1 UNIVERSITY GLEN HOMEOWNERS ADVISORY COUNCIL Minutes for Thursday, October 18, 2018 (6 PM) UG Community Center-Lounge 45 Rincon Drive, Ste. 104, Camarillo, CA 1) Call to Order a) At 6:05 PM Mark Hewitt, Acting Chair of the HAC, called the meeting to order. b) HAC members present: 2) Approval of Minutes Mark Hewitt, Acting Chair Sandra Boyd Kelli Miller HAC members absent: Chris Williamson, Chair Tom Bokhart There was a quorum. a) The Meeting Minutes for September 20, 2018, were approved by . The approved meeting minutes will be uploaded to the website shortly. 3) Public Safety Report (Officer Arnie Camp) a) Officer Camp reports no police worthy activity in University Glen since last month s HAC meeting. Status quo on campus. Mid-terms are underway. b) Officer Camp left several fliers advertising the department s Coffee with the Cops, Saturday, October 20, 9:00 AM to 11:00 AM in the Town Center courtyard. Kids are welcome. c) Officer Camp mentioned the department s Operation Safe Halloween on Wednesday, October 31, from 6:00 PM to 8:30 PM. The Police Department will be set up at the intersection of Cuyler Harbor Drive and Santa Cruz Island Drive. Officer Camp reminded residents to keep car speeds down on Halloween evening, as there will be lots of excited kids running around in masks, it will be dark, and many guests will be in the community. d) Del Newquist questioned what is the street sweeper s schedule in UG? HAC Manager Friesen responded on Thursdays each week residents are requested to park on the side of the street with the even house numbers between the hours of 9:00 AM and 2:00 PM. On Fridays each week park please park on the side of the street with the odd house numbers between 9:00 AM and 2:00 PM. It was agreed management will post the weekly street sweeping schedule on the UG owner s mailbox. Management is in communication with Mission Hills Apartment management regarding the street sweeping schedule.

2 4) HAC Comments a) M. Hewitt commented he has received several s about the pools/spas with regarding kids and behaviors at the pools/spas. Hewitt mentioned the rules and regulations state no individuals under the age of 14-years of age shall be in the jacuzzi without the direct supervision of an adult. Hewitt suggested direct supervision means the adult is in the jacuzzi or have their feet sitting at the curb of the jacuzzi, not looking at their IPhone or reading a book laying on a cabana. It also states in the rules and regulations about toys. This includes inflatable toys such as inflatable sharks. Hewitt commented the use of toys does make some of the older members of the community feel unwelcome at the pool/spa. Hewitt added at this point UG does not have a policing system, such as a pool monitor or lifeguard. He said he does not know if the community wants a pool monitor/life guard. Hewitt suggested these pool/spa issues is something to think about. Maybe during the summer months on the weekends (high use times) there is a pool monitor or other method to assure all UG residents feel welcome and free to use the pool/spa amenities. The UG amenities are to be available for the use of all UG residents. Gabrielle Powell commented toys in the pools/spas can get pulled into the pumps cause excessive wear and tear on the pumps. Susan Englemann asked whether all the rules are posted at the pools/spas. The rules and regulations are posted at the pools/spas. Hewitt commented he talked with E&S Ring, the management company for Mission Oaks Apartments, and they assured Hewitt at the beginning next summer they will send out the rules and regulations update to all the apartment dwellers. b) Susan Engelmann reported on the HAC s dog park expansion committee. The committee has developed a modest proposal with a rough plan. She commented the plan will make the dog park twice as big as the present dog park. A quarter of the total proposed dog park area will be for small dogs and considered a family area. The proposal includes a second entry gate and a second water fountain. There have been concerns of residents bringing small children into the dog park. There is a meeting scheduled the week after the October 2018 HAC meeting with members of the CSUCI landscaping crew foreman to discuss. More updates are forthcoming. Engelmann commented residents do not read the posted rules and bring their young children into the dog park. D. Newquist commented individuals entering the dog park need to be able to defend themselves, if dogs jump up. Attendees agreed the rules posted at the dog park say children entering the dog park must be 6-years old. M. Hewitt suggested the dog park rules be included in an upcoming monthly EBlast. Kelli Miller suggested it might be possible to offer some activity for children next to the dog park, such as a proper swing set. Picnic tables have also been discussed in the past to be placed outside the dog park. Sandi Boyd suggested she would dream to get the skateboards off the sidewalks by having a skateboard park near the dog park. c) Engelmann mentioned recently three fence posts have been broken off/bent by the workers on the riding lawnmowers. The doggie station trash bin was hit by the riding lawnmower and dented recently. These damages were brought to the CAM Manager s attention. She wanted to state this is damage owners should not pay to be fixed.

3 5) Management Office Report (E&S Ring CI/Site Authority Representatives) a) Regarding oversized vehicle parking, i.e. RV s, trucks with trailers, and 5 th wheels, per the ground sublease Article III, Restrictions Respecting Use and Maintenance, Paragraph 3.9.a. Parking, Storage, and the Repairs of Vehicles. Overnight parking or storage of any boat, trailer, recreational vehicle, camper, motor home, truck, commercial vehicle, or any other vehicle too large to fit normal residential garage in any area within the Leasehold Property is prohibited. In talking with representatives of the Site Authority a reasonable accommodation for oversized vehicles is to permit oversized vehicles to park along Channel Islands Drive and Santa Cruz Island Drive for a short time with a temporary parking pass. Temporary parking passes are available at the UGCAM office during posted business hours. Friesen stated information about the practical monitoring of temporary parking for oversized vehicles in UG will be included in the November 2018 UGCAM EBlast to the Community. The Temporary Parking Pass for oversized vehicles will be necessary rather than only a Guest Pass (issued to owners). The intention is to determine the length of time the oversized vehicle will be parked in UG not prohibit the parking of oversized vehicles which are owned by UG residents. b) UGCAM finalized a contract with Austin s Painting for the repair and painting of the retaining walls at the front of the single-family homes. This painting project is proposed to begin in November. The anticipated completion date is before Christmas. The SFH retaining walls will be painted the same color as the individual houses. c) UGCAM has received and reviewed the initial draft of the University Glen Reserve Study. Complex Solutions was directed to revise the initial draft so that the Reserve Study mirrors the UGCAM Budget. The revisions will result in three separate reserve studies, one for each of the following areas, Common Areas, Single-Family Homes, and Townhouses. The Reserve Study will be completed in time for the information to be incorporated into the UGCAM Budget. d) Precision Concrete Cutting is doing a survey of the trip hazards throughout University Glen including Mission Hills Apartments. The final report is anticipated to be presented by mid-november. e) One solar bollard, FirstLight-Series WLB, was ordered with the intention to have it installed as a mock-up for review by mid-november. The mock-up will include a concrete pedestal. S. Engelmann inquired about the warranty on the solar bollard. Friesen responded he understands the warranty on the solar bollard battery is 10-years. f) The UGCAM maintenance contractor replaced about 45-lightbulbs and ballasts at the townhouse sconces. The replacement of the lightbulbs/ballasts in the sconces of the townhouses is an ongoing maintenance concern. g) Regarding the revisions to the directional signs for Mission Hills in the roundabout directing potential new renters to the leasing office, KW-MF reports these revisions became part of the changes requested from the University Architect to the signage package KW-MF which has been resubmitted to the University Architect for final review. The signage package will be available from KW-MF when it receives the documents from the University Architect

4 h) There are monies in the Budget to clean the gutters of the townhouses. It was determined the first part of December is the best time to clean the gutters. i) At the request of the community, UGCAM reports there were 23 work orders placed since the September HAC meeting. 21 of those work orders were landscaping related. Most were requests for tree trimming. 3 requests related to irrigation issues. 1 electrical outlet repair request. 1 courtyard gate repair. j) The plant palette for the 32-acre develop has been secured. This palette was ed to the members of the HAC working as owners representatives with UGCAM on the landscaping improvements in UG for review. Sandi Boyd requested if there is a member of the community who can translate scientific tree/plant names to user friendly descriptions she would appreciate it. This effort is to determine appropriate replacement plants for specific locations in UG. The initial discussion is intended to address the plantings on Landing Cove. k) UGCAM, Jim Walsh, SA Senior Director, and representatives from the CSUCI Landscape crew met to review the contract. It was determined leaf collection is included in the contract which began on July Leaves are to be collected as necessary. Friesen requested owners continue to send pictures of landscape issue and work orders will be placed through the Facility Service s Azzier work order system. Regarding outstanding plant replacement orders the FS Landscapers stated they have difficulty completing the plant replacement work orders at this time. Site Authority personnel together with UGCAM is determining a scope of work so bids can be procured from outside landscapers to provide the necessary service. The services performed by an outside landscaper are anticipated to be deducted from the FS Landscaping monthly fee. Teresa Fuerte commented it is necessary to make sure the irrigation system is working in the places where replacement plants are planted. She commented there are places where replacement plants have died because the irrigation system is not working. Miriam Olson asked who is responsible for the replacement plants which have died? Is the University landscaping crew responsible if it appears the landscapers are not coordinating the replanting and water for a successful outcome? Friesen commented in landscape vendor contracts replanting is generally an additional service based to the general landscape contract. Costs are submitted each month based on time and materials. Sandi Boyd commented landscape areas defined at grass areas get watered 2x per week. Landscape areas defined at planting areas get watered every 9-days. Based on this type of watering schedule Boyd offered many of the plants on the community s original plant palette are unable to survive on this watering schedule. Boyd suggested how to maintain new plantings until they are established needs to be considered. Expertise from a landscape architect could assist the community is making the appropriate decisions regarding plant selection. Kelli Miller commented several months ago two birds-of-paradise just showed up and subsequently died because they did not get watered. S. Boyd asked are there members of the community who would be willing to become a parent to new plantings? Responsibilities would include determining watering requirements until the plant is established and can flourish on the irrigation systems watering schedule.

5 Boyd offered she is frustrated with the nobody is responsible piece of the landscaping puzzle. When no one feels empowered to be responsible something is planted and dies. That is a waste of all the owners resources. Tobey Wheeler offered he voluntarily waters the plants around his townhouse. He sees himself as stupid to use water of high value from his spicket (potable water) rather irrigation water (reclaimed water) which is of low value. To Wheeler a common-sense solution is to increase the watering schedule of the reclaimed water, based on expert input, to establish the new plants. He suggests if a large group of community volunteers used potable water to establish the new plants the water bill for UG would increase. There are several bay trees along Anacapa Island Drive with scale. In talking with the landscapers, it is recommended these trees be removed. Work orders will be placed to remove these trees in the common-area. l) Tom Bokhart has requested UGCAM determine pricing for rodent bait stations which are rocks rather than the standard black bait stations. This information is forthcoming. m) Mission Hills Apartments management provided a flyer outlining a program offering a $ referral bonus to any resident in University Glen leading to a signed lease at Mission Hills Apartments before December 25, ) Unfinished Business a) K. Miller asked about the status of the California Gold rock being placed in the alleyways of Landing Cove. Friesen responding the installation of rock in the alleyways is an item UGCAM is working to procure quotes from an outside contractor. The area we are securing quotes for is the two alleys in the 200- block of landing cove. b) M. Hewitt asked about the status for the repairs to the pavers which are heaving at the round-about at the intersection of Anacapa Island Drive and Channel Islands Drive. Friesen reports he is working on getting pricing with UGCAM s maintenance crew. c) S. Doswell asked about the status of repairs to the tot lot. Friesen commented he has a pricing to make repairs to the tot lot. It is understood replacement of the tot lot equipment will be considered as part of the Reserve Study. 7) New Business a) None. 8) Public Comment a) Del Newquist commented the grass in the park is now being over watered. The dog park is a mud hole five out of seven mornings during the week. Friesen commented UGCAM is aware of reported over watering in this park and a work order has been placed with the landscapers to evaluate the watering of the dog park as well as the low area parallel to Channel Islands Drive. 9) Architectural Reviews a) Owner in the 300 block of Twin Harbor Drive submitted a Property Improvement Application for installation of hardware including a digital deadbolt for consideration by the HAC members. Members of the HAC approved this Property Improvement Application.

6 b) Owner in the 300 block of Twin Harbor Drive submitted a Property Improvement Application for installation of retractable screens at the French doors.
