3 2018 LIVESTOCK FAIR BOOK YOUTH LIVESTOCK EXHIBITORS The Lane County Youth Fair livestock program is managed by the Lane County Fair and 4-H. This includes ALL youth specific livestock divisions and classes and the Youth Auction. Youth exhibitors may choose to enter the Open Show instead and/or enter some animals in each. Each animal may only be registered for one or the other and will be housed in separate areas. Animals entered in one CANNOT be used in group classes in the other. Separate registration is REQUIRED if you would like to compete in any portion of the Open Show listed in this book. G-J) June 25 Entries may close earlier depending on space available. The Fair reserves the right to accept entries after the closing dates at their sole discretion. All large animals will be judged July 18& 19; Schedule will be finalized following entry deadline and no later than July 1. All Livestock Released July 22, 9:00 p.m. We do our best to clear the grounds but cannot allow vehicles to enter or exit the grounds while the public are still present. Move-out details will be posted in the Livestock Areas. No exhibit shall be released until the time and date specified. Any exhibitor who removes his/her animal before the release date and time without permission will forfeit all awards including premiums and will not be allowed to exhibit in the next year's Lane County Fair. EXHIBITS POLICIES The following rules and regulations become a part of the contract of each exhibitor. Special guidelines and/or exceptions may apply for individual Departments and can be found in the Department information in this book. The Lane County Fair Board reserves the final and absolute right to amend, add to, delete and interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of, or connected with the Fair. In all cases, the decision of Fair Management shall be final and binding. FAIR INFORMATION 1. The 2018 Lane County Fair will open its gates to the public Wed. July 18, 2018 at 11:00 a.m. and will close its gates to the public on Sun. July 22, 2018 at 8:00 p.m. 2. The Lane County Fair will have security officers on the grounds and will use every reasonable precaution for the preservation and protection of livestock and property, but will not be responsible for loss or damage by theft, fire, water damage or assume any liability for accidents to property. 3. All matters of fire protection are under the direct supervision of the Eugene & Springfield Fire & EMS Department. Exhibitors will cooperate with them on all matters relating to public safety. No person shall intentionally or repeatedly obstruct, or cause to be obstructed, the passageways around or between exhibits or impede access to and from the Fairgrounds or any building. Any person who violates this rule will be directed to discontinue the activity. If there are multiple violations of this rule, the person responsible will be required to leave the Fairgrounds. 4. Exhibitors agree to allow the Lane County Fair to use their name and pictures in Fair related materials including photos of entries and the publishing of results. Contact the Fair Coordinator if you have a specific concern. 4

5 ENTRY POLICIES 1. Entries in all Departments are limited to residents living or owning land in Lane County, Oregon. The management reserves the right to reject any exhibit offered, to limit entries according to space available, and to eliminate classes if insufficient entries are received. Exceptions are made for Horses and Cattle. Out-of-county entries in Horses and Cattle must be coordinated with the Department Coordinator prior to entry. 2. Every animal must be entered for competition in the name of the owner. Anyone trying to deceive the judge in regard to ownership, or who shall purchase articles or borrow them to exhibit in his or her name, shall forfeit all claims as an exhibitor. Transfers of registration papers for animals must be completed 30 days prior to entry deadlines. 3. Livestock exhibitors are required to give the name and birth date of all animals entered. 4. Exhibits entries may be reclassified and/or disqualified by the Fair and/or Judges if they do not meet conditions of entry or are incorrectly entered. It is the duty of the Department Coordinators to make such corrections as they deem necessary if it is ascertained that an exhibitor or an animal is entered in a division or class in which it does not properly belong, or fails to follow published rules/guidelines. 5. Only animals entered in the Fair may be displayed during the Fair. Pets are not allowed inside the Fairgrounds, or inside the exhibit spaces. Service animals are welcome but we request that you bring their registered papers and notify the Fair Office. JUDGING POLICIES 1. Awards will be marked 1st, 2nd, 3rd, etc. or Champion/Reserve Champion. Special awards will be made only after the judges have agreed with Department Coordinator that such awards should be made. Special & Donor Awards may include cash which will be paid out with Premiums for all exhibitors. 2. Each animal shall be exhibited to the entire satisfaction of the judge. No person will be permitted in the ring while the stock is being judged, except the judge and the necessary attendants. 3. Judges will be selected and contracted by the Lane County Fair. The decision of the judges (as submitted to the Fair office) shall be final and no appeal will be considered except in case of protest to the management. 4. Department Coordinators, under the direction of the management, will oversee their Department and exhibitors must follow their order relating to placing of exhibits, showing, etc. The Department Coordinator will direct the calling of classes for showing in accordance with the printed schedule. The Department Coordinator has the right to request certificates of registration and transfer and examine the same before the livestock competition. 5. The Department Coordinator shall see that awards are correctly entered on the judging materials, checking all numbers, having each judge and clerk sign off on the results, and attaching their signature of approval and returning results to the Fair Coordinator. 6. Clerks are requested to make a note of all cases where registration or entry blanks are not satisfactory to the Department Coordinator and to so indicate on the transfer sheets prior to judging. Clerks shall not permit any person to examine their records while judging is in progress, except the Coordinator in charge or the Fair management. The clerks or judges will announce the placing of the awards after each livestock class has been judged and the judge, when required, will give his or her reasons for placing in each class. No person will be allowed to see the judging materials after the awards have been made and entered therein. 7. Any person interfering with the judges during their adjudication will forfeit the right to auction proceeds and placements. Judges will not be allowed to adjudicate in a class in which they are exhibitors. All officers are required and exhibitors are requested to report any violation of this rule to the Fair Staff. CONDUCT POLICIES 1. It is expected that ALL EXHIBITORS at the Fair conduct themselves with honesty, good sportsmanship and in a professional manner. Their conduct in the competitive environment shall always reflect the highest standards of honor and dignity. 2. All exhibitors must abide by all state and local laws and regulations. Consuming alcoholic beverages and smoking are prohibited in all animal areas for all persons. 3. The IAFE National Code of Show Ring Ethics shall apply at the Lane County Fair. Copies of the IAFE National Code of Show Ring Ethics can be found on the Lane County Fair website or at The Lane County Fair reserves the right to stop or remove from the Fair or 5

6 relocate any Exhibitor or their representative and/or exhibit performing any act or practice which, in the opinion of the Lane County Fair, is illegal; interferes with the performance of other Exhibitors; creates a health, safety, or fire hazard; or violates any rules stated herein. The Lane County Fair reserves the right to refuse exhibits which infringe upon the rights of, or cause bodily harm or intimidation to our staff, exhibitors or members of the public, and to refuse entry when deemed unsuitable by Fair Management. Owners, exhibitors, fitters, trainers, and absolutely responsible persons found in violation of Fair rules, IAFE National Code of Show Ring Ethics or in practices unethical or inimical with the show program or violation of the above stated, will forfeit awards, premiums, may face immediate expulsion from the Fair, and shall be prohibited from future participation in the Lane County Fair for a minimum of 1 year. Violations will be determined by Fair Management and/or brought to the Ethics Committee for review. The determination of Fair Management and/or the Ethics Committee will be considered final unless a formal protest is made in writing. Protests: All protests regarding judging, rules violations, and any other exhibit s complaints or appeals must be submitted in writing (protest form available in the Fair office and online) to the Fair business office and be accompanied by a deposit of $50.00 in cash, which will be forfeited if protest is not sustained. Such protest must state plainly the cause of complaint or appeal and must be filed with the Fair office within 24 hours of the basis for the complaint or appeal. No complaint or appeal based upon the statement that the judge, judges, committee or management are incompetent will be considered. ANIMAL HEALTH BEST PRACTICES 1. All animals at the fair must be healthy and sound representatives of their breed in good health and with proper body weight. 2. An inspection of livestock may be made upon arrival. Any animals having a history of being exposed to any contagious or infectious disease less than 30 days prior to entry may be refused. No animals will be admitted with ring worm, fungus, or warts. No animals under any state or federal surveillance program may be exhibited without prior permission from the Oregon State Veterinarian's Office. Any animal illness presenting during Fair must be brought to the attention of the Exhibits Manager. a. Before and During the Fair: Ensure all certificates of veterinary inspection are current for each animal being entered. Follow the vaccination guidelines and give vaccinations at least 10 days before the event. Disinfect all equipment before entering the Fairgrounds. All incoming animals will have a veterinarian visual health observation prior to participating in the Fair. If veterinary services are required during the Fair, the Fair will cover the exam only. Any services provided beyond examination will be at the exhibitor s option/expense. Don t share equipment with other exhibitors unless it has been cleaned and disinfected before and after use. Clean and disinfect all items at the end of the Fair before taking them home. Properly dispose of unused bedding, hay and feed after the Fair. Avoid contact with animals from other farms. Contact the Coordinator when animals need attention. Minimize feed and water changes from home to Fair. Minimize stress by keeping animals cool, well bedded, and comfortable. Consider whether exhibition animals should return home after the Fair and what risk that presents to other animals at home. b. After the Fair: Keep Fair animals isolated from other animals and pets for at least 30 days. Check these isolated animals every day for any signs of illness. Care for isolated animals separately, then shower, change your clothes, and clean and disinfect your boots before going to other areas of the farm. Contact a veterinarian as soon as you see any unusual symptoms in any animal. AWARDS & PREMIUMS 1. Payment of premiums is contingent upon the availability of funds for distribution at the 2017 Lane County Fair. 2. Ribbons and entry tags shall have no value as to premium awards. 3. Donor Awards are awarded by requested parameters whenever possible. 6

7 3. Cash Donor Awards will be paid by the Fair Office under the same guidelines as Premiums are paid. The Fair Board is not responsible for awards from private donors, although all reasonable care will be taken to ensure that winners receive such awards. 4. Non-Cash Donor Awards, Ribbons and Rosettes will be available no later than 8:00p.m. Sunday July 22, Ribbons and Rosettes not claimed at that time will be forfeited. 5. Individual Exhibitors will be paid premiums in cash only during the designated premium pickup times. Organizations will be paid by check only. Checks will be issued for unclaimed premiums over $25.00 no later than August 30. Any premiums under $25.00 not claimed by 4:00p.m. July 25, 2018 will be forfeited. 6. Exhibitors receiving $ or more in total premiums are required to complete a W-9 form at the time you pick up your premiums or prior to release of a check. 7. An error in the record of premiums awarded caused by oversight or neglect on the part of the Fair staff shall be subject to correction by the Fair Management. Errors must be brought to the attention of Fair Management before the Premium pickup deadline. Checks may be issued in the instance of an error by Fair Staff. If an error is found to be valid in which an exhibitor has been overpaid, they are required to return the overpayment at the request of the Fair. 8. Any entry without merit shall not be awarded a placing merely because there is no competition. The judge(s) shall award placing according to merit; and without merit, the judge(s) shall make no award. No premium money will be paid on any article not listed in the Department information. SPECIAL AWARDS No special entry is required to be eligible for the special awards listed in this section of the guide. Entry may be required for Department specific contests as listed in individual Department information. Several of these awards will take herdsmanship into consideration. This means cleanliness of animal areas, feed, water, and stewardship to fellow exhibitors and Fairgoers. 8 LARGE ANIMALS LIVESTOCK EXHIBITOR RESPONSIBILITIES 1. Exhibitors shall keep their pens, stalls and surrounding areas neat, clean, safe and secure. All dirty bedding is to be disposed of daily at the south end of the horse stalls (area is clearly marked). 2. Garbage receptacles will be placed at convenient places and exhibitors are required to make use of them. 3. Each exhibitor shall furnish the necessary feed for their animals and arrange for their proper feeding and care daily. (Sawdust and/or shavings for bedding will be provided by the Fair) 4. No grooming chutes will be allowed in the barns unless approved by the Department Coordinator. 5. Wash rack areas are located at several designated areas. 6. Prior to opening each day: Remove soiled bedding and replace with fresh bedding material/fresh top material. Remove animal waste from walkways. 7. During event hours: Handle bedding as little as possible or gently, if needed, to keep dust down. Lightly spray animal bedding with water to keep dust down. Keep animals clean and presentable to public. Monitor use of the faucets. Not for public use. No food or drinks permitted in animal areas. Use fans with discretion. 8. All deliveries of supplies must be made before 9:30 a.m. each morning, after which the area inside the fences will be closed to all exhibitor vehicles until 11 p.m. (9 p.m. Sun.) DECORATIONS The Lane County Fair encourages all livestock exhibitors to create an aesthetically pleasing animal area. However decoration must be done within the following guidelines. 1. Nothing may be permanently affixed to any Fair property or cause damage to Fair property including, but not limited to, stalls, pens, or walls. Damages will be the responsibility of the Exhibitor. Nothing may be painted without permission from the Office. Nothing may be done that presents a potential hazard to Fairgoers 2. Extension cords may not be plugged into each other. Power must be run on a single extension cord from an outlet or a single power strip from an outlet. You cannot plug extension cords into extension cords or power strips into power strips. Cords should not cross walkways and when there is no other option cords must be securely taped down or covered. 3. All drapes, hangings, curtains, drops and all other decorations shall be made from non-flammable material, or shall be treated and maintained by means of a flame retardant solution or process. A record of treatment date and product needs to be available during the Fair. Exit doors, lights, fire alarm stations, wet standpipe hose cabinets, and fire extinguishers shall not be concealed or obstructed by any decorative material. Nor shall any materials be hung on these objects. VEHICLES, PARKING & CAMPING 1. Drive Passes are required to bring vehicles on the grounds at all times July A drive pass is no charge. ALL DELIVERIES of supplies must be made before 9:30 a.m. each morning, after which the area inside the fences will be closed to ALL EXHIBITOR VEHICLES until 11 p.m. (9 p.m. Sun.). No camping, parking or driving on the grounds is allowed without a permit. The Fair reserves the right to revoke any permit at any time. All permits & passes are issued at the discretion of the Fair Business Office. 2. Fair Drive Passes, Parking Permits & Camping Permits are available for pick-up/purchase through the Fair Office. Permits WILL NOT BE MAILED. 3. See separate Camping Rules for camping information. Camping is limited so purchase early. 4. Fair Camping Permits include 1 RV Camping Permit and 1 weekly vehicle parking pass. Admission tickets and wristbands must be purchased separately. 8

9 ADMISSION PASSES 1. All Large Livestock Exhibitors will receive one season pass wristband for the exhibitor. 2. Exhibitors may be allowed to receive an additional wristband IF one of the following occurs: An exhibitor enters 3 or more cattle, swine or horses OR an exhibitor enters 6 or more sheep or goats. Please contact the Fair Coordinator with your pass request. 3. Season Pass Wristbands may be exchanged for 5 daily admission passes per wristband upon request. 4. Passes will be distributed from the Fair Business Office starting July 19, To make arrangements for someone else to pick up passes contact the Fair Office at least 24 hours in advance. PASSES WILL NOT BE MAILED. 5. Passes are intended to provide the access needed for exhibitors to care for animals during the Fair and participate in judging and related Fair programs. Passes are also intended for parent/guardians to monitor the exhibitor(s). Passes are not intended to provide access for friends or family to observe judging or for any other purpose beyond the above stated. 6. The sale and/or misuse of admission passes by exhibitors, their agents, family members, or any other person may result in immediate expulsion with no refund, forfeit of awards and premiums and exhibitor may not be allowed to exhibit in the next year's Lane County Fair. 7. Lane County Youth Fair exhibitors and parent/guardians will NOT receive double passes if entered in both shows. Passes will be distributed by Lane County Youth Fair. 9

Tack stalls are limited. No wall removal in tack stalls permitted. They are for tack, feed and supplies only. 6. Any For Sale signs must be 8 x 10 or smaller. 7. NO locks on stall doors or covers over portable stalls per Fire Marshal. 8. Exercising hours for horses will be announced by the Department Coordinator. 9. No loose horses permitted at any time. 10. It is the responsibility of each exhibitor to be at the paddock and checked in prior to their class. 11. Please dress in appropriate attire (no bathing suit tops, no short shorts, etc.). 10

12 HORSE SHOW RULES AND GUIDELINES Judge s Authority The Judge at a horse show shall have the final authority for all matters pertaining to the judging and rating of competitors, eligibility for participation in a particular class based on tack and attire, type of horse, and other issues relative to conduct within a class. Either the Judge or show management may stop a class if he or she observes an unsafe condition. * Judge or show management may disqualify a competitor in matters of unsportsmanlike conduct, practices that involve inhumane treatment of a horse; and/or any action on the part of a competitor that is disruptive or unsafe. Judge s Ethics and Conduct It is the responsibility of the judge to demonstrate professionalism and knowledge of equines. Politeness and courteousness must be demonstrated throughout the show. Judges should be prepared to answer any possible show-related questions. Judges should be familiar with the classes offered on the show flyer class listing prior to the show. Any comments to exhibitors, show management and staff, and spectators should be in a positive, courteous manner. Good judging depends on the correct observation and selection of the fine points of the best equine and/or exhibitor for that particular class. A judge should honestly, fairly, and impartially judge each equine/exhibitor being shown to them. A judge serves three interests: his own, the exhibitors, and the spectators, and should make it clear that the best equine/exhibitor win. A judge may not be an owner of any equine being shown to them, nor judge any exhibitor that has taken lessons from them within 180 days of the show date. A judge may not judge any horse that has been sold or trained and/or boarded by said judge within 3 months of show date. Schooling in Regular Classes Schooling in regular classes MAY be allowed at the Judge s discretion. However any schooling must be conducted in a manner that does not disrupt the class in any way. An individual who wishes to school their horse must be a paid entrant in that particular class and must wear their number upside down and conform to the general tack and dress requirements for the division of that class. *The Judge shall have final authority relative to a determination that the particular schooling activity is disruptive in any way. General Class Rules *Any individual walking a lead line exhibitor must be at minimum 16 years of age. *Stallions are permitted only if the rider or handler is 18 years of age or older. *ANY discernable bleeding shall be cause for immediate disqualification for the remainder of the show. *Any horse that is unsound in the opinion of the Judge shall be disqualified. *Registration papers must show ownership for at least 30 days for halter classes. *No cross entry in halter classes. *No loose horses permitted at any time. * It is the responsibility of each exhibitor to be at the paddock and checked in prior to their class. Competitors must wear their numbers on their backs or on BOTH sides of the horse so that the number is visible to the Judge at all times. Numbers must be displayed upside down when schooling. Proper attire and tack clothing which includes hats/helmets, long sleeves, long pants/breeches and boots will be required for all classes unless otherwise noted by the judge. *This may happen in the event of extreme temperatures. Long pants and boots will still be required however, cap sleeves then may be acceptable attire. Competitors may wear standard safety helmets in any classes and shall not be penalized for doing so. Coaching from the sidelines is allowed, if done as quietly as possible. Any coaching that is disruptive or overly loud is prohibited. The Judge and/or show management are fully authorized to request that it be discontinued if it is obnoxious or disruptive. A member or the member s family member exhibiting poor sportsmanship (e.g. negative verbal language, frustration or anger taken out on either their horse or another person) will not be tolerated. A warning will be issued on the first offense. If a second offense occurs, the member will be suspended from membership for one calendar year. 12

13 Age of Horse or Rider For the purpose of determining the age of the horse, the birthday of the horse is deemed to be January 1st regardless of the actual birthdate. Rider s age shall be determined, for all purposes in this rulebook, as the ACTUAL age the person is as of January 1st of that year. Birthdays later in the year do not change the age classifications for that show year. ENGLISH CLASSES Tack Standard English tack is to be used. Any standard English bit including any snaffle is permitted at judge s discretion. Any bit that is acceptable per any breed rules is considered standard for that particular breed in the context of this rulebook. Sidesaddles are permitted. Martingales and tie downs are prohibited. Curb chains may be used but must be flat, at least 1/2 in width, and lie flat along the jaw of the equine. No wire, rawhide, metal or other substance can be used. Dress Code Required dress includes breeches or jodhpurs, English boots, hunt cap or standard safety helmet, and long sleeved shirt or sweater. Saddle seat riders may wear appropriate hat or safety helmet. Jackets, whips, crops or English spurs are optional. Gaits All horses must perform all required gaits to be placed in English classes. At a minimum, this includes walk, trot (or intermediate gait) and canter. Additionally, the Judge may call for variations of the standard gaits and may request that the horse back up. WESTERN CLASSES Tack Horses shall be shown under standard Western saddle with Western equipment (Western sidesaddles permitted). Reins shall be split or rowel. Western shank bits with broken mouthpieces are permitted, ridden with one hand, for any age horse. Snaffles or nonmechanical hackamores (bosal) are permitted for horses age five and below. A rider shall not be disqualified for using two hands on the reins, but shall be penalized in the scoring of the class and placed no better than last place, unless the horse is five years old or younger and there is no shank on the bit (e.g. ring snaffle or bosal). Dress Code Required dress includes Western hat (or standard safety helmet), long sleeved shirt, long pants, and boots. Chaps of any sort, jackets, vests, and Western spurs are optional. Gaits Other than walk/trot classes, Western classes shall include walk, jog (or intermediate gait) and lope, in both directions. The judge may also require an extended gait and hand gallop. The judge may also request that the horses back up. HALTER General A halter class is a class of equines (as specified in the show class listing) judged on confirmation. It is open to all equines. Judges must choose the best representatives of the breeds that are before them. Equines should show a positive combination of balance, structural correctness, breed, and sex characteristics. They should be serviceably sound and in good condition. Transmissible weakness and/or unsoundness are strongly penalized. Equipment Equines should be shown in a halter and a lead. Some breed standards and/or discipline permit a bridle and some allow a whip (whips should not exceed 6 feet with no attachments). Lip chains are only allowed on Stallions 2 years and older. Class Procedure All equines must be judged individually - standing, at a walk, and trot/intermediate gait in a line or on profile. 13
