CITIZEN COMMENTS: Resident Patrick Kehoe stated his concern about the potential demolition of houses at 624 Maple and 674 Maple for additional downtown parking. He believes the downtown would be better served by changing 8-hour parking to 3-hour parking in existing lots like the second level of the parking deck.

3 3. BOARD COMMENTS: Director Potter believes there are too many weeds growing around downtown. Staff Director Bruscato said he will discuss the issue with the Municipal Services department. 4. APPROVAL OF AGENDA: A motion was made by Mayor Dwyer and seconded by Director Frisbie to amend the agenda by adding the New Business item 9c DDA laborer. The amendment was approved unanimously. A motion was made by Director Potter and seconded by Mayor Dwyer to approve the agenda. MOTION CARRIED UNANIMOULSY 5. APPROVAL OF MINUTES: a Special Meeting Minutes A motion was made by Mayor Dwyer and seconded by Director Frisbie to approve the Special Meeting Minutes. MOTION CARRIED UNANIMOULSY 6. EXECUTIVE SESSION: Saxton s Property Discussion A motion was made by Director Frisbie and seconded by Director Potter to enter executive session to discuss the Saxton s property. MOTION CARRIED UNANIMOUSLY. 7. A motion was made by Director Potter and seconded by Director Frisbie to end the Executive Session and return to Regular Session. OLD BUSINESS: a. Saxton s Tour Discussion: Mayor Dwyer stated the need for the DDA Board to discover the sole value of the brick building that currently holds Plymouth Train Shop & Hobbies, Royalty Seats and two apartments. Mayor Dwyer believes an appraisal is needed of the aforementioned brick building before proceeding with further decisions about the Saxton s properties.

4 R E S O L U T I O N The following Resolution was offered by Mayor Dwyer and seconded by Director Frisbie. WHEREAS WHEREAS WHEREAS The Downtown Development Authority Board of Directors is committed to increasing parking stock with the purchase of the Saxton s properties, and The DDA Board has requested to know the sole value of the brick building that currently holds Plymouth Train Shop & Hobbies, Royalty Seats and two apartments, and A separate appraisal is needed to discover the sole value of the aforementioned brick building, NOW THEREFORE BE IT RESOLVED THAT the Downtown Development Authority Board hereby authorizes DDA staff to seek an appraisal not to exceed $4,000 to discover the value of the brick building currently containing Plymouth Train & Hobbies, Royalty Seats and two apartments. The authorization of the appraisal is from account # MOTION PASSED UNANIMOUSLY

5 9. NEW BUSINESS a. Patio Umbrellas: Last year Director Potter indicated the DDA Board may want to discuss advertising on patio umbrellas. Director Frisbie indicated that he would like to have that discussion. Director Frisbie stated that several downtown patios currently have advertising on their umbrellas that don t look harmonious. There is no current ordinance regulating advertising on said umbrellas. Mayor Dwyer said that he isn t troubled by the current umbrellas. Chairperson Wolcott stated that although there are specific ordinances regulating other forms of advertising outside of downtown businesses that maintain uniformity, he is indifferent about the advertising on umbrellas. Director DePalma said that he is also indifferent about the current state of the umbrellas, but he believes that uniformity across downtown businesses is nice. Director Frisbie made a motion to eliminate advertisements on umbrellas on the downtown outdoor dining patios. The motion failed to receive a second. The DDA Board of Directors agreed to keep an eye on the umbrellas to see if any action is needed in the future.

6 b. City Property Tax Bill: R E S O L U T I O N The following Resolution was offered by Mayor Dwyer and seconded by Director Depalma. WHEREAS WHEREAS WHEREAS The Downtown Development Authority Board has made it a priority to add to the downtown parking stock by purchasing the 587 W. Ann Arbor Tr., 624 Maple and 674 Maple properties, The DDA staff will provide landlord duties on the three aforementioned properties, The three properties in their current taxable value have a summer tax bill totaling $36, NOW THEREFORE BE IT RESOLVED THAT the Downtown Development Authority Board hereby authorizes $36, to be paid from account # to pay to the City of Plymouth for the summer property taxes at the 587 W. Ann Arbor Tr., 624 Maple and 674 Maple properties. MOTION PASSED UNANIMOUSLY

7 c. DDA Laborer R E S O L U T I O N The following resolution was offered by Mayor Dwyer pending approval by city attorney Bob Marzano. The resolution was seconded by Director Potter. WHEREAS WHEREAS WHEREAS The Downtown Development Authority enlists the services of volunteers to plant 40 planter boxes that beautify downtown Plymouth, and In exchange the DDA promises to take care of the planter boxes during the spring, summer and fall by watering and weeding, and The DDA is dedicated to hiring a part-time laborer to fulfill its obligation to keep the flower boxes pleasing to those who visit downtown Plymouth, NOW THEREFORE BE IT RESOLVED THAT the City of Plymouth Downtown Development Authority Board of Directors authorizes staff to hire Dorothy Wolcott as a part-time laborer for approximately 20 hours a week, depending on weather, to weed and water the downtown planter boxes. (A follow up with city attorney Bob Marzano indicated that the DDA is not required to follow the city charter when it comes to the hiring relatives of City Commission Members, the Mayor or administrative staff. The Plymouth DDA is a separate entity from the city of Plymouth.) MOTION PASSED UNANIMOUSLY

8 10. Reports and Correspondence a. DDA Projects Update: DDA Staff Director Bruscato updated the DDA Board on several summer projects including adding bike racks, new light pole banners and brick work. b. Estimated Costs Parking Lot/Alley Repairs: DDA Staff Director Bruscato gave DDA Board members estimates from engineering firm Wade Trim on concrete replacement of alleys and parking lots. Director Frisbie instructed DDA Staff to get estimates for patch work. Mayor Dwyer said that a conversation on possible property tax assessment needs to begin. An alley/parking lot subcommittee was formed that includes Chairperson Wolcott, Director Flurry and Director Frisbie. This subcommittee will meet later in July to discuss future repairs of alleys and parking lots. c. On Street Parking Recommendations: DDA Staff introduced initial reports created by a parking policy committee comprised of members of several city departments. The report included maps that show existing parking spaces and the changes to those parking spaces and parking restrictions. Director Potter indicated that she wanted to know how the last DDA parking study was incorporated into this report. Director Amos said that the intersection of Wing and Forest needs to be looked at. Diretor Amos recommendation would be a 4-way stop. Director Pollard believes there needs to be more short term street parking.

9 Director Frisbie said changing to more short term parking would be difficult to enforce. The board should endorse the changes if it is good for public safety. Mayor Dwyer said these changes should not go before the City Commission until the DDA Board s concerns are addressed and the DDA Board can meet again and discuss any changes. 11. Adjournment Director Potter made a motion to adjourn the meeting. The motion was seconded by Director Frisbie. The meeting adjourned at 8:16 p.m.

10 831 Penniman Ave. Plymouth MI Ph: Fax: Information Only To: DDA Board From: DDA Staff CC: S:\DDA\Shared Files\DDA Board\DDA Agendas\DDA Agendas 2015\August Date: 08/13/2015 Re: Alley-parking lot improvements At the July DDA Board meeting, a sub-committee of Chairman Oliver Wolcott, Penny Flury and Jim Frisbie was named to look into possible improvements to the two downtown alleys the alley commonly known as Fleet St. around the parking deck and the alley between Wing and Ann Arbor Trail. The committee first met on July 23. Below is the capsule of what occurred during the meeting. The subcommittee on alleys Oliver, Penny and Jim met this morning to discuss the repair/replacement of the alley known as Fleet St. around the parking deck and the alley that runs between Ann Arbor Trail and Wing St. Discussion also moved to the possibility of having a long-term plan to not only repair the alleys, but also the municipal parking lots downtown, which include the lower Central Parking Deck, the Penniman lot, East Central (behind the Penn Theatre) lot and the city parking at Wing and Harvey. Those projects will need to be done in the future, no matter what the decision is made on the alleys. No decision has been made on funding. That could come at next Thursday s meeting of the sub-committee. However, discussion on funding included if the property owners/businesses were assessed, and the parking lots were included, the cost would be spread over the entire downtown with everyone seeing a benefit instead of the just property owners along the alleys taking a big hit and all others are not assessed. At the same time, if the entire scope of work is

11 considered, the cost per property owner/business could be lower because more are paying into the project. The process for an assessment, if that s what is eventually desired by the DDA Board, is for the Board to recommend to the City Commission the assessment. If more than 50 percent of those who are notified in writing are against the assessment, then it would take a super majority vote by the City Commission to pass it. And, like the City s street program, if the parking lots are included, the projects could be spread over a number of years and assessments stretched out, as well, to make it easier for those who are assessed. Jim Frisbie and Penny Flury walked the alleys and parking lots Thursday morning. Their order of importance for upgrades were: the Fleet St. alley, the lower Central Parking Deck and the East Central parking lot. A second meeting of the sub-committee was held on July 30. The sub-committee on alleys met this morning to discuss how to move forward with repairing downtown alleys and parking lots. In the end, it was agreed the committee would look at assessing property owners to repair the two alleys and parking lots downtown in a multi-year project with the assessments to be paid over an as-of-yet to be determined number of years. Penny Flury has asked that we take a look at how much it would cost a property owner to pay for specific improvements in front of their own properties, and compare that to how much it will cost property owners if they pay their share of the entire cost of the project. The DDA s contribution would come from paying it s share of the alley around the Fleet St. alley. There was also talk of possibly adding a maintenance aspect to the project, for future repairs. The committee likened the project to the current street repair project in Plymouth, where repairs are made annually and the costs are paid for from a voter-approved bond. And, as such, we will be talking with City Manager Paul Sincock and use his expertise in hopefully not having to re-invent the wheel. Our first step, according to Paul, is to look up the special assessment process in the City Charter.

12 City Finance Director Mark Christiansen will be at the meeting with information from his experience in dealing with special assessments while he was the finance director in Northville. Mark will also be able to answer questions as the Board decides if and how it plans to move forward.

At both 624 Maple and 674 Maple, water and electricity have been completely disconnected. Full gas disconnects are scheduled to be completed by August, 17, 2015 according to Consumers Energy. Both houses on Maple have been cleaned out and secured. No trespassing signs have been posted and trespassing enforcement has been coordinated with the City of Plymouth Police Department. The exteriors of both houses continue to be maintained and mowed to stay in compliance with city ordinances. Summer taxes on all related properties have been paid from account # as approved by the DDA Board. DDA staff has met with appraiser Alex Harb from Benchmark Appraisal Services of Livonia to ascertain a value of the brick section of 587 W. Ann Arbor Tr. that includes Royalty Seats, Plymouth Train Shop & Hobbies and two apartments. He is expected to have a report next month. DDA staff met with the renter of the large apartment in the brick building about his faulty washer and dryer. DDA staff agreed to have the washer and dryer from 674 Maple moved into his unit. This is scheduled to be done by municipal workers when the renter returns from his vacation. This renter also requested a reduction in his rent due to a roommate moving out and because of difficulty finding a new one with the inability of signing an extended lease. DDA staff made no indication that a change in rent was possible at this time. DDA staff talked with Steve Sarate from BC Ten Air to discuss how electricity can be cut to the back warehouse buildings at the rear of the Saxton s Garden Center. Steve says it shouldn t be a problem to cut power at any of those buildings. The City of Plymouth Assessor has been made aware that the Saxton s parking lot has been made public parking. That portion of the property will be taken off the tax rolls beginning in January 2016.

The initial report was given to the DDA Board at the July meeting. One question Board members wanted answered was how the changes related to the latest DDA parking study; as well as eliminating parking spaces at Forest and Wing for better driver visibility. Both of those questions have been addressed by the on-street parking committee in the attached report. The Department of Municipal Services is contracting with a company to re-stripe parking spaces throughout the city, including downtown, to address the recommendations of the on-street parking committee.
