1 ADDENDUM A Livestock Office and Team Recommendations for 2018 Changes or additions in red type, deleted wording is struck through. GENERAL RULES AND REGULATIONS FOR ALL DEPARTMENTS I. KERN COUNTY FAIR CODE OF ETHICS (PG 14 15) 1. All exhibitors must have viable proof (Junior Division) of ownership available to Fair and Livestock Officials at their request. Market animals (Beef, Sheep, Meat Goats, Swine, and Dairy Cattle) must be owned and under exhibitor s daily care supervision according to established rules and regulations for the fair. This also includes all small market animals (rabbit and poultry). The official ownership date is the date shown on the bill of sale, unless the animal was bred by the exhibitor, in which case calving or birth records must be shown. Local rules will determine ownership requirements for non-market animals. Registered breeding livestock must show the exhibitor as the owner of the animal on the breed association papers or certificate. 4. There will be no dye, color enhancer, or any material used to change the natural color of any Junior Division Animal. Each animal entering the show ring on show day may be checked for coloring. If coloring is found, the animal will not be allowed to show. There will be no bending or breaking of Junior Market Beef tails. All tails will be natural in nature. No twining allowed. 15. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions. II. ENTRY CERTIFICATION RULES (PG 16) (Last Paragraph) In the event where an animal sample does not match after the DNA analysis test., the animal and exhibitor in question shall be disqualified. and all entries removed from fair. The exhibitor shall be blocked from the auction. All awards and premiums shall be forfeited. The exhibitor will be banned from entering the 2018 Kern County Fair. There shall be no appeal process. The Fair Management decision is final. Fair Management reserves the right to extend the disqualification to family members and leaders. III. GENERAL RULES & REGULATIONS (PG 17 23) EXTENDED DIVISION (Beef Only): Entries from Non-Kern County Junior Exhibitors that are members in good standing of a 4-H Club, FFA Chapter, Grange association or Independent exhibitor will compete in the extended division. All Kern County Fair rules and regulations shall be followed unless defined in the extended division section. Extended division Beef entries will be required to submit samples for DNA testing. Contact Livestock Office at or at livestock@kerncountyfair.com to request DNA kit. Deadline for requesting a DNA kit for delivery via standard US Postal mail. EXTENDED BEEF Wednesday, April 26, 2017 ENTRIES 5. All entries must be made on official entry forms or WHITE photocopies. All entries and fees for the Livestock Department must be hand delivered or postmarked as designated by specific show rules. A metered postmark will not be considered as a valid postmark for entry deadline purposes. All entries must be accurate, complete and signed with the appropriate entry fee attached. NO LATE ENTRIES ALLOWED. Entry forms are to be signed by the official advisor or community leader and parent/guardian. When the parent is the official leader, another signature is required, such as director of Cooperative Extension, chapter advisor or principal. Failure to provide such signatures prior to the closing date of entries shall result in that entry being denied. It shall be the responsibility of the exhibitor to correct such deficiencies by the closing date. Make all checks payable to Kern County Fair. All entries must be made and accepted online only. All online entries must be accurate, complete, and approved with appropriate fees. Online Entries are to be approved by the official advisor or community leader and parent/guardian. It shall be the responsibility of the exhibitor to correct any entry deficiencies. 6. USE A SEPARATE BLANK ENTRY FORM FOR EACH SPECIES KCF Livestock Recommendations Page 1 of 14

2 7. On or before Wednesday, September 13, 2017 all exhibitors entering more than two (2) animals in a single market division will surrender to the Kern County Fair Livestock Supervisor all ear tags (front and back) of animals they will not weigh or classify for judging and shall declare on official forms provided by the livestock supervisor the two (2) entries they will weigh, classify, and present for judging at the 2017 fair. A $10.00 fee will be assessed for missing tag components. Entry forms will be signed by the exhibitor, parent, leader, and/or advisor, Livestock Supervisor. If official form is not completed by Wednesday, September 13, 2017, the Livestock Supervisor will randomly select the two (2) entries for the exhibitor and a $20.00 fee will be assessed. (in table)market Beef / Replacement Heifers Official KCF ear tags MUST be inserted in all market animals (Dairy Cattle, Market Goats, Market Sheep, Market Swine, Market Beef and Bred Beef Heifers) entered in the 2017 Kern County Fair by the Fair s representative at the official designated site(s) listed on the front inside cover of the premium book (except poultry, rabbits & Extended Divisions). Switching of ear tags is forbidden. NOTE: If one (1) of these tags becomes dislodged you must call the Livestock Office and make arrangements to have the animal re-tagged by Livestock Office personnel. If both tags become dislodged at the same time prior to the Kern County Fair, said entry will be disqualified. All ear tags (front and back) must be returned to the livestock office. For market animals, the KCF ear tag or KCF identifying mark must correspond with the livestock office entry information, and MUST be on the animal at all times while on the fairgrounds or awards will be forfeited. Ear tags may be removed by KCF Management or Vet for animal welfare reasons only. 8. Entries in breeding divisions will be allowed substitutions at $5.00 per animal within class only and must be made by Wednesday, September 6, 2017, 5:00 PM. 9. There will be NO SUBSTITUTIONS ALLOWED IN ANY MARKET CLASS OR DIVISION. Replacement of animals due to health reasons will NOT be allowed. If animal dies the following criteria must be met: Entries in all market divisions may be replaced on or before September 13, Before a replacement will be considered the following criteria must be met a. The entry to be replaced must have died of disease or natural causes. b. A letter describing the circumstances of the death must be signed by the exhibitor, parent, leader and/or advisor and a licensed veterinarian, and must be delivered to the Kern County Fair livestock supervisor. c. Original ear tags and a picture showing ear tag number on the original animal must be delivered to the Kern County Fair livestock supervisor. d. Exhibitor may not have another entry in any market division. Replacement will be made in division only. Replacement must be tagged within 7 days of death of animal. e. If replacement is granted, a different colored ear tag will be inserted in the replacement animal and a $10.00 fee will be assessed. f. Replacement animals will be judged for sale eligibility only and will not be allowed to show for championships or awards in any market class or division. The animal will be placed at the bottom of class and sale order. 10. Animals not identified on entry form by sire, dam, birth date, ear tag, tattoo and ear notch and by the registration number prior to the entry form closing date, will be null and void. For groups, the name and registration number of the sire for the Get of Sire and the name and registration number of the dam for the Produce of Dam MUST be shown on the original entry form. 14. A complete exhibit, eligible in more than one division and/or class, shall be entered and judged only in the division and/or class for which it best qualifies. Exhibits not properly entered shall be placed in the proper class by fair management whose decision may only be changed by the judge. 21. All Animals not making weight and not meeting the showmanship rule, must be removed from the grounds the evening of weigh-in. JUDGING 24. Handicap market classes will be combined regardless of division. 30. Each exhibitor shall be expected to show his/her exhibit or animal in accordance with the time schedule for judging printed in this catalog and shall be disqualified for failure to make proper arrangements in this respect. unless prior arrangements have been made with the Livestock Office. PREMIUMS AND AWARDS 33. FAIR MANAGEMENT IS NOT RESPONSIBLE FOR ERRORS IN ENTRIES. No exhibitor shall be entitled to an award that has been disallowed as a result of his/her own error. OWNERSHIP 34. a. Entry deadline date reflects ownership date. Market animals MUST be kept in owner s possession in Kern County for the number of consecutive days required per species prior to the Kern County Fair KCF Livestock Recommendations Page 2 of 14

3 36. Bill of Sale is required on all Market Beef, Commercial Bred Heifers, Springer Heifers, Bred and Fed Lambs, Goats and Swine. Brand Inspections are due at entry closings on all Dairy, Heifers, and Beef. Health papers are required for any out of state animals Beef and Dairy tag on grounds at least 120 consecutive days prior to the opening day of the Fair. Sheep, Goats, and Swine tag on grounds at least 60 consecutive days prior to the opening day of the Fair. INITIAL WEIGH-IN / CLASSIFICATION 46. Market animals will be weighed according to the time schedule as listed in this catalog and will be weighed on the Kern County Fair scales. Weight card will carry the signature of the appointed Weighmaster. DISPUTED WEIGHTS: Animals will be weighed a second time upon request only at the discretion of the Weighmaster. Animals that do not meet official weight requirements will immediately be backed off the scales and the scale checked for balance. The animal will not be allowed to leave the area, and only reweighed once. and will immediately be re-weighed once. When the animal does not qualify the leader or member in charge will initial the weight cards. The Kern County Fair scales, after being balanced and certified, are the only acceptable scales. AGE REQUIREMENTS H Primary Level: Must be five years old or in Kindergarten as of December 31, 2016, to exhibit at the fair. Primary membership ends when members qualify as junior members. Exhibitors that are under 9 years of age as of December 31, 2016 are not eligible to compete in large animal competition at California Fairs and not eligible to sell in the auction 51. Grange must be 5 years old as of December 31, 2016 to exhibit small animals; not eligible for sale 52. Independent Must be at least 5 years old as of January 1, 2017 to exhibit small animals; not eligible for sale 53. No Org - Must be at least 5 years old as of January 1, 2017 to exhibit small animals ORGANIZATIONS 55. The CATA Curricular Activities Code shall govern the conduct and eligibility of the FFA exhibitors and the project. 56. Independent exhibitors MUST provide Fair Management with a completed project record book (available in the Livestock Office), with appropriate proof of ownership and required photos of animal(s). All junior exhibitors must have project management records and proof of supervision available as to the length of project. ATTIRE STANDARDS H 2) white shirt with sleeves and 4-H tie or scarf, with 4-H emblem 3) white, or blue jeans pants FITTING SHOWING STALLING 62. It is required that every animal will be shown by its owner. If for some reason the owner cannot show or sell his/ her own animal, the Livestock Office must be given sufficient and reasonable time to verify with the parent of the exhibitor the reason for a replacement exhibitor, and sufficient and reasonable time to verify the eligibility of the replacement exhibitor. tthe replacement exhibitor must be a junior exhibitor at the Kern County Fair. exhibiting under the same organization, ie: FFA, 4-H, Grange, Independent as the owner/exhibitor. This includes all rabbits & poultry exhibitors. In the case of an emergency, the need for a substitute exhibitor will be at the discretion of Kern County Fair Staff. This does not apply to Showmanship. 64. Livestock exhibitors must keep their animals thoroughly groomed, clean and presentable in show condition at all times. Stalls and pens must be neatly kept and supplied with necessary clean bedding at all times. Pathways must be kept clean for the convenience of the public. Fair Management will inspect animals and pens during the show. All animals should be sheared/trimmed before they come to the Fair. All animals not meeting the standards as set by the Fair Management shall be removed from the grounds. These standards shall be based upon the following: Disposition, Fitness and Condition, Conformation and Preparation of fitting of animals and stalls. Both volunteer Chairpersons and Team members will assist in this effort. GENERAL 83. In order to compete in showmanship, you the animal must be entered and exhibited in a market class or a breeding Dairy Cattle class. 84. In all divisions Kern Bred and Fed Animals must be declared at entry closing. 85. Any animal entered in a crossbred class will not be allowed to move to a purebred. 87. All Livestock (except Springer Heifers and small animals) that have crossed the Auction Block must have an identifying tattoo showing that it sold at the Kern County Fair. 4 IV. KERN COUNTY FAIR RESIDUE AVOIDANCE (PG 24 25) (First Paragraph) In an effort to increase awareness of responsibilities associated with the production of consumer oriented products, the Kern County Fair requires exhibitors of market animals to sign a Declaration of Medication Form, if animals have medications in their system which won t be gone before fair arrival. It is also required that breeding animals on medication also declare such treatment on a Declaration of Medication Form. All animals treated on the fairgrounds must submit a Declaration of Medication Form be treated by a veterinarian and will need an updated Declaration of Medication Form. (Starting at third Paragraph) SALE ORDER V. AUCTION DATES AND SALE ORDER (PG 28 30) Beef, Sheep, Swine and Goat animals grading in Group 2 or higher market ready / market acceptable will be eligible for their respective Auction Sales. Springer Heifers will be sold in order of placing by the show judge. Extended Division exhibitors must provide proof of buyers to Livestock / Auction Office at time of sale declaration. Exhibitors may declare to auction one small animal, and one large animal., and one ag mechanics project. All live auction animals will be ear tattooed (except Dairy and small animals). A preliminary list of the Sale Order for each auction will be posted outside the Livestock Office on Tuesday, September 26, 2017, for review by leaders, parents and exhibitors. Any corrections to this sale order will be charged a $75.00 fee payable to the Kern County Fair by the exhibitor. Any changes to the Sale Order, will be placed within the bottom 10% of the auction regardless of class standing. Any exhibitor having more than one animal eligible for auction must notify the Livestock Office. regarding which animal will be sold. If a qualifying choice has not been made between the hours of 8:30 AM and 5:00 PM on Monday, September 25, 2017, the Fair Management will scratch all undeclared animals from sale make the necessary determination for the exhibitor. Written notice of withdrawal due to health reasons of the animal will be required from the veterinarian in charge and must be submitted to the Kern County Fair Livestock Office prior to the beginning of the sale of that species. If exhibitor s animal participates in the auction they will not be eligible for premiums except showmanship. o The top two (2) market animals in Swine and Sheep must sell and is a terminal sale. NO LIVE PICKUP. o The top two (2) Market Goats and Beef must sell and is a terminal sale. NO LIVE PICKUP. o The top two (2) Springer Heifers must sell. o The top two (2) Meat Pens of Rabbits must sell. o The top two (2) Fryers must sell. o The top two (2) Meat Pens of Chickens must sell. two (2) turkeys must sell. Any exhibitor that misses their assigned auction slot will receive market price and animal will be shipped to processing facility. o Grand/Reserve Grand Champion market animals (beef, swine, sheep, and goats) must sell and is a terminal sale. NO LIVE PICKUP. o Grand/Reserve Grand Champion Beef Replacement Heifers, Dairy Springer Heifers, meat pen of Rabbits, Fryers, meat pen of Chickens, and Turkeys must sell and is a live pickup. OVER/UNDER WEIGHTS Those animals not making w ugh the Kern Country Fair if the following criteria is met: Exhibitor has only one animal or if two animals and neither eligible for judging and/or auction. o Proof of buyers o Notification of sale designation and Buyers Authorization forms must be presented to the Kern County Fair Livestock Office on Monday, September 25, 2017 between 8:30 AM and 5:00 PM. 5 TERMS Add Ons: Defined as those bids not included during actual sale of animal. Add-ons are limited to amount less than selling price at the time of the auction animal. Add-ons are to be submitted following the sale of the animal at designated location only. Add-Ons will be accepted until 12:00 PM, Sunday, October 1, Add-On buyers must indicate no interest in animal on buyers authorization form. Animals must go across auction block to receive sponsorship add-ons BIDDING Kill Charges cannot be split between buyers. Transfer of buyers and monies from one exhibitor to another must be completed using a separate, completed buyer authorization form with required signatures, and cleared through Auction Office prior to start of auction. All animals sell to the highest bidder. The bidding will be per pound except for Springer Heifers, Beef Replacement Heifers, Breeding Rabbits, Breeding Poultry, Fryers, Meat pens, Cavies, and Turkeys which will be sold by the head lot. SALE PROCEEDS Anyone picking up LIVE auction animals must present a copy of the BUYER S CERTIFICATE to the Auction agent, sign any and all documentation and obtain a release slip provided by the Sale Management. California Department of Food and Agriculture Division of Fairs and Exposition rule (F-91-10) states: Buyers may not arrange for, or allow the seller or anyone else to take the animal to property other than the buyer s for processing by mobile processing operator. All auction animals being delivered for processing must be accompanied by written instructions on the Buyer s Certificate stating to what cold storage plant the carcass is to be delivered along with name and telephone number of contact person. If no instructions are received, the Auction Management shall make the necessary determination. Billing by the Auction Team will be sent to only the Buyer identified by his/her respective Buyer Registration Number. Buyers with total auction bills of $ or less, must be paid on or before the day of sale. If not paid, a $25.00 additional fee will be applied. VI. JUNIOR DIVISION BEEF (PG 31 34) BREEDING CATTLE 3. All exhibitors are asked to closely inspect their cattle before bringing them to the Fair for any signs of chorioptes bovie (scabies). Animals with such infections will be removed from the grounds. All females 24 months of age or older at the beginning of the Fair must: COMMERCIAL BEEF REPLACEMENT HEIFERS NON-REGISTERED HEIFERS 1. Heifer must be safe in calf. All Bred heifers must be bred to a bull of beef breed. Heifers that calve while on the fairgrounds are still eligible to show and sell. Calf must go to auction with heifer. 2. All heifers MUST bear evidence of having the official Calfhood Brucellosis Vaccination, with the presence of an official tattoo visible in the right ear. Enter vaccine tattoo on entry form. 3. Grand and Reserve Champion Beef Replacement and Open Heifers must sell at the auction. All other Beef Heifers are eligible to sell at the auction. All open females may sell at the auction. 6. Brand Inspection and Bill of Sale must accompany entry form 7. Brand Inspection and Bill of Sale must be provided at weigh-in. 8. All bred females will be confirmed bred by a licensed vet at time of weigh-in. Division 101: Class 1 Open Female (Non-bred 1000 lbs or less any weight) MARKET BEEF 3. Steers must exhibit the predominant characteristics of the breed in which they are entered. BREED WILL BE DECLARED AT TIME OF ENTRY. Official Breed Classifier may will be present at weigh-in. Junior Market Beef classified as Group 3 not market ready by the Judge will be ineligible for auction. 4. Bill of Sale and Brand Inspection MUST accompany entry form be provided at weigh-in. 9. All Extended Division Exhibitors Division 109: Pen of 3 Market Steers Beef No Entry required sign up at ringside - Must be owned by individual members and previously shown in above Market Beef Divisions. No more than two (2) animals from any one exhibitor. Only three (3) exhibitors allowed in showring. No feed, water, or Leaders allowed in showring. One pen per club/chapter allowed. Following Market Show and will be called to the ring. KERN BRED AND FED BEEF Division 111: Kern County Bred and Fed Steers Beef 2. Kern County Bred and Fed eligibility form must accompany entry. 3. Bill of Sale and Brand Inspection must be submitted with entry form Bill of Sale must be available upon request. 4. Market Steer Beef who have been bred within Kern County and fed by an FFA, 4-H, Grange or Independent exhibitor may qualify. See Kern County Bred and Fed eligibility form. (Available online or in the Livestock office) 6. NO FITTING of animal. 8. Kern Bred and Fed must be declared by 7 PM on Thursday, September 20, 2018 VII. JUNIOR DIVISION DAIRY (PG 35 37) GRADE DAIRY MARKET SPRINGER HEIFERS 3. Animals will be grouped in classes during show. Classes will be broken by birthdate. 6. The Heifer must be over 22 months of age and under 30 months of age. This MUST be the heifer s first calf and must not have calved before it is brought to the fairgrounds for the 2017 Fair. If in the opinion of the Sifting Committee, they cannot determine that she is not within 60 days of calving, a veterinarian will check the animal and their decision will be final. For further identification of each animal, a PHOTOGRAPH of the left side of the heifer, and Bill of Sale and Brand Inspection MUST accompany the entry form and MUST match the heifer will be collected at sifting. 15. Water buckets are to be in front of animals and full of water at all times. 16. Kern County Fair Management reserves the right to disqualify unmanageable animals. PEN OF THREE Must be owned by individual members and previously shown in above Market Dairy Divisions. No more than 2 animals from any one exhibitor. Only three (3) exhibitors allowed in showring. No feed, water, or Leaders allowed in showring. One pen per club/chapter allowed. Following Market Show and will be called to the ring. Entrant must declare which animal will be Kern Born and Bred at time of entry. Kern County Born and Bred must be declared by 7 PM on Friday, September 21 VIII. JUNIOR DIVISION SWINE (PG 38 41) BREEDING SWINE 1. Entry fees must accompany entry form. Please use SEPARATE entry form for each species of livestock and SEPARATE entry form for market and breeding animals. DIVISION 300: REGISTERED AND GRADE BREEDING SWINE BOARS Date of BIRTH 1. Earnotch must be submitted on entry form for each animal entered. 2. Barrow entry must be included as one of your two market swine entries. 7. Animal hair length shall be a minimum of 3/8 measured on backs, sides and rumps. Failure to comply shall result in loss of awards and placement at the end of the auction sell list. 8. Animal health and welfare: Unclean pens will not be tolerated. One warning will be issued; first violation will be a charge of $10.00, second violation $ Any violations after the $20.00 penalty will result in expulsion from the Fair and suspension for the following year. Monetary penalty due prior to auction and/or expulsion from the Fair. 11. Pre-Weigh will be held on Thursday, September 21 DNA REQUIREMENTS Move all DNA requirements to a DNA page in the front of the book. Exhibitors of Market Swine are required to purchase, collect and submit DNA hair samples for all entries. Entries that do not include DNA samples are disqualified. DNA Kits may be purchased individually or by chapter/clubs. Completed DNA specimens must be hand delivered to Livestock Office ONLY, due by 5:00 PM, Wednesday, July 5, Kern County Fair ear tag (front and back) remain the property of the Kern County Fair KCF Livestock Recommendations Page 7 of 14

8 All unused ear tags (front and backs) must be returned to the Livestock Office by 5:00 PM, Wednesday, July 5, Failure to return unused ear tags (front and back) by 5:00 PM, Wednesday, July 5, 2017 will result in disqualification of all 2017 entries and ear tags released to signing party. NO EXCEPTIONS. Automatic DNA testing on any swine animal that requires a retagging due to lost or dislodged tags Completed DNA Paperwork and specimens must be hand delivered at time of tagging PHOTO REQUIREMENTS Printed photographs of animals required. No painting, powdering or artificial coloring is allowed. 5. Wether Dams will be groomed to exhibitors liking. 6. Structural correctness disqualifications are at the discretion of the judge. 7. Goats shall be free of any health or skin illness. 13. All wether dam does must be exhibited by the exhibitor. The only exception to this rule would be if exhibitor has more than one animal entered in the same class, in which case another junior exhibitor may show the additional entry. All exhibitors must have high standard of ethics and sportsmanship. 15. All Does (All juniors compete together) XIII. JUNIOR DIVISION POULTRY (PG 56 62) POULTRY Poultry Barn will be closed on judging days except for clean up hours and turkey judging. 6. All poultry entries must be removed by Sunday, October 1, 7 AM - 12 Noon 11 AM. A $5.00 per day board fee will be charged on entries not picked up by release deadline. Birds will be fed and watered, however, Fair Management will not be responsible for death or loss of stock. Poultry exhibits will ONLY be released to exhibitor, parent or guardian of exhibitor. 8. Entries entered in the wrong division and class WILL BE DISQUALIFIED. Birds will be shown and judged in the proper Division and Class for breed, variety, age and sex only.
