1 GENERAL DOG RULES 1. Guernsey County Dog Show is open to 4-H dog project participants. 2. Dogs must be in member s possession by April Members must be responsible for their dog. Any animal exhibiting abnormalities or symptoms of sickness, disease or parasite infestation, as determined by the judge or a committee member, shall be removed. 4. All dogs participating in the Guernsey County Junior Fair must be immunized against Rabies and DHLPP (Distemper, Hepatitis, Leptospirosis, Parainfluenza, and Parvovirus) unless otherwise noted by a veterinarian. All dogs are required to have the Bordatella shot to prevent kennel cough. 5. All exhibitors must bring shot record (Ohio State Fair Dog Project Identification Form/Vaccination Certificate) and dog to check-in table. A committee member will check the shot record. Temperament testing will be conducted by a knowledgeable handler. 6. All 4-H dog participants must attend six dog training meetings for socialization purposes. Guernsey County Dog Training/Socialization Form is due to OSU Extension Office by August 1 for exhibitor and dog to be eligible for participation in the Dog Show H Dog Permission to participate form must be submitted by April 1 to the Extension Office. 8. Dogs must be kept on a leash while on the fairgrounds, except when participating in the show ring during judging. 9. Bitches in season are not permitted to compete. 10. Only domestic dogs are permitted to show. No wolf or wolf hybrids are permitted. 11. The Dog Committee must approve hardship cases. 12. Dog Show will be scheduled so that it is over by 1:00 p.m. 13. Members and dogs must enter and exit the show arena from the north end of the building. 14. All State Fair Dog rules apply. 15. Read General Junior Fair Rules. DOG CLASS RULES YOU & YOUR DOG CLASSES Exhibitors must be enrolled in the 201D You and Your Dog 4-H project and have not participated in 4-H Still Project Judging in July. 1. You & Your Dog Junior: This class is for the exhibitor 8-11 years of age as of January 1 of the current year. Exhibitors and dogs may repeat this class, with the same or different dog, regardless of winning first place, until eligible for the Intermediate You and Your Dog class. 2. You and Your Dog Intermediate: This class is for the exhibitor years of age as of January 1 of the current year. Exhibitors may repeat this class, with the same or different dog, regardless of winning first place, until eligible for the Senior You and Your Dog class.

2 3. You & Your Dog Senior: This class is for the exhibitor years of age as of January 1 of the current year. Exhibitors may repeat this class, with the same or different dog, regardless of winning first place, provided meeting age eligibility. SHOWMANSHIP CLASSES Exhibitors must be enrolled in the 201S Showmanship 4-H project. 1. Showmanship Beginner: The Showmanship Beginner class is for any exhibitor of any age. Neither the exhibitor, nor the dog can have any training or showing experience in Showmanship, AKC Jr. Handling or like experiences prior to the county s current project year. Once an exhibitor and/or dog show in this class, he/she must move to the appropriate age division of the individual. 2. Showmanship Junior: This class is for exhibitors age 8-11 as of January 1 of the current year. Exhibitors may repeat this class, with the same or different dog, regardless of winning first place, until eligible for the Intermediate Showmanship class. 3. Showmanship Intermediate: This class is for exhibitors ages as of January 1 of the current year. Exhibitors may repeat this class, with the same or different dog, regardless of winning first place, until eligible for the Senior Showmanship class. 4. Showmanship Senior: This class is for exhibitors ages as of January 1 of the current year. Exhibitors may repeat this class, with the same or different dog, regardless of winning first place, provided meeting age eligibility. OBEDIENCE CLASSES Exhibitors must be enrolled in the 201O Obedience 4-H project. Beginner Novice Level and Class Information Beginner Novice A - Youth may show one project dog in Beginner Novice A. This class is for the beginning exhibitor and beginning dog. Neither exhibitor nor dog has had any prior obedience experience before April 1. This means that the exhibitor and/or dog cannot have any kind of formalized training. If they have had any formal training, they must enter the Beginner Novice B class OR the Pre-Novice level. Exhibitors and dogs showing in counties that have pre-beginner-novice or similar classes must enter either the Beginner Novice B classes OR Pre-Novice at the County fair. Beginner Novice A youth are not permitted to show the same or different dog in any other obedience class. Once an exhibitor shows in this class, he/she must move to Beginner Novice B OR Pre-Novice at the very minimum. Once a dog has been shown in this class, the dog must be shown in the Beginner Novice B class OR Pre-Novice at the very minimum. Beginner Novice B - Youth may show one project dog in Beginner Novice B OR Pre-Novice, decided upon according to skill level and preference. A youth cannot show in both Beginner Novice B and Pre-Novice in the same year. A dog cannot show in both Beginner Novice B and Pre-Novice in the same year. This class is for the exhibitor or dog who has shown in Beginner

3 Novice A or has had experience at the Beginner Novice level before April 1. They have not yet progressed to Novice level or higher. The first place winner must move to Pre-Novice, or Novice A or higher with that same dog. The dog of a first place winner in the Beginner Novice B class must either be shown in Pre-Novice or be shown in the Novice A class at the very minimum. If an exhibitor and/or dog places in Beginner Novice B at the County Fair, he/she can repeat this class at the state fair provided the county requirements have been met, and the dog is not performing at the Novice level or higher, OR he/she can show in Pre-Novice provided the dog is not performing at the Novice level or higher. Exhibitors have the option of moving back and forth between Beginner Novice B and Pre-Novice until winning both of these classes or they have experience at the Novice level, with the same dog. Dogs shown in this class cannot show in Beginner Novice A. a. Youth may move back and forth between Beginner Novice B and Pre-Novice, from year to year, until winning first place in one of those classes. b. Once a youth/dog wins Beginner Novice B or Pre-Novice, they may go to the other option or move up to Novice. c. Once/if a youth wins both Beginner Novice B and Pre-Novice (not in the same year), they must move to Novice, unless they are showing a different dog that is eligible to show in these classes. d. Once a youth/dog has experience or is showing at the Novice level, s/he must move to the Novice level. Once at the Novice level, the handler/dog cannot go back to Beginner Novice B or Pre-Novice. Pre-Novice Level Information Youth may show one project dog in Beginner Novice B OR Pre-Novice, decided upon according to skill level and preference. A youth cannot show in both Beginner Novice B and Pre-Novice in the same year. A dog cannot show in both Beginner Novice B and Pre-Novice in the same year. This class is for the exhibitor or dog that has shown in Beginner Novice A or has had experience at the Beginner Novice level before April 1. They have not yet progressed to Novice level or higher. The first place winner must move to Beginner Novice B, or Novice A or higher with that same dog. The dog of a first place winner in the Pre-Novice class must either be shown in Beginner Novice B or be shown in the Novice A class at the very minimum. Novice Level and Class Information Youth may show one project dog at the Novice level, provided the youth and dog meet class eligibility requirements. Novice A - In this class neither the exhibitor nor dog has had any prior experience at the Novice level before April 1. Once an exhibitor shows in this class, he/she must move to Novice B at the very minimum. Once a dog has been shown in this class, the dog must be shown at the Novice B class at the very minimum. Novice B - This class is for the exhibitor or dog who has shown in Novice A or has had experience at the Novice level before April 1. They have not yet progressed to Graduate Novice A or higher. The first place winner must move to Graduate Novice A or higher with that same dog. The dog of a first place winner in the Novice B class must then be shown in the Graduate Novice A class at the very minimum. If an exhibitor and/or dog places in Novice B at the County Fair, he/she can repeat this class at state provided the county requirements have been met, and the dog is not performing at the Graduate Novice level or higher. Dogs shown in this class cannot show in any lower levels of dog obedience Graduate Novice Level and Class Information Graduate Novice A - In this class neither the exhibitor nor dog has had any prior experience at the Graduate Novice level before April 1. Once an exhibitor shows in this class, he/she must move to Graduate Novice B at the very minimum. Once a dog has been shown in this class, the dog must be shown In the Graduate Novice B class at the very minimum. Graduate Novice B - This class is for the exhibitor or dog who has shown in Graduate Novice A or has had experience at the Graduate Novice level before April 1. They have not yet progressed to Open A class or higher. The first place winner must move to Open A or higher with that same dog. The dog of a first place winner in the Graduate Novice B class must then be shown in the Open A class at the very minimum. The dog of a first place winner in the Graduate Novice B class must then be shown in Open A at the very minimum. If an exhibitor and/or dog places in Graduate Novice B at the County Fair, he/she can repeat this class at state provided the county requirements have been met, and the dog is not performing at the Open level or higher. Dogs shown in this class cannot show in any lower levels of dog obedience. Graduate Open A - In this class the exhibitor and/or dog cannot have any training or showing experience at the Graduate Open level prior to the county s current project year. If they have had any training or show experience at the Graduate Open level prior to the county s current project

5 year, they must show at the Graduate Open B level at the very minimum. Once an exhibitor shows in this class, he/she must move to Graduate Open B at the very minimum. Once a dog has been show in this class, the dog must then be shown in Graduate Open B. RALLY CLASSES Youth must be enrolled in the 201P Performance 4-H project. Youth may show a maximum of two project dogs per Rally level. A level is Rally Novice, or Rally Advanced, or Rally Excellent. Rally Novice A, B, and C classes are performed entirely on leash. Beginner Novice and Pre-Novice level dogs must be shown in either Rally Novice A, B, or C, depending on their experience and accumulative placings in Rally. Rally Advanced A & B classes are performed off leash. Rally Excellent A & B classes are performed off leash. Rally is a different discipline than Obedience. Moving up in one discipline does not mean a mandatory move-up in another discipline. Awards for exhibitors placing in Rally will be presented each day. Rally Novice All exercises are judged on leash. All dogs must enter and leave the ring on leash. Rally Novice A, B, and C must have 10 to 15 stations (Start and Finish not included) with a minimum of three (3) and a maximum of five (5) stationary exercises per class. Rally Novice A - This class is for the exhibitor and/or dog that has no training or showing experience in Rally prior to the county s current project year. Once an exhibitor and/or dog shows in this class, he/she must move to Rally Novice B at the very minimum. This class can never be repeated by an exhibitor or dog. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Rally Novice B - This class is for the first (1st) or second (2nd) year Rally Novice exhibitor and/or dog who has had prior experience showing at the Rally Novice level prior to the county s current project year. They have not yet progressed to the Rally Advanced A level or higher. Once placing 2nd through 5th over an accumulative period of time in three (3) Rally Novice B classes at the Ohio State Fair with the same dog, the exhibitor and dog MUST immediately move to the Rally Novice C class. Once winning first (1st) in a Rally Novice B class, the exhibitor and/or dog must move to a Rally Novice C or Rally Advanced A class. For example: Jane Doe and her dog Rover win first place in Rally Novice B on Monday, July 31. They MUST show in Rally Novice C or Rally Advanced A on Tuesday, August 1. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Rally Novice C - This class is for the 3rd and subsequent years Rally Novice exhibitor who does not choose to move to Rally Advanced A. Moving to Rally Novice C may occur in the same year the exhibitor and dog have reached the accumulation of placing 2nd through 5th in three (3) Rally Novice B classes, or have placed 1st in Rally Novice B. Move up from Rally Novice B to Rally Novice C would then be immediate THIS project year. Exhibitors and dogs in Rally Novice C are those that have not yet progressed to the Rally Advanced A level or higher.

6 Once winning a Rally Novice C class, the exhibitor and/or dog are encouraged to move to Rally Advanced A, but may choose to stay in Rally Novice C. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Rally Advanced - For Rally Advanced classes, all exercises are judged off leash. All dogs must enter and leave the ring on leash. Rally Advanced A and B must have between stations (Start and Finish not included) with a minimum of three (3) and a maximum of seven (7) stationary exercises per class. Courses shall have a minimum of three Advanced level stations plus one required jump per class. Rally Advanced A - This class is for the exhibitor and/or dog who have not had any training or showing experience at the Rally Advanced level prior the county s current project year. If they have any training or showing experience at the Rally Advanced level prior to the county s current project year, they must show at the Rally Advanced B level at the very minimum. Once an exhibitor shows in this class, he/she must move to Rally Advanced B at the very minimum. Once a dog has been shown in this class, the dog must be shown in the Rally Advanced B class at the very minimum. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Rally Advanced B - This class is for the exhibitor and/or dog who has shown in Rally Advanced A OR has had any training or showing experience at the Rally Advanced level prior to the county s current project year. Once winning this class, the exhibitor and/or dog must move to Rally Excellent A at the very minimum the next project year. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Rally Excellent - All exercises are judged off leash. All dogs must enter and leave the ring on leash. Rally Excellent must have between 15 to 20 stations (Start, Finish and Call to Heel marker not included) with a minimum of three (3) and a maximum of seven (7) stationary exercises. Courses shall have a minimum of two (2) Advanced level stations and a minimum of three (3) Excellent level stations, plus the two (2) required jumps and the Sit Stay exercise per class. Unlike in the Rally Novice and Advanced classes, in Rally Excellent, handlers are not allowed to pat their legs or clap their hands to encourage the dog. Verbal encouragement, multiple commands and/or inaudible signals using one or both arms and hands are allowed; the handler s arms need not be maintained in any particular position at any time. Handlers may not touch their dog or make any physical corrections. Rally Excellent A - This class is for the exhibitor and/or dog who have not had any training or showing experience at the Rally Excellent level prior the county s current project year. If they have any training or showing experience at the Rally Excellent level prior to the county s current project year, they must show at the Rally Excellent B level at the very minimum. Once an exhibitor shows in this class, he/she must move to Rally Excellent B at the very minimum. Once a dog has been shown in this class, the dog must be shown in the Rally Excellent B class at the very minimum. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair.

7 Rally Excellent B - This class is for the exhibitor and/or dog who has shown in Rally Excellent A OR has had any training or showing experience at the Rally Excellent level prior to the county s current project year. Once winning this class, the exhibitor and/or dog may stay in this class indefinitely. Exhibitors and dogs must meet the eligibility requirements of the 2017 Ohio State Fair Junior Fair Dog Show to participate in Rally at the Ohio State Fair. Height of Dog at Withers Height to be Jumped Less than 10 inches 4 inches 10 inches to less than 15 inches 8 inches 15 inches to less than 20 inches 12 inches 20 inches and over 16 inches 18. Two jumps must be used for the Rally Excellent B class. Jumps may be any jump used as standard equipment in obedience classes (broad jump, high jump, or bar jump), except that 4- foot wide jumps may be used in place of 5-foot wide jumps. Various colors and decorations are allowed; however, there must be nothing hanging from the jump. Jumps may not be used consecutively on the course. Rally Class Progression a. Rally Novice A - 1 year, then move to Rally Novice B class (Rally Novice A class can never be repeated by handler OR dog) b. Rally Novice B - for 1st or 2nd year Rally Novice exhibitor. Can repeat this class with same dog until placing 2nd through 5th over an accumulative period of time in three (3) Rally Novice B classes at OSF with same dog. The handler and dog must immediately progress to Rally Novice C. If winning first place in Rally Novice B, handler and dog MUST immediately progress to Rally Novice C at very minimum or Rally Advanced level. c. Rally Novice C - for 3rd year and subsequent years Rally Novice exhibitors not choosing to move up to Rally Advanced level can repeat class with same dog or different dog. Once winning, exhibitor and/or dog are encouraged to move to Rally Advanced level, but may choose to stay in Rally Novice C. d. Rally Advanced A - 1 year, then move to Rally Advanced B class (Rally Advanced A class can never be repeated by handler OR dog) e. Rally Advanced B - can repeat class with same dog or different dog until handler and dog win first place; then MUST progress to Rally Excellent level the next year f. Rally Excellent A - 1 year, then move to Rally Excellent B class (Rally Excellent A class can never be repeated by handler OR dog) g. Rally Excellent B - can repeat class with same dog or different dog. DOG ACHIEVEMENT PROGRAM: Exhibitor must be enrolled in the 202 Dog Achievement 4-H project. Although not a competitive 4-H dog project, DAP encourages youth to accomplish personal goals and master life skills with their dogs. Project Requirements DAP participants must: Be 8 years old and in the 3rd grade and not passed 18 as of January 1, current year. Have a dog as a family pet. Join a 4-H club. Identify a project helper.

8 Have access to a computer to retrieve online activities and record pages, and to research suggested resources. Purchase the Dog Resource Handbook, 201R, that contains essential information to help you complete many of the activities within the 4-H DAP categories. Completion Requirements Required Materials To complete your Dog Achievement Program project for the current year, you must have met the requirements to earn at least 1 DAP Certificate by judging at the Guernsey County Fair. To be eligible for recognition at the current year s Ohio State Fair Dog Show, you must complete the requirements to earn a minimum of 1 DAP Certificate by July 15th of the current year. 9 GUERNSEY COUNTY GENERAL JUNIOR FAIR RULES 1. Eligibility for youth participation in still and livestock projects begins when a child is age 8 and in third grade or any youth age 9 or above regardless of grade level by January 1 of the current year. A youth s 4-H eligibility ends December 31 the year he or she turns Eligibility for youth participation in non-competitive displays is five years old and in Kindergarten by January 1 of the current year. 3. Junior Fair Exhibitors must be currently enrolled and members in good standing in one of the Junior Fair organizations 4-H, FFA, Boy Scouts and Girls Scouts. 4. Participation in the Junior Fair is an optional activity. 5. Animal exhibits must be in place by 12:00 noon on Monday unless specie rules specify a special check-in or weigh-in time requiring animals to in place earlier. Still projects must be in place by 4:00 p.m. Sunday. 6. Participation in two counties is permitted by youth exhibiting 4-H projects in one county and FFA projects in another county provided the youth are exhibiting different projects and using different animals in each county. The only other stipulation about projects is that exhibitors who have sold market animals at another county Junior Fair are ineligible to show or sell market animals at the Guernsey County Fair in the same year. 7. All animals exhibited must have been completely and fully owned (as evidenced by a bill of sale or registration papers where applicable) including all showing rights and in the complete possession and continual care of the exhibitor on and after June 1. A few exceptions are listed specifically under specie rules. Ownership of an animal will be considered lost, if after June 1 of the current year, the animal has been consigned or sold through an auction or any other type transaction even if the exhibitor "buys back" his/her animal. 8. All exhibitors of market animals, lactating dairy cows, and lactating goats must be Quality Assurance certified by July 1 st each year. 9. All Jr. Fair exhibitors can exhibit only two market projects (Exception: Beef Feeder calves are not included in the two project exhibit limit.). Dairy project members are considered to have one animal for the two market animal limit rule because of the dairy basket sale. Dairy project members selling 2 market animals are therefore not eligible to receive dairy basket proceeds. An exhibitor can be in the sale ring no more than two times for the sale of Junior Fair livestock projects. 10. Animals can be shown only one time for type (live animal) grade and premium. Market animals cannot also be shown in breeding classes. Exceptions are only granted for pack goats, horses, dogs and special group classes. 11. All animals in the barn for Junior Fair must be enrolled in a class and shown. The only exception is if animal is granted an excuse from showing by the fair veterinarian, Livestock Committee Officer or 4-H Extension Professional for a special circumstance. NO companion animals. 12. All exhibits must be shown by the member entering the exhibit. In livestock showmanship classes, the exhibitor must show their own animal. A livestock exhibitor, who has a justifiable absence from the type show, may have another Guernsey County Junior Fair livestock exhibitor show his/her project in type class only with permission granted by the appropriate Junior Fair Livestock committee chairman before the show.

10 13. Exhibitors shall receive premiums for no more than three Junior Fair projects. 14. All livestock barns will be closed and lights out from 11:00 p.m. until 6:00 a.m. Only security personnel will be permitted in the barns during these times. 15. Exhibitors must arrange for care of their livestock. If it appears Junior Fair animals are not being cared for (not fed, watered, pen not cleaned, etc.) committee officers will contact the volunteer and exhibitor. If the situation is not resolved to the satisfaction of the Junior Fair Committee Chairman & Sr. Fair Board representative, the exhibitor will be required to take the animal home. The exhibitor will forfeit premiums, awards, and may not be permitted to exhibit the following year. The decision of the Sr. Fair Board will be final. 16. Junior Fair exhibitors are required to keep their animals in the stalls or pens assigned to them by the Junior Fair, and all cattle and horses must be securely fastened with a halter and neck ties. 17. Exhibitors and their attendants are expected to be courteous and conduct themselves in a orderly and respectful manner. Harassment, profanity or unsportsmanlike conduct toward fair officials, judges, show manager, help or exhibitors will not be tolerated. Any violations of this rule would warrant withholding of premiums won and exemption from showing at the Guernsey County Fair. 18. Tampering and/or misrepresentations as to breeding, age, ownership and any other irregularity in showing will be considered fraud and deception. Any premiums, awards or sale money won by such exhibitor will be forfeited. Should fraud or deception be discovered after the animal or animals have been shown and prior to the sale, such animal(s) shall not be permitted to sell. The animals placing next in line at the show shall move up. Should violation be discovered after the sale, all sale money shall be returned to the buyer and the animal or carcass shall be returned to the exhibitor. In all livestock and poultry classes, these regulations will be in full force and effect. 19. No exhibit shall be removed until a designated release time. Any exception to this rule must be with the approval of the Senior Fair Board member in charge, and the Junior Fair office. Members removing exhibits before the designated time without Senior Fair Board approval are not permitted to exhibit in that project area the following year. 20. Animal release time will be 11:00 p.m. on Saturday for all animals not sold through the Junior Fair Livestock Sale. No trailers are permitted at the barns before 11:00 p.m. If an exhibitor removes his/her Junior Fair livestock project from the fairgrounds before release time without approval from the Junior Fair Office, he/she will be barred from showing in that project area at the Guernsey County Junior Fair for the following year. This will apply to all livestock except those sold during the Junior Fair Sale or livestock with a different release time. 21. All health regulations pertaining to Senior Fair livestock shall apply to all Junior Fair livestock exhibits. 22. Junior exhibitors entering "Open Class" (Senior Fair) competition will follow Senior Fair rules for the department entered. 23. Senior Fair Rules apply in the absence of a Junior Fair Rule. 24. Protests: a. Protests regarding any junior livestock competition shall be made in writing and signed by the party making the protest and be submitted to the Senior Fair Board

11 Office of Guernsey County no later than 12:00 noon of the day following the competition. b. Any party making a protest shall submit a fee of $ to the Guernsey County Senior Fair Board with the written protest. The fee shall be refunded only if the protest is sustained by the Sr Fair Board. c. The President of the Senior Fair Board shall hold a meeting with grievant, appropriate committee chairperson(s) and an Extension Office representative, at which time the party making the protest may present evidence or argument in support of the protest. d. The written decision of the President of the Senior Fair Board shall be final and shall be served in person to the party making the protest within the time period of the current fair to allow for placing changes if necessary. 26. Exhibitors are responsible for reviewing all Ohio Administrative Code, Chapter Livestock Exhibitions laws which may pertain to their exhibition of livestock at the Guernsey County Fair.
