging in each animal project in which they are enrolled, regardless of whether or not they bring a live animal to the fair. Members must register for Record Conference Judging so they can be judged at the 4 H Exhibit Entry Day. 4 H ers meet with a judge to share what they learned in the project, how they keep track of medical care, income, and expenses and how they have set and achieved goals with their project. N P A J The most important me for 4 H members at County Fair is not the judging. It s the me spent a er the conversa on with a judge. Parents can help their children grow from the experience and benefit from the educa onal aspects of the Fair by discussing the experience with them. Here are some things to think about: The Judge is always right. The best people we can find are invited to spend me with our 4 H ers in a conversa on about their projects. Our goal is to have caring adults who want to listen to kids first and an expert in the project area second. Some mes the judge may not know everything that the member knows. That is a good sign that the member has been doing great work, even if this is not recognized by the judge. There are no white, blue, or red ribbon kids. By being suppor ve and enthusias c in all situa ons, you can let your child know how much you value their learning without ques oning a judge s decision. Prac ce, observe and support. Help your child prac ce the judging experience. Using the public presenta on formula may be helpful. Have the youth: introduce themselves; plan a way to catch the judge s a en on immediately; take me to explain what they have done in the project; and close by sharing one or two things which they will do differently in the future. Once judging starts, step back and observe. Look for things which you can use to praise your child a er judging has been completed. Find me to talk. A er judging is completed, talk to your child about their feelings, what they learned, and how they might use the experience in other situa ons. In ideal 4 H educa on, children have an experience, share the experience, reflect on it, apply it, and generalize it. The best a judge can do in 3 5 minutes is to see that the experience is a posi ve one. Adults can help youth con nue to reflect and can help them decide how to use what they ve learned in the future. Note: Youth in grades K 2 have different needs. Feel free to watch their conversa on with the judge but let them take the lead. Be encouraging and do your best to ensure they come away with posi ve feelings about their experience. 8

A J P 4 H members who have a conflict with the sta c project conference judging in their county may be eligible for absentee judging. To be eligible to exhibit a project while being absent the following must be in place: Absence approved with 4 H program coordinator prior to the date of judging. The request will be allowed in extreme situa ons such as: Death in the family. Once in a life me educa onal opportunity Op onal event with no flexibility (eg. wedding of immediate family Illness or injury Exhibit at the county fair within scheduled melines. The exhibits are eligible for Grand or Reserve Champion placings and state fair line ups, but may be at a disadvantage to a 4 H member who is at the conference judging process. Best prac ces for absentee judging of sta c projects includes the following process: Conference judging via cell phone or Skype, Google Hangout, etc. Arrangements for technology is made by the 4 H family, not county staff. Pre recorded interview using a set of standard projectbased ques ons. Wri en story detailing project basis and learning gained using a set of standard project based ques ons. T J P S C L J 4 H members who have a conflict with the livestock qualifying show in their county of membership may u lize the following op ons if they wish to pursue an opportunity to advance to the applicable Minnesota 4 H state show. Switch county membership prior to the May 15 membership enrollment deadline allowing for exhibi on of livestock with benefit of ability for advancement to state compe on. Do a livestock demonstra on (including the live animal) with the intent to be awarded a trip through the demonstra on selec on process. Animal used in the demonstra on does not need to be the same animal taken to state fair but must be of the same species. Animal exhibited by the 4 H member at the state fair must be on ID sheets prior to ID deadline for that species. Do a recorded (video) version of a livestock demonstra on (including the live animal) with the intent to be awarded a trip through the demonstra on selec on process. Animal used in the demonstra on does not need to be the same animal taken to state fair but must be of the same species. Animal exhibited by the 4 H member at the state fair must be on ID sheets prior to ID deadline for that species. J E Y D I Sta c Project Judging If a 4 H member is unable to par cipate in the conference judging process by himself/herself due to a disability or injury, the 4 H member or immediate family must request permission for a conference judging assistant to be with the 4 H member during project judging. Arrangements and approval for a conference judging assistant must be made with 4 H staff prior to the beginning of the judging process. First preference for the judging assistant will be a 4 H ageeligible member of the 4 H member s immediate family or another age eligible 4 H member from the county of membership. In some cases a parent or personal aid may be appropriate as approved by the 4 H staff member. Livestock Project Judging Show Ring If a 4 H member is unable to exhibit an animal by himself/herself due to a disability or injury, the 4 H member and/or the member s immediate family must request permission for a subs tute showperson to help with the exhibi on of the 4 H member s livestock project(s). Arrangements and approval for a subs tute showperson must be made with 4 H staff prior to the day of the show. The subs tute showperson must be a 4 H age eligible member of the 4 H member s immediate family or another age eligible 4 H member from the county of membership. Livestock Interviews If a 4 H member is unable to par cipate in livestock interviews by himself/herself due to a disability or injury, the 4 H member and/or the member s immediate family may request accommoda ons that will fit the needs of the individual (e.g. someone to read the ques ons). Arrangements and approval for accommoda ons must be made of the 4 H staff in advance of the interview. 9

S F : W Y N K The number of State Fair trips is based on the number of 4 H ers enrolled in a project area. Members selected to represent the county at State Fair events must have completed 6th grade. If a project area winner does not meet the age requirement, the trip will be given to the next ranking eligible par cipant. A younger member may only par cipate as part of a Share the Fun act where an adult chaperone stays with the group. Trips for State Fair, State Horse Show, and State Dog Show will be selected from blue ribbon exhibits only (see State Dog Show Rules for excep ons). Exhibit classes that are not eligible for State Fair are labeled in this guide. 4 H members that win trips in a project must plan to a end the State Fair with their exhibit. This does not apply to club projects. Members that win trips can only bring one sta c project area exhibit. A 4 H member can exhibit both a livestock and a non livestock project at the State Fair in the same year. In addi on, they may also par cipate in ac vi es such as Share the Fun, demonstra ons, Arts In, cooking events, animal science educa onal exhibits or judging teams. State Fair Trip winners will be posted in the 4 H exhibit area on Thursday morning. It is the member s responsibility to check the State Fair Trip Board to see if they won a trip and indicate whether they intend to go to State Fair. 4 H ers who win State Fair trips in more than one project area should choose which project they will exhibit at the state level as soon as possible so alternates have me to consider a trip. State Fair registra on will be completed online at FairEntry.com. Members and families who are interested in more informa on about par cipa ng at the State Fair can learn more at the State Fair Huddle on Sunday at 4 pm in the Industrial Building before the Awards Ceremony. Members who need help registering online will have an opportunity to do so at the Extension Office in the week following County Fair. When projects chosen for State Fair are too large to be transported by car with other state fair projects, it will be the responsibility of the exhibitor to arrange for the item s transporta on to the State Fair. E 4 H members par cipa ng in sta c project areas during State Fair have the op on of staying in the 4 H dormitory during our county s encampment or a ending just for the day of judging in the company of a parent/guardian. 4 H ers exhibi ng livestock must stay at the 4 H dormitory and are responsible for feeding and caring for their animals for the en re encampment. S P All youth par cipa ng as a State Fair 4 H livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat goat, dairy goat, and lama must have completed a livestock quality assurance training in which there are two training op ons 1) a 3 hour in person workshop (LQA&E), or 2) a 1 hour on line training (YQCA). Youth comple ng either quality assurance training op on will receive a cer ficate of comple on. All beef, dairy, goat, horse, rabbit, sheep and swine shown in state 4 H livestock shows must have the required state 4 H ID system ear tag and/or ta oo. Animals must be iden fied appropriately in 4 H Online or with 4 H livestock ownership affidavits/lease agreements. Hard copy form(s) must be on file at the Extension Office. Compe ve events, deadlines, consequences and exemp on op ons: Every Minnesota 4 H member is eligible for a "one me" member exemp on. This exemp on provides the ability (one me in a 4 H member's career) for the 4 H member to acknowledge they missed a 4 H deadline related to enrollment or compe ve event par cipa on and waive the consequences for the named deadline. Distribu on of Unused Livestock Trips: Minnesota 4 H wants to provide as many 4 H members as possible the opportunity to experience the Minnesota State Fair judging process. To ensure that as many youth as possible have the opportunity to par cipate in a livestock experience at the Minnesota State Fair, staff and volunteers are asked to follow the established process for the distribu on of unused livestock quota trips. 12 A C C P Cloverbuds is designed specifically for children who have completed kindergarten or grades 1 2. When children reach the 3rd grade, the regular 4 H project judging process becomes available to them. Emphasis is on coopera ve rather than compe ve experiences. Children are encouraged to develop social skills through coopera ve experiences with their peers. They are allowed the freedom of not having undue emphasis placed on the product of their efforts. They can experiment with new skills and experiences, not strive for perfec on. In Cloverbuds, it is not appropriate for K 2 children to par cipate in compe ve situa ons. Instead they can par cipate in non compe ve 4 H ac vi es and be recognized for their par cipa on and efforts. C P A The County Fair is a me when Cloverbuds can show what they know! Ac vi es include Food Review, Fashion Revue and the Demonstra on contest as well as the horse show, dog show and pet show. Filling out the County Fair Registra on Form: Cloverbuds can par cipate in up to 10 sta c exhibits and five ac vi es or animal events. For example, they can choose to bring: 10 Cloverbud exhibits, par cipate in one horse show class, the Fashion Revue, Pet Show, Performing Arts and the Food Review for a total of 15 projects and ac vi es. Cloverbud Records: Cloverbud par cipants are welcome to submit a completed Cloverbud Record. 4 H records are an important step in the learning process, giving 4 H ers a chance to set goals and reflect on their progress and what they have learned. Blank records are available at the Extension Office. Cloverbuds can create their own record as long as they include: What they wanted to do in 4 H this year What they did or learned How they shared what they learned Pictures and drawings that share more about the 4 H member s experience over the year are a welcome addi on, too. Cloverbud Judging: Because the Cloverbud program is designed for kids in kindergarten through second grade, judging of Cloverbud classes is a bit different from regular 4 H. At ac vi es like the dog show and horse show, separate classes are available for Cloverbuds. On Entry Day, Cloverbuds will bring all of their (non Animal) exhibits to one Cloverbud judge rather than visit different judges for each project. Parents must accompany Cloverbuds during ac vi es involving animals because they need to be in control of the animal at all mes. However, the Cloverbud should be the one interac ng with the judge. At Entry Day, parents are welcome to listen in at a distance, but they should refrain from talking to the judge during the interview. D K?
