4 DOWNTOWN DEVELOPMENT AUTHORITY (DDA) July 10, 2017 Call To Order 4:05pm Roll Call Present Absent Allen Cox Gary Keiser Al Smith Janet Farmer Jamie Watt Michael Kraatz Todd Barnes arrived at 4:08pm Others in attendance: Joe Fitzpatrick, Woody Sherwood, Karl Trujillo, Carlos Velado and Tiffany O Connell. Approval of the June 5, 2017 Downtown Development Authority Meeting Minutes Michael Kraatz mentioned a typo on page one of the minutes. Tiffany stated that she would make this correction. Motion: Michael Kraatz made a motion to approve the amended minutes and Allen Cox seconded the motion. Janet Farmer and Al Smith abstained from voting as they were not in attendance at that meeting. The balance of the DDA in attendance unanimously approved the motion. Reports Financial Report Karl Trujillo recapped the Cash Flow Worksheet and Assumptions that were included in the packet. Without additional projects at the end of 2026 the DDA would have $8.7 million in the bank account. Gary Keiser said that the estimated refund from the Mt. Crested Butte Performing Arts Center should be around $200,000 give or take 20 to 30%. Parking Lot Purchase Joe Fitzpatrick said that he had a meeting with the group conducting the traffic study. They will be out next week doing live traffic counts. We are going to combine this study with Adaptive Sports since they will need to do one too. We are updating a traffic study that was in SGM is working on drawings and figuring out how to deal with the 30% grade change. Discussions regarding traffic involve a possible round about at Treasury and Emmons. We will eventually need to hire a wetland person to study the surrounding wetlands area. Correspondence - None UNFINISHED BUSINESS- None NEW BUSINESS Discussion and Possible Consideration of Future DDA Projects. Included in the packet was a list of 14 items for possible DDA Expenditure Options. 4

5 DOWNTOWN DEVELOPMENT AUTHORITY (DDA) July 10, 2017 Number 1 Nordic Parking Area is already being addressed. Number 2 Build Skier drop off. This was proposed in the Mountaineer Square North PUD with a skier drop off on the north side of the Grand Lodge and Tour Bus drop off on the east side of the Grand Lodge. Michael Kraatz also mentioned that CBMR really needs to have a sign that welcomes people to Crested Butte Mountain Resort and he would like to see that sign at the skier drop off entrance. Janet Farmer asked if that means 1 ½ hour parking goes away. Michael Kraatz said that it would move from its current location and to another parking area. Woody Sherwood mentioned that he would like to see the DDA do something large with the money instead of a bunch of small projects. Woody Sherwood would like to see a project that will have a significant economic impact that would require the extension of the DDA to Number 3 Traffic Improvements at Emmons and Treasury. In addition to what was already stated Joe Fitzpatrick stated that there is a mess at the end of Emmons Road and when Adaptive puts in a new building at the end of Emmons a cul de sack will mostly likely need to be built. Number 4 Infrastructure Supporting Adaptive Sports Building. Numbers 3 and 4 will need to addressed when Adaptive Sports builds their new building. Janet Farmer asked who pays for this if the DDA does not. Joe Fitzpatrick said that Adaptive will have to and this could cause some financial issues. Adaptive is hoping to break ground in the Spring. Number 5 Emmons Parking This would involve moving the sidewalk on Emmons Road and creating parking in that spot. Number 6 TC-1 Rasta Lot Gary Keiser said that we could build a new two level parking garage with entrances off Treasury Road and Gothic Road to accommodate 140 to 150 parking spots. Included in the parking structure could be public restrooms, a post office annex and possibly enclosing the Century Link phone box. Number 7 Fix Crested Butte Way Joe Fitzpatrick stated that Crested Butte Way, between the Elevation Hotel and the Treasury Building is a public road. There is a current drainage issue outside of the Elevation Hotel that needs to be addressed. We would need to dig up the current road and grade it. Michael Kraatz said that we could also install a snow melt system and tie it into the current one at Mountaineer Square and consider the Town Center Association covering the operating costs. Michael Kraatz said that CBMR could contribute machinery and labor to this as well. Number 8 Snowcrest Bridge - Joe Fitzpatrick said that the Snowcrest HOA would like to do a cosmetic upgrade to the Snowcrest Bridge and this would provide a better welcome to Mt. Crested Butte statement. It should be a minor cost to the DDA and Joe Fitzpatrick will reach out to the HOA and see if they are still interested in doing this. 5

6 DOWNTOWN DEVELOPMENT AUTHORITY (DDA) July 10, 2017 Number 9 Landscaping. Joe Fitzpatrick said that the current landscaping along Gothic Road is non-existent or needs work. He would like to do landscaping from the entrance to Town to the Three Seasons Condominiums. Number 10 Move Sales Tax From the DDA to the Town. Karl Trujillo said that currently the DDA gets a sales tax increment every year based on sales in the DDA area. Over the course of the DDA that amounts to $900,000. Karl Trujillo would like to move that money to the Town s Capital Improvements Fund. Number 11 Broadband Improvements Joe Fitzpatrick stated that infrastructure to bring broadband to Mt. Crested Butte has gotten more expensive the past couple of years. It would cost $250,000 to $300,000 to bring it to Town Hall and then we would still have the cost to get it out to the community, in addition to ongoing costs thereafter. Joe Fitzpatrick mentioned that IC Connect and Extreme Internet are currently bringing faster internet speeds to Mt. Crested Butte. Number 12 Finish the Parking Garage Joe Fitzpatrick said that another option is to finish levels 2 and 3 of the unfinished parking garage that is owned by CBMR. To finish it is going to cost about 6 million dollars and the whole structure would accommodate about 330 spaces. The problem is that it is a private structure. Todd Barnes asked about charging people to park there and then DDA recoups some of the money. Joe Fitzpatrick did remind everyone that the two main priorities of the DDA are the Mt. Crested Butte Performing Arts Center and parking. Number 13 Build New Town Hall on TC-1 - Joe Fitzpatrick mentioned that Town Hall is outgrowing their current space. By moving Town Hall to TC-1 we would be more centrally located and easier for guests, residents and owners to find us. Janet Farmer mentioned including a community room for people to use for meetings. Joe Fitzpatrick reminded her that our current are available to the public to use for meetings. Number 14 Build Rec Center Gary Keiser and Karl Trujillo reminded the DDA that while the locals want a rec center, it is not feasible. When this idea was on the table it was going to cost about 16 million to build and then another one million per year to keep it running. This was also before the Gunnison Rec Center was built. We do not have enough year around residents to make this a viable resource. Other ideas for use of the funds that were mentioned are the Trailhead Children s Museum. Once the new Adaptive Sports Center building gets built they will no longer have a location and they would love to stay in Mt. Crested Butte. Another option is to purchase snowmelt equipment. Janet Farmer said that she would love to help the Children s Museum. Al Smith said that he was told by someone that the Adaptive Sports Center could use an extra $2 million. Gary Keiser said that we should cross off #11, 12, 13 and 14. Todd Barnes felt that we might keep #12 if it can pay for itself. Al Smith said that he would like to do nothing and wait for someone to do a big project and then we can help with the parking on the big project. Janet Farmer asked if we could put in some long-term parking somewhere. Gary Keiser said that number one is already in process and once we have the traffic study it will help to clarify things as well. Michael Kraatz said that #2 is not a high priority for CBMR, but he volunteered to put 6

7 DOWNTOWN DEVELOPMENT AUTHORITY (DDA) July 10, 2017 together some rough cost estimates. Joe Fitzpatrick said that the skier drop off affects the impacts on Emmons Road. Todd Barnes said that he would hate to improve Emmons Road and then tear it up later. Gary Keiser asked Joe Fitzpatrick to touch base with the Snowcrest HOA regarding the bridge as well as to follow up with the Trailhead Museum and see what their thoughts currently are. Joe also will develop some cost estimates for the Crested Butte Way project. Janet Farmer would like to do something that leaves long term significance. Michael Kraatz like the idea of fixing Crested Butte Way. The next meeting will probably be September 11 to discuss project updates and the 2018 budget. OTHER BUSINESS None ADJOURN Janet Farmer made a motion to adjourn the meeting. Al Smith seconded the motion and the balance of the DDA in attendance unanimously approves the motion. 8 The Adaptive Sports Center s Kelsey Wright Building & Mt. Crested Butte Downtown Development Authority Proposed Partnership The Downtown Development Authority was formed with the vision of providing guidance for future development within the area designated as the downtown area of Mt. Crested Butte. The DDA focuses on growth within this area and guides new development and building renovations to reflect designs and use that convey the heritage and traditions of the Crested Butte area. The Adaptive Sports Center has been a key nonprofit with a significant presence in the base area of Mt. Crested Butte since The ASC has a long history of growth and strong management, which has resulted in our success as a driver of tourism and goodwill to Mt. Crested Butte. Last year, for the first time, the ASC had to turn away groups that wanted to visit Mt. Crested Butte because of capacity issues in our current, leased space in the lower level of the Treasury Center. For this reason, and several others, the ASC entered into a campaign 18 months ago to purchase the Outpost Building, demolish the aging structure and build a new state-of-the-art facility. $9.3M of the $12.5M needed to complete the project has been secured. The architect has been hired and interviews for the general contractor are underway. The ASC is on schedule to break ground in the spring as long as we can successfully reach 90% ($11.25M) of our fundraising goal. The new facility will be the only one of its kind in the world, serving people with disabilities from around the country and from overseas. It will be a point of pride for Mt. Crested Butte and Crested Butte Mountain Resort. It signifies a commitment and investment to continue to grow and prosper with the resort and Mt. Crested Butte for the long-term. The effects of a successful campaign will be widespread in a community that largely relies on tourism dollars. Currently, 92% of ASC participants come from outside the valley, each participant brings on average 4.2 friends and family with them on vacation, and they stay for an average of 4.5 days. 83% percent of our participants only come to CBMR because of the ASC. Over time, the new facility will allow us to double our current winter programming and increase our summer activities as well. In the winter of (when we last tracked this statistic), our participants filled 1,072 seats flying into and out of the Gunnison airport, thus reducing the guarantee that CBMR, Mt. CB, and the RTA were putting up for those seats. With these statistics in mind, it is reasonable to conclude that a doubling in ASC s overall program capacity will double the number of skier days that the ASC drives into CBMR. This, in turn, will bring even more revenue to businesses throughout the valley, and fill even more airline seats into the Gunnison Airport. 8

9 In addition to programming, the new facility will house up to 20 people on Mt. Crested Butte and will address the need for accessible lodging in the valley. Increasing the number of people staying in Mt. Crested Butte will add to the vibrancy of the base area and increase business locally. The demand for the ASC s services is a need that is not going to disappear. We are currently booked for this winter, 90% booked for next summer and 80% booked for winter of ASC Economic Impact Highlights 433 individual participants came to the ASC in the winter. On average, ASC individual participants bring an additional 4.2 people with them (5.2 total people total) who stay and ski in the valley for 4.5 days, according to our survey data. 83% of participants say they would not have visited Crested Butte without the Adaptive Sports Center. ASC participants and their families generated approximately 8,409 skier days. ASC participants bought a total of 1,072 airline seats through GUC during winter season Proposed Partnership The successful Lodge at Mountaineer Square project was financially supported by the Mt. Crested Butte Downtown Development Authority and, since the opening of the Lodge at Mountaineer Square, the Mt. Crested Butte Sales Tax Revenues have been increasing. We are confident that once the new Adaptive Sports Center facility opens its doors, it will become an even stronger economic driver within the Downtown Development Authority than it is today. Thus, the Adaptive Sports Center respectfully requests that the Mt. Crested Butte Downtown Development Authority commit to investing $2,000,000 in our new facility. We believe the Adaptive Sports Center is an opportunity for growth that will have a positive image for the mountain area and provide a resulting opportunity in growth for many of the surrounding businesses and restaurants. Given the DDA s purpose of supporting and advocating growth, this facility project at this level strongly aligns with the DDA s mission and purpose for Mt.
