1 Lockwood Folly Property Owners Association Board of Directors Meeting February 14 th, Board attendees- Joe Geise, Paul Boileau, Mike Collins, Jack Keenan, Chuck Ream, Jim Carney and Sharlene Ackley Comments & Questions Absent Charlie Pepe, Rich Botto Call to order- Joe Geise at 3:10 p.m. 1. Comments on the priority of getting pool ready to open on time over Issues of dog park. Board advised dog park is still in planning stages. 2. Comments and concerns on the board voting on dog park on pre-conceived Ideas and not on fact based information as to how dog parks work. Board advised they are not opposed to a dog park. The issue remains on where to locate the park. Opposition comes from property owners who do not want the park adjacent to their homes. 3. Comment was made the park should be voted on by residents. Ratified minutes for January 10 th, 2019 meeting. Approved Old Business Paving: Southern Asphalt will be here until they finish. Boat Storage: All topics are on hold due to the absence of Rich Botto Status of Bulkhead Claim: Board stated claim was denied by insurer. In process of working with Attorneys to get it resolved.
2 County Reimbursement of Storm Costs: Reimbursement money was received in February Lot clean up: Essentially all lots are cleaned. Future Storm Costs Policy: This topic was put on hold due to the extended conversations it will entail. Project List: There is a proposal that all open projects be listed and available to residents and Board members. All updates and progress reports would be readily available for residents to review. This is a work in progress Exercise equipment replacement: Chuck Ream is gathering information on replacing and or repairing the recumbent bikes. The two bikes are both in poor condition. To replace with new would cost $ per bike. Another option would be to get all new parts and repair for $ or get used parts and repair for $541.00, without any warranty. Decision to replace and repair with used parts for now would be the route to go. Discussion on the gym being too crowded when equipment and weight lifting was going on at same time was brought to attention of the board. Tapes will be reviewed to see how often this is the case. Joe Geise welcomed any floorplans for a better layout of equipment. New Business: New Dog Park Proposal: Mike and Joe are the liaison with the Dog Park Committee. There has been extensive research and investigation on finding the proper location of the park. Some locations have met with negative responses due to being too close to homes. Discussion followed as to not being able to please every resident. There is a preliminary proposal to put park on POA property between the Poolhouse and the Links. Material costs for fencing and other required items, what are county
3 regulations if any, etc. need to be addressed. Dog Park committee will move forward on obtaining answers to all requirements needed. For Profit Committee: Paul Boileau stated the Pool House previously could not be used for profit. The committee would propose to consider the use for profit by members and for members only at this time. There would be a $50.00 charge to rent unless for non-profit for which fee would be waived. All requests for use for profit would have to be reviewed and approved by committee. Allowing outside attendees may be considered in the future. POA will sponsor a number of for profit events, where the POA pays the parties providing their service to execute an event for our residents. Motion to announce this new policy to the community and go forward on a trial basis was made by Paul Boileau, second by Mike Collins. Vote was unanimous. SWM Committee Recommendations: Group formed an advisory committee to advise both boards on recommendations for storms similar to Florence. Discussion followed on the fact that some storm water projects require regular maintenance, not just yearly or after major storms. Since both LFCCI and POA boards are in this together, the opportunity for cooperation from both are needed to insure the projects and recommendations are completed. Also, the need for a line item budget for swales, ditches, pipes, etc. is needed. Discussion continued from committee and board on who is responsible for listing areas of priority for maintenance and time frames for projects, researching costs of projects and when monies would be available to complete. Committee stated they had understood that they were to be only advisory. Geise stated committee should be in charge to review and marshal the resources for work needed. Both LFCCI and POA boards agree they both need to be onboard for these projects.
4 Condo Lot Puddling: There is massive puddling where paving ends by condos. Recommendations needed from Southern Asphalt on how to correct the issue. Joe Geise will address this with Southern Asphalt. Directors Reports: Jack Keenan- looking for additional improvements to the front gate. Checking on rollers, or spring to aid in operation of gate. Looking into enhancements for our camera system Additional signage for those who enter the private community stating they are on video coming and going. Will talk to Brunswick County Sheriff to acquire updated reports on criminal activity in the area. Looking into new camera for game room. In the works Jack, Joe, and Chuck will learn how to program front doors and be capable of changing the times of operation. Chuck Ream- advised squirrels are gone. Some repair to trim will be completed. Fire extinquishers were installed in kitchen. Door lock on storage room for cleaning supplies has been changed. Sink in this area has been broken. Chuck will check into for ways to repair. Working on getting flags up. Mike Collins offered to take this project over. Jim Carney- Advised tree has been removed from roof of 471 Genoes point. Reported all neighborhoods look good. Sharlene Ackley- reported work on pool deck has been completed. They are hoping to empty pool end of March. It will take a 3 week rain free project to get floor of pool painted. Discussion followed on how to get it completed if it rains. She checked into tent rental but was unable to find one large enough.
5 Mike Collins- reported The Association is showing a surplus of $38,800 through January 31 based on an accrual basis. Late fees & non-compliance fees related to delinquent accounts are included in the accrual and subject to collection. Cash stands at $948,031, our loan is paid down to $2,824,038 & the equity (net worth) of the Association is $3,223,703. Chuck Ream made the suggestion that all of Southern Asphalt s work be inspected Prior to cutting final payment. He has found some areas where there appears not to be enough asphalt and the road surface is rough. There were no additional questions or comments from the audience.
