THAT Council approve changes to the Consolidated Fees and Charges Bylaw Schedule A-2 (a) Business License Fees as attached; 2. THAT Council approve changes to the Consolidated Fees and Charges Bylaw Schedule C-1 Animal Control Fees as attached; and 3. THAT Administration prepare the necessary bylaw amendments to the City of Prince George s Consolidated Fees and Charges Bylaw for Council s consideration with enactment of the revised fees to be effective January 1, COUNCIL PRIORITIES: This report s recommendations are aligned with Council s Year Priority of Sustainable Fiscal Management (the City will be financially sustainable, with the revenue resources required to support its plans and infrastructure and provide services that citizens and businesses need) and its initiative of identify new revenue streams. BACKGROUND: At the July 16 th meeting of the Standing Committee on Finance and Audit, Guy Gusdal, Manager, Bylaw Services presented recommendations and rationales for Business License and Animal Control Fee increases proposed to be effective January 1, 2013.

2 Business License Fees Mr. Gusdal recommended a 2.0% increase, rounded up or down to the nearest dollar, for all Business License Fee categories except Charitable/Non-Profit/Religious and Day Care/Group Homes. The 2.0% recommendation was determined by Administration s projection of year 2012 inflation based on Consumer Price Index data obtained from Statistics Canada and the Bank of Canada. The increase is expected to generate $15,000 to $16,000 revenue in Exempting Charitable/Non-Profit/Religious and Day Care/Group Homes from the increase is consistent with the Sustainable Finance Policy Section 8 Financial Assistance which enables the City to provide financial assistance to community organizations as a cost-effective means of achieving the City s objectives. The exemption results in estimated foregone revenue of $300. Animal Control Fees Based on the same inflation rationale used for the Business License Fee increase, Mr. Gusdal recommended a 2.0% dog license fee increase to the Standing Committee on Finance and Audit. This increase is expected to generate $4,400 revenue in Mr. Gusdal also proposed a 10% increase to all classes of the Impoundment Fees contained in Section C-1 (b) entitled Other Animal Impoundment/Maintenance Fees. This increase is projected to generate $2,900 revenue in Revenue from these fees are collected and retained by the SPCA as part of the Agreement between the City and the SPCA for the provision of Animal Pound Services. The $2,900 projected extra revenue should offset the expected year 2013 inflationary cost increases of the base Animal Pound Services contract. Mr. Gusdal further recommended that the First and the Second and Subsequent Impoundment Fee for Farm Animals be raised from $50 and $60 respectively, to $150 and $200 respectively. The increase was proposed to cover the average transportation costs for impounding Farm Animals that are caught at-large in the city. Administration doesn t anticipate that this change will have a significant effect on the Animal Control or the SPCA/Animal Pound Operations or the public as the incidents of Farm Animals at-large is quite low. CONCLUSION: Council s approval of the Standing Committee on Finance and Audit s recommendations is consistent with Council s Year Priority of Sustainable Fiscal Management and its initiative of identify new revenue streams. The recommended Year 2013 fee increases are consistent with projected year 2012 inflation and are expected to provide the City with about $20,000 in non-tax revenue. 7 C-1 (b) DOG IMPOUNDMENT/MAINTENANCE FEES An Owner may reclaim their Impounded Dog upon proving ownership to the satisfaction of the Pound Keeper and paying to the Pound Keeper the following impound fees, maintenance fees, and any overdue dog licence fee. No Dog will be released from the Pound without a current Dog Licence.
