1 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF MADISON BOARD OF HEALTH May 16, :30 p.m. CALL TO ORDER The Regular Meeting of the Board of Health of the Borough of Madison was held on the 16 th day of May, Eric Range, President called the meeting to order at 7:30 p.m. in the main room of the Madison Health Department, 28 Walnut Street, Madison, New Jersey. The Pledge of Allegiance was recited by all. STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT The Secretary read the statement pursuant to the Open Public Meetings Act: In compliance with the Open Meetings Act of the State of New Jersey, adequate notice of this meeting of the Board was provided in the following manner: On January 19, 2017, notice of this meeting was ed to the Madison Eagle and advance written notice of this meeting was posted on January 19, 2017 on the bulletin board at the Borough Hall and filed with the Municipal Clerk. ROLL CALL The Board Secretary called the roll and the following acknowledged their presence: Board Members: Eric Range, President Sharon Harris, Vice-President Vivian Gil-Botero Marianne McConnell Michael Giordano, Alt. #1 Sandra Lascari Alt. #2 (arrived 7:45 pm) Absent Carmen Romano Patrick Rowe, Council Liaison Constance Stober Also Present: Joanne Grillo, Board Secretary Peter King, Esq. F. Michael Fitzpatrick, Health Officer AGENDA REVIEW: gave an overview of the agenda. Advised of People for Animals presentation and that the Salary Ordinance would be having a public hearing and 1
2 the Massage Parlor Ordinance was to be introduced. Salary Resolution also presented tonight. Feral Cat issues will be discussed. APPROVAL OF MINUTES: moved approval of the Regular & Eecutive Meeting Minutes from April 18, 2017 seconded and the recorded vote was as follows: Mr. Giordano Alt #1 Presentation from People for Animals, Inc. Presented by Jane Guillaume, Eecutive Director People for Animals is a Veterinary Services Organization in operation since 1985 There are three clinics, closest is Hillside, NJ. Their mission is to help control animal population on the street and to encourage people to get their pets spayed/neutered and vaccinated. Ms. Guillaume presented an Introduction to TNVR (aka TNR) tailored for Madison. She eplained misconceptions about feral cats and why certain approaches will never solve the problem. She eplained how TNVR produces results and that their service and approach is low cost, with high compliance. In summation, she advised that typically the overall cost is $200- $250 per 1000 residents. COMMUNICATIONS AND PETITIONS: NONE ORDINANCES FOR HEARING: BH SALARY ORDINANCE opened the hearing to the public moved to adopt and Ms. Lascari seconded, there was no public comment. Ordinance BH passed with the following vote; Mr. Giordano Alt #1 2
3 INVITATION FOR PUBLIC COMMENT: Mrs. Judy Degennaro, 1 Wayne Blvd. Madison, NJ She advised she has caught/trapped 27 cats in Madison, and has brought them to People for Animals. Attempts are made to socialize kittens for adoption Mrs. Degennaro has put a letter together for her neighbors eplaining TNR and what she has been doing with the cats and her commitment to trapping and neutering. She offered ideas for how to keep cats out of your yard as well. She has gotten some responses from people and remarked that there are pockets of people who are feeding and others who trap and bring them in for neutering and vaccinating. She went outside of her immediate neighborhood and got many responses from this area. People are feeding them in these neighborhoods. Robin Flood from Wayne Blvd spoke about her efforts in trapping/rescuing. INTRODUCTION OF ORDINANCES: BH AN ORDINANCE AMENDING PART III, BOARD OF HEALTH LEGISLATION AND ADOPTING CHPTER 234, MASSAGE, BODYWORK AND SOMATIC THERAPY ESTABLISHMENTS AND AMENDING CHAPTER 202, FEES moved the Ordinance by introduced by title and passed on first reading and that a meeting be held on June 20, 2017 at 7:30 pm at the Health Department, 28 Walnut Street, Madison, for consideration of second reading and passage. Ms. Gil-Botero seconded and the recorded vote was as follows: Mr. Giordano Alt #1 CONSENT AGENDA RESOLUTIONS: Resolution BH Salary moved approval of resolution, seconded and the recorded vote was as follows: 3
4 Mr. Giordano Alt #1 UNFINISHED BUSINESS: Mr. Fitzpatrick advised that the Health Department was to undergo and audit by the State Department of Local Health which is scheduled for May 23, Mr. Fitzpatrick updated the board on the Chatham Borough contract termination. Last day is July 10, The Chatham Borough council passed a resolution outlining their intention to enter into a contract with another health service provider. APPROVAL OF BILLS PAYABLE: Ms. Lascari moved approval and seconded the recorded vote was as follows: Marianne McConnell Mr. Giordano Alt #1 NEW BUSINESS: opened discussion about the feral cat issue. He pointed out that there are sample ordinances on hand to be discussed in the future. advised that we will work with groups and take the information provided by organizations as well as residents and work with the Council Liaison to move on this matter. Questions were posed and suggestions were made about working with an organization like People for Animals for best results at a reasonable cost. ADJOURNMENT: made a motion to adjourn meeting at 8:51 p.m., Mr. Giordano seconded. All present voted in the affirmative.. Respectfully submitted, 4
