5 El Paso County Fair 4-H General Information and Rules The El Paso County Fair is a collaborative community event, providing an opportunity for the 4-H Program to promote the achievements and talents of 4-H youth members as they work toward building their successful futures. We accomplish this by: Providing educational experiences relating to 4-H projects, activities, personal skills and accomplishments; Providing recognition and inspiration to 4-H members and leaders toward greater achievement; Providing an opportunity and challenge to broaden relationships with youth and adults from other 4-H clubs; Provide a dynamic and comprehensive review of 4-H and its accomplishments to the people of El Paso County. Educating and engaging the community. Developing leadership skills. Fairground Location: The El Paso County Fair and Events Complex is located at th Street, Calhan, CO Coming from Colorado Springs: Head east on US Hwy 24/US-24 from Falcon approximately 20 miles. Enter the town of Calhan and turn right (south) on Yoder St/Calhan Hwy. North Gate (Fair office and handicap parking) is off 10th Street which is your third right on 10th Street. East Gate (racing contestants or equestrian events) is off Yoder St./Calhan Hwy which is fourth right. South Gate (Free Fair parking or race parking) is off Yoder St./Calhan Hwy which is fifth right. Fair Office: Go through North Gate off 10th Street. Fair Office is located inside Swink Hall which is second building on left hand side. Responsibility: Colorado State University Extension staff and volunteers will use reasonable diligence to insure safety of exhibits after their arrival and placement but in no case will they be responsible for any loss or damage done to, occasioned by, or arising from any animals or articles on exhibition. The exhibitors shall indemnify Extension staff and volunteers of all legal or other proceedings in regard thereto. The entry of any exhibits on the show grounds by any and all exhibitors shall signify his or her agreement to abide by this rule. Alcohol Restrictions: The consumption/possession of alcohol is prohibited on any portion of the El Paso County Fairgrounds unless provided exclusively under the license of the El Paso County Fair Corporation. It is unlawful for any person to enter or be in a County park while under the influence of alcohol. Pursuant to Colorado Statute (1)(h)(I), it is illegal to bring any outside alcoholic beverages onto the El Paso County Fairgrounds and Events Complex, including parking lots. Out of respect for the goals and mission of the 4-H Youth Development Program and the Colorado 4-H Code of Conduct, alcoholic beverages are discouraged in the 4-H camping areas, and not allowed during 4-H events and activities, including areas where 4-H animals are housed. (please see Adult Code of Conduct) 4 El Paso County 4-H Exhibitor s Guide Marijuana: The use of marijuana in any display, food item, or exhibit is prohibited and shall be rejected. The exhibitor shall be referred to law enforcement. Leash Law: El Paso County and the Town of Calhan require all dogs to be on a leash at all times on public property. For the safety of animals and people, The El Paso County Fairgrounds discourages bringing dogs to the El Paso County Fair & Rodeo unless they are with the Dog Project. Dogs are prohibited in the camping area of the fairgrounds unless they have Fair Management approval to be there. Camping: There is a camping area available for use by 4-H members and their immediate families. Space is on a first come first serve basis and camping permits should be purchased in advance from the fair office. All 4-H members staying in the camping area must be accompanied by an adult. No dogs are permitted in the camping area without first receiving Fair Management approval. If you want to bring your dog with you to camp the week of fair, you MUST send the Fair Advisory Board a letter requesting permission by Wednesday, June 15, 2016, by 5 PM. The request can be ed to events@elpasoco.com or dropped off in person to the Fair Office located at th Street, Calhan, CO Additional camping regulations, rules and requirements are at the discretion of Fair Management. Vehicles: No vehicle other than Official Cars will be permitted inside the fenced area around the barns and livestock arena after Monday at noon. Vehicles for the purpose of hauling feed and supplies will not be permitted on the Fairgrounds. Livestock exhibitors must arrange to supply their needs for the week prior to noon on Monday. 4-H Policies The current Colorado State 4-H Youth Development Policies and any current State Level 4-H project specific show rules (if applicable) always supersede any county-level policies or fair rules. They can be found on the Colorado State 4-H website. We expect all 4-H members and their families to be familiar with both our local El Paso County Policies, as well as the Colorado State Policies. Counties may set stricter policies than the State Policies so it is important to be familiar with both. Role of the CSU Extension Office and Extension Agents Extension staff shall interpret local program needs, University and Extension Policies, and statewide programs and schedules. 4-H Extension staff may impose decisions to 4-H Project Committees, Advisory Groups, and 4-H Fair Superintendents as the need arises, thus over-ruling the vote/decision of a 4-H Project Committee and/or 4-H Volunteer(s). This is meant to be a safeguard to ensure that decisions align with 4-H policies and State 4-H Office guidance, and to make sure activities align with the 4-H mission of Positive Youth Development. Youth Code of Conduct Purpose of 4-H El Paso County 4-H is the informal youth education program of Extension through Colorado State University. Through 4-H projects and programs, youth learn life skills, citizenship, communication and decision making techniques, leadership, interpersonal relations, community and global awareness. 4-H helps youth form attitudes that will enable them to become self-directing, productive, and contributing members of society.

6 Member Responsibilities El Paso County 4-H Members are expected to: Conduct themselves in a courteous, respectful manner, use appropriate language, exhibit honesty, good sportsmanship and act as a positive role model. Learn and live by the principles of the 4-H Pledge, 4-H Motto and 4-H Slogan. Abstain from the use of illegal drugs, alcoholic substances or tobacco products. These are NOT allowed at any 4-H sponsored program, event, and/or activity. This applies to local club meetings, county, district, state and national events. Respect the rights and authority of leaders, parents and Extension Agents. Respect the rights, property, and privacy of 4-H members. Adhere to individual program rules, policies and guidelines. Fully participate in scheduled activities. Refrain from physical or verbal abuse. Apply rules of safety to individuals, groups, and property. Accept personal responsibility for behavior. Conduct not in keeping with high 4-H standards will not be tolerated. Violation of items listed above will result in consequences to the participant. Consequences may include removal, at the individual s expense and without refund, from participation in an event, restitution or repayment of damages; sanctions on participation in future 4-H events; forfeiture of financial support for an event; removal from offices held, etc. Colorado State University Extension and El Paso County believes in the right of every child to a safe and nurturing environment. Adult/Parent/Guardian 4-H Code of Conduct Purpose of 4-H El Paso County 4-H is the informal youth education program of Extension through Colorado State University. Through 4-H projects and programs, youth learn life skills, citizenship, communication and decision making techniques, leadership, interpersonal relations, community and global awareness. 4-H helps youth form attitudes that will enable them to become self-directing, productive, and contributing members of society. Youth learn from their experience. Part of the experience is observing and modeling their behavior after adults they know and respect. To contribute in a positive way to youth development El Paso County 4-H Leaders, Volunteers, Parents and other adults will: Conduct themselves in a courteous, respectful manner, use appropriate language, exhibit honesty, good sportsmanship and act as a positive role model. Provide a safe environment, free of physical abuse, mental abuse, verbal abuse, ethnic, racial and sexual harassment or exploitation of the 4-H members and anyone affiliated with the 4-H program. Learn and live by the principles of the 4-H Pledge, 4-H Motto and 4-H Slogan. Adhere to all program rules, policies, procedures and guidelines including the State 4-H Dress Code and use of the 4-H Clover. When transporting 4-H members, have a valid Colorado driver s license and insurance as prescribed by Colorado law and maintain the vehicle so that it is safe and reliable for the conditions, weather, and distance for which it will be driven. Abstain from the use of illegal drugs, alcoholic substances or tobacco products. These are NOT allowed at any 4-H sponsored program, even and/or activity. This applies to local club meetings, county, distract, state and national events. Parents may smoke or use tobacco products in designated areas away from site of the event. Please Note: The El Paso County Fair designated smoking areas are on the North and South sides of the Grandstand Building only. Respect the rights and authority of leaders, parents and Extension Agents. Apply rules of safety to individuals, groups and property. Accept personal responsibility for behavior. Conduct not in keeping with 4-H Youth Development standards will not be tolerated. Violation of items listed above will result in consequences to the participant. Law enforcement may be called and illegal behaviors may result in citations or arrest. Consequences may include removal, at the individuals expense and without refund, from participation in the event; restitution or repayment of damages; sanctions on participation in future local, state, regional or national 4- H events; and forfeiture of financial support for this event. 4-H Leaders and volunteers serve at the request of El Paso County Extension. That request can be withdrawn for violations to this code, other reasons or no reason at any time. Colorado 4-H Dress Code The following dress code has been developed for 4-H members and leaders to exhibit their best appearance during any 4-H events or activities. If you choose to dress inappropriately, you will be asked to change. Planning ahead will save you the inconvenience of changing your attire during the 4-H event or activity and ensure that you contribute to a pleasant 4-H atmosphere. Please be advised that the following dress code will be enforced for all 4-H members attending 4-H events and activities. Clothing: All clothing shall be neat, clean, acceptable in repair and appearance, and shall be worn within the bounds of decency and good taste as appropriate for 4-H events and activities. Articles of clothing which display profanity, products, or slogans which promote tobacco, alcohol, drugs, sex or are in any other way distracting are prohibited. Excessively baggy or tight clothing which advertises gang symbols or affiliation is prohibited. Items of clothing which expose bare midriffs, bare chests, undergarments, or that are transparent (see-through) are prohibited. Tank tops with straps wider than one inch are permitted. Please be advised that spaghetti straps, shirts which expose a bare back, halter tops, and tube tops are prohibited. Shorts must be mid-thigh length. No cut-off shorts or shortshorts allowed. Hats need to be removed for meetings, workshops, meals, and other times when asked to remove them. Shoes must be worn at all times deemed appropriate. Appropriate attire for showing and in sale pictures will be required at the discretion of the superintendents. First Aid and Emergencies: Every effort will be made to have Emergency Medical Services personnel on site during the busiest times of the El Paso County Fair & Rodeo. The First Aid Building is located directly North of the Grandstand Building. Please contact any staff member if you need assistance for medical treatment and in the event of a life threatening emergency, please call El Paso County 4-H Exhibitor s Guide

7 4-H Exhibitor General Rules and Regulations 1. Entries Prior Entry is required in all departments/4-h project areas. The online enrollment program will open on June 10, Online registration must be completed by midnight (MST) on June 19, The online program will be closed on June 20, 2016 to entries. Go to Instructions for online entry are located at the end of this Exhibitor Guide. If handson assistance is needed, call the Extension Office at to schedule a time to come into the office. We will be scheduling after hours timeslots for working parents. All payments must be delivered to the CSU Extension office or mailed, and received by 5 PM, Friday, June 24th. The extension office is located at 17 N Spruce, Colorado Springs, CO Early entry is highly encouraged. Make checks payable to El Paso County Extension. 2. Premiums and Special Awards: Exhibitors who win a placing ribbon, i.e. Blue (1 st ), Red (2 nd ), White (3 rd ) receive a cash award (premium). After the fair, premium checks will be mailed to all exhibitors who have earned a premium award. 3. Judging See the judging schedule in front of Fair Book. The decision of the judges will be final. No exhibitor, parent, leader, or superintendent shall try to influence the judge, or in any way hinder the progress of judging. Any discourtesies to the superintendents, judges, or fair officials by the exhibitor, parent, leader, or other person shall be reported to the 4-H Extension Agent. 4. Release of Exhibits No exhibit shall be released early. Removal of any exhibit before the designated time will cause the forfeiture of award money. Early removal requires a written approval from the applicable Project 4-H Superintendent and the 4-H Extension Agent. Please refer to the schedule at the front of the Exhibitor s Guide for exhibit release/pick-up times. Note to Tabletop Exhibitors (AKA: Static) all static/tabletop exhibits must be picked-up from the Whittemore building on Sunday following the end of the fair. Perishable exhibits (such as food and cake decorating) are often tossed after fair, but exhibitors still need to pick-up their record books/e-records. The Fair Management/4-H Program will not be responsible for exhibits left after Noon on Sunday following the end of fair. ATTENTION! Tabletop State Qualifiers Non-perishable tabletop exhibits that have qualified for the State Fair must be picked-up from the fairgrounds after the fair and then re-entered for State Fair at the Extension Office on Monday, August 8, 2016, between 8:30 a.m. and 5:30 p.m. Perishable tabletop exhibits must be dropped off at the Extension Office the morning of Wednesday, August 17, time to be announced. sustained. Complaints will be considered by the responsible 4-H Agent and the appropriate 4-H Advisory Committee. Decisions of the agent and program committee are final. Please refer to the El Paso County 4-H Challenge to Policies and Procedures Regarding 4-H Events and Activities and Fair Treatment Form. The procedure is available from the 4-H Agent. 6. Any 4-H exhibitor dismissed from the fairgrounds will forfeit all premiums. 7. Thank You Notes for Sponsors Many special awards are provided by sponsors. Some sponsors make significant contributions to help purchase awards and recognition items for the 4-H portion of the El Paso County Fair. To ensure repeat sponsorship, donors appreciate receiving thank you notes from award recipients. Thank you notes help to encourage donor sponsorship for future years. Please look for/inquire with your 4-H Project Superintendent about the thank you note process. Each 4-H Project area has a process in place to ensure thank you notes are completed. Be aware that premium money and/or awards may not be distributed until thank you notes have been completed by the 4-H exhibitor. 4-H Exhibit Eligibility 1. Eligibility: Only members in good standing and actively enrolled in the El Paso County 4-H program who have carried out and completed all required project work to date, are eligible to exhibit and show in the 4-H El Paso County Fair Classes. Members must have passed their 8th birthday but not their 19th birthday on December 31, H exhibitors must be enrolled in the project in which they are exhibiting. 4-H Cloverbuds must have passed their 5th birthday on December 31, Please Note: Cloverbuds (youth 4-H age 5 to 7) and younger non4-h age eligible youth will not be allowed to show/exhibit any animals or participate in 4-H shooting sports activities H Outreach Projects: Classes may be created by CSU Extension Agents for emerging youth development programs under auspices of Colorado State University Extension 4-H Youth Development Other Delivery Modes. This includes providing fair 4-H exhibit opportunities for day camp, school enrichment, and 4-H afterschool program participants. These exhibits are often not eligible for State Fair exhibit. Please inquire with the 4-H Agent for more details. 3. FFA Member Participation: Any FFA member wishing to exhibit at the El Paso County Fair will follow the 4-H entry and exhibit process. FFA exhibitors/instructors are asked to contact the Extension Office to inquire about the online Fair Entry process. 5. Protest and Appeals At 4-H Competitive Events, any complaint seeking restitution or compensation to a 4-H member must be presented in writing (on the appropriate form) and accompanied by a $50 deposit made in cash or by cashier check to the Extension Office within 24 hours of the event. The complaint must state the name of the exhibitor, the exhibit or event in question and the specific reason(s) for the complaint. The burden of proof resides with the party filing the complaint. The $50 deposit will be returned if the complaint is upheld. The deposit will be forfeited to the CSU Extension 4-H Program in El Paso County if the complaint is not 6 El Paso County 4-H Exhibitor s Guide

8 4-H Livestock/Animal Division Rules 1. The El Paso County Fair and 4-H Program adheres to the International Association of Fairs and Expositions (IAFE) National Code of Show Ring Ethics. Each animal exhibitor is required to sign a Code of Show Ring Ethics form, based on the IAFE Code of Show Ring Ethics, indicating they will abide by the guidelines. El Paso County 4-H exhibitors are expected to conduct themselves with honesty and good sportsmanship at all times. As these are public displays of not only husbandry and handling skills but also personal character and discipline, the behavior of exhibitors, as well as that of parents and leaders, is expected to reflect the highest standards of integrity and professionalism at all times. 4-H Exhibitors who violate the guidelines below may forfeit premiums and/or awards and may be prohibited from participation in future 4-H activities. IAFE Code of Show Ring Ethics IAFE (INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS) CODE OF SHOW RING ETHICS Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the IAFE Code of Show Ring Ethics, fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in competitive events: 1) All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership, and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited. 2) Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials. 3) Junior exhibitors (4-H Members) are expected to care for and groom their animals while at fairs or livestock shows. 4) Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal s performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory, to which it is sent, is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian. 5) Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 6) The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited. 7) Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them. 8) No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. 9 9) The application of this code of ethics provides for absolute responsibility for an animal s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10) The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expos and any special notices to members. 11) The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions. 2. Inhumane Treatment of Animals - Abuse of animal(s) in any form will not be allowed. No electric prods will be allowed to be used on any animal at any time. Any violation of this rule and any other activity deemed inhumane by Fair Management/CSU Extension will result in immediate disqualification with no recourse. 3. Ethical Treatment of Animals Tubing, pumping or injecting of any unauthorized substance or water into an animal will not be tolerated. Any violation of this rule and any other activity deemed unethical by Fair Management/CSU Extension will result in immediate disqualification with no recourse. 4. USDA Wholesome Meat Act and Quality Assurance Program The El Paso County 4-H Program supports the USDA Wholesome Meat Act and 4-H policy requires exhibitors be in compliance with all Meat Quality Assurance Programs. The El Paso County Fair management/csu Extension reserves the right to screen or test any market animal for drug residues or illegal drugs of any nature and take any action deemed appropriate if testing results show any positive residues above naturally occurring levels or positive results for illegal drug usage. All Livestock Market Champions and Reserve Champions will be tested immediately following class results. Any cost to prove or disprove the use of the above will be borne by the exhibitor if testing positive. Failure to comply with any health regulation could result in disqualification. 5. COOL The USDA Country of Origin Labeling (COOL) is a labeling law that requires retailers, such as full-line grocery stores, supermarkets and club warehouse stores, to notify their customers with information regarding the source of certain foods. Food products covered by the law include muscle cut and ground meats: lamb, goat, and chicken. Therefore, all cuts of lamb, goat and chicken must have documentation as to the origin of the animals to be marketed in the U.S and international meat industry. Therefore, every 4-H youth showing market animals (sheep, goat, and poultry) must complete the Country of Origin Label Declaration form. 4-H youth can use one form for all species. The form documents the seller s basic contact information (in this case, the 4-H youth), the animal ID (tag #) for each individual animal in the transaction, and validation of what country(s) the animals were BORN and RAISED in. It also requires a youth and parent signature. According to USDA, this document must be kept on file for one year (in this case, by the Jr. Sale Committee). This form must be received by the Jr. Livestock Sale Committee in no later than 9 a.m. on the Friday before the Jr. Livestock Sale. 7. Meat Quality Assurance Training No youth will be allowed to show any market animal unless the exhibitor is up to date on Meat Quality Assurance (MQA) Training 45 days prior to fair. Every 4-H member who enrolls in a Market or Breeding Animal Project will sign a statement indicating their understanding and compliance with the Wholesome Meat Act. These requirements apply to youth in Rabbit and Poultry projects as well as livestock. Please refer to the El Paso County 4-H Meat Quality Assurance/Pork Quality Assurance policy found on the El Paso County 4-H website: 8. Animal Ownership Market animals must be owned by the initial weigh in for that species. All other animals may be co-owned or leased, no later than May 1, except the offspring of these animals. The Extension Office must approve lease arrangements. The El Paso County 4-H Lease Agreement Form must be used and on file at the CSU Extension Office Due May 1, annually. 4-H members may only lease two animals for project areas in which they do not already own those animals. For example, if you already own dairy goats you may not lease a dairy goat but if you own dairy goats and would also like to try fiber goats, you are allowed to lease a fiber goat. Proof of ownership must be presented upon request to the superintendent in each department. Failure to present proof to superintendents upon request may be grounds to cancel an entry. The act of entering an animal in the County Fair is the giving of consent by the 4-H exhibitor for show management to obtain retinal images on any animal, at any time, and for any reason during Fair and Fair management may take any action deemed appropriate based on results of the retinal images. 9. Cloverbuds (youth 4-H age 5 to 7) and younger non-4-h age eligible youth will not be allowed to show or exhibit any animals. 10. Care, Fitting & Grooming of Livestock The intent of the 4-H programs is for youth members to be the primary care provider for their project animals. To the greatest extent possible the owner of the animal shall fit, block, groom, handle and care for their animals once they have entered the fairgrounds. Immediate family members, El Paso County 4-H Leaders and 4-H youth in good standing may help with, grooming, handling, and care for animals provided the project animal owner is actively involved/working/participating in the activity. If, in the opinion of the 4-H Superintendent, after consulting the 4-H Youth Development Agent, an exhibitor does not take proper care of his/her animal(s) and assigned stall and area, after proper warning, the exhibitor may be dismissed from the Fairgrounds and shows. 8 El Paso County 4-H Exhibitor s Guide

10 The 4-H member must have care and custody of their animal at their home of record with the Extension Office throughout the project. If this is not possible then there must have been an Animal Care & Housing Form on file with the Extension Office as soon as the animal is at another location. Temporary housing should not exceed 72 hours without notifying the Extension Office. 11. Violations Any violation of the following rules will automatically result in disqualification with no recourse: (a) the natural hair color of the animal cannot be altered using any artificial coloring. Any animal when rubbed with a cloth or glove, which shows evidence of artificial color, will be disqualified. However, livestock may use products that match the animal s natural color from the knee and hocks down. (b) Any entries adding artificial hair or hair-like substances will be disqualified (c) The showing of animals of an ineligible age or showing unethically fitted animals is prohibited. (d) Unethical fitting with be deemed to consist of any method, which alters the natural conformation of any part of the animal s body. the medications labeled withdrawal time the Superintendent of that division must be contacted before medication is administered and provided with written documentation by a licensed Veterinarian. Administering medications approved by the FDA for human use but not for veterinary applications is ground for disqualifications. All animals may be examined on arrival for evidence of infections or contagious disease, and if such is found, they will be held in quarantine until examined by a veterinarian. The exhibitor is responsible for calling a practicing veterinarian for animal treatments. The Superintendent has the right to call for services of a veterinarian for the treatment of sick animals if the exhibitor is not available. The exhibitor must pay for the fee for veterinary services prior to the release of the animal from the fairgrounds. If drugs are administered, the 4-H Superintendent, County Agent and Official Fair Veterinarian must be notified and provide approval before administered. A "point of contact" for each exhibitor and species must be posted on each stall card in each barn in each club's stalling area on the back of the stall cards and must be on file in the 4-H arena office so that leaders and/or exhibitors can be contacted quickly in case of emergency. The showing of animals of any ineligible age or showing unethically fitted animals is prohibited. Unethical fitting will be deemed to consist of any method which alters the natural conformation of any part of the animal s body, any animal having been operated upon or tampered with, for the purpose of concealing faults or with the intent to deceive will be disqualified and dismissed from the grounds. No administration of behavior-modifying drugs of any type, including alcohol, to any animals on the fairgrounds will be permitted under any circumstances. Violators of this rule will be disqualified and dismissed from the fairgrounds. An animal judged to be unsafe by the committee and superintendents may be dismissed from the fairgrounds. 16. Barns - Barns open at 6:00 AM and close at 10:00 PM. Pens must be cleaned and animals fed daily by 9 AM. Evening feedings must be completed prior to barn closing at 10 PM. Superintendents reserve the right to require additional pen cleaning as needed. All stalls must remain in satisfactory condition. The use of hay nets is prohibited. Hay and grain shall be stored in such a manner that they are not accessible to any livestock. Grain must be stored in closed plastic or metal containers. SAFETY NOTE: Exhibitors are reminded to properly secure and store all equipment (pitch forks, tacks, shovels, tack boxes, trimming stand, etc.) in a safe place to prevent injury to livestock and/or people. Sleeping in the barns, outside of open barn hours, is strictly forbidden. Smoking by anyone is prohibited in the exhibit barns and buildings. Violations of this Fair Board rules or other forms of discourtesy or violations of codes of conduct will be grounds for disqualification of the family's exhibit(s). 29. Health Requirements: All animals must be free of contagious or infectious diseases and in good condition. All livestock MUST be accompanied by an official Health Certificate issued within 30 days prior to stalling at the fair. Each animal must be individually identified on the certificate. All market heifers must be accompanied by a certificate issued by a licensed veterinarian verifying the heifer is pregnancy tested OPEN within 30 days of the El Paso County Fair. Animals that appear malnourished, unthrifty, have retained testicles and/or pregnant may be excused from the premises. All owners of market animals will be required to sign a disclaimer stating that animals have not been given any medications, tranquilizers, and/or injectable vitamins according to label recommendations before weigh-in at Fair. If medication is required on any animal before or during the fair where exhibition of the animal will take place prior to 9 El Paso County 4-H Exhibitor s Guide

11 4-H LIVESTOCK DIVISION General Superintendent: Kelly Rogers Assistant Superintendent: Herman Stuke General Rules 1. The 4-H Livestock Division (beef, goat, sheep, and swine) is limited to only those youth properly enrolled in the El Paso County 4-H programs for the current year. In the event an exhibitor has multiple animals in same class, only El Paso County 4-H members may show the extra animal. Youth not in 4-H and desiring to exhibit should refer to junior and youth divisions in open home economics, horticulture, flower show, poultry and agricultural divisions, if available. We encourage your participation. 2. Entry Fees: Beef, sheep, swine, goats - $10 per MARKET animal. All others - $5 per animal. One W-9 per exhibitor must accompany the market entries. Make checks payable to El Paso County 4-H Livestock Advisory Committee. No Refunds. 3. Stalling Fees: Market Sheep and Market Goats $5.00 per stall; Market Beef $5.00 per animal; Market Swine $5.00 per stall. Only two market swine will be allowed per stall. Fiber Goats $5.00 per stall per exhibitor (maximum of two adults or one doe and her kids per stall); Pygmy and Dairy Goats $5.00 per stall per exhibitor (maximum of three goats per stall). Breeding Animal Exhibitors without market animals will be charged $5.00 per stall used. If your breeding animal cannot be stalled with your market animal(s) an additional $5.00 stalling fee will be required 4. Number of Entries: In breeding classes all exhibitors are limited to two entries per class; however, they may enter more than two animals per species. For market beef, and market goat, exhibitors will be allowed to stall and show up to three animals. Market Swine and market lamb exhibitors will be allowed to stall and show up to four animals. Exhibitors must be a 4-H member in good standing at the time of the fair. General Entry Information: If an animal is shown in the breeding classes it is not eligible to show in any of the market classes. 5. Tag-in/Weigh-in Requirements: All livestock must be free of contagious or infectious diseases and in good condition. If there is a suspicion of illness the superintendent and Extension Agent must be notified prior to unloading the animal. Tag In: Market beef, market lamb and market goat classes must have been weighed, tagged, and retinal scanned at the initial weigh-in by representatives of the 4-H Livestock Advisory Committee in order to be eligible to show Market swine must have been tagged under the supervision of the 4-H Livestock Advisory Committee at the initial tag-in. In addition all market swine must be ear notched. Market beef, market lambs, market hogs, and market goats must be identified by an official county ear tag number at time of entry by the 4-H exhibitor and no switching of ownership (including family members) will be permitted after tagging. An official Scrapie ear tag number must identify breeding sheep on the Entry Form. Weigh In: All market lambs must be slick shorn prior to weigh in at the County Fair. No dirty ear tags or dirty animals will be allowed at weigh-in. Animals must be clean and dry before entry to the Fairgrounds, with the exception of swine, which may be wet at weigh-in. No tubes or covers are allowed at weigh-in. Only halters or collars may be used on animals at weigh-in; no chains are allowed. 10 El Paso County 4-H Exhibitor s Guide Weighing of market swine at the initial weigh-in is optional. If any ear tag is lost prior to or during the Fair, a member of the 4-H Livestock Advisory Committee MUST be notified immediately. All beef are required to be halter broke and be able to be led to and through the scale. The LAC reserves the right to refuse to tag and weigh in unruly animals, and may ask the animal to be removed from the arena. To be eligible for the Lowline/miniature weight exception (pg. 23) the breed must be declared as Lowline/miniature at the time of the initial weigh-in in February as well as on fair entry forms. Official weigh-in and ultrasound for market animals are as follows: See official Schedule of Events for times. If an exhibitor has not completed all required entry paperwork they will not be permitted to weigh their animal at county fair until all paperwork is completed properly and turned in. Weigh-in time exceptions will not be extended to accommodate this requirement. If you don t complete your paperwork you will not be permitted to weigh or compete. Balancing of scales will be done prior to each animal being weighed. In the event that the market animal does not make the weight range set by the committee, either over or under, can be re-weighed at the exhibitor s request. At that time the animal will be removed from the scale and the scale re-balanced. The animal will be re-weighed immediately. The animal is not permitted to leave the scale area. The second weight will be the official weight of the animal. If the animal makes market weight on the first weighing, no re-weigh will be allowed. The weight on the scale ticket is the final official weight. NO WEIGHT PROTESTS WILL BE HEARD. The decision of the weigh master is final. There may be feeder classes in any Market Livestock Divisions at the discretion of the division Superintendent. Market exhibiters whose projects do not make weight shall stall and compete in their respective Showmanship Class. Underweight animals may be used in showmanship only if the underweight animal is the exhibitors only animal. Notes: Any animal which was retinal scanned at initial weigh-in, and has lost its ear tag or has an ear tag that appears to have been tampered with will be retinal scanned again at County Fair. All breeding sheep entered in the Fair must be tagged with a Scrapie tag and entered by the Scrapie tag number on the Entry Form. All male market animals must be castrated and healed as much as possible prior to their initial weigh-in/tag-in. No intact, mature male animals will be stalled except at opening Saturday breed shows. All cattle must be dehorned and not have scurs longer than two inches at any time during the project. In market classes, Boer, dairy or cross goats may not show with un-tipped horns. Sheep and goats must comply with the current regulations regarding Scrapie tagging. 6. Stalling: Stalling in all barns will be by club. Exhibitors must present a valid Health Certificate in order to stall. Breeding livestock in Boer goat, sheep, swine, dairy cattle and beef classes will be stalled for their respective shows on the day of the show and will not be released until Saturday evening at 7 PM. 4-H members have the option of leaving breeding show animals in stalls all week, with the exception of breeding swine. Any animals to be shown on the opening Saturday must be stalled no later than 9 AM on that day. Breeding show contestants should satisfactorily clean their stalls and check out with their appropriate superintendent. Stalling will be done per official fair calendar. All exhibitors and entries received on the Fairgrounds must remain in place until released at 9 AM on closing Sunday at end of Fair Week. All species must remain in their designated barns unless being exercised in or north of the Owens Livestock Arena or being washed in another designated wash area on the fairgrounds. The respective Superintendents or their assistants will assign stall space within the barns. The Species Superintendents will post clubs stall assignments by the Opening Saturday of Fair, in the respective barn areas. Any exhibitor not abiding by the stall

12 assignment may be barred from competition. 7. Show Ring: All exhibitors must lead/show their own animals, with the exceptions of more than one entry in a class or permission from the superintendent, in which case another El Paso County 4-H member may exhibit the entry. In the event an exhibitor has multiple animals in the same class only El Paso County 4-H members in good standing may show the extra animal. No clipping shall be done in the staging area. Exhibitors must display a back tag number while in the show ring. If an exhibitor has more than one animal in the show ring, at any time, exhibitors showing the animals must display a supplementary back tag with the animal identification number clearly visible while in the show ring. 8. Shows: Classes which are felt to be too large or too small, may, at the discretion of the Superintendent, be divided into two or more classes or combined with another class as the case may be. Premiums: Beef, sheep, swine, goats, and dairy cattle. First through sixth place ribbons. Showmanship premiums $5, $3, $2 except where noted. Showmanship premiums will be awarded only in the championship round. Breeding class premiums $5, $3, $2 except where noted. Market classes will not be awarded premiums. El Paso County Junior Livestock Sale: A Country of Origin Affidavit/Declaration (COOL) statement is required for every market animal covered by the COOL law (sheep and goats). The COOL statement must accompany the sales release form required by the Sales Committee. Sale release form and COOL statement must be received by the Sale Committee NO LATER than 9 AM in the morning on the Friday before the livestock sale. 13. El Paso County Livestock Advisory Committee Notice The El Paso County 4-H Livestock Advisory Committee, after consulting with the 4-H Youth Development/ Agriculture Agent, reserves the right to make any changes in existing rules if such changes will improve the County Fair. All interpretations of the rules by the LAC or EPC Extension Agent are final. SUPREME CHAMPIONS CONTEST (4-H) Superintendent: Wade Canaday 1. The Supreme Champion (beef, lamb, goat and swine) is an attempt to reward the animal that best combines marketable commercial traits. The contest will consist of three areas of evaluation: carcass, rate-of-gain (swine not included in rate-of- gain) and live placing. 4-H members must compete in all three sections to be eligible for the Supreme Champion Contest (except for swine, which competes in Carcass and Live only). 2. Each area of evaluation will receive a score. The score from live placing, carcass contest, and rate-of-gain (swine excluded) will be totaled to determine the Supreme Champion (beef, sheep, goat, and swine) Award placing s. 3. The total score will be weighted as follows: Live Placing 45%, Carcass 45%, Rate of Gain 10% of the total scores. Ties will be broken with actual Rate of Gain. If there are ties in swine, carcass will be used to break the tie. Carcass for lamb, goat and swine will be determined by ultrasound. Beef carcass will be hanging carcass results. 4. Any animal receiving a score of zero in any of the categories will be disqualified from the contest. 5. Live placing points will be determined during the Market Class Show for the species and will correlate with class placing s. Bonus points will be awarded for Grand and Reserve Champions in that show. 6. Check rules under specific species for any additional information and requirements. 7. No entry is required for this contest. Market animals are automatically entered if they weigh-in at both the initial and the Fair weigh-in dates and make weight. (Swine are automatically entered upon entry at the Fair). 8. Awards: At least Grand and Reserve will be awarded in each species at the Achievement Celebration. BEEF RATE OF GAIN AND CARCASS SHOW (4-H & FFA) Carcass Contest: Beef carcass viewing schedule will be publicized at the Fair. All market beef entered in the Carcass Contest must be consigned to processors located in the Pikes Peak Region. Only those market beef that go through the official sale and are shipped to a local packer will be eligible for the Carcass Contest. The Grand and

13 Reserve Grand Champions must enter in the Carcass Contest. The top 6 carcasses will receive standard ribbons and the Champion Carcass will also receive recognition at the Achievement Celebration. No premiums will be paid. Rate of Gain: The top six Rate of Gain will receive the standard ribbons and the Champion in Rate of Gain will also receive recognition at the Achievement Celebration. No premiums will be paid. GOAT, LAMB & HOG RATE OF GAIN AND CARCASS CONTESTS (4-H & FFA) Carcass Contest: Lamb, goat and swine Carcass Contests will be conducted by ultrasound prior to Market Classes. Carcass data will be available to exhibitors during the County Fair. The top six carcasses in each species will receive standard ribbons and the Champion Carcass will also receive recognition at the Achievement Celebration. No premiums will be paid. Rate of Gain: The top six Rate of Gain lambs, goats and swine will receive ribbons and the Champion in Rate of Gain in each species will also receive recognition at the Achievement Celebration. Swine competing in Rate of Gain must have weighed in at the initial weighin. No premiums will be paid. LIVESTOCK SHOWMANSHIP CONTESTS (4-H & FFA) 4H exhibitors are required to show in their respective breeding and market showmanship classes for which they have entered. Exhibitors must show their own animal. Exhibitor may use any animal for showmanship that has met ownership and weight requirements. Underweight animals may only be shown for showmanship if the underweight animal is the exhibitor s only entered animal. Grand and Reserve Grand winners will compete in the Round Robin/Master Showman competition. See Specialty Goats section of this document for exceptions to this requirement. Cows may not be shown in the Breeding Beef Showmanship Classes. Exhibitors showing only in cow/calf classes at the Fair must do a club demonstration prior to the Fair to satisfy the showmanship requirement. Champion and Reserve Champion Showmen in each age division in the following species will compete in the Livestock Round Robin/Master Showman competition. a. Beef b. Dairy Beef c. Sheep d. Swine e. The species which the multiple champion does not select to represent in Round Robin will then be offered to the third, fourth, fifth, etc. place overall in that species to compete in Round Robin. Individuals in breeding project will compete in the Breeding Showmanship Classes held on the day of their species breeding shows; however these champions and Reserve Champions are not eligible for Round Robin. Extenuating circumstances may be addressed to the 4-H 12 El Paso County 4-H Exhibitor s Guide Livestock Advisory Committee and Extension Agent as soon as possible. Show order for all Showmanship contests will be Senior, Intermediate, Junior. LARGE ANIMAL ROUND ROBIN/MASTER SHOWMAN CONTESTS (4-H & FFA) Superintendent: Kim Lingold Grand and Reserve Grand Champion Junior, Intermediate and Senior Livestock Showmen will be determined through a Round Robin Showmanship Contest. The Champion and Reserve Champion Junior, Intermediate and Senior Showmen from each of the livestock divisions (dairy, dairy goat, market goat, specialty goats, market beef, market sheep, market swine and horse) will be eligible to compete for Grand Champion and Reserve Grand Champion honors. Persons who win Champion or Reserve Champion in more than one species must select which species they will represent in the Round Robin Competition by Thursday at 6 PM. The species which the multiple champion does not select to represent in Round Robin will then be offered to the third or fourth place overall in that species to compete in Round Robin. Participants can earn a maximum of 10 points on their ability to fit their own animal, 100 points on their ability to show their own animal, and 100 points for their ability to show each of the other types of animals as broken down on the score sheet. Separate Round Robin contests for Juniors, Intermediates, and Seniors will be held. Show order will be posted by 7 PM the night before the show. Competitors will have 15 minutes to get their animals to the proper location. If an animal is determined to be unable to be shown by judgment of the Species Superintendent, the Superintendent will choose an alternate animal. PRODUCER CLASS (4-H) Producer Classes are classes in each species for exhibitors who raised their own show animals in market sheep, market goats, market swine, market beef and breeding heifer projects. The class is in addition to the regular classes and is placed In addition to the live placing s of the animals, a Champion Producer will be awarded per species. There will be three parts to be evaluated as part of the Champion Producer Award. 1. Producer Class: participants will receive an inverse number of points from their placing. For example, if there are 10 entries in the class, 1 st place earns 10 points, 2 nd earns 9 points, etc. 2. Questions: 2-5 questions will be asked by the judge relating to production of the corresponding species. All entries will be asked the same questions or similar questions. The interview will take place in the show ring following judging of the Producer Class. Each contestant will earn a score from 1-10, based on the answers and knowledge of the contestants. 3. Completed Breeding Record Book: Competitors will receive points equal to one decimal place less than their percent score on their record book (i.e. a score of 85% will earn 8.5 points). In order to participate in a Producer Class, the competitor must be enrolled in the corresponding Breeding Project with the 4-H Office. It is not required that the competitor exhibits the Breeding Project at the County Fair but they must complete the project by completing a record book on it. The nominating process will include a visit by the club or project leader or County Extension Agent and pictures taken to assure the animal was owned by the competitor while the animal is still nursing. 14 Division APE 4-H PREMIER EXHIBITOR CONTEST - Livestock Superintendent: Wade Canaday All exhibitors are encouraged to enter. Entries for this division should be made on the Entry Form. Premier Exhibitor is awarded to the exhibitor that best combines several aspects of the 4-H project experience. You may enter the Premier Exhibitor contest for each species in which you exhibit. There will not be any distinction between ages. If you enter the Premier Exhibitor contest, you must post a sign on each of your animal s stalls designating you as a Premier Exhibitor. You may pick up a sign from the 4-H Office in the Owens Livestock Arena. The following criteria & points will be used: Market Show: 0-20 (10 points' possible per market animal) Breeding Show: 0-10 (5 points to enter plus 5 for 1 st, 4 for 2 nd, 3 for 3 rd, 2 for 4 th, 1 for 5 th ) Record book: 0-10 Written quiz: Quiz score Written Paragraphs: 0-10 (Senior 3 hand written paragraphs, Intermediate 2 hand written paragraphs, Junior 1 hand written paragraph regarding exhibitor s project). New in 2016 Showmanship: 0-15 (5 point bonus for Grand and Reserve) Interview: 0-25 to be held at County Fair. Written Quiz: Will be administered during lunch on the day each particular species is being shown unless otherwise noted in the schedule. Interviews: Sign up for interview times with the Extension Agent during the County Fair. Interviews will be conducted on Friday of the County Fair. Awards: Award will be given to the winners of each of the four species divisions in the Premier Exhibitor Contest. The Awards will be given out at the Achievement Celebration. identification of Swine must be on a Health Certificate or Official Test Chart. 6. Swine will be bedded on wood shavings only. No wood chips or paper shavings will be allowed. Water must be available at all times. 7. Each market swine exhibitor will be allowed to weigh and stall four (4) swine ONLY. Only two (2) swine will be allowed per stall. 8. Market exhibitors whose projects do not make weight must compete in their respective Showmanship Class. 9. No bluing agents are allowed except where they are part of an approved commercial shampoo product. Clipping of swine will be permitted; however, it must be done prior to arriving at the Fairgrounds. There will be no full clipping of swine allowed on the Fairgrounds. Touch-up trimming will be allowed on the fairgrounds (absolutely no snaring). 10. For market classes only barrows and gilts will be weighed H MQA Training will be sufficient for both the Pork Quality Assurance Program Level III certificate and the Meat Quality Assurance Program. 12. All fitting products must be removed from the market animals prior to entry in Jr. Livestock Sale. CLASSES: CLASS 1. Breeding Swine Breeding Swine will be stalled, shown and released on Opening Saturday. Animals will be stalled from 7 to 9 AM. Release will be after 7 PM. Awards to be awarded at the Achievement Celebration CLASS 4. Market Swine Classes will be determined by weight only. Minimum weight will be 230 pounds, maximum weight will be 300 pounds. There will be NO division of market classes based on sex. The breaks and the approximate number of market hogs in each class will be left to the discretion of the Superintendent, but no more than 10 swine will show in any class. Under/overweight market swine will be released at the Superintendent's discretion. The first place hog in each class will return to the ring for the Championship Drive. The second place hogs will be on standby at their stalls. CLASS 5. Select Sale Jackpot - Market Swine (must be included on entry form to be eligible to show in this class) 1. Only animals purchased at the El Paso County 4-H Livestock Committee's Select Sale by El Paso County 4-H members are eligible to enter this class. Animals must have also been entered in the regular 4-H market animal class for this species, and animal must make weight. Select sale jackpot entries must be annotated on the entry forms. 2. This class is held in addition to the regular 4-H market animal classes. 3. Animals must have been identified as El Paso County Select Sale purchased animals. 4. All animals will be grouped into one class regardless of weight. Class may be split randomly if it is too large. 5. Animals will be judged as market animals. 6. A jackpot will be paid to the first and second place winner in each species. Amounts may vary and will be based off the proceeds from the sale. CLASS 6. Market Swine Showmanship Refer to Livestock Showmanship under Awards heading of this document. CLASS 7. Swine Car Load Show Car Load Show Hogs must be stalled from 7-9 AM on the day of show. Car Load Show hogs will not be released until 7 PM Opening Saturday. Exhibitors have the option of leaving these entries in stalls until market swine begin arriving on Opening Sunday. If the exhibitor does not have market swine then they must take these entries home and have their stall cleaned. This show is for one exhibitor to feed and exhibit 4 uniform market hogs. No more than two of the 4 hogs can be gilts but all 4 can be barrows. All hogs in the exhibitor s entry must make our established market weight requirements. Further the carload hogs must not include the hogs the exhibitor plans to show in the regular market show during the week. All carload hogs must tag and weigh-in at the initial weigh-in in May as the rate of gain will be used as part of the evaluation criteria by the judge. The winning carload will be allowed to stay on exhibit during the week of fair but is not eligible to sell. This is for exhibition purposes only. Division ASH SHEEP SHOW Superintendent: Eric Johnson Asst. Superintendent: Cheryl Nunnali & Amanda Carpenter Requirements 1. All general rules apply where applicable. 2. All exhibitors are required to participate in a Showmanship Class. 3. All County fair market sheep must be castrated prior to the initial weigh-in. In market classes. 4. The Grand Champion and Reserve Grand Champion market animals must be sold. 5. State Fair Market sheep must be castrated by the first week in June and confirmed by the superintendent. Special tags will be given to State Fair sheep at weigh-in to identify and will not be eligible to show at the county fair. 6. Sheep may be bedded on WOOD SHAVING ONLY. No sawdust, straw, or other bedding materials are permitted. a. Bedding IS REQUIRED in all stalls. b. All stalls must be cleaned daily and all wet or soiled bedding must be removed before 9 AM. c. Mats are permitted but if used the exhibitor must utilize and maintain wood shavings under the mats daily. 7. Muzzles are allowed in the stalling area at the discretion of the exhibitor. 8. Tack pens will be assigned at the Superintendents discretion. Any items such as feed, show boxes, etc. placed in pens not assigned to the exhibitor will asked to be removed. 9. Water must be available in each penned/stalled area at all times. 10. Exhibitors are expected to comply with current regulations regarding Scrapie tags. USDA Scrapie Information 11. A prolapse may be corrected at the owner s request, but the animal may still be disqualified and/or removed from the EPC fair Premises. a. Animals that have undergone previous prolapse repair, that is evident by straining or by visible sutures, will be disqualified at the discretion of the EPC Fair Veterinarian. 12. The external applications of such things as blistering agents that would cause an edematous condition is prohibited. Lambs must be shown without paints, powders, artificial coloring. 13. The use of ice packs, gel packs or other refrigerants to alter the quality of the finish of an animal is prohibited. a. Icing of animals in any fashion will not be allowed. 16 tap water may be used. 14. Drench guns or artificial devices for hydrating animals will not be allowed unless under the supervision of the fair veterinarian and a livestock committee member must be present. 15. Handling of sheep will meet the following requirements: a. In all sheep classes (including showmanship), the front feet/hooves of the lamb must remain on the show ring floor once the lamb is set and when being handled by the judge. b. Lifting feet off the ground for an extended period of time or placing feet/hooves on any support or altered ring surface will not be tolerated (e.g. tops of boots, mounds of dirt, etc.). c. Slapping or striking the animal in a manner which produces an audible sound is not permitted. d. Exhibitors will receive one warning if they are found lifting or slapping lambs in the show ring. Second offenses will result in automatic exhibitor disqualification from the 4-H Sheep Show. Judges and Superintendents will have discretion to enforce disqualification. CLASSES (see Table 1) Breeding sheep will be stalled, shown and released on Opening Saturday. Animals will be stalled from 7 to 9 AM. Release will be after 7 PM. An exhibitor may enter more than four lambs but only four lambs may be weighed, stalled and shown in the market lamb show. i. The entry fee for all animals appearing on the entry form must be paid up to four (4) market animals if more than 4 are listed on the entry form. 2. There may be a Feeder Class at the discretion of the Superintendent. 3. Market Lambs must be spring lambs born on or after Jan. 1 of the current year and be carrying all milk teeth in place. 4. All lambs must weigh a minimum of 100 pounds at weigh-in. EXCEPTION: Southdown lambs must weigh a minimum of 80 pounds. There will be no maximum weight 5. Superintendent must have names of exhibitors and animals by Monday, 8 PM for their herd entries. 5. No premiums. Ribbons only. CLASS 5. Market Sheep Showmanship Refer to Livestock Showmanship under Awards heading of this document. WOOL SHOW Requirements 1. Ownership rules and entry fees are the same as for breeding classes ($5) per fleece entered. Use entry code ASHWS followed by the division and class number on the Entry Form. Use the Breeding portion of the Entry Form and use the class numbers listed below. 2. Exhibitors are NOT limited in the number of entries per class however, no fleece maybe shown in more than one class. 3. Eligible Fleeces must: (a) be fleeces shorn in the current year; (b) represent not more than a 12 month growth except that in the case of yearlings, a 16 month growth will be allowed. Note: Management reserves the right to untie and inspect any fleece to determine its eligibility. Fleeces determined to be over-age or containing parts of other fleeces will be disqualified and the exhibitor will forfeit entry fees. 4. Qualifying Fleeces will be discriminated against if: (a) showing any paint or tar brands (soluble branding fluids permitted); (b) showing excessive dung locks or tags; (c) discolored by excessive moisture or cotted; (d) showing a weak staple or break in the fiber; (e) contains excessive burrs or other vegetable matter. 5. Prepared fleeces should be rolled flesh side out in a manner to allow their being handled without falling apart. It is recommended that exhibitors pack fleeces rather loosely in clear plastic bags so as not to impair their character or attractiveness. 6. Each fleece entered must be tagged with the following information: name and address of exhibitor, number of month s growth, class to be entered and whether grown under Farm Flock or Range conditions (if there are enough entries these factors may be used to split classes).

Registration papers or proof of ownership for all breeding beef must be turned-in to the superintendent at stalling. Papers must be in the 4-H member's name by May 1 of the current year. Breed registration papers are NOT necessary to show in purebred classes. 5. Maximum of three (3) market cattle per exhibitor. 6. Beef will be tied with a halter and a safety neck rope and tied to the rings attached to the wood rail. 7. Feed pans may not be left in their stalls. 8. Hoof trimming of beef animals is not permitted on the fairgrounds at any time. 9. Exhibitors may ask anyone to assist with fitting, blocking, grooming as long as the owner is actively involved, working and participating. Fitting may not continue while the exhibitor is in the show ring. CLASSES 1-8: Dairy Cattle (see Table 4) Dairy cattle will be stalled from 7 to 9 AM on Opening Saturday. They will be released after 7 PM on Opening Saturday or exhibitors may choose to have dairy cattle stay.

All exhibitors are required to participate in a Showmanship Class. 3. There may be a Feeder Class at the discretion of the Superintendent. 4. The Grand Champion and Reserve Grand Champion market animals must be sold. 5. All County Fair market goats must be castrated prior to the initial weigh-in. June and confirmed by the superintendent. Special tags will be given to State Fair goats at weigh-in to identify and will not be eligible to show at the county fair. 7. Boer, dairy or crosses may be shown with horns but they must have been tipped (tips of the horns have been blunted). Kids scabs should be healed or appear free from infection. Breeding Boer, pygmy and fiber goats may be shown with natural horns, disbudded or naturally polled without judging penalty. Blunting of horns must be done and healed prior to stalling unless directed by superintendent for safety and supervised by vet. 8. A pre-show milk-out is scheduled for the evening before the Dairy Goat Show at 8 PM. 9. Champion Class for Best-Udder-in-Show may include a milk-out. Exhibitor must have equipment ready as well as one designated handler to assist in restraining the animal. 4-H or FFA exhibitor must milk your own animal. 10. Animals shown in group class must be entered in their respective age classes. 11. Classes may be changed or omitted by Superintendent as entries dictate. 12. No milk shall be dumped on the grounds. A designated dumping site will be posted on the Dairy Goat Barn bulletin board. 13. Bedding used in the Dairy, Fiber, Pygmy and Market Goat Barns may be straw or wood shavings. 14. All exhibitors are limited to two entries per class. If more than 100 total entries are received, exhibitors initially entering more than 6 animals may be asked to limit their entries due to space limitations. ONLY THREE MARKET GOATS MAY BE STALLED AND SHOWN BY AN EXHIBITOR. 15. Water must be available at all times in all pens. 16. Leads are mandatory for all goats shown with horns. Milk tooth-age animals may show with a lead and collar. Older animals may show with either halter or collar and lead. 17. Exhibitors are expected to comply with current regulations regarding Scrapie tagging. This includes registration ID numbers, microchips or tattoos. These numbers should be included on the Health Certificates. USDA Scrapie ID Information 18. Breed registration papers are not necessary to show. All market goats must be shorn to prior to weigh-in at the Fair. Market goats should NOT be clipped below the knees or hocks according to industry standard. No Clipping on the fairgrounds is allowed. All clipping must be done prior to stalling. Touch up trimming only. 3. In market classes, goats may show with horns but they must be tipped (blunt tips). Horns deemed, by the superintendent, to be sharp/dangerous will be not be allowed to weigh-in/show 4. In all goat classes (including showmanship), the front feet/hooves of the goat must remain on the show ring floor once the goat is set and when being handled by the judge. 5. Once set all goats must have four feet on the floor of the show ring at all times. 6. Lifting feet off the ground for an extended period of time or placing feet/hooves on any support or altered ring surface will not be tolerated (e.g. tops of boots, mounds of dirt, etc.). 7. Slapping or striking the animal in a manner which produces an audible sound is not permitted. 8. Exhibitors will receive one warning if they are found lifting or slapping goats in the show ring. Second offenses will result in automatic exhibitor disqualification from the 4-H Market Goat Show. 9. Judges and Superintendents will have discretion to enforce disqualification. 10. Powder, paint or artificial color will not be allowed in the show ring and all fitting products must be removed from all market animals prior to entry in Jr. Livestock Sale. CLASS 64. Producer Class (4-H) As described under Producer class rules. It will be held following the Championship Drive. There will be no delineation of breeds or weights in this class. It will be judged as a market class and 22 El Paso County 4-H Exhibitor s Guide animals must make weight. Awards to be awarded at the Achievement Celebration. CLASS 65. Market Goat The market classes will start at 10 AM. The Superintendent will place the goats into classes based on animal weights. NO clipping on the Fairgrounds is allowed. All clipping should be done prior to stalling. CLASS 66: Select Sale Jackpot - Market Goat (must be included on entry form to be eligible to show in this class) 1. Only animals purchased at the El Paso County 4-H Livestock Show Committee's Select Sale by El Paso County 4-H members are eligible to enter this class. Animals must have also been entered in the regular 4-H market animal class for this species and must make weight. Select sale jackpot entries must be annotated on the entry forms. Animals not properly entered on the entry form will not be included in the jackpot class. 2. This class is held in addition to the regular 4-H market animal classes. 3. Animals must have been identified as Select Sale Purchased Animals 4. All animals will be grouped into one class regardless of weight. Class may be split randomly if it is too large. 5. Animals will be judged as market animals. 6. A jackpot will be paid to the first and second place winner in each species. Amounts may vary and will be based off the proceeds from the sale. CLASS 67: Market Goat Showmanship Refer to Livestock Showmanship under Awards heading of this document. SPECIAL EVENT GOAT CLASSES NOTE: Animals in these events must have been shown in other regular classes during the County Fair. Therefore, no animals can be brought onto the grounds specifically for the special events, except with prior approval by the Superintendent, as deemed necessary. Costume Contest (no fee) This will be held in the livestock arena building. Sign-up sheets will be in the Dairy Goat barn. Goat and exhibitor dress in costume. Exhibitor must furnish the Superintendent with a half-page readable story that describes their costume. Exhibitors must sign-up and turnin their respective story no later than 6 PM on Wednesday. Points will be awarded for: animal costume - 50 points, child's costume - 25 points, over all story - 25 points; originality will be rewarded. An award will be given. HAVE FUN!!!! Goat-Khana Contests (no fee) Sign-up sheets will be posted in all the Goat Barns. Goat-Khana is open to all enrolled in El Paso County 4-H programs. Animal used may be of any goat breed shown in its respective breed class providing it is at least one (1) year old with the exception of market goats (as these goats are less than 1 year). Owner permission is required. No goat may participate with more than one handler. Timed race through obstacles including (but not limited to) water, fallen limbs, a bridge, tires, and a ramp. Ribbons only will be awarded.

All general rules apply where applicable. 2. Eligibility: a. The El Paso County Fair 4-H Horse Show is open to every 4- H member from this county who: i. Is enrolled in the Horse Project for the current year. ii. Has completed the Horse Project requirements (see requirements for completing project and other information in El Paso County 4-H Horse Rulebook (EPCHR). iii. Has shown the project horse in a class and taken the written test at least once during the show season at an Advisory Committee sanctioned 4-H horse show. (Showing at a closed show that was open only to those in the members club does not qualify a member to register for the County Fair 4-H Horse Show). b. Only one project horse may be ridden in each class at the County Fair. c. All awards will be based on the total accumulation of points for One Rider and One Horse. 3. Rules, Regulations, and Dress Code: This horse show will be conducted and judged in accordance with Colorado 4-H Horse Rule Book (2012) and El Paso County 4-H Horse Rulebook. You may show in English or Western attire for your Showmanship class. 4. Beginners Classes include Showmanship, English Equitation or Western Horsemanship Rail Only, Riding Control and Trail which can be shown in English or Western attire. 5. Showmanship Champion of Champions: The 1st, 2nd and 3rd place winner in ALL Showmanship Classes is invited to compete for the Showmanship Champion of Champions on Tuesday after the last Showmanship Class is ran. There is no charge to compete in this class. There are No Points for placing. Award does not count towards Overall or High Points. By competing in the Showmanship Champion of Champions Class you are agreeing to show at Round Robin. 7. Refunds: No refunds will be made without a veterinarian or doctor certification. 23 El Paso County 4-H Exhibitor s Guide 8. Awards: Cash awards: $5, $3, $1 will be awarded in first through third places respectively. First through sixth place ribbons Ribbons and cash awards will be handed out at the end of each class. Written Test and Trail ribbons will be available for pick up after the last class of the day by the contestant. Time may change due to conflicts. Office will be closed periodically to process awards. Overall, Reserve Overall and High Point in each age/level/division will receive a horse show related item. All awards will be distributed at the end of the show on Wednesday evening. 4-H Horse Sportsmanship Awards: You may nominate individuals for an Outstanding Sportsmanship Award. Nomination applications can be picked up at the 4-H Horse Show office at the fair. There will be 4 divisions nominations will be accepted in, they are Jr. 8-10, Inter. 9-13, Sr , and Adult (for 4-H parents/volunteer). Nomination applications can be handed-in at the 4-H Horse Show office at the fair or to the Extension Office by August 5 th. A committee will be selected to screen the nominations and select the award recipients. Various qualities should be considered when selecting nominees such as helping others, positive attitude, cooperation, punctuality, work ethic, conduct, and others a seen fit. Sportsmanship Awards will be awarded at Achievement Celebration. Must complete project to receive awards at Achievement Celebration. 9. Computation of Show Points: Show points are computed using the Ten Point System. First place will be awarded ten (10) points regardless of the number of class entries. Each place below first will in turn earn one less point. High point awards will be calculated using points earned through tenth place. 10. Condition of Entry: Each exhibitor shall be responsible for any injury that may be occasioned to any person by any horse exhibited by him/her. It shall be a condition of entry that each exhibitor shall hold the El Paso County Fair Board, 4-H and Horse Show management harmless for any loss or accident to horse or equipment, or for injury sustained in any way by exhibitors or spectators. All horses entered in this show will be exhibited entirely at the owner's risk. UNDER COLORADO LAW, AN EQUINE PROFESSIONAL IS NOT LIABLE FOR AN INJURY TO OR THE DEATH OF A PARTICIPANT IN EQUINE ACTIVITIES RESULTING FROM THE INHERENT RISK OF EQUINE ACTIVITIES PURSUANT TO SECTION , COLORADO REVISED STATUTES. 11. Round-Robin: The Champion and Reserve Champion Showman in Showmanship Champion of Champions of each Age Group will be the Horse Division Delegates to the Round Robin Showmanship Contest. Round Robin representatives are required to return on Friday, at 9:00 a.m. to the Livestock Arena Building for the Round-Robin Champion Showmanship Contest. You must use the same horse, which was used to win your showmanship class. Refusal to participate in Round Robin results in forfeiture of County Fair Horse Achievement points and awards." 12. Staying Overnight on the Grounds: You must have an assigned camping spot if staying overnight. Your horse must be kept in a stall. The Fair Office in Calhan will make camp reservations, horse-stall reservations, pre-sale ticket sales, and parking passes on a first come first serve basis starting June 1st. Call the Fair Office with

25 any questions Fair officials must approve other arrangements. Campers must be removed Wednesday after the show. You must receive prior approval to have dogs on the grounds. 13. STALL DEPOSIT - Horse-stalls are available on a first come first serve basis starting June 1 st. Call the Fair Office with any questions A stall deposit in the amount of $25.00 will be collected in the form of a check made out to El Paso County Fair for each stall reserved. This will be returned when you check out of your stall. If you fail to properly check out, you will forfeit your deposit. 14. Adding a class is not permitted once a contestant has submitted his/her entry form. 15. Contestants showing in English and/or Western must show in showmanship and take the written test. 16. Eligibility: The El Paso County Fair 4-H/Open Miniature Horse show is open to any amateur entrant: a. whose age on December 31, 2015, is no more than 18 years and at least 8 years; b. who has participated in at least one El Paso County 4H Miniature Horse show this season; c. all youth must have completed the Code of Show Ring Ethics; d. has completed the required driving level test and activities if entering any driving classes; e. a 4-H member is one who is a member in good standing with any club from this county and who: i. is enrolled in the Miniature Horse project for the current year; ii. has presented a horse-related demonstration/illustrated talk to their club or the horse project prior to showing at County Fair; 24 El Paso County 4-H Exhibitor s Guide iii. has completed the Miniature Horse project requirements including taking a written test after at least one sanctioned show; iv. has shown the project horse(s) in a showmanship class at a sanctioned 4-H show; v. all 4-H members must show their project animal in the showmanship contest at 2016 County Fair. 3. Miniature Horse Eligibility: All horses will be measured by the show management no later than one hour before the show is scheduled to start. If your horse is not measured you will not be allowed to show. a. Horses may not exceed 38 inches on the day of the fair - measurements will be taken according to the AMHR rules (from the last hair on the mane at the withers to the ground) b. No exhibitor may show more than two miniature horses at the County Fair. c. If entered in any driving classes the horse must meet all driving tests required in the driving activity. 4. Horses exhibited as 4-H must be owned by the exhibitor or leased through a 4-H approved lease. 5. Health Requirements: All horses must be free of contagious or infectious diseases and in good condition. 6. The intent of the 4-H horse program is for youth members to be the primary care provider for their project animals. To the greatest extent possible the owner of the animal shall groom, handle, and care for their horse(s) once they have entered the fairgrounds, except in the interest of the safety of the child and the well-being of the animal. Professional fitters are not permitted at any time. Violations of this rule may result in dismissal from the Fairgrounds and Shows. 7. All exhibitors must lead/show their own animals. 8. Each exhibitor is required to clean up after their own animals. Stall must be approved by Show Management after clean-up in order to receive refund of stall deposit. This would mean cleaning up any manure, hay, shavings, or mess that your horse makes while at the fair grounds. 9. Awards: Overall awards will be based on the total accumulation of points. a. Ribbons will awarded for 1st thru 6th place; b. Cash awards: $5, $3, $2 will be awarded in first through third places respectively ( point classes only); c. Ribbons and cash awards will be available for pick up at the end of the day by the contestant. Time may change due to conflicts; d. Buckles will be awarded to the eligible 4H exhibitor with the highest total accumulation of points as Grand Champion Showman and to the eligible 4H exhibitor with the second highest total accumulation of points as Reserve Champion Showman. 10. All judge s decisions are final. 11. Round-Robin: Winners of the 4H showmanship at halter class in each age group along with second place 4H winner will, along with their horse, be required to compete in the Small Animal Round Robin contest. Refusal to compete will result in forfeiture of awards and prizes. 13. Dress Code: A dress code will apply in all classes with an exception of costume parade classes. (However, 4H dress for 4H

26 members applies at all times.) a. Western attire including boots, hat, long pants, and long sleeve shirt will be required for classes. In addition, gloves are required for Showmanship and driving classes. b. Western attire should be worn in driving classes. (helmets are required regardless of Level) c. Fun event and Costume Parade may not require hats. 14. Driving Equipment: All carts and tack will be checked by an assigned person before carts enter arena. a. Carts can be homemade but must be approved by assigned Show Management before the show for safety. b. All harness equipment must fit horses correctly. c. All carts must be the correct size for the horse pulling them. d. Each exhibitor must have a pre-determined header in the ring at all times. 14. Condition of Entry: Each exhibitor shall be responsible for any injury that may be occasioned to any person by any horse exhibited by him/her. It shall be a condition of entry that each exhibitor shall hold the El Paso County Fair Board, All 4-H Advisory Committees, CSU Cooperative Extension and Horse Show management harmless for any loss or accident to horse or equipment, or for injury sustained in any way by exhibitors or spectators. All horses entered in this show will be exhibited entirely at the owner s risk. UNDER COLORADO LAW, AN EQUINE PROFESSIONAL IS NOT LIABLE FOR AN INJURY TO OR THE DEATH OF A PARTICIPANT IN EQUINE ACTIVITIES RESULTING FROM INHERENT RISK OF EQUINE ACTIVITIES PURSUANT TO SECTION , COLORADO REVISED STATUTES. 15. Entries: All entry fees will be $5 per class, not to exceed $40 per horse. ONCE ENTERED, A CONTESTANT MAY NOT ADD CLASSES. 16. Refunds: No refunds will be made without a veterinarian or doctor certification. 17. Stall Reservation & Deposit: A stall deposit in the amount of $20.00 will be collected in the form of a check made out to EPC HAC for each stall reserved. This check will be returned to you when you check out of the stall. If you fail to properly check out or your stall is not cleaned sufficiently, you will forfeit your deposit. Open show entrants are to clean and vacate their stalls immediately after the show s end. 18. Show management may use discretion to combine, add, or drop, show classes. 19. No coaching from the rails. 20. NO parents on the Show Management booth. 21. For 4H contestants ONLY: By July 1 st, Miniature Horse Project contestants will turn in a printed copy of your Record Book to Cherie Erler or Gillian Conley OR it to mrsrelre@aol.com or to firewolves7@hotmail.com. The minimum pages to be completed are: Front Cover, Goals, Horse ID (will accept either form this year), Health Record, Community Service, Demo & Speech, Leadership, and Clinics & Shows. If you would like to do more, you are welcome to do so. If you have already started your record book, you may continue to use and turn it in or switch to this one. GENERAL RULES 1. Early entry is highly encouraged. Entry fees vary by species. One W-9 per exhibitor must accompany the market entries. 2. The Small Animal record books will be judged at the club and county level. Members must complete their record books after the fair and turn them into their project leader for judging. Members failing to submit a finished record book will not be credited with a completed project and will be unable to take the same project again for one year. All animals exhibited must be in the member s record book. 27 3. Animals exhibited must be owned, or in the case of llama/alpacas, leased through a 4-H sanctioned lease program, by El Paso County 4- H members. All youth must have completed the Animal Care and Housing Form for Colorado 4-H Livestock Projects and Code of Show Ring Ethics. Poultry and Rabbit members must also complete the USDA Meat Quality Assurance Agreement Form. All forms must be on file at the Extension Office. 4. All 4-H members must show their project animal in the showmanship contest. However extenuating circumstances may be addressed to the 4-H Small Animal Advisory Committee and Extension Agent as soon as possible. 5. Only registered El Paso County 4-H members (no adult) will be permitted to groom or provide any kind of care to the animals once the animals have entered the Fairgrounds except in the interest of the safety of the child and the well-being of the animal. Violations of this rule will be handled as follows: First violation verbal warning; second violation written warning; third violation dismissal from the Fairgrounds. Exceptions can be made for Llamas with the prior approval of superintendent. 6. Where appropriate, premiums will be awarded to first, second and third place participants. First place will be awarded $5.00, second place will be awarded $3.00, and third place will be awarded $2.00. Market animals do not qualify for premiums. 7. If, in the opinion of the 4-H Small Animal Advisory Committee or 4-H Youth Development Agent, an exhibitor does not take proper care of his/her animal(s) and assigned cage (if applicable) and area, after proper warning, the exhibitor may be dismissed from the fairgrounds. Additionally, if any exhibitor or their families mistreat animals, the exhibitor may be dismissed from the fairgrounds. Violations of this rule will be handled as follows: First violation verbal warning; second violation written warning; third violation dismissal from the fairgrounds. 8. The respective superintendents or their assistants will assign cage space within the barns. The species superintendents will post cage assignments by the Opening Saturday of fair, in the respective barn areas. Any exhibitor not abiding by the cage assignment may be barred from competition. 4-H SMALL ANIMAL SPORTSMANSHIP AWARDS Superintendent: Small Animal Advisory Committee You may nominate individuals for an Outstanding Sportsmanship Award. Nomination applications can be picked up in the 4-H Livestock show office at the fair, in Whittemore, in the Rabbit Barn, in the Poultry Barn, from the show superintendent or on the county website. There will be four divisions in which nominations will be accepted; Junior, Intermediate, Senior and Adult (for 4-H parents/volunteers). Nomination applications can be placed in designated boxes in Whittemore, the Rabbit Barn, and the Poultry Barn or to the extension office by the first Thursday in August. A committee will be selected by the superintendent to screen the nominations and select the award recipients. Various qualities should be considered when selecting nominees such as helping others, positive attitude, cooperation, punctuality, work ethic, conduct, and others as seen fit. Sportsmanship Awards will be awarded at El Paso County 4-H Achievement Celebration in the fall. SMALL ANIMAL ROUND ROBIN SHOWMANSHIP CONTEST Superintendent: Teresa Lamothe and Shannon Fizer Fee: None Date/Time: Saturday, July 23, 2016, SARR starts promptly at 8 AM, check-in is 7:30 to 8 AM. If not checked in by 8 AM, the participant may receive an automatic 50 point deduction in final score. Grand and Reserve Grand Champion Junior, Intermediate and Senior Small Animal Showmen (including Miniature Horse and Dog) will be determined through a Round Robin Showmanship Contest. (4-H members will participate in this contest as appropriate.) 1. The Champion and Reserve Champion Junior, Intermediate and Senior showmen from each of the small animal divisions (cavy, llama/alpaca, poultry, rabbit as well as dog and miniature horse) will compete in the Small Animal Round Robin for Grand Champion and Reserve Grand Champion honors. Any member that does not show in Round Robin will forfeit their ribbons and premiums, unless their absence is approved prior to the show by their species superintendent. 2. If the same person wins Champion or Reserve Champion in more than one species then they must show the species for which they earned the higher award. If they earned the same award (for example, Champion in two or more species), then they must inform the show superintendent which species they would like to show at the end of their final show. The species which the multiple champion does not select to represent in Round Robin will then be offered to the third or fourth place overall in that species to compete in Round Robin. 3. Separate Round Robin contests for Juniors, Intermediates and Seniors will be held. 4. Each entry can earn a maximum of 10 points on their ability to groom their own animal and 100 points on their ability to show their own animal, and 100 points for their ability to show EACH of the other species as broken down on the score sheet. 5. The animals used for the competition will be selected by that species superintendent and is subject to the approval of the round robin superintendent. SHOWMANSHIP AWARDS 1. First through sixth place ribbons will be awarded in Showmanship for scores of 170 or above. 2. Special awards will be given to the Junior, Intermediate and Senior Grand Champions and other special awards will be given to the Reserve Grand Champions. Grand Champions are members who earn the highest score in their age category in novice and open classes combined. 4-H SMALL ANIMAL PHOTO CONTESTS Cavy, Poultry, Rabbit, Llama, Pocket Pets, Cats Superintendents: Species Superintendents Fee: None Requirements 1. The subject of the photo must be cavy if submitted in the cavy contest; llama or alpaca is submitted in the llama contest; pocket pets if submitted in the pocket pet contest; poultry if submitted in the poultry contest, rabbit if submitted in the rabbit contest and cat if submitted in the cat contest H members may only submit one photo per species for those species in which they are enrolled in the project. Cloverbuds may enter any one of the six small animal species and need only to be enrolled in the Cloverbud project. 4. The 4-H exhibitor must take the photo. 5. Color or black & white photos will be accepted. 6. Any size up to 8 x 10 is acceptable. 7. The photo must be in a stand up frame. 8. The exhibitors name, age, and club must be on the back of the frame. 9. Categories are Cloverbud, Junior, Intermediate, and Senior. DIVISION SPE 4-H PREMIER EXHIBITOR CONTEST - Small Animals Superintendent: Species Superintendents All Exhibitors are encouraged to enter. Entries for this division should be made on the Entry Form. Premier Exhibitor is awarded to the exhibitor that best combines several aspects of the 4-H project experience. You may enter the Premier Exhibitor contest for each species for which you exhibit. There will not be any distinction between ages. Members signed up for the Premier Exhibitor contest will be posted in the barn for poultry and rabbits and in Whittemore for llama/alpaca, cavy. Entry codes are as follows: SPE01- Cavy SPE02- Llama/Alpaca SPE03- Poultry SPE04 Rabbits See each species for specific criteria and a point system. At a minimum, the Premier Exhibitor contest for each species will include showmanship, a written quiz, interviews, and record book scores. Written Quiz: Check with the species superintended for quiz times. Interviews: Sign up for interview times with the superintendent during check-in for each of your species. Awards: An award will be given to the Champion of each of the four species divisions in the Premier Exhibitor Contest. Only two cavies per breed, per exhibitor may be shown. 3. Bring your entries IN CAGES to the Whittemore Building and check-in with the superintendent. For their safety, cavies MUST be in carrying cages. No boxes or aquariums will be allowed. 4. The superintendent will release cavies after the show is over. 5. All cavies will be judged based on breed and sex. 6. Best of Show and Best Reserve of Show earn rosettes. Ribbons will be awarded for first through fifth place. 7. Pet Class (Mixed Breeds) Cavies in this class will NOT be allowed to compete for Best in Show, under any circumstance. Cavies in this class will be judged based only on appearance including health, fur, teeth, and body conformation. If the judge cannot determine body conformation, the judge can decide on a breed the cavy most resembles.

Premier Exhibitor: Entry Code: SPE01- Cavy DIVISION SLA LLAMA/ALPACA SHOW Superintendent: Stacy Cantu Assistant Superintendent: Scott Patrick Junior Leaders: Gabby Cantu and Maura Benton Time/Date: Llama/alpaca must arrive at the fairgrounds on Opening Sunday of Fair, between 7:15 and 7:30 AM. Electricity will be provided. Showmanship will begin at 8 AM Fees: $5.00 per exhibitor for the 4-H show Requirements 1. All general rules apply where applicable 2. Any unruly llama/alpaca will be removed from the show. The superintendent or judge may rule an animal as unruly, as required. 3. Contestant must be 4-H members enrolled in the El Paso County llama/alpaca project as of May 01 of current year. 4. The contestant does not need to own the llama/alpaca used in the Performance/Obstacle Class or Showmanship provided they have participated in and met the requirements of the lease-a-llama/alpaca program in El Paso County. Once at the fairgrounds, the 4-H member must care for the llama/alpaca (except in matters of safety). 5. A stall deposit in the amount of $20.00 will be collected for each stall reserved. This will be returned to you once you have cleaned your stall and are ready to check out of the stall. If you fail to properly check out, you will forfeit your deposit. CLASSES: CLASS 1. Showmanship Divisions: Junior 8-10, Intermediate 11-13, and Senior as of December 31 st of current 4-H year. A Showmanship Class is a demonstration of the handler s ability to show his animal to its best advantage at halter. Judging is based on the exhibitor s skills in fitting, grooming, and animal knowledge, following directions, and showing style when presenting the animal to the judge. The animal s conformation is not considered. Handler s attire should be neat, clean, and appropriate. Black pants or skirt, western or white shirt or blouse and sturdy shoes or boots are recommended. Champions and Reserve Champions in all age divisions will be given at completion of the show on Sunday and qualify for Small Animal Round Robin to be held on the closing Saturday of fair starting at 8 AM. Performance classes will follow Showmanship. Prizes will be awarded for Junior, Intermediate and Senior Performance Champion based on ALSA points for obstacle, PR and Packing CLASS 2. Obstacle This class demonstrates the llamas/alpacas obedience and willingness to complete the activities requested by the handler. Obstacles will include a bridge or ramp, jumps, change of pace, and backing. Ribbons will be awarded. CLASS 3. Public Relations 28 El Paso County 4-H Exhibitor s Guide This class tests llamas/alpacas ability to participate in community events. PR obstacles will include stairs or ramps, petting, loading in a vehicle, backing and picking up a foot or showing teeth. Ribbons will be awarded. CLASS 4. Packing This class simulates the condition and obstacles actually encountered when packing on the trail. All packs must have two straps and panniers must be filled out. Obstacles will include a bridge or ramp and backing. Ribbons will be awarded. CLASS 5. Costume This class is judged on costuming on member and llama/alpaca. The more coverage the llama/alpaca tolerates, the higher the score. Members must submit information for the announcer to read about the costume and member as the member enters the ring. Ribbons will be awarded to participants. CLASS 6. Best of Show This class is judged on the Best of Show among the llama/alpaca entered in the show. Plaques will be given to the Champion and a Rosette will be given to the Reserve Champion. Premier Exhibitor: Entry Code: SPE02- Llama/Alpaca Musical Llama: This is open to the public for adults and children to participate. We will provide the llamas. Ribbon will be awarded to participants. Champion and Reserve Champion; Market Fryer Pen, Market Broiler Pen, Market Waterfowl, and Market Turkey, MUST be sold at the Jr. Livestock Sale with the proceeds going to the Exhibitor. This is a terminal sale. The sale committee will take possession of all birds sold at the junior livestock sale immediately following the sale. Any 4-H exhibitor showing Market Class Birds without another market project may be eligible to sell at the livestock sale if the Livestock Sale Committee agrees. This will be a preset amount and the exhibitor will be notified on the coop card the day of the show. There will be no exceptions to the sales rule. Anyone breaking the code of ethics will not be allowed to sell in the auction or participate in the poultry project for one year. 5. Market Waterfowl may be split into Market Duck and Market Goose based on the total number of birds entered in each species. This will be at the recommendation of the Poultry Superintendents and with the approval of the Small Animal Advisory Committee H members who have sold their market birds at the Jr. Livestock Sale are responsible for cleaning out their coops after the sale. If the 4-H member does not clean out their coops, they will be subject to forfeiture of all premium money and ribbons. 7. Poultry must be owned by the Exhibitor since April 1 of the current year, or upon hatching (this would include fryers and broilers). Show birds must be at least 4 (four) months old to exhibit at fair. 8. All birds entered must have a numbered leg band. Bands may be purchased in the Poultry Barn at coop-in if needed. 9. All exhibitors will be required to work a maintenance shift in the poultry barn during the Fair to help water all of the exhibits along with sweep the walkways in the barn, and answer questions any visitors to the barn might have. Please sign up for time slots at Coop in. There will be seven two-hour shifts per day from 10 AM to 9 PM. We also encourage you to keep your coops clean during the fair to make the poultry barn a nice experience for those who visit it. 10. Those 4-H members who are exhibiting waterfowl are strongly encouraged to clean their coops twice during the fair. All coops requiring attention will be tagged, the 4-H member will have until closing the next day to have the coop cleaned, or they will run the risk of losing any premium or ribbons and may be asked to remove the bird for its health and the health of the birds around it. 11. All meat bird exhibitors (including waterfowl and turkeys) are required to clean their cages twice during the Fair one being by 11 AM on the last Saturday of fair. Those who neglect this rule will run the risk of losing their premiums or their ability to sell. 12. Birds will be accepted starting at 9 AM on the opening Saturday of fair, and in place no later than 12 PM the same day. Exhibitors need to provide bedding (wood shavings) and feed for their birds, and will be responsible to make sure their birds are fed throughout the fair. 29 El Paso County 4-H Exhibitor s Guide 13. There will not be space provided in the barn for storing feed or bedding. Exhibitors need to store their supplies at their camper or bring them with them daily. Poultry barn personnel and/or El Paso County Fair Staff will not be responsible for feed and supplies left in the barn. Exhibitors using another exhibitor s feed, without permission, is in violation of the 4-H Code of Ethics, and can be removed from the barn. 14. Exhibitors will be allowed to place sale advertisements for their birds on or above their exhibits after Judging is completed. This must include Exhibitors name and phone number. The Superintendents will not be responsible for any transactions. The exhibitor is responsible for letting their buyer know that no birds may be removed from the barn until after fair or during the public sale. If the buyer wishes to pick up their bird(s) during the public sale they will have to pay for fair admission to enter the grounds. 15. On the Closing Saturday of fair the Poultry Barn will host a Public Poultry sale in conjunction with the Public Rabbit Sale. This sale will go from 10 AM to 5 PM. The birds that are sold will be given a release slip so the buyers may take them home that day. The release will be issued after a proof of a bill of sale is presented. If you intend to participate in the public sale, you will be responsible for all transactions. Please bring boxes for your buyers. You must provide your own cages during the sale; coops will not be made available. 16. Birds will be released starting at 9 AM on the Closing Sunday of fair. All birds must be picked up no later than Noon on Sunday. Birds and equipment not picked up by the time the poultry barn is secured at noon will be placed outside the locked barn in a box at no responsibility or liability to the poultry barn personnel and /or El Paso County Fair Staff. Premiums and awards will be released after the coops have been cleaned and the birds removed on the Closing Sunday of fair. There will be a check out list provided that must be followed before a single bird can be removed from the building. 17. Exhibitors may enter a maximum of 25 entries, including chickens, ducks, geese and turkeys. A trio is considered one entry. Market Classes 1 & 2 will be weighed if there is any question of class. The birds will be judged as a pen of three and should be as uniform as possible within the pen (same breed, age, sex, and size). You may have only 2 entries per market class. Please note the Market turkey class is not by breed so there can only be 2 entries per 4-H member. Feel free to enter your other turkeys in the breed class. 18. A champion and reserve will be chosen from all species (chicken, duck, goose, and turkey) combined. This class will not be eligible for bird of show or reserve bird of show. CLASS 12. Showmanship REQUIRED You will be scheduled for Poultry Showmanship on the Opening Sunday of fair during the poultry show. A schedule will be posted in the Poultry Barn for you to check at the time of Coop-in. First year members have the option of showing in the Novice Class, instead of their age group. A member can show in the Novice Class for their first year ONLY. This choice must be indicated on the entry form. Special Needs youth ONLY, as designated on 4H on-line, have the option to show in the Novice Class multiple times, but need to make superintendent aware of their decision. Champion and Reserve Champion Novice showman will receive a rosette only and will not qualify for Small Animal Round Robin. Any 4-H member not participating in Showmanship will forfeit all awards thru disqualification, to include the ability to sale at the Junior Livestock Auction. Winners of Showmanship (except in the Novice Class) will participate in the Small Animal Round Robin. The Superintendent will supply the birds for the Round Robin. 32 4. All rabbits entered are REQUIRED to have an Ear Tag number PRIOR to Fair. Tattooing will be available in the Rabbit Barn on Barn Cleanup Day (the Saturday before Fair begins). All rabbits entered are REQUIRED to have this ear tag number noted on the entry or the entry will be rejected. Please remember to bring this ear tag number to the Barn Cleanup Day so that your rabbit is tattooed correctly. Any rabbit(s) that have to be tattoo on caging day will be charged $3.00 per rabbit tattooed. 5. ALL rabbits must be delivered and in place (cage placing will be by breed, and will only include an exhibitor number and an ear tag number on each card) on the Opening Saturday of Fair between 9 AM and 12 PM. This includes Meat Pen and Fryers! 6. Each Member will be responsible for transporting their rabbit to and from the judging table and be present at the time of judging. Any Member showing in another 4-H Project at the same time as the Rabbit Show may have ONLY a Superintendent, or a 4-H member, transport his or her rabbit to the table. Make these transportation arrangements in advance, and inform a Superintendent of your absence in the Rabbit Show. If no arrangements have been made and the Member does not show up, his or her rabbit(s) will NOT be judged. Rabbits must be brought to the table in a timely manner for judging and late arrivals may not be judged. Procedures: hole the rabbit, take one step back, and remind parents and other interested parties they are observers ONLY. 7. ALL rabbits must be in good physical condition and have a legible permanent ear tattoo in the left ear. The judge is under no obligation to judge or handle an unhealthy or aggressive rabbit and the Superintendents will honor the judge s request to remove the rabbit from the table. 8. NO Does with litters will be allowed. 9. NO rabbit(s) entered into the Fair will be sold during the Fair. If a Member wants to sell an entered rabbit, refer to the Public Sale category below. The Rabbit Barn will NOT sell any rabbit on your behalf. 10. All rabbits competing must be entered in the name of the actual owner and must be owned 60 days PRIOR to the El Paso County Fair, as evidenced by a copy of the pedigree. The Dam of market rabbits must be owned 115 days or more PRIOR to the El Paso County Fair. 11. Except on show days, doors of the Rabbit Barn will be open at 8:30 AM only for rabbit members checking on his/her rabbit(s). Doors of the Rabbit Barn will be open to the public from 10 AM to 9 PM. throughout the Fair. 12. Judging will be done by comparison. NO interference with the judges will be tolerated. Questions of the judges may be posed at the COMPLETION of the class. The Superintendents will monitor and strictly enforce this rule. Abusers will be requested to step back away from the judging tables and observe from a distance. 13. The Judge has final rule if a rabbit is unworthy of an award. If a rabbit is deemed unworthy it shall NOT receive an award even when there is no competing rabbit. No Member shall receive an award greater than the rabbit earns. 14. ONLY Champion and Reserve Champion Meat Pens and Fryers will remain in the Rabbit Barn after judging. If cages are available and with PRIOR arrangements, Meat Pens and Fryers can continue to be caged till the end of the EL PASO COUNTY FAIR on a first come-first served basis. 15. NO entered rabbits can leave the rabbit barn before 9 AM on the closing Sunday of Fair unless they enter the rabbits in a rabbit show. We will allow members to take rabbits entered in a show to leave on Saturday night (no earlier than 7 PM) IF the member gives notification to the Superintendent before July 1st via and presents paperwork (copy of the entry approved by the show) by the Friday of fair. ALL rabbits must be picked up NO later than noon on the Closing Sunday of Fair. Rabbits, feed, and equipment not picked up by the time the Rabbit Barn is secured at the end of the EL PASO COUNTY FAIR will be placed outside the locked barn at no responsibility or liability to the Rabbit Barn personnel and/or EL PASO COUNTY FAIR staff. 16. At release time, the Member will check in with Superintendents to have their area checked for cleanliness and to ensure loaned crocks are returned. Once checked, premiums and ribbons will be given to the 4-H member. 17. All Members are limited to five (5) rabbits and three (3) Meat Pens OR three (3) Single Fryers or any combination to total three. 18. All rabbit members are responsible for watering and feeding his/her own rabbit(s). 19. Exhibitors need to provide wood shavings and feed for their rabbits, and will be responsible to make sure their rabbits are fed throughout the fair. There will be limited space provided in the barn for storing feed or bedding. On a first come, first serve basis, exhibitors may rent out a tote for the week to store their supplies. All supplies must fit in their tote. Exhibitors need to store other supplies, like carrying cages and grooming tables, at their camper or bring them with them daily. Rabbit Barn personnel and/or the El Paso County Fair Staff will not be responsible for feed and supplies left in the barn. Exhibitors using other exhibitors feed, without permission, is in violation of the 4-H Code of Ethics, and can be removed from the barn. 20. Mixed breed rabbits will be allowed to be used for show, showmanship, Meat Pen, and Fryer. For the Pet Class (rabbit show) please see CLASS 12 for rabbit show to ensure there are no disappointments. If a rabbit member wishes to use a mixed breed for showmanship, they MUST know information on ALL breeds of their rabbit. For Meat Pen and Fryer, please see CLASSES 13 and The Rabbit Barn personnel and El Paso County Fair staff are NOT responsible for any loss or injury to any entered and/or nonentered rabbit. Showmanship: Winners of the showmanship contest will be announced after the contest is complete and scores have been tabulated. Age groups are Junior, Intermediate, and Senior. Showmen are to wear a plain longsleeve (preferably white) shirt and dark pants. First year members have the option of showing in the Novice Class, instead of their age group. Market Rabbits Exhibitors may enter up to three (3) market animals (ie. three (3) Meat Pens OR three (3) Single Fryers or any combination to total three). The member MUST own the Doe in each class. Mixed breeds and pure-bred rabbits will both be allowed. CLASS 13. Meat Pen Class Will Consist of three (3) rabbits. All three rabbits must be the same breeds/breed and variety. (Brokens will be all black, all red, etc, in conjunction with white). Age limit is not over 70 days. Weight limit is not under three pounds and not over five pounds. CLASS 14. Fryer Class Will follow the same requirements as Meat Pen. Champion and Reserve Champion in CLASSES will be sold at the Junior Livestock Sale at 1 PM the Closing Saturday of Fair. The accompanying Story and brief costume description is due at the same time as entering. This is your opportunity to dress your bunny up in his/her favorite outfit. Age groups: Cloverbud, Junior, Intermediate, and Senior. Awards: Ribbons: First through Third place overall. Public Sale: Fair entered and non-entered rabbits, cages, equipment, etc. may be sold, but not until the public sale day. If you wish, you may post a "For Sale" sign on the bulletin board, but no rabbit sold will leave the rabbit barn prior to 5 PM on the Closing Saturday of Fair. All rabbits must be a minimum of 8 weeks old. You must be with all sale items for the duration of the sale and/or until all items are sold. For Fair entered rabbits, the Superintendents will provide and release upon submission of a Bill of Sale. Members must provide boxes for new owners to transport rabbits from the Fairgrounds. General Rules for Rabbit Agility 1. No more than 3 rabbits per exhibitor. 2. Animal handlers are responsible for ensuring that they and their family members keep their rabbits safe. 3. Animal entered may be any breed of domestic rabbit. 4. Animals must be at least 4 months of age to compete 5. Carless handling of rabbits will result in a warning. Serious negligent handling will result in a disqualification. 6. Rabbits shall proceed through the course and over the jumps voluntarily. Animal handlers are prohibited from forcing or carrying animals through the course, but may lift them over jumps, if necessary. Assistance and encouragement may not involve yelling loudly or any other method that would subject a rabbit to excessive stress. Touching your rabbit with your feet is not permitted. 7. Judges are entitled to disqualify any rabbit who must be repeatedly lifted over jumps, or entirely refuses to move, as being clearly unwilling to jump. 8. Animal handlers must always embody good sportsmanship. Violations will result in warnings and disqualification. It is up to the judge s discretion as to what constitutes poor sportsmanship. The judge s decision is final. 9. Rabbits must be using an H style harness. Competition 1. Animal handlers need to line up at the gate when their name is called. Names will also be displayed on a board. Failure to line up after your number is called 3 times will result in a disqualification. 2. Only 1 rabbit is permitted on the course at any time.

34 3. Animal handlers are not permitted to step over jumps. They must go around the jump. Repeated violations will result in disqualification. 4. No treats (for you or your rabbit) will be allowed on the hopping course. Participation Ribbons will be given to each competitor that enters the day of the competition. Rabbit Mock Judging: ENTER AT TIME OF CAGING. Exhibitors will judge multiple (2-4) classes of 4 rabbits each. They will be given the breed, age, sex and variety of each class. Each individual exhibitor will receive up to 10 minutes per class to judge and will be allowed to use the standard book of perfections. Ribbons: First through third place. 4-H Rabbit Herdsmanship: Individual Herdsmen will be judged throughout the Fair on the following criteria: 1. Clean, neat cages 2. Observance of all El Paso County Fair rules that may apply All members entries in a species will be evaluated for Herdsmanship such as breeding animals and market animals, but no extra credit will be added for one or the other or both. Awards will be given to the Champion Junior, the Champion Intermediate, and the Champion Senior. Winners will be announced and presented at the El Paso County Achievement Celebration in the fall. DIVISION SPP POCKET PET SHOW Superintendent: Laura Mayo Assistant Superintendent: Charles Mayo Time/Date: Showmanship will follow immediately after the show. Fees: There is a $5.00 per member exhibitor fee for the first 5 entries and $5.00 for every 5 entries after that. Requirements 1. All general rules apply where applicable. 2. If members choose to exhibit their animal on pocket pet day, they must bring entries IN CAGES appropriate to the species for the animal s safety, all feed and feeding cups. Tables will be provided. 3. The superintendent will release pocket pets after the show is over. 4. The contestant must be a 4-H member enrolled in the El Paso County pocket pet project as of May 1 st of the current year. 5. Contestants will be interviewed by the judge based on species knowledge. 6. All pocket pets will be judged based on condition and health, not on breed standard. 7. Species will be recognized as follows: amphibians, aquatics, arachnids, avian, reptiles, and rodents. 8. Each species will be placed 1 st 3 rd, with a grand and reserve being given in each species. 9. Best of Show will be awarded for overall. Showmanship: Showmanship will be broke down into age divisions: Junior, Intermediate, and Senior as of December 31 st of the current 4-H year. This is for the contestant to demonstrate their ability handle the animal and present it for the judge s inspection. The member s attire should be neat and clean. All general rules apply where applicable. 2. Members must be enrolled in the 4-H Cat Project. Cats entered must have been part of the project since May 1, 2016, or earlier. The member must own or lease his/her cat individually or in partnership with parent or guardian during the complete duration of the project. Note: A cat may be shown by a maximum of two 4-H members in showmanship only. There must be a formal written agreement provided on the show day. 3. All 4-H Cat exhibitors are required to present a tri fold board, and a completed record book on county exhibit day July 14 th. These will be judged with tabletop and are eligible for State Fair. Cats however, are not shown at state fair at this point. 4. Cats may be purebred or household pets. Cats do not need to be registered or pedigreed in order to enter the 4-H Cat Show. All cats must be on halter and leash when outside of the cage. 5. It is recommended that all 4-H cats, other than pedigreed breeding animals, be neutered or spayed. All 4-H cats must have a valid certificate of rabies vaccination. The certification must be available and presented at check-in. 35 Exceptions. Distemper (FVRCP) vaccination is also required. Please make sure you have proof at check in. 6. No pregnant cats or nursing cats or kittens under 4 months old will be allowed. 7. Each cat exhibited must be clean and in good health (clear eyes and nose). The Superintendent reserves the right to not allow cats to show that are believed to be a health threat to other animals. 8. All cats must have the claws clipped for the safety of the 4-Her and Judge. 9. An exhibitor may show no more than two cats in a class except showmanship where they can have only one entry. Each cat can only be entered in one Conformation Class. However in showmanship a cat may be shown by up to two 4-H members. Please refer to Rule #1. Showmanship is mandatory. 10. Exhibitors are to provide their animals with litter, litter box, food and water. Two cages 22 x 22 x 46 will be provided. If more are needed please check with the head superintendent. 11. Cloverbuds who want to participate should bring their stuffed cat(s) and décor to decorate their cage, and they will have the opportunity to participate in Showmanship and Confirmation. 36 DOG SHOW Dog Advisory Committee Chairman Yvette Thompson The 4-H Dog Division is limited to only those youth properly enrolled in the El Paso County 4-H program for the current year. Dates and Times: Showmanship and Obedience: Saturday, July 16, 2016; Whittemore Building; Check in at 8:00 AM, Show at 9:00 AM. Rally and Agility: Friday, July 22, 2016; Owens Arena; Check in at 1:00 PM, Show at 2:00 PM. Fees: Showmanship free for all exhibitors, all other classes $5.00 per exhibitor per dog for each class entered for Obedience, Rally and Agility. Requirements 1. All general rules apply where applicable. 2. Dog record books will be judged at the club and county level. Members must complete their record books after the Fair and turn them into their project leader, by the date determined by their project leader, for judging. Members failing to submit a finished record book will not be credited with a completed project and will be unable to take the same project again for one year. All animals exhibited must be in the member s record book. Project leaders should turn all record books into the extension office by the second Monday in September. Dogs exhibited must be owned by the El Paso County 4-H member exhibiting it. All youth must have completed the Animal Care and Housing Form for Colorado 4-H Livestock Projects and Code of Show Ring Ethics. All forms must be on file in the Extension Office. 3. All 4-H members must show their dog in the showmanship contest. However extenuating circumstances may be addressed to the 4-H Dog Advisory Committee and Extension Agent as soon as possible. 4. Only registered El Paso County 4-H members will be permitted to groom or provide any kind of care to the dogs once they have entered the Fairgrounds except in the interest of the safety of the child and the well-being of the animal. The 4-H youth should provide the primary care for the exhibit. Immediate family members and El Paso County 4-H Leaders can help with education or safety providing the 4-H member of said project is present and working/helping. Violations of this rule will be handled as follows: First violation verbal warning; second violation written warning; third violation dismissal from the Fairgrounds. 5. Where appropriate, premiums will be awarded to first, second and third place participants. First place will be awarded $5.00, second place will be awarded $3.00, and third place will be awarded $ If, in the opinion of the 4-H Dog Advisory Committee or 4-H Youth Development Agent, an exhibitor does not take proper care of his/her animal(s) and area, after proper warning, the exhibitor may be dismissed from the Fairgrounds. Additionally, if any exhibitor or their families mistreat animals, the exhibitor may be dismissed from the Fairgrounds. Violations of this rule will be handled as follows: First violation verbal warning; second dismissal from the Fairgrounds. 7. Dates of approved current and effective vaccination of the dog for rabies and parvovirus must be provided on the State 4-H ONLINE Dog Identification Sheet and be on file in the Extension Office by 35 El Paso County 4-H Exhibitor s Guide April 16th. It is strongly recommended that all backup dogs be registered. The state may have a later deadline than El Paso County s April 16th Deadline. a) It is recommended that all dogs be vaccinated for kennel cough (Bordetella). If the dog s vaccinations are not current, a written statement from your veterinarian stating why not, must be attached to the entry form. 8. Bitches in season and lame dogs will not be allowed to compete. No bitch in heat, obviously pregnant or lactating bitches will be allowed to compete. 9. Handlers must own their project dog individually or in partnership with a parent or guardian during the complete duration of the project. 10. Exhibitors may exhibit any number of dogs, but only one dog per class for showmanship. Multiple dogs may be used in rally, agility, and obedience. Sits and downs will be handled for multiple dogs on judge. 11. Individual Dogs can only be shown once per class. Dogs cannot be shown by 2 handlers in the same class. 12. Dogs must be trained and shown primarily by the 4-H exhibitor during the complete duration of the dog project. 13. Dogs must be shown in at least one 4-H dog show prior to County Fair in the division in which you are showing. Copies of the score sheets must be turned in to the Extension Office no later than the second Thursday of July. It is the responsibility of the 4-H member to make sure score sheets are turned in. Trial requirements for the County Fair will be the same as Colorado State 4-H Contest Requirements. 14. Each 4-H member will take a written test regarding general knowledge of the dog project. There will be a Junior, Intermediate and Senior level exam. This test score will also be used toward Premier Exhibitor. 15. Armbands for all shows will be picked up the day of the show at check in. 16. The handler must have complete control of the dog at all times. Any dogs showing signs of aggression toward people or other dogs anywhere on the show grounds either inside or outside the show ring may be asked to leave for the general safety of all. The Dog Superintendent and/or the 4-H Youth Development Agent can make this request. If made, the dog must be immediately removed from the grounds. If a question arises regarding such a request, it will be reviewed by a committee of three, consisting of the 4-H Youth Development Agent, a dog superintendent, and a dog show official be it a volunteer or the judge, their decision will be final. 17. The judge must disqualify any dog that attempts to attack any person in the ring. He/she shall excuse a dog that attacks another dog in the ring or that appears dangerous to other dogs in the ring. 18. Adults may handle a dog to prevent a fight or when the dog is unmanageable to the 4-H exhibitor. STATE FAIR REQUIREMENTS (See State Fair Contest Requirements for complete rules) 1. Exhibitor must have an up to date record book, exhibited in at

37 least one 4-H dog show and enter in County Fair. 2. The highest score from the required dog show and the County Fair show will be totaled. The four highest scores from each class will determine selection for exhibitors to officially represent El Paso County. Per state regulations, qualifying scores are as follows: 170 and above in showmanship, 170 and above in obedience and 70 and above in rally. 3. ALL NQ or Non Qualifying scores will be included in the tabulations to determine who goes to state. 4-H DOG PHOTO SHARING Fee: None Rules: 1. Submit photos with your fair entry form to the Extension Office. All entries must be delivered to the CSU Extension office or if mailed, must be postmarked by 5:00 p.m., the second Thursday in June) Mail or bring entries to the Extension office call for address. 2. The subject of the photo must be your project dog H members may only submit one photo for the 4-H Dog Photo Contest. 4. The 4-H exhibitor must take the photo. 5. Color or black & white photos will be accepted. 6. Any size up to 8 x 10 is acceptable. 7. The photo must be in a stand up frame. 8. The exhibitors name, age and club must be on the back of the frame. 9. Categories are: Cloverbud, Junior, Intermediate and Senior. 10. All participants receive a participation ribbon. 4-H CANINE GOOD CITIZEN (CGC) Fee: None The CGC visitation program offers many growing opportunities for 4-H members, all of which help develop desirable traits. 4-H members gain lifelong skills and assets by utilizing their project. Members learn to volunteer and provide service to the community. They also learn the patience to teach their dog lifelong good citizen skills while at the same time earning a certificate that evaluates these skills. Eligibility 1. Dogs and handlers must be enrolled in El Paso County 4-H. 2. Dogs must be at least one year of age. 3. The dog must be owned by the handler or in partnership with the handler s family and live in the family household. 4. The dog must be current on all shots/vaccinations and licensing required by the County and City of residence. Verification must be provided at class registration. 5. The dog may not be pregnant or nursing puppies, nor may bitches be in season. This rule applies to all community visits. Participation Requirements 1. Complete the required training necessary to earn a CGC Certificate, either by enrolling in a CGC Class, or ordering the CGC training information from and training your dog. 2. Pass the required AKC CGC test to earn your CGC certificate from a registered AKC CGC Evaluator. All dogs going on field trips/community visits must pass this test. Handlers must have proof of CGC certification and shot records when performing visits. 3. Members must participate in a minimum of three nursing home visits. 4. All junior participants (4-H ages 8-11) must have a parent or guardian present on all visits. 5. Dogs must be cleaned and groomed for all visits. 6. Handlers must follow the 4-H dress code and they must wear rubber soled, closed-toe shoes. No slip on shoes, crocs, sandals, etc. 7. All handlers should use a 2, 4, or 6 foot leather or nylon lead. Length should be based on size of dog and handler for best control. NO retractable leashes! 8. All dogs should be equipped with a buckle or slip (choke) collar for best control. 9. All handlers must bring clean up supplies and poop bags for any accidents. COUNTY FAIR EXHIBIT REQUIREMENTS 1. Complete the participation requirements listed above and complete all dog project requirements. 2. Submit by 2 PM on Exhibit Day (Friday before County Fair) a trifold poster board that describes your activities/learning process in CGC. a) Display boards (show boards) for fair must be tri-fold boards that measure 4 wide x 3 tall. They should be made of lightweight cardboard, but not poster board. Pre-cut boards are available at most craft and shopping centers. No part of your display may extend beyond these boundaries. 3. Awards a) 1st year CGC Bandanna and CGC Rosette b) 2nd year CGC Leash c) 3rd year CGC T-shirt d) 4th year - CGC Pin Trick Dog Titles Chair: Cindy Still Trick dog titles are an opportunity for the student and the dog to form a strong bond working together to learn new tricks. The dog titles are based on the Kyra Sundance Program of Do More With Your Dog. Kyra Sundance has several books out about dog tricks, recommended to start is the 101 Dog Tricks, there is a Kids Edition as well as an Adult Edition. These tricks are easy to learn and build upon platforms. To earn the 1st Trick Dog Title the student and dog must learn 15 tricks. 8 of these 15 tricks are required for the first title thru 36 El Paso County 4-H Exhibitor s Guide

38 our 4-H program. Things like: Heel, Sit, Come. Basics you must learn for the beginning obedience classes (Asterisked on the chart below). The last 7 tricks are the choice of each student from the tricks listed. Each Dog/Student Team must present their trick either in person or via a video to a Trick Dog Instructor. This job will eventually also be assigned to upper level students. The Dog/Student Team will earn a title and Ribbon once the tricks are completed and verified. Titles and Ribbons to be awarded at year end. The great thing about learning tricks is you can do it in your home, it will give you control and teamwork with you and your dog and will help you get ready to jump in and start beginning obedience or rally. There are higher level titles, if interested please contact your Trick Dog Instructor.
