1 LIVESTOCK DEPARTMENT Livestock Office Hours: Will be posted at the Livestock Office General Information: 1. All State and Local Rules apply. 2. Livestock Parking Lot entry and exit are located on Second Street. The south gate on Garden Highway will be used for pedestrians only 3. Enter online at click ENTER THE FAIR. 4. Online Entries close on June 29, Late entries will be accepted July 2 nd thru July 6 th and must be done at the Fair Office and will be subject to a $25 late fee. No entries will be accepted after 5 pm on July 6, Exhibitors can prepare their pens and deliver their feed and tack at the following times: Saturday, July 28, after 7:00 pm if RV s are in place if not, as soon as they are in place. Sunday, July 29, after 7:00 am 9:00 pm. Monday, July 30, after 5:00 pm 7. NO motorized scooters, razor scooters, bicycles, skateboards, drones or hover boards are allowed on the fairgrounds or in the livestock area. 8. Vehicles making deliveries to livestock and trailer areas please see delivery schedule in the Local Rules page Exhibitors, leaders, advisors, and parents found, after a chance to provide evidence and be heard before the Fair Management (CEO and staff) of unethical practices as set forth in the State and Local Rules or in actions inimical with the fair program shall result in the exhibit being disqualified and the forfeiture of any awards and/or privileges as may be deemed appropriate to the circumstances by the Fair Management. If the judging for the exhibit has not yet commenced, the exhibitor, leaders, advisors and parents may be denied entry in any exhibitions at the fair. The Fair Management shall report any such incidences of unethical or inimical behavior established by the fair as provided for in this rule, to F&E in writing and such reports may become the basis for any fair to refuse entries from the exhibitor, leaders, advisors or parents for up to 5 years following the infraction. (State Rule II, Eligibility Participation 13). 10. Primary Members can only bring one (1) animal per species. Showmanship only, except Pygmy Goats. 11. Junior Large Animal divisions include beef, sheep, swine, and meat goats. FFA and 4-H breeding divisions will be open to Chapters and Clubs from the State of California unless otherwise specified. Junior Small Animal divisions include dog, rabbit, poultry, and pygmy goats. 12. The Yuba-Sutter Fair has the right to refuse entry forms not verified by authorized leaders and/or advisors. Fair management also may ask that the community leader and/or County 4-H advisor to sign/authorize entries if proof and/or suspicion of wrong-doing has occurred. 13. Auction/Livestock Office: Located at the south end of the Livestock Pavilion. All livestock business will be handled through this office during the Fair. 14. Insurance Requirements: All large and small animal exhibitors are required to have liability insurance. General Liability insurance for large and small animals is INCLUDED in your ENTRY FEE. Out of County breeding exhibitors and Yuba and Sutter County exhibitors with breeding animals only (including dogs and horses) will have a single $5.00 insurance fee added to your entry. 1

2 Insurance Coverage provided is CFSA Special Event Coverage: The California Fair Services Authority Special Events liability program will provide general liability coverages for special event users of facilities at designated fairgrounds. Coverage will be provided pursuant to Section if the California Government Code and applicable Special Events Program Memorandum of Coverage*. See Special Conditions/Restriction below for explanation of coverage provided. GENERAL LIABILITY Commercial General Liability Special Conditions as Noted Below Automobile risk is not covered hereunder Damage to or loss of fair property is not Covered hereunder. Limits are $1,000,000 per Occurrence Protection for liability from bodily injury, property damage, personal and advertising injury and products provided under the Memorandum* Stating the Terms and Conditions of the Special Events Program Administered by CFSA. SPECIAL CONDITIONS/RESTRICTIONS/OTHER COVERAGES: The CFSA Special Events Program is a pooled liability program, operated pursuant to Government Code Section and applicable Memorandum of Coverage*. Section provides that the aggregate payments made under the Program cannot exceed the amount available in the pool. Therefore, the $1,000,000 per occurrence limit provided under the Program is the most that could be paid on a particular claim. Payments for liability losses for all program participants may not exceed the amount available in the pool. Thus, when the pool covers a participant s loss, the pool s available monies shrink by that amount. It is possible, therefore, that available funds at any given time might be less than the amount of a valid claim or claims. Coverage applies hereunder for only the specific dates and operations as indicated on the Special Events Coverage Receipt form. As respects lessees, concessionaires, exhibitors or other special events operators only, coverage is excess over any other valid and collectible coverage. Products coverage is limited solely to food and beverage concessionaires. The above stated limit of liability is inclusive of defense costs All matters regarding accidents or claims should be reported to the fair manager and California Fair Services Authority, Attention Claims Department, 1776 Tribute Road, Suite 100, Sacramento, California 95815, (916) Registration Papers: All Registered Animals that are entered in breeding classes must bring registration papers to be checked at the Fair Office prior to July 13, 2018, between the hours of 8:00 am to Noon and 1:00 pm to 5:00 pm. Only substitutions and scratches will be done at the Auction Office during fair, on Tuesday, July 31, from 9:00 am to 11:00 am. If a Breeding Animal is registered it MUST be entered in a registered class. 16. The Yuba-Sutter Fair reserves the right to check an animal s permanent ID at any time, once that animal is on the grounds. 17. Breeding Animals must be identified with either a permanent ear tag or an ear tattoo. Please note this number in the proper column on the Entry Form. Registration tattoos or electronic identification are acceptable on goats provided the identification appears on the registration papers (and owner/exhibitor has reader if electronic ID is used). Exhibitors are responsible for ensuring availability of electronic ID reader. Tattoos may be placed in the tailhead or flank of goats and cannot be ear tagged or tattooed in the ears. Goats must have either a USDA premises ear tag or tattoo as official identification. Contact the USDA at (877) to obtain a Premise Identification Number. 18. NO animal (excluding rabbit and poultry) exhibit owned solely by a chapter or club, conducted as a joint project by two or more individuals, or jointly owned by two or more individuals is 2

3 eligible in the junior department, unless division or class specifically so states. (State Rule VII, Livestock and Horse Exhibits Ownership 28) 19. All Cattle: Regardless of age, must wear halters and neck ropes while tied. Beef may use a nose ring lead while showing. Neck ropes will not be required during judging. 20. Bedding: First bedding will not be furnished. Exhibitors must furnish first bedding and use additional bedding as needed to present his/her animal to the best advantage. Shavings, Bark, and Straw are the only approved bedding to be used at fair no pelleted bedding is allowed on the grounds. Exhibitors must maintain the barn and tie out areas at all times. If there is a pile of extra shavings available, please DO NOT stock up on it let others have a chance to use it too. 21. Please remove manure, shavings, and straw from aisles and tie out areas by 9:00 am each morning. This includes feed pans and other items left in the tie out areas and pens. 22. The Judging Schedule will be posted on the Bulletin Board located between the Junior Swine and Junior Beef Barns. Exhibitors will show at the time specified on this posted schedule. 23. No judge will be required to wait for an exhibitor. No class will be re-judged because an exhibitor was late arriving to the ring. es will not be held for an exhibitor that is showing in another class. 24. Exhibitor s Dress: Exhibitors, herdsmen, attendants and/or helpers all must be neatly attired and conduct themselves in a professional manner. See show uniform guidelines. 25. Junior Exhibit Release: All animals must remain on the Fairgrounds until the official release time. Beginning Sunday, August 5 th at 9:00 am at the Auction Office there will be 80 Releases given out in a lottery system with 20 releases per time 11/2 hour time slot. Once the Lottery time slots are full regular releases will be given out starting at 6:30 pm for normal release time beginning at 7:30 pm. So please load and remove your vehicle as soon as possible. Please watch for fair goers as the fair will be open at this time. This does not include RV s they will be released after Steer Trucks have left Sunday Morning until 9:30 am and after 7:30 pm. Staging will be on Second Street by Levee District 1 Office. DO NOT stage on Garden Highway and block traffic. MUST HAVE LIVESTOCK RELEASE TO GET IN LIVESTOCK GATE TO LOAD OUT. No animal may be removed from the grounds prior to the official release time without permission of the Livestock Superintendent. Due to limited access, trailers and other vehicles will be allowed access to the Fairgrounds per the Livestock Schedule. Fair Security and Traffic Monitors will control the flow of traffic. 26. Alcohol beverage service areas/facilities will only be allowed in designated locations only. Only persons 21 years or older will be allowed to consume alcoholic beverages. Further, no alcoholic beverages may be brought onto the grounds. Alcoholic beverages are not allowed in the livestock or trailer areas. Health 27. Management reserves the right to require health inspections and/or diagnostic tests to be performed before, during or after animals are on the fairgrounds and to implement disease control procedures, which may become necessary in the event of an emergency. The health of animals when determined by the official veterinarian, shall be final. Exhibitors who refuse to allow their animals to be examined shall be disqualified and such violation shall be reported to F&E. No refund will be made. (State Rule X, Animal Health Rules 5) 28. The Health Inspection of all animals except Rabbits will take place on Monday, July 30, 2018, from 7:00 am to 4:00 pm. Poultry Inspection will take place on Monday, July 30, 2018 from 8:00 am to 11:00 am in the North Parking Lot. Rabbits must be in place by 12:00 NOON on Tuesday, July 31, Any animal that does not pass the health inspection will be required to be removed from the grounds immediately. Fair contracted 3

4 veterinarian s determination in health standards of any animal is final. No outside vet correspondences in argument of judgment will be accepted. 29. Animals showing any stage of prolapsed will not be allowed. 30. Drench guns are not approved for use while on fairgrounds. Anyone found to be using any type of drench gun to administer liquid or paste into any animal without the supervision and direction of the official fair veterinarian and/or designated fair official, will result in exhibit and/or exhibitor being disqualified. 31. Rams six (6) months of age or older imported into California require a negative Brucella ovis test within 60 days before entry OR originate from a Brucella ovis free flock. The ICVI must include the official ID number, test results, name of the approved laboratory, date of the test, or the Brucella ovis free flock number. (State Rule X, Sheep & Goat Entries from Other States, 4) 32. Sick Animals: Please notify the Livestock Superintendent/Fair Management when there is evidence of illness in any animal entered for competition. If a veterinarian visit is required all costs will be at the exhibitor s expense. Livestock Barn Areas: The following fire & life-safety requirements shall be applicable to all livestock barn areas: 33. Individual exhibitor s personal scales will NOT be allowed to be brought to the fairgrounds. 34. All livestock barns lights will be controlled by fair management or security and will be turned off at 11 pm each night. No one should be in barns after 11 pm or before 5 am unless authorized by Livestock Superintendent or Fair Management. 35. Heat producing appliances such as heaters, electric skillets, toasters, coffee makers, hot plates and any other appliances that may be used for cooking purposes shall not be permitted in the barn or livestock areas. Electrical devices in good repair and properly maintained used in direct connection with the care of the animals may be exempt. 36. Smoking including E-Cigarettes and Vapors is not permitted within the barn or livestock area, trailer areas, or in exhibits with sawdust or similar materials on the floor. Smoking will only be allowed in designated smoking areas. Smoking area map will be posted on the bulletin board between the swine barn and the beef barn. 37. The storage of flammable or combustible liquids or machines (generators, etc) containing such shall not be permitted inside any livestock area. 38. Fire hoses, fire extinguishers or other fire equipment shall not be used except in cases of emergency. These devices shall not be blocked or obstructed at any time. 39. Vehicles making deliveries to livestock or RV areas Tuesday, July 31 st through Sunday, August 5 th, may enter from 6:00 am to 7:30 am. Please enter and exit through the Livestock Gate. Delivery vehicles must be unloaded and removed immediately. Drivers are asked not to leave their vehicle unattended. All vehicles must be off the grounds by 7:45 am. Please do not abuse this privilege or it will be suspended in the future. 40. Adequate electrical power is a limitation for many of the barns. In addition to the fire and safety requirements required by law, animal health and safety is priority. Therefore, electrical equipment maybe limited or designated to specific areas to ensure these requirements are met. Fair Management may impose prescriptive solutions that may include but are not limited to, the limitation of electrical devices (including fans) or moving of species to other barn areas. Fair Management will make every effort to have staff on site during tack move in/setup to answer questions or provide guidance regarding fire, life-safety, or animal safety requirements. Aisle ways should remain clear for the public to view the animals. 4

5 Extension Cords: 41. Extension cords used to distribute power to electrical apparatus shall be rated 15 amps minimum and contain ground wire. Cords not meeting these requirements shall be confiscated for the duration of the Fair. Do NOT remove grounding prong from a three-wire cord to fit the plug in a two-pronged receptacle/cord. Do NOT plug extension cords together to reach an outlet. One appliance per cord unless the cord is rated factory supplied with multiple plug-ins. Do NOT use adaptors to plug extra appliances into extension cords. Do NOT plug power strips into extension cords. Power strips should be plugged into receptacles only, and extension cords plugged into the power strip. Always make sure cords are for hard usage. No misters in the same vicinity as electric motors. Credentials: 42. Pass/Credential Policy: Participants must purchase individual credentials. Credentials must be purchased by June 29, Credentials will be available June 30, 2018 thru July 6, 2018 with a $25.00 late fee. NO CREDENTIALS WILL BE SOLD AFTER JULY 6, Mandatory: Junior Exhibitors (including Vocational Education Exhibitors): One (1) wristband per exhibitor $5.00. Ripped bands will be replaced-one time only. (Old wristband must be turned in at the same time). There will be a $5.00 charge after the replacement of the first damaged band. Dog Show, ARBA Show and Horse Show Exhibitors ONLY will NOT be required to purchase credentials due to these shows being scheduled prior to fair. 44. Mandatory: Junior Exhibitor Parent Credentials: Parent credentials must be purchased. A MINIMUM OF ONE (1) PARENT WRISTBAND AT $15 each. MAXIMUM TWO (2) PARENT WRISTBANDS PER FAMILY. Sibling Wristband (may be purchased with Parent Wristband and have a sibling entered/exhibiting livestock in the current fair) is $10.00 each. 45. Parking: $10.00 permit (good for 5 days) limit 2 per family. Attendants will begin to require parking permits on Wednesday August 2 nd in the Livestock Parking Lot or overflow lot only. If you do not have a credential in your window by Wednesday morning at 6 am and remain in your vehicle when parked in the livestock parking lot, your vehicle could be towed at your expense. Parking credentials can be purchased until Friday, June 29, 2018 or until sold out whichever comes first (Limit 2 per family). No reserved parking. Affix permit to left front window. Cars parked in the Livestock or Trailer area are subject to tow at owner s expense. 46. Discount Advance Season Pass Purchase: $30.00 Season Credentials may be purchased in the Administration Office until 5:00 pm on Wednesday, August 1, Regular admission prices will be paid beginning Thursday, August 2, ALL LIVESTOCK EXHIBITORS: Passes/Credentials will be signed out to the parents of Jr. Livestock exhibitors at the Livestock Office, Monday, July 30, 2018 after the Mandatory Exhibitors Meeting at 5:30 pm. 48. Trailers Transporting Livestock: East Parking Lot permits (good for 5 days) $ Vehicles and stock trailers must be removed from the barn area to the Livestock Parking Lot immediately after unloading. Vehicles left unattended are subject to tow. Camping / RV Area: 49. RV/Trailer Space - $ (includes power & one (1) parent wristband) Limit 110 spaces. Tent space - $ (includes power and water & one (1) parent wristband). Limit 4 spaces. Exhibitors living more than five (5) miles from the Fairgrounds will be accommodated first and then those fewer than five (5) miles should check with the fair office after June 11, 2018 to see if spaces are available. If space is available it will be on a first come first serve basis. The 5

6 address on the RV Application must match the address on exhibitor s entries. Fair Management requests that groups attempt to house more than one exhibitor in each RV to reduce the amount of RV s per group. 50. The Application will be accepted starting April 3, 2018 at 1:00 pm at the fair office and must be received by the Fair Office no later than June 11, 2018 at 5:00 pm or until sold out. The application forms will be processed and notices mailed to exhibitors by Monday, July 10, We will accommodate you to the best of our ability however; due to Safety and Emergency regulations the RV spots will be limited to 110 spots and 4 Tents. (The fee for checks returned by the bank is $35.00). Any RV or TENT on the grounds during the Fair in the RV park area CANNOT be removed during the duration of Fair for any reason. NO REFUNDS ON CANCELLATIONS UNLESS THERE IS A WAITING LIST. 51. RV s are limited to a maximum length of 36 feet depending on space availability. RV s will be measured as they arrive in staging area, if the measured length does not match length stated on RV application you will be sent home with NO REFUND. Front to back not including hitch. 52. The roads around the barns and in the RV areas must be kept clear so that fire and emergency vehicles can drive through at any time. The minimum width of these roads is twenty (20) feet. No pop-ups or tents are allowed in front of RV S on the GARDEN HIGHWAY CAMPSITES as they could block access to potential emergencies. IF YOU DO NOT COMPLY WITH THIS YOU WILL BE JEOPARDIZING A RV SPACE IN THE FUTURE. 53. Fair Management reserves the right to place RV s. We will do our best to accommodate you, but you may not be in same space every year. 54. We would appreciate those families wishing to be parked next to one another, writing the names of the other parties on the Application Form where indicated. We will do our best to accommodate you. 55. One adult, over the age of 25, MUST supervise exhibitors for the duration of the fair. You will be responsible for all exhibitors/guests staying at your RV. If your campsite is checked and there is no adult on the premise, you will be asked to vacate the fairgrounds immediately and lose your camping privileges in the future. 56. Do not extend pop-outs/slide outs and/or awnings until you are staying on the fairgrounds. Fair Management has the right to move personal property if it s impeding on adjoining space. 57. LIVESTOCK RV S are allowed to start arriving Saturday, July 28, 2018 from 9:00 am to 5:00 pm at your ASSIGNED TIME, ALL RV S MUST BE IN PLACE ON SATURDAY, JULY 28, IF YOU DO NOT COME AT YOUR ASSIGNED TIME THERE IS NO GUARANTEE THAT YOU WILL BE ABLE TO GET IN YOUR SPOT. ALL RV S MUST BE IN PLACE BY SATURDAY, JULY 28, 2018 AT 9:00 PM. FAIR STAFF AND SECURITY WILL NOT BE AVAILABLE EITHER DAY. ANY ADDITIONAL VEHICLES WITH SUPPLIES OR TACK WILL NOT BE ADMITTED UNTIL AFTER 7:00 PM ON SATURDAY. 58. NO TACK OR SUPPLY DELIVERY VEHICLES WILL BE ALLOWED DURING THE HEALTH INSPECTION, MONDAY, JULY 30, 2018 UNTIL AFTER 5:00 PM IN THE LIVESTOCK AREA. 7 THE TEN COMMANDMENTS FOR PARENTS OF YOUNGSTERS SHOWING LIVESTOCK 1. Thou shalt not feed, train, and care for the animal for thou are trying to teach thy child responsibility. 2. Thou shalt forgive a child for making mistakes in the show ring for thou hast made mistakes too. 3. Thou shalt not get mad when thy child forgets items in the show box, for one day thou may forget the show box. 4. Thou shalt help the show management for they are doing a job that thou would not want to do. 5. Thou shalt see that thy child is on time for all activities for thou would not want to wait for others. 6. Thou shalt make sure thy child has animals entered and registration papers in order by the designated time. 7. Thou shalt teach thy child that winning a blue ribbon is a desirable goal but making friends along the way is a more worthy goal. 8. Thou shalt not complain about the judge for it is his/her opinion that has been sought. 9. Thou shalt remember that livestock projects are teaching projects, not necessarily moneymaking projects. 10. 8 JUNIOR LIVESTOCK Stall Setup: July 22, 2017 Show Order: Showmanship followed by Market Even Years: FFA followed by 4-H Odd Years: 4-H followed by FFA (except Swine) 1. State, Local and Livestock Department Rules apply. 2. NEW FOR 2018 Vet check will be in the North Parking Lot from 7:00 am 4:00 pm. Any animal not passing Vet Check will be penned in the parking lot and not allowed on grounds. After dropping other animals (if multiple animals in trailer) you will go back around and pick the animal(s) up. Swine will be checked at barn as in previous years. 3. NEW FOR 2018 Vet clearance form will be issued for animals that pass vet check. Market Animals will be required to turn these forms in at the scale when weighing in. Breeding Animals are required to turn their Vet Clearance Form into the Auction/ Livestock Office as soon as animals are in pens, but no later than 5:00 pm, July 30, NEW FOR 2018 Vet will be checking Market Lambs and Market Goats for their milk teeth. If Market Lamb does not have milk teeth it will be disqualified and sent home. Market Goats must have milk teeth in normal positions and no permanent teeth showing at that time. Any Market Goat having lost any of its milk teeth will be disqualified and sent home. 5. WEIGH IN Market Hogs will be weighed as they arrive from 8:00 am 3:00 pm. Market Lambs will be weighed starting at 3:00 pm by club followed by Market Goats. 6. NEW FOR 2018 Premium checks will be available August 17, BARN CHARTS Posted Barn Charts are Final. 8. BEEF TIE OUT AREA All Beef tie out areas will be assigned by club. This area will also be part of your clean barn judging. Be sure to keep this area clean. 9. POSTPONED UNTIL Livestock Exhibitors are required to do the Quality Assurance & Ethics Awareness Trainings every year. 10. COMING IN 2020 Steers will be required to be slick shorn. 11. ONLINE ENTRIES. Entries will open April 3 rd at Noon. Please access them through our website All additional required forms must be turned in to the fair office to complete your entry. 12. Underweight and overweight animals may stay and the exhibitors may participate in showmanship IF they were entered. These animals are required to be removed from the fairgrounds by 9:00 am the following day of their showmanship class. 13. All Livestock Exhibitors will be required to enter a Still Life Exhibit. It must be brought to the Fair (be sure to check Still Exhibit Schedule for receiving dates and times), if entry is not judged or no still exhibit is entered in the fair your Livestock Exhibit will be disqualified. 14. There will be a $5.00 Photo Fee deducted from each exhibitors check for the picture given to the buyer at the Junior Livestock Auction. 15. It is mandatory that a Junior Exhibitor must present their own animals in the ring when animals are called for judging, sale order determination and auction. 16. Market Beef will be loaded out at 7:00 am on Sunday Morning. Exhibitors must be there to load their animals. Livestock Superintendent/Fair Staff will determine what truck you will load your animal on. 17. EXERCISING OF ANIMALS All swine, sheep, and goats must be exercised in the show rings only. Swine may be walked around in barn within the parameter fence. All cattle can be exercised in their respective area. Exhibitors - please pick up any waste made by your animals while exercising, including the areas around the barns, the tie out area, 8

9 and the large area north of the beef barn. Absolutely NO animals in the RV areas. 18. WASH RACKS All waste should be cleaned from the wash racks after you are done using them. Please be considerate of others and pick up your supplies and your animals waste and dispose of it properly. 19. POP-UPS permanently set up around the barns are not allowed. If a pop up tent is used for fitting the day of the show it cannot block any isles or access to the barns, and it needs to be removed immediately following the show. NO POP-UPS are allowed around the show rings. We reserve the right to remove any pop up before and during the fair. 20. No animal may be entered in more than one division in the Livestock Department unless provided for in the specifications of the division. 21. Animals entered in market divisions may not be entered in breeding divisions. 22. LIVESTOCK OWNERSHIP Livestock project must be owned solely by and under the exhibitor s care and management and under the supervision of the organization in which the project will be shown as specified below. The official ownership date is the date shown on the receipt of sale unless the animal was bred by the exhibitor. The days are counted prior to the opening day of the fair. 23. ALL MARKET BEEF, SWINE, SHEEP, and GOATS MUST BE PRE-TAGGED. All Yuba & Sutter County 4-H Club project leaders and FFA Advisors are responsible for obtaining ear tags from the Yuba-Sutter Fair office and tagging their project animals according to tagging instructions provided with tags. Leaders/Advisors must pick-up tags at the fair office, during regular fair office business hours of Monday thru Friday 8 am Noon & 1 pm 5 pm between: March 12, 2018 and April 4, 2018 for Market Beef Online Entries Due April 11, 2018 and an Exhibitors Code of Practice Form, Signature Page, Bred and Fed and Credential Form must be turned into the fair office. It is the exhibitor s responsibility to turn in any other required forms to complete their entry. All extra tags not used must be returned to the fair office as well as a list of tags corresponding with the exhibitor s name and tag number. All tags checked out must be accounted for whether damaged or unused and returned to the fair office within 5 days of the tagging deadline. And March 12, 2018 thru June 3, 2018 for Market Swine, Market Sheep and Market Goats Online Entries Due June 11, 2018 and an Exhibitors Code of Practice Form, Signature Page, Bred and Fed and Credential Form must be turned into the fair office. It is the exhibitor s responsibility to turn in any other required forms to complete their entry. All extra tags not used must be returned to the fair office as well as a list of tags corresponding with the exhibitor s name and tag number. All tags checked out must be accounted for whether damaged or unused and returned to the fair office within 5 days of the tag deadline. Independent Exhibitors make arrangements with the Independent Advisor for tagging of animal(s). The ear tags must be inserted properly into the animal s ear on/before April 4, 2018 for Market Beef and on/before June 3, 2018 for Market Swine, Market Sheep and Market Goat tagging/entry deadlines. For each animal tagged, the leader must provide the fair a 4 6 color photograph of the animal (showing full head of animal with placed ear tag and number included and for Market Lambs and Market Goats Scrapie Tag (must be able to see numbers), exhibitor name, club and ear tag number written legibly on the back of the picture and must be turned into the fair office or you can pictures to sskaggs@ysfair.com, in the subject line must state exhibitors name and ear tag number by 5 pm on April 11, 2018 for Market Beef and 5 pm on June 11, 2018 for M a r k e t Swine, Market Sheep and Market 9

10 Goats. If an ear tag is replaced the exhibitor must submit a new picture within five (5) business days to the Fair Office. Late entries will be accepted up to 7 days after pretagging deadline with a late fee of $25.00 per entry. Tags must be attached and remain on the animal at all times unless removed by the Fair or awards will not be paid. Any removal and/or switching of ear tags of market animals after the tagging deadline is PROHIBITED. If proof of any wrong doing by Fair Management is determined, animals will be disqualified from the show and/or livestock auction and has the potential of the exhibitor to not be allowed to show/sell at the Yuba-Sutter Fair indefinitely. The Fair reserves the right to refuse submissions and request another photograph. If photograph of entries are not submitted & accepted by pre-tagging deadlines, the entry will be cancelled. As per CDFA State Rules, each exhibitor must own their animal (brother &/or sisters are considered to be separate exhibitors). If an exhibitor has more than one market animal, they must declare primary or back-up on the entry form and pay a tagging fee(s) on all backup animals of $5.00 (Market Lambs $7.50). If animals are tagged as back-up animals they must be entered and fees paid (If you tag 3 back-up animals you must enter all 3). Back-up animals may be a different species or vocational project. No exhibitor may enter or show a back-up animal that is another exhibitor s primary or back-up animal entry. Limit of 1 primary animal and no limit on back-up animals per exhibitor/family. Photographs and identification information must be marked accordingly. Under CDFA ownership rules, group back-up animals are not permitted. Each primary and each back-up animal must be pretagged. Each family member using the same family back-up animal must enter it on the entry form and pay the appropriate tagging fee (only one (1) tagging fee is required on family backup animals). You may only bring one market animal to the fair and across the scales, even if you tag multiple animals. Late entries will be accepted up to 7 days after online entry deadline with a late fee of $25.00 per entry. If you are a 4-H leader or FFA Advisor of any of the above projects, please contact the fair office at to schedule the pick-up of your ear tags. When calling, please know the number of tags for each species you will need to check out. AllFlex applicators can be used to insert all 2018 ear tags. The fair office does have applicators available to borrow, but numbers are limited and are on a first come first serve basis. A deposit of $30 will be required when checking out an ear tag applicator (Cash or Check). 24. Market Animals must be tagged prior to doing online entries. The ear tag (YSF tag number) must be accurate and on entry for entry to be complete with the exception of Poultry & Rabbits. 25. Speckle/Brockle/White Face Market Lambs must submit pictures of both sides of shorn face and ears. Pictures are required at the time of the entry to determine eligibility. Livestock Superintendent has final determination on eligibility. 26. If an exhibitor is disqualified at another California fair you will be ineligible to show at the Yuba- Sutter Fair for at least one (1) year if not banned from exhibiting permanently. This could also apply to siblings if the violation was associated to ethical practices. 27. Any unpaid debt to the fair by an exhibitor s immediate family will make the exhibitor(s) ineligible to show at the Yuba-Sutter Fair. 28. Junior Livestock Breeding Divisions: Open to residents of all counties of the State of California. Exhibitors, leaders and advisors are responsible for reading and abiding by the rules and requirements as printed in this Guide. Please see that information and signatures are legible and in the appropriate spaces on the required forms. 10

11 29. Divisions limited to Yuba and Sutter Counties: All Market Animals (Beef, Sheep, Swine, Meat Goat, Poultry, Turkeys and Rabbits), Pygmy Goats and Showmanship es. 30. Breeding Animals: Definition of a Grade-Crossbred- Animals that do not meet registration requirements. (State Rule VIII, Livestock Department Definitions 5) All animals (except horses or market and feeder animals) shall be identified by a permanent number (ear tag, tattoo, photo or drawing, or brand required by breed association, ear notching or microchip) on the animal which matches the number recorded on the entry form. (State Rule VIII, Livestock Department Animal Identification Requirements 19) Breeding Ewes cannot be tagged and entered as a backup Market Lamb. Breeding Gilts cannot be tagged and entered as a backup Market Hog. Breeding Does cannot be tagged and entered as a backup Market Meat Goat. In the case that space is an issue, Yuba and Sutter County exhibitors will have preference over out of county exhibitors. 31. Primary 4-H Members & Independent Exhibitors: are for youth five (5) to less than nine (9) years on January 1, Individuals five (5) to less than nine (9) years on January 1, 2018, may not exhibit Beef, Sheep, Swine, Meat Goats and may not participate in the Junior Livestock Market Divisions or Auction. 32. Independent Junior Exhibitors: Ages nine (9) through thirteen (13) on January 1, 2018, must compete in 4-H Divisions. Ages fourteen (14) through nineteen (19) on January 1, 2018, must compete in FFA Divisions. See additional Independent Junior Exhibitor information in the Local Rules and Information section. Youth may be ineligible to participate as an Independent Exhibitor if documented disciplinary action involving their project(s) has been taken against them by 4-H or FFA. Length of ineligibility to be determined by fair management. (State Rule VII, Junior Department Independent Exhibitors 10b) Juniors who have been 4-H, FFA or Grange project members within 60 days (120 days for horse and market beef) prior to the fair are not eligible to compete in that project as Independent juniors (or vice versa) or enter project(s) under a different organization. (State Rule VII, Junior Department Exhibit Eligibility 17) 33. Junior Livestock Exhibitors must wear the appropriate uniform of their respective organization when showing and selling livestock. FFA show uniform white pants, white dress shirt, the official FFA Jacket with the official FFA four-in-hand necktie. Shirts must be tucked in and have short or long sleeves (not sleeveless). Hats or headgear of any kind shall not be worn with the official show uniform while showing. Yuba-Sutter Fair 4-H show uniform white pants and white dress/polo shirt. Shirt must be tucked in and have short or long sleeves (not sleeveless). The 4-H tie or scarf and hat (on head not in back pocket) must be worn. Independent Exhibitors must wear white pants and white dress shirts. Shirts must be tucked in and have short or long sleeves (not sleeveless). Junior Exhibitors who help show in group or pen classes must also wear their official show uniform. 34. Exhibitors of the Yuba-Sutter Fair will only be allowed to exhibit market animals from organizations based in Yuba and Sutter counties. The two organizations recognized by the Yuba-Sutter Fair at this time are FFA and 4-H. 35. Junior Livestock Exhibitors must meet the attendance requirements or guidelines set down by their respective organization. Responsibility of enforcement rests with the leader or advisor. Local clubs and chapters may strengthen these rules but may not detract from them. Any 4-H Project Leader or Community Leader/4-H County Youth Advisor/FFA Advisor has the authority to pull ANY fair entry at ANY time prior to the entry being weighed, if exhibitors have not 11

12 complete projects as required by the project leaders or organizations. Only the exhibitor s project leader, community leader or advisor can pull an entry form, not a leader/advisor from a different club/chapter. 36. Exhibitors that are doing their year out and are not In good standings and are ineligible to show through their organization are not eligible to show as an Independent Exhibitor. 37. Exhibitors should have Project Records available should the Fair Rules Committee request them. 38. Exhibitor Conduct: The Management reserves the right to immediately remove any exhibitor from competition and/or the Junior Livestock Auction, as well as withhold premiums (cash and awards), void sale of Junior Livestock Auction animal, and revoke exhibiting privileges for a period of 13 months from the date of the infraction for unacceptable conduct. Examples of unacceptable conduct are, but ot limited to: (1) Possession and use of alcoholic beverages by a minor, under the age of 21; (2) Possession and use of all tobacco products, under the age of 21; (3) The use of any drugs other than prescription medication; (4) Smoking in the barns; (5) Violation of curfew without permission; (6) Obscene language or gestures directed to any judge, employee, or official of the Yuba-Sutter Fair. 39. Exhibitors, their immediate family and agents thereof, who do not cooperate with Security Personnel or other Fair Officials in all matters of policy, including but not limited to parking, stall/pen/space assignments and judging, will have their entries cancelled and will be ordered to remove their exhibits from the grounds immediately and forfeit all awards, premium monies and sale proceeds. All parties involved will not be allowed back on the grounds for the remainder of that fair year. Failure to adhere to this rule may result in being banned from future Yuba-Sutter Fairs. 40. Exhibitors, their immediate family or agents thereof, causing public disturbance, those that are verbally abusive, those that are uncooperative and/or unsportsmanlike, those not following good animal welfare practices as determined by management, or those found in violation of rules or in practices inadmissible with the Fair program and/or policies/procedures shall be penalized. Penalties shall include forfeiture of awards, premiums and sale proceeds. 41. A Junior Exhibitor who, in the opinion of Fair Management, leaders or advisors, fails to conform to or accept the set standards of conduct as designated by his/her organization or by the 13 th DAA Rules may be disqualified from competition and removed from the Fairgrounds along with his/her stock. This decision may be made at the discretion of his/her leader, advisor or Fair Management. 42. Independent Exhibitors are required to turn their record books into the Auction/Livestock Office no later than 4 pm, Monday, July 30 th to be reviewed by the Livestock Secretary. They can be picked up Tuesday, July 31 st from 9 am - 4 pm. They must be complete or you will be ineligible to show and sell your animal. 43. Independent Exhibitors must check in daily with the Livestock Superintendent or Livestock Secretary in the Morning and Late Afternoon. 44. Independent Exhibitors must attend one (1) Junior Livestock Committee Meeting. (Contact office for times and dates) 45. Independent Exhibitors must have a minimum of 10 hours of Community Service Hours. Form provided in Independent Record Book. It must be signed by a representative of the person/organization they are doing community service for. Must be verifiable. 46. Independent Exhibitors will have an Advisor prior to and during fair. The advisor will do at least one (1) site visit or more throughout the project and tag the animals. 12

13 47. Independent Exhibitors must attend with a parent/guardian the Mandatory Independent Exhibitors Meeting on March 21, 2017 at 6:00 pm in the board room at the fairgrounds. They must also attend the Mandatory Exhibitor Meeting on Monday, July 30 at 5:30 pm at the fair. 48. Barn Duty: It is requested that Club, Chapter and Independent project groups have a minimum of two (2) members per Project Group present from 8:00 am until 7:00 pm. 49. Lambs and Meat Goats may be braced, but they should have all 4 feet on the ground at all times when showing. 50. Meat Goats must be shown with a collar, chain, or halter. NO pinch collars allowed. 51. Fitting Animals Only 2018 Junior Exhibitors from Yuba-Sutter Counties (and their respective 4-H and FFA programs) that have entered, qualified, and brought animals to the 2018 Yuba-Sutter Fair are allowed to show and fit their own livestock. No outside help will be allowed from Junior Exhibitors from other counties. Junior Exhibitors from other counties can fit the livestock they have entered and are showing, but will not be allowed to assist in any way with the fitting of livestock being shown by Junior Exhibitors from Yuba-Sutter Counties. Junior Exhibitors are to fit and groom their own animals. FFA Advisors/4-H Leaders should work with the Junior Exhibitors and their animals prior to the fair so that the Junior Exhibitors are prepared to do their own fitting and grooming when they arrive at the fair. However, because of the educational nature of livestock shows, it is appropriate, on occasion, for parents, leaders, or youth eligible to exhibit at our fair to provide assistance. Assistance should only be given only when the exhibitor is present and actively engaged. Club members may share in feeding of animals and the cleaning and maintaining of the pens. Physical challenges and age can be an exception to this rule. 52. GROOMING RULES Full fitting is allowed however any attempt to change or enhance the natural color of an animal, either purebred or crossbred, by changing color or adding false hair, fleece or skin at any point, spot or area of the animal's body and grooming materials that allow color to come off the animal when touched is not allowed. Unethical fitting practices can and will be stopped by management and may result in disqualification from the show. Entry Forms: 53. Enter online at click ENTER THE FAIR. 54. Online Entries close on June 29, 2018 unless otherwise specified in guidebook. 55. Late entries will be accepted July 2 nd thru July 6 th unless otherwise specified in guidebook and must be done at the Fair Office and will be subject to a $25 late fee. No entries will be accepted after 5 pm on July 6, Animal Ownership: 56. Breeding Animals: Must have been owned by and under the management and direct care of the exhibitor for no less than thirty (30) consecutive days prior to opening day of the Fair. 57. Market Animals: Must have been owned by and under the management and direct care of the exhibitor for at least : Beef: one hundred twenty (120) consecutive days prior to opening day of the Fair. Lamb, Hog & Goat: sixty (60) consecutive days prior to opening day of Fair. Turkeys: forty-five (45) consecutive days prior to opening day of the Fair. Poultry/Rabbits: (30) consecutive days prior to opening day of the Fair. Market Animals: 58. No junior exhibitor may exhibit an animal in a market class once it has been sold as a 13

14 market animal through a fair junior livestock auction. These animals may be shown following the 30 consecutive day ownership requirement as breeding animals only. All champion and reserve champion market animals will be permanently identified by the fair if sold through the junior livestock auction, unless these animals are sold at a terminal sale with no live animal pick-up. (State Rule VII, Junior Department Livestock and Horse Exhibits-Ownership 29). 59. Exhibitors must complete the Fair s medication certificate and turn in at weigh-ins. All market animals will be pre-tagged according to species ownership deadline and fair entry deadlines. All Market Animals MUST be ear tagged in the either ear (Number facing forward on beef, sheep, goats and number facing back on swine). (Leg Bands will be supplied for Market Turkeys and Poultry Meat Pens and will be banded at Health Inspection) See pre- tagging details. 60. Any medication administered to a market animal with a withdrawl period that is not out of their system by August 4, 2018 must submit a request to the Fair Management/Fair Board Executive Committee for approval. Approval will depend on the harvest facility being able to house animal until end of withdrawl period to be processed. Exhibitor will be responsible for any expense incurred from this. 61. Animals entered in market divisions may not be entered in breeding classes. 62. WHOLESOME ASSURANCE STATEMENT The use by non-veterinarians of animal drugs or other substances in any manner other than in accord with the labeling approved by the FDA is a violation of federal law. Note: Abuse of the extra-label privilege by veterinarians is unethical and is subject to serious consequences such as license revocation. Any food animal must not exceed FDA/EPA/USDA established tolerances for any foreign substances including drugs, pesticides, feed additives or the other chemicals. Violative results of residue testing are subject to investigation by the USDA and FDA for prosecution. Any misrepresentation of a food animal that can potentially affect the acceptability of the carcass or milk will be considered fraud. 63. VIOLATIONS If a Junior Exhibitor be found in violation of any of the Livestock Department rules, he/she and his/her family may be forever barred from showing at the Yuba-Sutter Fair. 64. Post Mortem Examination: The Yuba-Sutter Fair may request a post mortem examination of any animal which dies at the Yuba-Sutter Fair. This will be performed by a licensed veterinarian at the expense of the exhibitor. 65. Replacement Animals If a market animal is lost due to death (must have paperwork from veterinarian) after entry deadline and there are no tagged backup animal(s) you are able to purchase a replacement market animal. The deadline for a replacement animal will be July 13, 2017, after this date it will be at the discretion of the fair board or fair management. This replacement animal will not be eligible to compete in the Champion Drive. 66. The scales will be locked down and no pre-weighs allowed after they have been certified by Weights and Measures. 67. Weight Limits: Pay Weight: Beef: pounds (No Maximum Live Weight to Show) Swine: pounds (Maximum Live Weight 300 lbs.) Animals over 300 lbs. will be disqualified. Sheep: pounds (No Maximum Live Weight to Show) Goats: pounds (No Maximum Live Weight to Show) Rabbits: pounds (3 Rabbits lbs. each) Rabbits under 3.5 lbs. will be disqualified. Turkeys: pounds (No Maximum Live Weight to Show) 14

15 Poultry: 7-12 pounds (2 birds) (No Maximum Live Weight to Show) Birds under 3.5 lbs. will be disqualified. 68. Disputed Weight Procedure: If an animal s weight is disputed at scale, the animal must be removed from the scale. The animal must remain in the immediate scale area. The scale is to be balanced and the animal weighed again. The second weight becomes the official weight. If the animal is removed from the immediate scale area and then returned to the scale for a reweigh, no re-weigh will be allowed. 69. Market Beef, Lambs, Goats, Swine, Poultry, Turkeys and Rabbits weighing less than the weight stated above will be required to be removed from the fairgrounds. Obtain release form from Livestock Superintendent. Swine and Rabbits weighing over the maximum weight allowed, must be removed from the fairgrounds. These animals may be shown in showmanship if entered. Then be removed from the fairgrounds by 9:00 am the following day of their showmanship class. 70. As per CDFA Rules California requires an INTERSTATE LIVESTOCK ENTRY PERMIT for importation of all Swine, Sheep, Goats & and the following classes of beef cattle: Sexually intact female cattle; Beef bulls 18 months of age & over and all cattle shipped directly to any state or federally approved slaughter facility. 16 JUNIOR LIVESTOCK AUCTION INFORMATION Saturday, August 4, 2018 at 8:30 am 1. Limitation: Juniors who are members of a Yuba or Sutter County 4-H Club, Yuba or Sutter County FFA Chapter and/or Independent Exhibitors, who are residents of Yuba or Sutter County, may ENTER and SELL only one (1) Market Animal (Beef, Sheep, Swine, Goat or Turkey) or one (1) Meat Pen of Rabbits or Poultry or one (1) Vocational item if they have not sold a market animal at a county or district fair in the same calendar year (from Fair to Fair) excluding Junior Grand National at the Cow Palace and the California State Fair. 2. The Yuba-Sutter Fair Jr. Livestock Auction is a terminal sale. There will be no live pickup. When soliciting new buyers please inform them of the terminal sale rule prior to sale day. 3. Animals will be presented in the sale ring in the same manner they are presented in the show ring. Animals cannot go through Auction ring with anything other than Champion or Reserve Champion Flowers. (ABSOLUTELY NO PAINT, NO GLITTER, AND NO BOWS ALLOWED) Animals with paint or glitter will be disqualified from the sale. Bows will be required to be removed before entering the sale. 4. Market Animals or Meat Pens receiving an award of Market Ready must be sold at the Auction. 5. Each exhibitor must take his/her own animal or vocational project through the Auction Ring, no exceptions. Failure to do so will include forfeiture of awards, premiums and sale proceeds. 6. Exhibitors must be present in full fair uniform to sell their Market Animal, Meat Pen or Vocational Project. 7. The exhibitor is responsible for having his/her animal in lot order to proceed through the Auction Ring. Animals and Vocational Projects not in place will be passed over and will not be sold. 8. Animals Rejected at Processor: Sellers are responsible for animals that are condemned or rejected at processing centers, unless contamination/injury occurred after the sale. (State Rule X, Animal Health Rules 9) Seller may be liable to the buyer for an amount equal to three times the purchase price and may also be liable for attorney s fees and civil penalties (Food and AG Code section 14363). Sellers of Market Sheep & Market Goats are responsible for animals which are rejected at the processing plant due to the presence of scrapie. If an animal is returned from the processing plant for any reason, the exhibitor will forfeit all awards (ribbons, trophies and full amount of sale money). No exceptions. 9. Exhibitors are responsible for the care of their Market Animals until these animals are shipped. This means to provide your Market Animal with feed and water Saturday night, Sunday morning and Sunday evening. Failure to do so will include forfeiture of awards, premiums and sale proceeds. 10. The Yuba-Sutter Fair Livestock Auction is sponsored by the Yuba-Sutter Livestock Auction Advisory Committee, under the direction of the Yuba-Sutter Fair Board of Directors. The Committee is composed of FFA Instructors, 4-H Leaders, the 4-H Program Representative and Community Members. 11. There will be a $5.00 Photo Fee deducted from each exhibitors check for the picture given to the buyer at the Junior Livestock Auction. 12. The Yuba-Sutter Fair Auction Advisory Committee will charge a commission on the sale price as follows: All projects that go through the auction and add-ons are subject to a 5% commission. This fee pays the Auction expenses, defaults in payments and other contingencies, which arise. 13. Add-ons: The minimum add-on amount required is $20 per exhibitor/per add-on. Deadline for add-ons will be no later than Saturday, August 4, 2018 by 5:00 pm (this includes any add-on 16

17 submitted by mail). Any add-on received after the deadline will be returned to sender. Any addons received for exhibitors that do not go through the Junior Livestock Auction will be returned to sender. 14. Auction checks will be available August 17, FFA, 4-H & Independent Exhibitors will pick up their checks from the Fair Office. Livestock Auction checks must be picked up and cashed by December 31, No funds will be available and checks will be VOID after December 31, 2018 and will forfeited to the contingency fund. There will be a $35.00 fee for Stop Payment, if a replacement check is issued prior to December 31, THANK YOU NOTES FOR AUCTION A thank you note must be written to each buyer of your animal/vocational project, as well as for any add-on bid. (If you have 4 buyers and 1 add on bid you must write 5 notes). Standard stationery designed for correspondence or large size greeting cards should be used when writing your thank you notes. Thank you notes should be written in ink or typed. If typed they should still be signed in your own penmanship. The envelope must be properly addressed (in ink) with complete name and address of the buyer and stamped before you received your check. The Fair will not supply any material for your use. Envelope must have your complete return address. DO NOT SEAL THE ENVELOPE DON T FORGET THE STAMP. In order to pick up your checks, you must bring your thank you note(s) to the Fair Office. 16. The Sale Order is determined by the placing in the Market classes. 17. All Champions, Best of Show Vocational Project and the Mark Lemenager Scholarship Animal will be sold starting at noon on Saturday. 18. A carcass evaluation/presentation for beef and sheep will be held at the 4-H Office Wednesday, September 12, 2018 at 6:00 pm. The carcass contest is not a fair sponsored contest. 17

18 LIVESTOCK JUDGING CONTEST Friday, August 3, 2018 Time: 10:00 am Registration closes: Thursday, August 2, 2018 at 5 pm No Entry Fee AWARDS: Ribbons Contest Information and Rules Registration forms will be available at the Auction Office during the Fair. Livestock Judging is the evaluation of market and breeding animals based on priorities used in the industry. The contest consist of 6 classes with designated classes used for a questions component. Each class will have 4 animals of the same species. Animals will be marked with numbers 1-4. Contestants will rank the animals from best to worse based on their opinion. Their placings will be compared to an official placing designated by contest official judges. This event develops critical thinking, problem solving skills and aides exhibitors in gaining confidence. 1. Contestants will sign up as a team of 3-4 members of the following divisions: a. PeeWee - 5 years old to 8 years old. b. Junior - 9 years old to 13 years old. c. Senior- 14 years old to 19 years old. 2. Ages will be determined as of January 1, Contestants can sign up individually but will not qualify for any team awards. 4. Awards will be given out to the top 5 teams and the top 10 individuals for each division. 5. A team will be put in the division of their OLDEST member. For example: if a team has 2 members that are 12 years old and a member that is 15 years old they will be placed in the Senior division. 6. The contest will consist of 6 live classes and also questions. a. PeeWee and Junior divisions will judging 6 live classes and be asked 1 set of 10 questions based on one of the designated classes. b. Senior division will judge 6 live classes and be asked 2 sets of 10 questions based on two designated classes. 7. Points: each class is worth 50 pts a. 6 classes 50 pts/each = 300 pts b. 1 questions class 50 pts = 50 pts i. Total points possible = 350 pts (Peewee & Junior Division) c. 6 classes 50 pts/each = 300 pts d. 2 questions classes 50 pts = 100 pts i. Total points possible 400 pts (Senior Division) 8. es can consist of any combination of breeding and/or market classes within the beef, sheep, swine and goat species. 9. Each round will be minutes. Contestants will have the time to rank the class, mark the designated judging card (provided by the contest chairman) and turn it in to group leader. 10.
