1 STAFF MEMO July 18, 2017 Council Work Session DATE: July 11, 2017 AGENDA ITEM NUMBER: 4 TOPIC: Buffalo Mountain Animal Hospital TIME FRAME: NOW SUMMARY: Town Staff has met with representatives from the Buffalo Mountain Animal Hospital in Silverthorne. They are interested in purchasing the building at 103 Main Street and moving their veterinary practice to the Dillon Town Center. The Town owns all of the land and landscaping adjacent to the building at 103 Main Street. Before purchasing the building, they are trying to find out if the Town Council would support using some small areas of Town owned landscaping, adjacent to the building, to provide a safe place to walk hospitalized animals. Dr. Christine Murphy and Dr. Mark Cowan have submitted a more detailed information packet which is attached to this memo. The signage on the building would have to conform to the Town of Dillon Sign Code, so that is not up for discussion at this time. BUDGET IMPACT: NONE DEPARTMENT HEAD RESPONSIBLE: Tom Breslin, Town Manager QUESTIONS/INFORMATION REQUESTED FROM COUNCIL: 1) Would the Town Council be willing to grant an encroachment license to the Veterinary clinic to fence off and use a portion of Town owned landscaping adjacent to the building (AREA #1) for the purposes indicated in the proposal? 2) Would the Town Council allow the veterinary clinic to build and maintain a new sidewalk in AREA #2 adjacent to the building on Town owned land? 3) Would the Town Council support allowing the veterinary clinic to thin out the landscaping on Town owned property around the building? 4) Would the Town Council be willing to allow the veterinary clinic to reserve three (3) parking spaces for clinic use during Town events such as the Farmer s Market?

2 BUFFALO MOUNTAIN ANIMAL HOSPITAL PROPOSAL FOR USE OF TOWN OF DILLON COMMON PROPERTY Encroachment License and Property Improvement OVERVIEW Buffalo Mountain Animal Hospital is a well-established Veterinary Hospital serving the people, animals and visitors of Summit County for over 13 years. We support the wellbeing and health of the community by supporting the health of pet animals and the safety and health of their owners by supporting the human animal bond. We support many youth organizations, animal welfare organizations, local schools and education, and community services such as SANE and others through donations and financial support every year. We have outgrown our current facility and are looking to relocate to 103 Main Street Dillon Colorado. Buffalo Mountain Animal Hospital will benefit the town of Dillon by improving aesthetics of the building and surrounding property in the heart of down town, providing a valuable service to the residents of Dillon, providing jobs, and revenue from retail sales. The Objective In order to function as a business and to provide excellent service to the community of Dillon, Buffalo Mountain Animal Hospital seeks an encroachment license and ability to improve the land surrounding the new Veterinary Hospital. The request includes: Providing a safe place to walk hospitalized animals Providing a safe place for hospital deliveries and removal of deceased animals by the Summit County Animal Shelter Aesthetic improvements to the property, especially landscaping Parking, especially during high volume days during business hours Visible signage The Solution We are not a boarding facility! We do need a safe place to walk animals that are hospitalized for surgical and medical procedures. The safe area would need to have a visual and somewhat physical barrier to keep animals who may be sick, painful, and recovering from anesthesia separate from other animals and the public. A wrought iron or equivalent type of fencing, landscaping, and maybe benches could serve this purpose. Grass could be replaced with pea gravel, and would be kept weed free. The area requested is designated on the survey map as #1 highlighted in yellow. It is important to note that this is a walking area, all animals will be leashed and supervised, not free in the area. The area will be kept clean and sanitary. See pictures marked A. A side walk or similar paved structure in the area highlighted and marked as #2 on the survey. This would serve as safe footing year-round that would be kept free of snow and ice for deliveries and removal of deceased. See pictures marked B. Currently the space around the building is overgrown and unsightly in many places. We propose thinning the overgrown vegetation to enhance the beauty of the space around the property and to provide visualization of the building. The building aesthetics will be enhanced with the remodel. See pictures marked C. During high volume parking days such as Farmer s Market, having the ability to set out a temporary sign to reserve parking spaces directly in front of the building only during office hours. Parking area marked in Aqua on the survey map includes the spaces we would like to keep clear. 1

CONCLUSION We look forward to working with the Town of Dillon and supporting efforts to improve the aesthetics and vitalization of the down town area. We are confident that we can meet the challenges ahead, and provide a working partnership that will benefit the community, it s visitors, and the animals that enhance our lives.
