3 CITY OF MEDINA Park Board Meeting Minutes Monday, April 18 th, 2016 Medina City Hall Council Chambers CALL TO ORDER Chair Blazey called the April 18 th, 2016 Medina Park Board meeting to order at 5:00 p.m. ROLL CALL Present: Drew Blazey, Sarah Gray, Penny Martin, Collette McMullen, Andrea Perry, Karen Sparks, Gabriele Dickmann arrived 5.24 pm Staff Present: Michael Sauerwein, City Manager; Ryan Osada, Director of Public Works; Pat Crickmore, Public Works Supervisor; Sunita Hall, Deputy City Clerk. ANNOUNCEMENTS Chair Blazey gave a short brief of upcoming meetings and events. It was noted that the Arbor Day tree planting event would take place on Friday, April 29 th at 10 am, close to the east of the middle bridge at Medina Park. Board member Perry stated that she would make inquiries at Medina Elementary for a class to attend the event. APPROVAL OF MINUTES Motion to approve the March 21 st, 2016 Park Board Meeting Minutes MOVED by McMullen and seconded by Gray. The motion carried unanimously. PUBLIC COMMENT Chair Blazey welcomed and thanked Mayor Morcos for attending the meeting. Mayor Morcos updated the Board on recent noise complaints coming from the newly opened 520 Bridge. He explained that the City Manager and Development Director were working with WSDOT. There were no other public comments. NEW BUSINESS Fairweather Park Dog Rules Chair Blazey provided background on the rules regarding the two dog limit at Medina Park. The Chair invited views from Board members on whether there should be a similar restriction at Fairweather Park. The Chair also stated that there was a general rule on owners to clean up dog mess. A brief discussion ensued. Motion to add to the Code to allow two dogs maximum at Fairweather Park to be consistent with Medina Park MOVED McMullen and seconded by Gray. After a further discussion an amendment to the original motion was discussed. Motion to amend original motion to allow up to three dogs at Fairweather Park MOVED McMullen and seconded by Gray. 4 Chair Blazey explained that the recommendation from the Park Board would be put forward to the City Council. Post Office fence around dump site Chair Blazey stated that although the Park Board was not involved in the landscaping of the post office park, there was an issue with the unsightliness of the green fence around the dumpster. City Manager Sauerwein updated the Board on the current plans to make the area look nicer, including removing the fence and placing a bench and tables there. OTHER BUSINESS 1. Easter egg hunt Chair Blazey thanked Board member Gray on the Easter egg hunt event. Board member Gray was given a round of applause from the room. Chair Blazey asked members to turn to the current task sheet with a view to updating where necessary. The following amendments and comments were suggested: Park Board meet at 10 am on Friday (before the Easter egg hunt) and finish before noon Bring donations to the City Hall at 9.00 am rather than 3.00 pm Best deal on Easter egg shells is Oriental Trading Meet at 8.30 am on Saturday the day of the Easter egg hunt Additional signage required to designate the starting point Use discretion on number of candies placed inside eggs Keeping a count of eggs is not necessary Remove the golden egg Continue with the recycling system The bullhorn and siren worked well Stronger bags (or boxes) are required next year to transport the eggs Keep grass long (to hide eggs) Caution dog owners to keep dogs away from the eggs or stay clear of the hunt until finished Candy station for latecomers was useful 2. Park Project Updates Public Works Director Osada updated the Board on the following projects: Bocce Ball - Osada reported that the contract had been sent to the contractor. The installation was expected to be carried out in June. Explorer Dome Osada reported that this was on track to arrive on May 2 nd. Osada showed plans of the layout including the replacement seesaw. City Manager, Sauerwein stated that the request to look at the whole of the refurbishment would go back to Council on May 9 th. Fountains and Aerators the new fountain for the North Pond had been collected and it was in the process of being put together. A brief discussion took place on some of the feedback given on the local Facebook page concerning the size of the arc. Osada stated that it would not be as big as the picture that had originally been circulated. City Manager Sauerwein stated that any questions or feedback were welcome. 5 Osada outlined the number of spaces allocated for the Medina Parking lot in the new plans. Walkable Medina City Manager Sauerwein updated the Board on the Walkable Medina project explaining that it was a way of connecting parks and amenities right up to the Lid. The first stage of the work would involve the consultant to work with the community from which conceptual drawings would be developed. Administrative Items Chair Blazey requested that Board member Gray submit receipts for any expenses incurred for the Easter egg hunt. Chair Blazey updated the Board that the position currently filled by Board member Perry was until June 2016 and would need to be reapplied for. The Chair stated also that the minutes from the Park Board would be circulated 5-10 days after the meeting. OTHER BUSINESS PARK REPORTS Viewpoint Board member Gray reported that it looks good and some concerns about the ivy on the dock. Chair Blazey stated that it looked a lot better as the trees had been trimmed and the stump had also been removed. Board member Sparks stated that there was graffiti on the back of the post near bench. Sparks inquired on the possibility of having rocks in the water as it might aid dogs, or walkers. Lake Lane Board member Martin stated that it looks great requires some pruning. The dock and chair looks great. While it is not possible to drive down there, people still visit there. Can also bring a boat in. Indian Trail this looks good. The second part of the trail past 24 th needs pruning. Public Works Supervisor Crickmore stating that currently his team were handing out flyers to nearby property owners. It was noted that the Trail was looking good compared to earlier in the year. Fairweather Park Board member McMullen stated that it is very nice and well used. She also reported that there was an abandoned orange sports net in the wooded area next to Evergreen Point Road. Medina Beach Park no reports Medina Park Board member Perry stated that it looks good. Board member Sparks stated that she had been made aware of incidents involving aggressive dog behavior in the park. She wondered if the Park Board had experienced or known of any similar incidents. A discussion ensued on appropriate dog and owner behavior. Some discussion focused on the on and off leash rules for dogs at the park. Chair Blazey suggested that the issue of dog control and aggressive behavior be monitored. Board member Martin suggested putting up a set of rules on acceptable park behavior and conduct. 7 Medina Park Board AGENDA ITEM NB1 Memo To: From: Medina Elementary School Principal/Ms Beth Hamilton Drew Blazey/Chair Park Board cc: Medina City Council; Medina City Manager & Public Works Director; Medina Park Board Date: May 8, 2016 Re: Arbor Day 2016 Medina Park Board would like to thank the Medina Elementary School first graders, teachers, parents and volunteers for participating in Medina s Arbor Day. The three teachers: Jennifer Witz, Amy Ptak and Deanna Real escorted well-behaved children to Medina Park for the tree planting. It was a pleasure to have them all in attendance. Medina s Public Works Department had prepared the ground for the tree and each child got to shovel a little dirt to create the hole. Once the flowering plum tree was laid in the ground all the children were given a cup and watered the tree. It was marked with a plaque and the tree was named Thundercloud. Each child received a patch from the Arbor Foundation as the event ended. This Arbor Day was well attended by Medina City Council members including the mayor, Medina s City Manager, Medina s Police Chief, Park Board members and Medina residents. The entire Public Works Department gets kudos for preparing the hole, procuring Thundercloud and having water available for the children to sprinkle on the tree. The students were also given the opportunity to share their well thought out comments and ask questions. Thanks to Ms. Andrea Perry, a mother of a 1 st Grader and a Park Board member, for coordinating with the school in order to have the students in attendance. Our hope as a Park Board is to continue developing this partnership with Medina Elementary School as part of the 1 st Grade science curriculum. Please plan on celebrating Arbor Day on April 28 th 2017!

11 AGENDA ITEM OB1 City of Medina Easter Egg Hunt Tasks and Rules (Post 2016) Timing The event is always the Saturday before Easter at AM in Medina Park The Park Board and volunteers should meet at the park at 8.30 AM to set up and hide the eggs. Wear boots! Keep the grass long (to hide the eggs) Notification Eggs Two or three weeks before the hunt, notification should begin through various social media, City of Medina s, notice at Medina Elementary, City of Medina website, etc. Seven to ten days before the hunt, signs should go up in Medina Park, City Hall, Green store, etc. Sandwich boards announcing the event should be placed at key city intersections All communications should promote the event and request donations of plastic eggs and wrapped candy. Donations should be delivered to City hall by 9.00 AM on the Friday before the event Based on increased attendance, the target should be 4,500 eggs (2016 had 4,500) eggs The Park Board and other volunteers will meet at City Hall at AM on the Friday before the event to stuff eggs General rule for stuffing eggs is three small pieces of candy (like Hershey s kisses) per mid-sized egg; use discretion where required. Other candy besides chocolate works well. Ask for volunteers for both the Friday to help stuff and also hide the eggs the following day Strong or smaller bags (other than large black trash bags) or boxes required to transport the eggs from City Hall to Medina Park. The stuffed eggs are heavy! The City of Medina in conjunction with the Park Board budgeted a reasonable amount to support this community event The best price for the plastic eggshells was the Oriental Trading Co. Day of the Hunt The City will provide a bullhorn that is necessary to announce the rules and the start Signage on something like a frame barricades on the three bridges needed to funnel children and parents designate the starting point of the hunt, which is the pathway next to the 12 th Street parking lot. Signage should request dogs and their walkers stay east of the three bridges prior to and during the hunt so the dogs don t eat the candy. This should be done by 8:30 AM. The three years and younger area will be cordoned off with pylons and tape on the northwest corner of the park, including the area around the rest rooms but excluding the play area EASTER EGG HUNT

12 AGENDA ITEM OB1 Rules The rest of the children will use the west side of the park from the three bridges. This includes the area by the sculpture on the backside of the south pond. Park Board members and volunteers should be stationed at pre-assigned key spots (three bridges, playground and the path, separating the two egg hunting areas) to guide the children to where they should be hunting. The Park Board members and volunteers need to be in place by 9:50 AM to prevent early starts by children and parents. While the eggs should just be laid on the grass for the three and under area, they should also be hidden in bushes, trees, etc. as well as laid on the grass for the older children A Park Board member should hold back about 125 eggs to address any emergencies or to fill in where extra eggs may be needed Small brown paper bags should be provided for those children that don t bring baskets Recycling containers (clean trash bins) are required to collect recycled eggs The actual hunt goes fast and will only take a short time Two egg hunting areas designated by age If possible the start should be in staggered sequence first three and under in their area, and then the four to six, then over six Maximum egg limit of 10 eggs per child this really needs to be emphasized. Everyone should be reminded to recycle their eggs and to not litter Enjoy and good luck! 2017 EASTER EGG HUNT
