2 2018 FAIR UPDATES 1. Building projects: Only those projects indicated on the entry form are eligible for exhibition. 2. Horse Show: Riders that fail to notify the superintendent of late arrival will not be eligible for high point or overall show awards. 3. Horse Show: In-county members that register late will pay the out of county show fee and are not eligible for premium. 4. Ham/Bacon Show: Members must be present at the end of judging to hear the judge s reasons and for award presentations to be eligible to sell. There will not be an educational talk prior to judging. 5. Sheep: Hair sheep market weight is 50 pounds. 6. Beef show: If the panel tag or button tag is lost, contact the Extension office for replacement. No premium money will be paid if official EID button tag is missing. Also, the market animal cannot show for championship without Marion County official EID button tag. 7. Beef show: All market heifers will be preg checked and if they are pregnant, they will not be eligible for rate of gain, carcass, or champion drive. However, they are still eligible to sell. 8. Commission will be charged on all auction and premium items. 9. Clover Kid Show will be Tuesday, July 31, 6:00 p.m. in the show arena.

3 Animal Health Requirements for Exhibition The following is a SUMMARY, and not a reprint of 2 CSR Animal Health Requirements for exhibition regulations. Contact the Missouri State Veterinarian s office at (573) for clarification on the following. 1. Certificate of Veterinary Inspection/General Requirements. All animals must have a Certificate of Veterinary Inspection unless specifically exempted. The Certificate of Veterinary Inspection shall state that the animals are free of visible signs of contagious, infectious, or communicable disease, and describe the animal(s) by species, breed, sex and age. The Certificate of Veterinary Inspection shall reflect all data for required test and vaccinations, all dates, results and the name of the laboratory. The Certificate of Veterinary Inspection is valid for thirty (30) days. Animals with active lesions of ringworm with resulting loss of hair or warts easily visible without close examination will not be permitted to exhibit and shall be subject to isolation or expulsion depending upon the nature and seriousness of the disease. Sales scheduled in association with exhibitions must employ a veterinarian to examine animals and process Certificate of Veterinary Inspection for change of ownership. The following are requirements for animals EXHIBITED in Missouri. Animals sold in addition to being exhibited must meet the entry requirements of Missouri. 2. EXHIBITION REQUIREMENTS FOR CATTLE IN MISSOURI. Intrastate (cattle in Missouri moving for exhibition only). No Certificate of Veterinary Inspection required. Brucellosis no test or vaccination is required. Tuberculosis no test is required. Interstate (cattle from another state entering Missouri for exhibition only). A Certificate of Veterinary Inspection is required with official individual identification for each animal listed. Brucellosis Cattle from Brucellosis-Free States. Sexually intact cattle may enter without a brucellosis test. individually identified and listed on the Certificate of Veterinary Inspection. B. Cattle from Class A States Sexually intact test-eligible animals must be tested and negative within thirty (30) days prior to entry except cattle from a certified brucellosis-free herd. The certified herd number and date of the last herd test date must be listed on the Certificate of Veterinary Inspection. Steer(s). No test required but the steer(s) must be individually identified and listed on the Certificate of Veterinary Inspection Rodeo bulls from a Class A state must have a negative brucellosis test within twelve (12) months prior to exhibition. Tuberculosis. Beef Tuberculosis-Free States. Tuberculosis Free States. All beef cattle two (2) months of age and over (including steers) may enter without additional testing requirements or permit. Tuberculosis Status-less than free must meet the following requirements: A. Must obtain an entry permit. Must have a negative tuberculosis test within sixty (60) days of exhibition, test date must be listed on the Certificate of Veterinary Inspection; or Move from an accredited tuberculosis-free herd (herd test date must be listed on the Certificate of Veterinary Inspection) or Move directly from a herd of origin that has had one (1) complete negative herd test within one (1) year (date of test must be listed on the Certificate of Veterinary Inspection). Dairy All classes of dairy cattle, two (2) months of age and older, entering Missouri for exhibition must meet the following requirements: Must obtain an entry permit. Have a negative tuberculosis test within sixty (60) days of shipment; test date must be listed on the Certificate of Veterinary Inspection; or Move from an accredited tuberculosis-free herd (herd test date must be listed on the Certificate of Veterinary Inspection); or Move directly from a herd of origin that has had one (1) complete negative herd test within one (1) year (date of test must be listed on the Certificate of Veterinary Inspection). Rodeo livestock, eighteen (18) months of age and older, must be tested negative for tuberculosis every twelve (12) months and obtain an entry permit prior to entering Missouri. No sexually intact rodeo livestock from Mexico will be permitted to enter Missouri. 3. EXHIBITION REQUIREMENTS FOR SWINE Intrastate (swine in Missouri moving for exhibition only) All swine must be free of clinical signs of infectious or contagious disease. No Certificate of Veterinary Inspection is required Brucellosis no test required Pseudorabies no test required Interstate (swine from another state entering Missouri for exhibition only). A Certificate of Veterinary Inspection is required. All swine must be individually identified by official eartag, ear notch, tattoo and listed on the Certificate of Veterinary Inspection.

4 Must obtain an entry permit. Brucellosis Breeding swine originating from brucellosis-free states may exhibit without a brucellosis test. Breeding swine originating from a state having a brucellosis status less than free states must be tested negative within sixty (60) days prior to exhibition except breeding swine from a validated brucellosis-free herd. The validated herd number and date of last validating test must be listed on the Certificate of Veterinary Inspection. 4. Psuedorabies Swine originating from a state classified as Stage V the National Pseudorabies (PRV) Eradication Plan may exhibit without a pseudorabies test. All other swine must be tested negative within sixty (60) days prior to exhibition except swine from a qualified pseudorabies-free herd. The qualified herd number and date of last qualifying test must be listed on the Certificate of Veterinary Inspection. EXHIBITION REQUIREMENTS FOR SHEEP. Intrastate (sheep in Missouri moving for exhibition only). Sheep must be free of clinical signs of an infectious or contagious disease. All sheep, regardless of age or gender, must be individually identified by an official scrapie eartag and be listed on a Certificate of Veterinary Inspection. No test required Interstate (sheep from another state entering Missouri for exhibition only) Sheep must be free of clinical signs of an infectious or contagious disease. All sheep, regardless of age or gender, must be individually identified by an official scrapie eartag and be listed on a Certificate of Veterinary Inspection. 3. Alteration or substitution of any information on any VS Form including certified photocopy or certified facsimile or any official copy of a Certificate of Veterinary Inspection shall cause the document to be invalid and in violation of sections to , RSMo, and may result in civil penalties not to exceed ten thousand dollars ($10,000) per violation and subject to expulsion. A six (6) - month passport from states with which there is a reciprocal agreement will be accepted in lieu of VS Form These passports must have proof of a negative EIA test within thirty (30) days of the date of application of the passport and permanent identification for each horse by means of registered brand, legible tattoo, or microchip to be recorded on the passport and the VS Form or any officially recognized state EIA test chart, along with other identifying characteristics. In the event of confirmed vesicular stomatititis in any of the states with which reciprocal agreements exist, use of the six (6) - month passport will be suspended by the state veterinarian of Missouri.

5 Venezuelan Equine Encephalomyelitits (VEE) vaccination and entry permit is required prior to entry on equine originating from states in which VEE has been diagnosed within the preceding twelve (12) months. Any equine originating from a premise under quarantine for Vesicular Stomatitis shall obtain an entry permit and must include the statement on the Certificate of Veterinary Inspection that the equine listed have not been exposed to Vesicular Stomatitis or located within (10) miles of premises quarantined for Vesicular Stomatitis within the past thirty (30) days. The board, organization or manager of each assembly or event is responsible for certifying that all equine admitted or partici- pating meet the regulations in this section and shall not admit or allow participation of equine not so certified. Untested equine shall not be allowed to congregate with other equine. The owner of each animal shall comply with requirements under this section to , RSMo, and may be assessed civil penalties not to exceed ten thousand dollars ($10,000) for each violation. EXHIBITION REQUIREMENTS FOR POULTRY AND WATERFOWL Intrastate (poultry and waterfowl in Missouri moving for exhibition only) All poultry and waterfowl to be exhibited must be free of clinical signs of any infectious or contagious disease. No Certificate of Veterinary Inspection is required Pullorum-Typhoid test. All poultry (except waterfowl) exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. This information shall be documented on a VS Form 9-2 (see 2 CSR ) or similar certificate which shall accompany the poultry to the exhibition and shall be made available on request. Interstate (poultry and waterfowl entering Missouri for exhibition only) All poultry and waterfowl to be exhibited must be free of clinical signs of any infectious or contagious disease. A Certificate of Veterinary Inspection is required Pullorum-Typhoid test. All poultry (except waterfowl) exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. An entry permit is required. Requirements for Sponsoring Exhibitions for Poultry and Water- fowl. An official representing the person or organization sponsoring the exhibition shall notify the state veterinarian no later than thirty (30) days prior to the exhibition giving the names, place, inclusive dates and times of event. Record Keeping. The sponsor of the exhibition shall compile a list of all poultry and waterfowl present at the exhibition. The list shall contain the name and address of each owner, the number, species, breed, variety, type, sex and pullorum- typhoid status of all poultry present. A copy of this list shall be retained by the sponsor of the exhibition for at least twelve (12) months and shall be made available upon request to a representative of the department. Inspection. All poultry and waterfowl to be exhibited must be free of clinical signs of any Infectious or contagious disease. A representative of the department shall have access to the exhibits and may conduct inspections and tests as deemed necessary. EXHIBITION REQUIREMENTS FOR RATITE IN THE STATE OF MISSOURI (OMITTED)

6 GENERAL RULES The Marion County Junior Fair is not responsible to any person, individual, corporation, or association for any loss by fire, theft, damage or personal injury sustained by anyone, through the negligence of any person or group of persons, exhibits, or exhibitors. (I)JUNIOR FAIR EXHIBITS All Entries are due on or before June 29 at 4:30 p.m. 1. Entries will be accepted from: a. Any boy or girl who is enrolled as an active member of a 4-H Club, FFA, Family Career & Community Leaders of America (FCCLA), or Family & Consumer Science in Marion County, or Monroe City, Palmyra, Philadelphia, or Hannibal. a. Members who have met attendance of regular meetings set by clubs and 4-H\FFA\FCCLA Council. b. All active FFA, FCCLA, or Family & Consumer Science students who reside in Marion County and belong to an organization outside the county. c. Active 4-H, FCCLA, and Family & Consumer Science Students, if not over the age of 18 as of Dec 31 of the previous year. d. Any FFA members with active membership. (Can show until November 30, following the 4th National FFA Convention after graduation from high school). FFA member may be an incoming freshman and must be enrolled in agriculture education. e. All Active 4-H Exhibitors must be enrolled in project exhibited. 2. All exhibitors must file advance entry forms at the Extension office in Palmyra signed by the club leader and project leaders by Friday, June 29, 2018, at 4:30 p.m. 3. Each exhibitor lists all entries on one entry form only, even if enrolled in both 4-H and FCCLA, Family Consumer Science or FFA. 4. Each item to entered must be written out separately on entry blank. If two items are in one class, they must be written as two separate entries. 5. Each exhibit must be made or owned by the exhibitor and represent work done in 4-H, vocational agriculture, Family & Consumer Science or FCCLA projects in the current year. 6. Junior Fair premium checks will be sent to club leaders and chapter advisors. Exhibitors are to pick up checks at club meetings and cash within 60 days of issue. 7. Project group exhibits are listed elsewhere in the fair book with a class number. Livestock club exhibits need not to have prior entry. (II)JUDGING AND AWARDS 1. All judging will be based on the Danish system: blue, red, white or no ribbon, according to merit or judge s decision. 2. Ribbon values are shown on the premium list. 3. Superintendents may award higher point values when warranted. NOTE: Funds to support and conduct the Marion County Junior Fair are raised by 4-H and FFA members through donations and fund-raising.

7 (III)RULES FOR PROPER CONDUCT AT JUNIOR FAIR 1. The superintendent in each department is responsible for assigning space and exhibits. His or her directions must be followed. 2. Competent, courteous attendants shall be in charge of all exhibits and give visitors information desired. 3. Exhibitors only may remain overnight in barns and must conduct themselves in proper manner. Superintendents will enforce this rule. 4. Exhibitors are expected to conduct themselves in a manner showing respect for persons-in-charge, other exhibitors and the public. 5. No smoking or alcohol in the livestock buildings. DEPARTMENT A JUNIOR FAIR AGRICULTURE EXHIBIT RULES FOR LIVESTOCK EXHIBITS Exhibitors must be familiar with and comply with all General Rules in the preceding pages (plus the following): 1. Registration papers on breeding classes of beef must accompany each animal over one year of age to be eligible to show. Cattle under 1 year must be accompanied by registration papers of the dam and proof of registration of the sire (i.e. registration number). To show in breed classes, all beef animals must be 3/4 blood or better. Females without registration papers must show in crossbred commercial classes. Purebred cattle will show in breed classes. Sheep and swine must show individual registration papers on all entries in purebred classes. 2. No animals or pets will be allowed in barns for exhibit only, except for mother cows and/or baby calves. (Ex. Herd dogs should not be in barns.) 3. Livestock exhibits for fair must be brought in at set times. SEE DAILY PROGRAM. 4. All breeding stock exhibits will be released after the show unless released earlier by superintendent. 5. To be eligible to exhibit, ownership of livestock in the member's name and in the member s care by following dates: BEEF CATTLE Market - time of weigh in Breeding - May 1 BUCKET CALVES born between March 1 - May 31, 2018 SWINE All Swine - May 1 SHEEP All Sheep - May 1 GOATS All Goats - May 1 POULTRY Broilers - purchased as a county Breeding - 30 days prior to show RABBITS All Rabbits - 30 days prior to show DOGS All Dogs - April 1 HORSES All Horses - May 1

Each 4-H/FFA member is eligible to sell 2 items - market animals, rabbit meat pens, broiler, and cured hams, provided that the member has not sold the same species at a previous county fair during Health rules apply to some species. See Health Regulations in this book. Identification of each animal will be checked with official health certificates, vaccination certificates, etc., which must accompany animals. 8. Unbroken or unruly animals will be excluded from the show and sale by the Junior Fair Board. Normally gentle animals that become unmanageable because of strange surroundings may be accepted after investigation to establish this fact 9. Showmanship classes DO NOT count as one of the entries for beef, sheep, goat and swine. Participation ribbons will be given to all contestants in showmanship, with no premium money awarded. Livestock showmanship classes are listed with class number elsewhere. PRIOR ENTRY REQUESTED. a. Showmanship classes may be split or combined at the discretion of the superintendent. b. In order to receive premium money or participation in the livestock sale, ALL LIVESTOCK EXHIBITORS WILL COMPETE IN SHOWMANSHIP. (Exceptions may be granted by Jr. Fair Board prior to show). c. Each Exhibitor must own the animal they show in showmanship classes. 10. Only blue ribbon animals may show for champion. 11. Livestock exhibitors are required to keep clean, neat, stalls. Keep the area over which visitors pass free from waste and rubbish. AISLES MUST BE KEPT OPEN. Each exhibitor is to furnish his own straw. Sawdust will be available on a firstcome-first-serve basis. 12. Livestock exhibitors must show and parade their own animals. When necessary, exhibitors may be assisted by other 4-H and FFA members. Subject to approval of superintendent in charge, parents may assist exhibitors. 13. Any exhibitor in livestock classes who refuses to parade his animal when asked by the superintendent in charge, or who otherwise disobeys rules in the premium book, will lose his right to exhibit and forfeit any premium money already won. 14. College or university students away from home may enter competition in all classes if they (a) assume responsibility for the project when at home, (b) take full responsibility for all except daily care when away from home (e.g. selection of animals, choice of rations, record keeping, etc.). 15. Pumping of any species, unless under a veterinarian s or committee supervision will cause that animal to be disqualified H/FFA member must be present to sell their own animal(s) or ham(s); unless exception is granted by the Jr. Fair Board. 17. A Copy of a current Show Me Quality Assurance (SMQA) card for each beef, sheep, swine, goat, dairy, poultry and/or rabbit exhibitor must accompany Marion Co Jr. Fair entry form. The Marion County Fair follows the SMQA certification process in each animal division named above. All junior exhibitors must have a SMQA certification. All exhibitors need to have their own card--not in the name of their parent. 18. All market exhibitors are responsible for their own animal following the sale, unless purchased by a buyer for slaughter. No re-sell market will be provided. 19. Each market animal exhibitor must submit a sale request card to the show committee within 30 minutes of the end of the exhibitor s final market animal class. 20. No premium will be paid on any item sold at the auction. A 2% sale commission will be charged on the sale amount on all items. 21. All livestock exhibitors are required to help with the setup of the Livestock barns on Monday at 5:00 p.m. and with the cleanup of the barns immediately following the sale. Each show chairman will take attendance at set up and clean up.

9 LOT A1 4-H/FFA BEEF EXHIBIT ALL CATTLE TO BE IN PLACE WEDNESDAY, AUGUST 1, BY 4:00 P.M. Be familiar with general rules for livestock on previous pages, in addition to the following: 1. An exhibitor may make up to (2) entries per class. 2. Only TWO market steers and two market heifers may be shown by an exhibitor. Steers and market heifers will be shown by weight rather than by breed. Weight classes will be determined following weigh-in on Thursday, August Must have official EID button tag in their ear at the show. If the panel tag or button tag is lost, contact the Extension office for replacement. No premium money will be paid if official EID button tag is missing. Also, the market animal cannot show for championship without Marion County official EID button tag. 4. Heifers shown in the market class (Class 1231) are not eligible to show in any other class, other than showmanship. 5. Any beef female not accompanied by required registration papers must show in the crossbred-grade class. 6. Registration papers on breeding classes of beef must accompany each animal over one year of age to be eligible to show. Registration papers must be presented to the superintendent between 4:00 p.m. and 6:00 p.m. on Wednesday, August 1 8. Bulls and production heifers must be born before May 1, present year, to be eligible for junior calf classes. 9. Any beef heifer in production, regardless of age, will be shown in the cow class. 10. All market beef must be born after January 1 of preceding year to be eligible for showing. Steers or market heifers must have been weighed in at the Marion County beef weigh-in day. 11. All market heifers will be preg-checked at the fair weigh-in. Pregnant market heifers will not be eligible for rate of gain or carcass class, or for champion selection. They will be allowed to show in the market heifer class. 12. Pumping of any species, unless under a veterinarian s or Junior Fair committee supervision will cause that animal to be disqualified. 13. All beef exhibits must be dehorned. Scurs (true scurs) may be 2 or less. If more than 2 they are ineligible to show. 14. Grand champion and reserve grand champion ribbons will be awarded for female as well as breed champion and reserve champion. Grand champion steers and reserve grand champion steer ribbons and trophies will be presented. There will be no weight class, champion ribbons, or breed trophies awarded for steers. 15. All market beef must weigh 900 pounds to sell. The market beef will not be eligible for the champion drive if it is less than 900 pounds. 16. All market beef will be measured with REAL TIME at weigh-in to determine the percentage of lean. First through Fifth place real time will receive cash award. 17. Real Time expense will be deducted from members premium checks unless a sponsor is found prior to fair. 18. A maximum two market animals, of any species or gender, may be sold by an exhibitor. 19 Each market animal exhibitor must submit a sale request card to the show committee within 30 minutes of the end of the exhibitor s final market animal class. 20. A Copy of valid, Show Me Quality Assurance (SMQA) card for each breeding and market exhibitor must accompany Marion Co Jr. Fair entry form. The Marion County Fair follows the Missouri SMQA certification processes for both 4-H and FFA exhibitors. Each Beef Exhibitor must have a valid SMQA card to show at the Marion County Junior Fair.

Market beef gain class is separate from the market steer class; however, the same market beef animal/animals must be shown in both classes. All market beef are automatically entered in the gain class and it does not count as one of the 16 entries allowed per exhibitor. 2. Final feed test weight will be taken at the fair. Beginning feed test weight must have been taken at Marion County beef weigh-in, Jan. 27, All market beef animals must have been weighed at that time in order to show and sell. Market beef will be weighed beginning at 10:00 a.m., Thursday, August 2 or after the swine weigh-in. 3. 15 LOT A7 4-H/FFA POULTRY EXHIBITS 1. Registered, purebred, and crossbred poultry of all breeds are eligible to show. Must be owned 30 days. All breeds show together. 2. Each exhibitor is limited to two entries per class and must be in 4-H/FFA poultry project. 3. Each exhibitor is responsible for cleaning out his or her own pens and exhibit area. 4. Pens will be furnished. 5. Entries will remain on exhibit at fair. Poultry remain at fair for exhibition, until released by superintendent on Saturday. All exhibitors are expected to help clean the barn after the poultry have been removed from the barn. 6. Each exhibitor will be required to work at least one shift in the rabbit/poultry barn. Parental supervision on each shift is required. 7. Any disqualified animal must be removed from the exhibition hall at time of show. 8. The greatest of care will be taken of all animals, but the management will not be responsible for any accident, mistake, loss, or damage, regardless of cause. 9. Exhibitors will feed and water their animals before 9 a.m. every morning. Exhibitors will daily clean pens. 10. 24 LOT A5 HORSE SHOW DATE: Tuesday, July 31 TIME: Horses in place by 3:00 p.m. Show begins at 4:00 p.m. Location: Flower City Park, Palmyra, MO Rain Location: Rockin A Arena Horse Show will be open to 4-H and FFA youth of Marion and other counties. Each exhibitor is to be familiar with the Junior Fair General Rules as well as the following: 1. All youth eligible to show as defined by rule 1, of the General Rules must pre-enter at the Marion County Extension office by June There will be a $15 pre-registration charge for all non-marion Co. residents. If not pre-registered, the charge on the day of show will be $20. Marion County exhibitors that fail to pre-enter will be charged $20 the day of the show. 3. Horsemanship entries are to be in place at the show grounds arena by 3:00 p.m., and remain until after start of speed classes. Show starting time is 4:00 p.m. Riders that fail to notify the superintendent of late arrival will not be eligible for high point or overall show awards. 4. Any animal entered in the horse show must be under the care and management of the member on or before May H AND FFA MEMBERS of all counties need a MO Horse Enrollment Form in county of enrollment on file by May 1. Horse Enrollment form with appropriate signatures must be shown at registration on day of show. 6. Negative (EIA) Coggins papers are required at registration. 7. A horse may be shown only once in any given class. 8. Each exhibitor is required to show in either one Horsemanship class or one Showmanship class to be eligible to show in other classes.
