4 Why Do We Receive Purple, Blue, Red & White Ribbons in 4-H? 4-H Uses the Danish judging system at county and state fairs. This means that exhibits are judged against a standard rather than against other exhibits. For example, a dresser that has been refinished by a 4-H er is not compared to other dressers. Rather, it is judged according to what characteristics of the dress meet standards of quality for refinished furniture. A purple ribbon means that the exhibit meets superior standards and quality. A blue ribbon means that the exhibit meets high standards and good quality work is shown. A red ribbon means average to above average quality work is show, but improvement is needed in some areas. A white ribbon signifies below average in quality, and the exhibit does not meet standards. Danish Judging is very different from a contest. In a contest, there is one winner whose exhibit is the best of all those present. In the Danish judging system, there could be any number of purples, blues, reds or whites because one exhibit is not compared to another. In 4-H, we believe that using the Danish judging system gives every 4-H member the recognition deserved for the work that was done. It also helps young people recognize the need to improve their skills within a non-competitive atmosphere. Relevant to the judging of exhibits, we believe: 4-H members are more important than 4-H exhibits. Learning how to do a project is more important than the project itself. There is more than one good way to do most things. A balanced program of work and play geared to the individuals needs is more important than winning. Every youth needs to be noticed, to feel important, to experience success and to be praised. A blue ribbon 4-H member with a red ribbon steer is more desirable than a red ribbon 4-H member with a blue ribbon steer! Page 4 of 40

5 GENERAL RULES Eligibility 1. In order to exhibit in the 4-H division, you must be an enrolled 4-H member. 2. Youth who have completed Kindergarten, first or second grade are Cloverbuds and must exhibit in the Cloverbud class. They will receive a Cloverbud ribbon and premium. Cloverbuds are allowed to exhibit animals in a showmanship class at the fair. State guidelines will be in place which required an older 4-Her or parent to have control of the animal at all times. Cloverbuds are not allowed to handle any animal by themselves this includes taking them to tie outs, the wash rack or the pet show. In the event that a show is a combined 4-H and open show, 4-H state guideline takes precedence for Cloverbud age participants. If a family chooses to violate the policy and an accident happens 4-H is not liable, 4-H insurance will not be usable and the participant will jeopardize future participation in the program. 3. Code of Conduct: Any individual participating and/or volunteering with the Minnesota 4-H program at any level is subject to the behavior standards and rules governing participation and involvement as outlined in the Minnesota 4-H Code of Conduct. In addition to the Minnesota 4-H Code of Conduct there may be additional policies, rules, and procedures relating to specific 4-H events and activities that will also apply to those events/activities. Judging Experiences for Youth with Disabilities or Injuries: General Project Judging: If a 4-H member is unable to participate in the conference judging process by himself/herself due to a disability or injury, the 4-H member and/or the member s immediate family must request permission for a conference judging assistant to be with the 4-H member during the conference judging of the member s general project(s). Arrangements and approval for a conference judging assistant must be made with 4-H staff prior to the beginning of the judging process. First preference for the judging assistant will be a 4-H age-eligible member of the 4-H member s immediate family or another age-eligible 4-H member from the county of membership. In some cases a parent or personal aid may be appropriate; this option must be approved by a staff member. Livestock Project Judging: Show Ring If a 4-H member is unable to exhibit an animal by himself/herself due to a disability or injury, the 4-H member and/or the member s immediate family must request permission for a substitute show person to help with the exhibition of the 4-H member s livestock project(s). Arrangements and approval for a substitute show person must be made with 4-H staff prior to the day of the show. The substitute show person must be a 4-H age-eligible member of the 4-H member s immediate family or another age-eligible 4-H member from the county of membership. Livestock Interviews: If a 4-H member is unable to participate in livestock interviews by himself/herself due to a disability or injury, the 4-H member and/or the member s immediate family may request accommodations that will fit the needs of the individual (e.g. someone to read the questions). Arrangements and approval for accommodations must be made of the 4-H staff in advance of the interview. 5. Absentee Judging of General Projects: 4-H members who have a conflict with the general project conference judging in their county of membership may be eligible for absentee judging. To be eligible to exhibit a project while being absent from the conference judging process, the following must be in place: Absence pre-approved with 4-H staff prior to scheduled date of judging (or other county competitive event). The request will be allowed only in extreme situations such as: Death in the family. Once in a lifetime educational opportunity. Optional event with no flexibility (e.g. wedding of immediate family) Illness/injury Exhibits (actual project) at the county fair (or other county competitive event) within scheduled timelines. These exhibits are eligible for Champion/Reserve Champion placing and state fair line-ups, but may be at a disadvantage (if equal in quality to another exhibit) to a 4-H member who is at the conference judging process. One of the following absentee judging processes is acceptable and may be determined locally. Conference judging with judge at a prearranged time by cell phone call or other technology-based option (e.g. Skype, Google Hangout). The 4-H family must make the arrangements for all connections and technology; staff is not responsible if fairground situation does not allow for connectivity. Pre-recorded interview with 4-H member utilizing a standard set of project-based questions. 4-H family must make arrangements for all technology needed; staff is not responsible for technology needed to listen to or view conference judging experience. Written story detailing project basis and learning gained. Standard set of project-based questions should be utilized. 6. Absentee Judging of Livestock Projects: 4-H members who have a conflict with the livestock qualifying show in their county of membership may utilize the following options if they wish to pursue an opportunity to advance to the applicable Minnesota 4-H state show: Switch county membership prior to the May 15 membership enrollment deadline allowing for Page 5 of 40

6 exhibition of livestock with benefit of ability for advancement to state competition. Do a livestock demonstration (including the live animal) with the intent to be awarded a trip through the demonstration selection process. Animal used in the demonstration does not need to be the same animal taken to state fair but must be of the same species. Animal exhibited by the 4-H member at the state fair must be on ID sheets prior to ID deadline for that species. Do a recorded (video) version of a livestock demonstration (including the live animal) with the intent to be awarded a trip through the demonstration selection process. Animal used in the demonstration does not need to be the same animal taken to state fair but must be of the same species. Animal exhibited by the 4-H member at the state fair must be on ID sheets prior to ID deadline for that species. 7. Projects brought to county fair that have not been preregistered by June 15 can be exhibited at county fair, but will not be eligible for premiums, livestock auction or out of county trips. Entries for the 4-H Dog Show are due by June Each member may enter only THREE exhibits per class, with the exception of Cloverbuds who may enter 4 projects. For Cloverbuds this does not include any animal science posters, fashion review, food review, demonstration, pet & cat fun show or horse entries. They may exhibit 4 projects in addition to the previously mentioned project areas. 9. Exhibits are to be selected from the current year's project work except where specified. 10. Check rules for each class regarding labeling. 11. Copyright Law and Infringement: (NEW!) Copyright is a form of protection given to authors and creators of original work. Original work includes a person s ideas captured in writing or as an image, photograph, song, audio recording, or visual recording. All original work including information found on the web is subject to copyright protection. The author/creator has exclusive rights to reproduce, distribute, display, perform or make derivative works. Before using another person s work as a part of your 4- H exhibit, be sure that the work is subject to fair use, has a creative commons license or that you have requested and received permission (in writing) to use the original work. If an exhibit infringes on copyright law, a decision may need to be made to remove the exhibit from display at the county or state fair. 12. General project exhibitors must enter their projects between the hours of 1:00 and 6:00 p.m. on Tuesday of fair week. ONLY JUDGES AND JUDGES ASSISTANTS ARE ALLOWED IN THE 4-H BUILDING AFTER 6:00 P.M. NO GENERAL PROJECTS CAN BE DELIVERED BEFORE 1:00 PM ON TUESDAY OF THE FAIR. All livestock exhibits must be in place by 6:00 p.m. on Wednesday of the fair. 13. Fair management and Extension staff are NOT responsible for loss or damage to exhibits. ALL EXHIBITS MUST BE LEFT IN PLACE UNTIL 6 P.M. ON SUNDAY OF THE FAIR PER THE FAIRBOARD. PROJECTS NOT PICKED UP FROM THE 4-H BUILDING ON SUNDAY BY 7:00 P.M. WILL BE BROUGHT TO THE EXTENSION OFFICE FOR PICK UP. SCOTT COUNTY FAIRBOARD RULING: All loose or uncontrolled animals are subject to a review of a Scott County Fairboard designated committee consisting of the president (or his/her designee), the barn superintendent (unrelated to 4-H), and another individual. Animals are subject to be sent home with premiums to be unpaid pending committee decision. Evaluation of Projects 13. All evaluations will be made by a conference with the judge. Placing and premium will be determined by the judge on the merit of the exhibit and the knowledge of the project shown by the member. It is an opportunity for the judge to ask questions directly of the member and the member to talk about objectives and problems. Conference judging is designed to be a learning activity for the 4-H member. Parents are asked to be SILENT observers. 14. Judges will award blue, red, or white ribbon placing regardless of the number of exhibits in the division unless designated otherwise. The number of Court of Honor ribbons awarded will be based on the number of quality exhibits in the class. It is possible that Champion and Reserve Champion awards may not be awarded in a project area also based on the number of quality exhibits in the class. This is up to the judges discretion. 15. Cloverbuds will receive a Cloverbud ribbon. No Court of Honor ribbons will be distributed. Displays 16. Education/Science display board exhibits for all projects areas may not exceed 12 deep x 24 wide x 36 high (center back 24 wide x 36 high, right and left wings each 12 wide x 36 high.) Any flat poster exhibit may not exceed 22" X 28" (they may be smaller). Rabbit and Poultry posters may not exceed 14 x 22. If you would like further information on planning your visual display, call the 4-H office and request the fact sheet "Tell a Story with a Blue Ribbon Exhibit". Exhibits 17. When you plan an exhibit, be sure that: Your information is accurate and up-to-date. Use resources, books, the Internet, teachers, etc. Your project manual is a good reference. Check your information. The exhibit could illustrate, show or give evidence of the results of an experiment. Page 6 of 40

7 The exhibit has educational value. Information should be helpful, practical, and result in a better understanding of the subject. Arrangement is neat, in an easy to follow order, logical sequence, and should present an appealing and eye-catching quality. Be creative. Exhibit should consist of samples, models, posters, or visuals explaining the principles or points. Items should last the period of the fair and maintain their quality. Display should be self-sustaining for each exhibit. Case may be of wood, cardboard, or other sturdy material. All exhibits must be labeled with name, club, and county. Other appropriate information for the project (i.e., vegetable varieties) should be included. If the exhibit has multiple pieces, each part needs to be labeled and should be indicated as 1 of 4, 2 of 4, etc. Floor space for any exhibit should not exceed 20 square feet. Please call and notify the office one week prior to the fair if you plan to bring an oversized exhibit. Exhibit Numbers 18. Each Exhibit has a Department, Division & Class. A letter is used for the project department area, numbers for the division area, and numbers for the class. (Example: P is an Entomology project for grades 9+) All of these fields are necessary properly enter your projects. Grievance Process The 4-H grievance process provides a vehicle by which to respond to 4-H member's concerns relating to their 4-H program participation. A grievance may be filed and a local volunteer grievance committee convened to address rule violations and alleged wrongdoing. A grievance committee will not be convened for the following situations: a) decisions made by judges, which are final; b) missed deadlines which are covered through the "one-time member exemption process;" and, c) code of conduct related violations which will be addressed by staff according to an established process. All grievances must be submitted in writing on a 4-H Appeal/Complaint Form (along with a $50 deposit), signed, and turned in to the Extension office within 24 hours of incident. The $50 deposit must be paid before the grievance will be heard by the committee. Complete details and forms can be obtained from the Extension office. State Fair Information 19. The state fair eligibility rule is as follows: Members selected from blue ribbon projects to represent the county at State Fair and State Shows must have completed sixth grade. Exception: State dog show participants must have completed 3rd grade H members must decide on State Fair trips by noon on Saturday of the County Fair. All members who have won a state fair trip must turn in paperwork to the Extension office by 12:00 2:00 p.m. on Sunday of the County Fair. 21. All State Fair exhibitors must also attend the State Fair Orientation meeting, which will be held at the Extension office at noon on Sunday of the fair. If you are not able to attend the state fair meeting, you must make arrangements with the 4-H Program Coordinator. 22. Trips for State Fair, State Horse Show, and State Dog Show will be selected from blue ribbon exhibits only (see State Dog Show Rules for exceptions). Exhibit classes eligible for State Fair are marked with an asterisk*. 23. Competitive events, deadlines, consequences and exemption options: Every Minnesota 4-H member is eligible for a one-time member exemption. This exemption provides ability (one-time in a 4-H member s career) for the 4-H member to acknowledge they missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. One banner is allowed per club to be displayed in the 4-H Building. 2. Selection of banners will be based on promotion of 4-H and visual appeal. 3. Two club members need to conference with judge. 4. Banners should be brought to the 4-H building on entry day of the fair. The banner must remain in place until 6 p.m. on Sunday of the fair. 5. Clubs are encouraged to use their banners for 4-H promotion in their community after the fair. Guidelines Banner must be 3 x 5 and designed to hang vertically. Must be completed equipped with a dowel (minimum length 3' 8") and ready for hanging Must be made of fabric, no paper or two-sided. Club name on 3 x 5 card pinned to back COMMUNITY PRIDE - Club Community Pride One exhibit will be selected for State Fair. Each club may submit one Club Community Pride project exhibit. 1. The exhibit may include a three-sided display, video, or other visual method which visually highlights the entire project or certain parts in a manner which tells the public what positive effects the project had on the community. 2. Two youth delegates who participated in the Club Community Pride project will represent the club in the conference judging process. OTHER CLUB PROJECTS 3-Panel Display Scrapbook Flowerbed Area Historian book Share the Fun Hay Bale Decorating Flower Container Face in the Hole Club Flower Project 1. Flowerbed area planted by a 4-H Club. Clubs sign up for an area in the spring. 2. Container flowerbeds are planted and cared for during fair week by a 4-H Club. Clubs are asked to bring flower boxes or containers to 4-H building on entry day. Hay Bale Decorating 1. Each participating club will be given a large round hay bale donated by the Fairboard to decorate. If more bales are needed, they must be provided by the club. 2. Clubs must decorate their hay bales (not around the bales, do not cover with sheets, tarps, etc.) 3. The exhibit area dimension is 15 x 15 feet. Decorating must be completed by 6:00 p.m. on Tuesday of the fair. 4. Demonstrations and Illustrated Presentations are evaluated prior to the county fair with the exception of livestock demos. They will be held on Thursday, July 26, Check fair schedule on pages 2 & 3 of premium book for location. The topic selected may be related to any project in which the member is enrolled or any area of interest or expertise of the 4-H member. 2. Livestock Demonstrations may be given as individual or team. 3. Individual presentations shall not exceed 15 minutes in length and team presentations should not exceed 25 minutes in length. 4. Youth in Action demonstrations may be given in any project or activity of interest to the 4-H member. This interactive demonstration is continuous for approximately minutes. Involving the audience in the process is the primary focus of Youth in Action and constitutes a major portion of the evaluation results. Call the Extension office at to schedule a judging time at the County Fair. This is not judged on Demo Day. Demonstrations are oral presentations showing the hands-on steps required to accomplish a task or process. This most often includes the use of physical objects while doing or showing. For example, a demonstration could involve using bedding plants, potting soil and related items to demonstrate how to plant a flower pot. At the end of the demonstration there should be a finished product. Demonstrations may also include the use of supporting visuals like posters, charts or overhead transparencies. Supporting visuals can include technology based options like presentation software (i.e., MS PowerPoint). However, the focus of the demonstration should be on the doing, not the supporting visuals. Illustrated Presentations are oral presentations that present an idea, concept, viewpoint or experience in an educational or informative format. For example, an illustrated presentation could be a report on leadership lessons learned through a trip to Washington, D.C. or an educational presentation that explores sustainable energy options. Illustrated Presentations most often consist of interaction with supporting visuals like posters, charts or overhead transparencies. Supporting visuals can include technology based options like presentation software (i.e., MS PowerPoint). Supporting visuals may include tangible items, but generally little or no activity takes place with the item. Presentation Software Demonstration (If presentation software is used to support or enhance a demonstration). Illustrated Talk (If presentation software is used to present information or to communicate a message in a way that involves the 4-Her interacting with the presentation content). Video (If presentation or other software is used to create a self-presenting visual or multi-media presentation that does not include the live interaction of the 4-Her something that just plays/present on its own). SPECIAL NOTE: If presentation software is utilized in either a Demonstration, an Illustrated Presentation, or a Video the 4-H'er is responsible for securing any equipment necessary for judging. Extension staff may be able to assist in this process, but it is the responsibility of the exhibitor to contact Extension staff WELL BEFORE the scheduled judging. This is very important if planning to use Extension s equipment since it is not capable of reading all software programs. A livestock demonstration must relate to the eight species of animals (beef, dairy, goat, poultry, rabbit, sheep, llama or swine). A live animal must be used for the demonstration. One State Fair trip will be available and awarded to the top qualifying 4-H er. If the top qualifying demonstration is presented by a team, all team members will be able to participate at the state level; however, only one of the team members is allowed to exhibit the same animal as their 4-H project. NOTE: 4-H ers who complete a Public Presentation at the State Fair will receive a $30 cash award. These payments are made in October. 4-H ers must be grade eligible to participate at the State Fair. 10 GENERAL 4-H PROJECTS 4-H ADVENTURES Grades 6+ For non-4h members in programs such as Kids Company, Project in the Park, etc. who wish to exhibit work completed through their participation in a 4-H Adventure program. AEROSPACE 1. For display exhibits, refer to General Rules #16, except that a rocket or airplane may be included in a display and will not be considered in the calculations of dimensions. Model rockets built from kit (flyable). Rockets should be ready for flight except engine need not be installed. Recovery system should be in place and operative. Members should be familiar with the model rocketry safety code approved by the National Association of Rocketry. Model rocket built from own design (flyable). Member should know how to test the rocket for stability and how to make corrections if it is not stable. Model airplane built from kit (flyable). Models should be balanced and ready for flight. Do not include fuel for gas powered models. Radio equipment may be excluded for remote control models. Model airplane built from own design (flyable). Models should be balanced and ready for flight. For gas powered model, do not include fuel. Display of aviation or in-flight principles. Display of special interests in area of aviation or space. BICYCLE A display, poster, report, or scrapbook relating to the bike project. A notebook or picture story of a bike rodeo you helped with. A display of how to wear a helmet presented at a project meeting. A display of equipment used to teach others about bike repair or first aid. CAT Projects not requiring a live animal will be judged on Tuesday of the fair. Cat show (Animals judged Saturday at 10:00 a.m.) Pet must be domesticated. A health certificate on file is required at the time of judging that includes proof of rabies vaccine and veterinarian signature. 4-Her will receive an ID form to fill out for their cat/dog with their health information, and should be signed off on by the animal s vet. Any animal that is a personal pet/cat may be shown. Each member will have a conference with a judge on Saturday. Members will discuss cleanliness, care, and feeding of the pet/cat. Members should have knowledge of history of diseases, parasites, and breeding of the pet/cat. Pets/cats will be shown at the 4-H Pet & Cat Show and will go home that same day. No cages are provided. Owner must bring animal in cage/carrier. Animal must remain in cage/carrier until judging. There are lots of animals around. Please be considerate of others. Exhibits other than live animals must be on display during the entire fair, and will be judged on Tuesday (entry day) of the fair. Basis for Judging Display attracts attention, holds interest - 50%. Member's knowledge of type of pet/cat, housing, feeding, growing, handling, breeding, health care and involvement 50%. Cloverbud members are encouraged to participate in the Fun show at 9:30 a.m. See Cloverbuds section. Cat Project Display or Poster Exhibit may include models, diagrams, or pictures. Exhibits should show or explain something the 4-H'er made, did, or learned with their cat. CHILD & FAMILY DEVELOPMENT 1. Exhibitors should be prepared to discuss in conference judging the age and other characteristics of the child for whom the exhibit is intended and how the exhibit contributes to the child's growth, development and well being. 2. If the exhibit is designed to be interactive with children, the item is to be used with children before exhibiting and a photograph of this activity should accompany the exhibit. Signs of use will not detract from the placing of the exhibit. 3. Exhibits are judged 50% on how the exhibit contributes to child and family development and 50% on the member knowledge of the Child and Family Development Project, in general. Toy, game, puzzle, puppets, arts and craft materials, etc. made from new or recycled materials. Baby-sitting, travel, or rainy day kit, including at least one item made by exhibitor. Collection of articles, speeches, etc. on both sides of an issue concerning children, parenting, families, discipline, TV, feelings, gender roles with exhibitor's position and why. A creatively developed program or item used for or with a person with a special need (gifted, developmentally delayed, physically impaired, etc.) Teaching plans, lessons, activities, etc. for teaching others and reports on results of use. CITIZENSHIP The project or activities exhibited and reported may be what the 4-H'er did as an individual or the results of their taking major leadership responsibilities for club centered 4-H citizenship activities, learning experiences, and community projects. Exhibit on family and friends. Exhibit about your neighborhood. Exhibit on a club or group you belong to may include: member s pledge; meeting checklist; description of the mock meeting conducted to demonstrate how to conduct a meeting; description of how club selects officers and how committee members are determined; others as determined by exhibitor. Exhibit on community component studies which you or your club conducted under your leadership. Include copies of your interview outline and, if available, pictures of you conducting an interview. Exhibit on your family tree and community describe the process and any difficulties and surprises that you encountered as you studied and developed your family history. Report on their settlement and life as part of their community. Include other activities, family memories, traditions, maps made, and pictures taken. Exhibit in which you select and present examples of process and steps taken by you individually or as a youth leader responsible for the Citizenship Project. Describe at least one other citizenship activity that you or your club did to understand or practice better government or demonstrate how our democracy works. Exhibit in which you select and present at least three examples of activities you or your club did, under your leadership, to help the club to better understand political parties in a democracy and voters in a democracy. Also list career possibilities related to government. Clothes You Buy (Advanced) Constructed garment (i.e., blouse, shirt, top, skirt, pants, sweatshirt, jumper, dress, jacket, etc.) that has more difficult techniques, such as collar or lapel, set-in or raglan sleeves, cuffs or ribbing, Buttons and buttonholes, zipper, waistband or ribbing, or topstitching. Creative sewing such as wearable art, costume, or use of techniques such as knitting, cross-stitch, etc., incorporated into garment. A poster showing cost comparisons, wardrobe building, accessorizing, care, etc. Fashion Review Clothes You Make or Buy Participants may model any clothing they have constructed, restyled or purchased as a part of their 4-H clothing project. Only one entry per class. A 4-H member may bring one item for clothes you make and one for clothes you buy plus fashion review. CLOVERBUDS This class is open to all 4-H members who have completed Kindergarten, first, second, or third grade. At the time of 4-H membership enrollment, it must be determined if a child is a Cloverbud or, if they have completed 3 rd grade, whether they choose to remain a Cloverbud or enroll as a traditional 4-H member. This will be a "show and tell" class where the members share their project work with the evaluator. The exhibit will not be evaluated blue, red, or white. A participation premium will be awarded. This is to give these members an experience without competition. No State Fair trips in this division. To allow enough time for the judge to properly evaluate all projects, Cloverbuds are limited to bringing 4 exhibits (does not include any animal science posters, fashion review, food review, demonstration, pet & cat fun show or horse entries). See Demonstrations for Presentation Software Contest information Labeled chart, graph, poster, or three-dimensional display showing the components of a computer and how they work. May also include a short written summary (1 to 3 pages). Display or written summary (1 to 3 pages) of consumer choices involved when buying a computer. Display or written summary (1 to 3 pages) about one of the following: history of computers, changes in society resulting from the invention of computers, ethics (copyright laws, privacy) involved in using computers, or another topic. Display or written summary (1 to 3 pages) about computer technology or languages. A short computer program written by the member. Must include a statement of purpose for the program, flow chart, listing of program, and listing of a run of the program. Display or written summary (1 to 3 pages) about computer hardware. Software developed by the 4-H member. Include statement of objectives, list, run, and discussion of program. Programs must be original, enhanced, or adapted by the member from an existing program. A written report of a study on a computer science career. Include positions available, skills needed, course work needed to obtain skills, and programs offered at universities and other institutions, which relate to the career. Display or written summary (1 to 3 pages) including an outline or lesson plan for teaching other members about computers, or a plan to use the computer as a teaching tool for another 4-H project. Include statement of objectives (purpose) and plan for teaching or exhibit related to the Internet. A web page design (please bring printout of pages). CONSUMER EDUCATION Exhibitors should be able to explain their choices and the reasons for those choices. Exhibits are judged 50% on the exhibit and 50% on exhibitor's knowledge. Label comparison showing different types of labels and information included. Consumer comparison booklet or poster comparing at least four models of the same item showing features, costs, etc., with the best item selected and reasons why. Use drawings or photos to illustrate. Do not include actual items. Analysis of newspaper, magazine, or television advertising explaining information given and emotional appeal. Example of guarantee/warranty and explanation of what it means. Example of a consumer complaint and how it was settled. Teaching plan, game, activity, etc. used to teach others about consumer education and report on results of use. Three different sources of information for consumer comparisons and an example of how these sources were used. CRAFTS & FINE ARTS Crafts/Scrapbooking Crafts/Scrapbooking - Crafts/Scrapbooking - Crafts/Scrapbooking - 1. Each exhibit will be evaluated on its individual merit as a craft/kit. 2. Emphasis is on the creative process and the employment of design elements and principles. The craft/kit exhibit develops from someone else s ideas and can be exactly replicated or replicated with modifications. 3. All art objects must be appropriately finished. Exhibits will not be eligible for State Fair if not ready for hanging, displaying, etc. (i.e., wire or hooks on paintings, bases for three-dimensional work, etc.) Page 13 of 40

14 Projects may include (but are not limited to) basketry, leather tooling, rosemaling, fiber arts, lathed wood, jewelry, macramé, ceramics, origami, quilting, tie dye, string art, other kits. For scrapbooking, two 12 x 12 pages with up to 8 photos and descriptions to tell a story. Pages must tell a story with captions and/or journaling. Note: Only one trip will be awarded for Scrapbooking. Note: Non-4H ers who have attended a scrapbook adventure program must enter their project as a 4-H Adventure project. Fine Arts Fine Arts - Fine Arts - Fine Arts - 1. Each exhibit will be evaluated on its individual merit as an original fine art. 2. Emphasis is on the creative process and the employment of design elements and principles. The fine art exhibit should show proof that it is developed from the 4-H members own ideas and imagination. 3. All art objects must be appropriately finished. Exhibits will not be eligible for State Fair if not ready for hanging, displaying, etc. (i.e., wire or hooks on paintings, bases for three-dimensional work, etc.) Any original art object. Art must be your idea and work. Popular media include (but is not limited to) drawing, painting, collage, sculpture, pottery and print process. CROP SCIENCES Corn Must be enrolled in Crop Sciences project. 1. Crop must be grown on your farm in the previous growing season. 2. Include 3 x 5 index card listing the variety. A two-quart exhibit of shelled corn (no ear corn). Must be placed in a clear two quart jar or 2 clear one quart jars. An educational display illustrating plant reproduction, soils, plant growth factors, plant characteristics, growing and using plants, plant growth and food production, examples of a plant disease, and the life cycle of that disease explaining causes and control. Small Grains & Legumes Must be enrolled in the Crop Sciences project. 1. Crops must be grown on your farm during the previous or current growing season. 2. Include 3 x 5 index card listing the variety Soybeans, oats, wheat, barley a two-quart sample of any variety An educational display illustrating one of the following ideas: plant reproduction, soils, plant growth factors, plant characteristics, growing and using plants, plant growth and food production, examples of a plant disease, and the life cycle of that disease explaining causes and control. DOG (This is different than dog training no dog necessary) Educational exhibits may include models, diagrams or two pictures (refer to general rules #16). ELECTRIC 1. Label your exhibit with the following information: name, age, club, article, its uses, materials used, time it took, made at home or in school, cost. Exhibits must not take up more than 20-sq. ft. of floor space to be eligible for state fair. Oversized exhibits will need prior approval. 2. A wiring diagram or schematic must accompany all electric and electronic exhibits. Working electrical item constructed for home, yard, or farm. Diagram of wiring in your home/farm showing switch locations, fuse boxes, wire size, capacities, fuse sizes, total bulk wattage, appliance wattage, number of circuits, and type of wiring installation. Electronic item built from kit, plan, or own design with an explanation of what it is and how it is used. A display about careers in electrical field, electrical experiment (may or may not have worked), educational display used in teaching others, etc. ENGINEERING DESIGN CHALLENGE - NEW! LEVEL 1 & 2 (formerly Rube Goldberg) ENGINEERING CHALLENGE TEAM MEMBER Level 1 Grades 3-8 Level 2 Grades 9-12 Page 14 of 40

15 Youth in grades 6 and above can participate in Level 2 if they have had at least 2 years previous experience in Level 1. Each member (regardless of age) needs to register in one of these classes. An Engineering Design Challenge machine is based on Rube Goldberg, an overly complex contraption designed to accomplish a simple task. The best created machines use a variety of everyday items in a whimsical way to create a series of chain-reaction steps to accomplish a simple task. In the contest, youth not only employ physics and engineering, but humor and storytelling, to create their machine. This activity is a team event of at least 3 and no more than 10 members. 1. Please refer to the Engineering Design Challenge Level 1 and 2 rule books at for complete details. 2. Teams of at least 3 youth. 3. Minimum of 10 steps. 4. Machine must operate in 2 minutes or less. 5. Exhibit physical size limited to 6 ft. x 6 ft. x 6 ft. 6. Explain one thing/step on the machine that used science content and skills to help solve a problem/challenge. 7. Need to keep a written record illustrating the process of doing the project. Engineering Design Challenge machine itself. Display, binder, poster illustrating the process doing the activity/project. Note: In 2018, the State Engineering Design Challenge for Level 1 and 2 (formerly Rube Goldberg) will be held at a site other than the State Fair. However, challenge teams are invited to showcase their machine and project at the State Fair. Participants can also have other general projects judged. ROBOTICS Note: The goal of the 4-H robotics program is for the 4-H members to explore science, technology and engineering through designing and building a functioning robot. The robot can be either programmable or remote controlled. The robot can be created by an individual or a group. 1. Exhibits must be labeled with name, and county on all pieces of exhibit. Fair staff will not be responsible for lost, stolen or damaged robots or parts. 2. Include a description of the robots ability to sense, follow a plan and complete an act. 3. Exhibits may have a one page report explaining the function, purpose and construction of the robot. A robot, a display, diagrams of programming, booklets, etc. RUBE GOLDBERG CHALLENGE *See Engineering Design Challenge ENTOMOLOGY Insect Collection Exhibits 1. Collections shall be contained in a glass topped case (drawers available for purchase in varying sizes), approximately 19 x 16.5 x 3. Arrange so that the case may be displayed in a horizontal position. Place project label on lower right corner of glass top. Only one case per exhibitor is allowed. 2. Specimens must be collected by exhibitor. Purchased insects are not acceptable. 3. Specimens must be properly pinned with insect pins. Small insects may need to be placed on cardboard points. 4. Specimens must be properly labeled. 5. The location, date, and collector must be included on the labels. County and state (and country, when applicable) are minimum location information that should be included. It is valuable to include nearest town or township where the specimen was collected and the type of habitat it was collected from (e.g., on elm tree; on lake shore; indoors) and the common name of the insect. 6. All labels should be visible so they can be read. Use permanent ink marker or pencil to write labels. Labels produced by a computer printer are acceptable. Ball point ink or non-permanent markers are not acceptable. 7. For more specific information on pinning, labeling, and other information, see Collecting and Preserving Insects, A MN 4-H Entomology Resource, Emphasis of project must relate to an aspect of entomology. 10. Project must demonstrate specific knowledge of insects. Be prepared to discuss references and sources (e.g., books, magazines, internet, interviews with an expert, etc.) 11. Live projects (e.g., bee or ant colony) will be accepted if the project can be self-sustaining for up to 14 days without special care. 12. A written report or journal should accompany the project, introducing the subject, describing the process (materials and method), predicting the outcome, stating the results, and discussing any conclusions. Pictures, drawings, charts, tables and other figures may be used. General insect collection must consist of a minimum of 50 species of adult insects representing at least 8 orders. Specialty insect collection can include, but is not limited to, a collection of a single order (e.g., Coleoptera or Lepidoptera), a collection of immature insects, a collection of insects from a particular habitat (e.g., aquatic, forest or prairie) or a collection of economic pests of a specific crop (e.g., insects attacking corn).
