4 2018 Hillsborough County Fair Livestock GENERAL INFORMATION EXHIBITOR ELIGIBILITY To be eligible to show at the 2018 Hillsborough County Fair youth must be either enrolled in Hillsborough County Schools, Private Schools or homeschool (Grades K-12) OR a member of Hillsborough County 4-H OR FFA. Though we encourage all youth to become involved in 4-H or FFA, membership is NOT required if all other eligibility requirements are met. SOME species have additional eligibility requirements (age, etc) so please read each SPECIES SHOW RULES for additional requirements. ENTRY TO FAIR All exhibitors will receive an armband that will be worn the weekend of the fair that the youth is participating. Each weekend (Thurs-Sun) will be a different colored armband. Admission passes for parents/guardians will be handed out upon check-in. If you are showing multiple species in the same weekend you will receive your wristband and additional admission passes with the FIRST species, you check-in. Each exhibitor will be issued one (1) exhibitor armband and two (2) parent passes per day for the days of the show. ADDITIONAL GATE ADMISSION PASSES Each exhibitor will receive one (1) exhibitor armband and toe (2) additional passes per day for the days of the show. In the event that more passes are needed for siblings, grandparents, leaders/advisors the fair is offering DISCOUNTED admission tickets. An order form is included in the premium book. DISCOUNTED GATE ADMISSIONS can be placed prior to Wed. Oct 17 by mail or . See form for instructions. As a reminder, parking is free and all children under 5 are free. DISCOUNTED ADVANCE TICKETS FOR LIVESTOCK $4.00 for ADULTS. LIVESTOCK ENTRANCE The livestock entrance will be open for use and all LIVESTOCK exhibitors will need to enter and leave using this gate. We highly encourage all guests of the livestock shows also use this gate. This gate will be secure and monitored every day of the fair. Gate admission tickets can be purchased at the Livestock entrance for anyone in vehicle that does not have an armband or gate admission. TRAFFIC PATTERN FOR ENTRY PLEASE FOLLOW the SIGNS for TRAILER ROUTES and DESIGNATED PARKING. Trailers will not be allowed to park near or blocking the water tanks right outside the main gates. Trailers must be parked either in trailer parking behind the barns. 4

5 LIVESTOCK CAKE AUCTION Saturday, October 6:30 PM Each species will be responsible for one cake/pie to be auctioned off. If you are interested in providing the homemade pie/cake please contact your specific species chairperson. Cakes presented for the Livestock Cake Auction need to be in a container that will go with the buyer. The cake needs to be in a container that is sealed yet visible. RELEASE TIMES Please be aware that species will be released ONLY at allowed release time published in premium rules unless approval has been given by the livestock chairs. The ONLY exception to this rule will be: In the event an exhibitor is showing multiple species (during the same weekend) ALL animals owned by that exhibitor will be released at the EARLIEST release time. Livestock Chairs will have a list of those exhibitors showing multiple species and will allow only those animals to be released early. ENTRY DEADLINE ALL species (except SWINE, MARKET STEER, MARKET SHEEP, MARKET TURKEY) entry fees (if applicable) and entry form will be due to the fair office no later than October 1, (postmarked) with no exceptions allowed. ENTRIES will ONLY be accepted via mail and online entry. NO FAXES. No entry will be accepted without payment (if applicable) and ALL PAYMENTS must also be received by October 1, Fair office hours are Mon, Wed and Friday 9 am 1 pm. Hand delivery of entries will only be accepted these office hours. No technical assistance will be available for online entries during non-business hours. ONLINE ENTRIES will be available for all species (except those listed above) and entry fees can be paid by credit card. Visit our website for more details. 9 2018 Hillsborough County Fair Livestock HEALTH REQUIREMENTS CATTLE: Intrastate Movement (Movement Within Florida) Cattle Identification Requirements All cattle and bison 18 months of age or older moving within Florida must have official individual identification, unless the cattle are: 1. Moving directly to slaughter or through one approved livestock market and then directly to slaughter, 2. Moving to an approved tagging site, or 3. Being moved from one premises to another premises with the cattle remaining under common ownership as part of normal farm or ranching operations. Cattle shall not be commingled with cattle under separate ownership. Official individual identification is an approved identification device under federal requirements that is tamperproof and uniquely identifies the animal to the premises on which it was identified. Examples include: 1. Official alphanumeric U.S. Department of Agriculture (USDA) metal ear tags (National Uniform Ear Tagging System Brite tags) 2. Official alphanumeric USDA metal vaccination tags (Orange tags) 3. Official 840 tags (radio-frequency identification [RFID] tags or visual) 4. Official 900 series (RFID tags) 5. Official individual animal registration identification accompanied by registration papers 6. National Dairy Herd Improvement Association tags Exhibition Requirements Florida Origin Cattle Cattle or bison must be accompanied by an Official Certificate of Veterinary Inspection dated not more than 90 days prior to exhibition. No tuberculosis test is required. No brucellosis test is required. Official identification is required for all cattle 18 months of age and older. Cattle Imported from Other States for Exhibition Cattle or bison must be accompanied by an Official Certificate of Veterinary Inspection dated not more than 30 days prior to exhibition. 9

10 Imported dairy cattle must have a negative caudal fold test for tuberculosis within 30 days unless they originate from an Accredited Free herd in an Accredited Free state. Beef cattle may enter without negative caudal fold test, if they originate from an Accredited Free herd or state. Negative brucellosis test is required, unless the cattle are: Steers or spayed heifers, Originating from a Certified Free herd or state, or Originating from a non-quarantined herd in a Class A state or area and less than 18 months of age. Official individual identification is required for all exhibition cattle moving interstate. Interstate Movement (Moving into Florida) An Official Certificate of Veterinary Inspection dated within 30 days of entry is required unless the cattle are: Steers or spayed heifers under 18 months of age, moving for feeding purposes; Consigned directly to an approved livestock market; Consigned directly to an approved tagging site; Consigned directly to a recognized slaughter facility; or Moving under a signed Commuter Herd Agreement. Official individual identification is required and shall be listed on the certificate of veterinary inspection for the following classes of cattle and bison: All beef cattle 18 months of age and older, All dairy cattle and All exhibition or recreation event animals Unless exempted. Exemptions are: o Animals moving directly to slaughter, o Animals moving directly to an approved tagging site, and o Animals moving under a Commuter Herd Agreement. Tuberculosis Testing Requirements A negative tuberculosis test within 30 days is required for all dairy cattle over 6 months of age unless they originate from an Accredited Free herd in an Accredited Free state. Accreditation number and last herd test date must be written on the certificate of veterinary inspection. Commuter herds are exempted from the testing requirement. Beef cattle or bison originating from Accredited Free herds or states are exempted from tuberculosis testing. State status or herd accreditation number must be written on the certificate of veterinary inspection. 10

11 Rodeo bulls and roping steers 6 months of age and older must be accompanied by a negative tuberculosis test within 12 months of entry. Test date and results must be written on the certificate of veterinary inspection. Cattle consigned directly to recognized slaughter establishments are exempted. Brucellosis Testing Requirements Cattle or bison originating from Class Free states or herds are exempt from brucellosis testing. State status or herd certification number and date of last herd test must be written on the certificate of veterinary inspection. Cattle or bison vaccinated for brucellosis and less than 18 months of age are exempted. Cattle or bison consigned directly to a recognized slaughter establishment are exempted. Rodeo bulls over 18 months of age must have a negative brucellosis test within 12 months prior to entry. All other cattle must have a negative brucellosis test within 30 days prior to importation. Prior Permission Numbers A prior permission number shall be required for all cattle or bison originating from: States or areas that are Non-Tuberculosis Accredited Free, States or areas that are Non-Brucellosis Class Free, or States listed as Vesicular Stomatitis Affected. Permits can be obtained by calling (850) Permit for Movement of Restricted Animals Cattle or bison infected with or exposed to tuberculosis or brucellosis or which are positive to an organism detection test for paratuberculosis (Johne s disease) may be imported only if consigned directly to a recognized slaughter establishment. Such animals must be accompanied by a Permit for Movement of Restricted Animals, VS Form 1-27, and must have a prior permission number. The prior permission number must be written on the Permit for Movement of Restricted Animals, VS Form Permits can be obtained by calling (850)

12 International Movement (Movement to or from Foreign Countries) Visit our International Animal Movement Requirements webpage or the USDA website for international import and export requirements. The USDA Area Office can be contacted at (352) Prior permission numbers are required for all shipments. Pre- and post-arrival testing requirements will be based on the country of origin and will be coordinated with USDA. Premises Registration FAQ As a livestock producer, animal health is a priority to you. The U.S. Department of Agriculture (USDA) has also made it a top priority by promoting efforts to increase animal disease traceability. The traceability system is designed to enable producers and animal health officials to control devastating livestock and poultry diseases, should they occur in the United States. GOAT: Scrapie Identification Requirements All goats moved intrastate or interstate for any purpose must be officially identified to their flock/herd of birth. Only U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS)-approved methods of goat identification, as listed in the Scrapie Eradication Uniform Methods and Rules, may be used. Approved scrapie identification must: Be permanent or tamper-evident, Be secured to the animal, and Display a unique premises and individual animal number traceable to flock/herd of birth or flock/herd of origin. Approved methods of identification include: Official USDA APHIS Veterinary Service ear tags Premises identification tattoos o Tattoos must be legible and contain the flock/herd number and unique animal number. o Tattoos must be accompanied by either an official breed registration certificate or a health certificate that includes the corresponding official registration number. Electronic microchip/implant o Microchip/implant must be accompanied by owner statement of ID numbers and chip manufacturer. The owner should have a chip reader for verification of placement. 12

13 Intrastate (Movement Within Florida) Goats moving within Florida must meet the scrapie identification requirements described above. Goats originating from Florida and presented for exhibition must be accompanied by an Official Certificate of Veterinary Inspection (health certificate) dated not more than 90 days before the exhibition. Interstate (Movement Between States) Goats imported into Florida must meet the scrapie identification requirements described above. In addition, all goats imported into Florida, except those consigned to slaughter, must be accompanied by a health certificate dated not more than 30 days before import. The health certificate must include the official individual identification of each animal and following statement: Each goat or sheep is free of the clinical signs of the diseases: caseous lymphadenitis, contagious ecthyma (Orf), chlamydial keratoconjunctivitis, scabies, scrapie and contagious foot rot. A prior permission number is required for all goats originating from vesicular stomatitis-affected states under USDA APHIS or state quarantine. The prior permission number can be obtained by calling the Florida Department of Agriculture and Consumer Services (FDACS) at (850) , and must be written on the health certificate. Goats Consigned to Slaughter Goats consigned to slaughter are not required to have a health certificate but do require: Owner-shipper statement indicating evidence of ownership or authority to transport the animals, which must include the name and address of the owner or origin and the name and address of the destination, and Official identification. Goats consigned to slaughter must be moved directly to a recognized slaughter establishment without stopping or unloading at other livestock facilities while en route. Testing Requirements for Dairy Goats Dairy goats 6 months of age or older must originate from an accredited tuberculosis-free herd or have had a negative caudal fold tuberculosis test within 90 days before importation. If originating from an accredited tuberculosis-free herd, the herd accreditation number and date of last herd accreditation test, within the previous 12 months, must be written on the health certificate. Dairy goats 6 months of age or older must originate from a certified brucellosis-free herd, or have had a negative brucellosis test within 90 days before importation. If originating from a certified brucellosis-free herd, the herd certification number and date of the last herd certification test within the previous 12 months must be written on the health certificate. There are no tuberculosis or brucellosis test requirements for meat-type, companion or pygmy goats. Goats Imported into Florida for Exhibition 13

14 Goats for exhibition must be accompanied by a health certificate completed within 30 days before the exhibition. All dairy goats for exhibition 6 months of age or older must originate from an accredited tuberculosis-free herd, or have had a negative caudal fold tuberculosis test within 90 days prior to exhibition. When originating from accredited tuberculosis-free herds, the health certificate must show the accredited herd number and the date of the last herd accreditation test. All dairy goats for exhibition 6 months of age or older must originate from a certified brucellosis-free herd, or have had a negative brucellosis test within 90 days prior to exhibition. When originating from a certified brucellosis-free herd, the health certificate must show the certified herd number and the date of the last herd certification test. POULTRY: Intrastate (Movement Within Florida) Poultry may be moved within the state of Florida without testing or an Official Certificate of Veterinary Inspection. Vehicles moving poultry are still required to stop at Florida's Agriculture Inspection Stations, where proof of residency and ownership/bill of lading must be presented. Interstate (Movement Between States) All domestic fowl, poultry and eggs for hatching purposes imported into Florida, unless exempted by Rule 5C , Florida Administrative Code, must be accompanied by an Official Certificate of Veterinary Inspection. Racing pigeons that are transported out of Florida for racing purposes in sealed crates and reenter Florida with unbroken seals do not need to be accompanied by a certificate of veterinary inspection. Poultry and hatching eggs classified under provisions of the National Poultry Improvement Plan (NPIP) may substitute a Report of Sales of Hatching Eggs, Chicks and Poults, VS Form 9-3, for the certificate of veterinary inspection. Prior Permission Number A prior permission number is required on the accompanying documentation for importation of all domestic fowl, poultry and eggs for hatching purposes except those listed below that originate from a state not affected by exotic Newcastle disease (END) or avian influenza (AI): 1. Poultry consigned directly to a recognized slaughtering establishment for slaughter; 2. Individual exotic birds; 3. Racing pigeons returning to Florida in unbroken, sealed containers; 4. Exhibition birds originating in NPIP-participating flocks in Florida and returning to Florida; 14

15 5. Those shipments moving through Florida for transshipment outside of the United States and traveling on an international certificate of veterinary inspection, consigning the shipment to a foreign country, provided the shipping containers are not opened in Florida; 6. Hatching eggs or chicks less than 4 days of age originating from NPIP-participating flocks accompanied by a Report of Sales of Hatching Eggs, Chicks and Poults, VS Form 9-3. Testing Requirements Pullorum-Typhoid Testing Requirements An official negative test for pullorum-typhoid is required within 30 days of importation into Florida for poultry or on the flock from which hatching eggs originate. No pullorum-typhoid test is required for the following: Importing poultry or eggs for hatching purposes originating from flocks classified under provisions of the NPIP as U.S. Pullorum-Typhoid Clean; Quail, pheasants and other birds used strictly for hunting purposes that are consigned directly to a Florida Fish and Wildlife Conservation Commission (FWC)-licensed hunting preserve; Ratites; Waterfowl imported for exhibition purposes; Exotic birds or Racing pigeons. Exhibition birds originating from NPIP-participating flocks in Florida returning to Florida must: Be accompanied by proof of a valid NPIP flock testing record for pullorum-typhoid indicating that the flock test was conducted within the previous 12 months, Be accompanied by proof of a valid NPIP participant card current within the past 12 months, or Be consigned directly to a recognized slaughtering establishment for slaughter. All poultry and poultry products must be accompanied by proof of a negative, approved test for avian influenza. Entry into Florida must be within 21 days of the avian influenza sample being taken. If a flock with more than 30 birds is to be imported, then no less than 30 samples per flock must be taken with at least 10 samples taken per house. If a flock of less than 30 birds is to be imported, then all birds must be tested. Avian Influenza (AI) Testing Requirements Poultry or Poultry Products Originating from a Non-AI Affected State No avian influenza test is required for the following: 15

16 Poultry or poultry products originating from flocks classified as U.S. Avian Influenza Clean, in non-ai affected states; Ratites; Exotic birds; Racing pigeons. Proof of negative avian influenza testing and the FDACS-issued prior permission number, unless exempted from the prior permission number requirement in accordance with Section 5C-3.012(2), Florida Administrative Code, must be documented on the Report of Sales of Hatching Eggs, Chicks, Poults, VS Form 9-3, or Official Certificate of Veterinary Inspection listing the description of birds, test date, test results and the name of the laboratory. Poultry Products Originating from an AI-Affected State Quarantine or Control Area as defined by originating state. No domestic fowl, live poultry or poultry products or hatching eggs originating from a Quarantine or Control Area in an AI-affected state may enter Florida except for imported birds that have completed all U.S. Department of Agriculture (USDA) and originating state requirements to move from a quarantine or control area and have completed Florida import requirements. Non-Quarantine or Control Areas as defined by originating state. All poultry and poultry products must be accompanied by proof of a negative, approved test for avian influenza. Entry into Florida must be within seven days of the avian influenza sample being taken. If a flock with more than 30 birds is to be imported, then no less than 30 samples per flock must be taken with at least 10 samples taken per house. If a flock of less than 30 birds is to be imported, then all birds must be tested. The following poultry and poultry products originating from a non-quarantined area in an AI-affected state are exempt from the AI testing requirements described: Poultry or poultry products originating from flocks classified as U.S. Avian Influenza Clean in AI-affected states; Ratites; Exotic birds; Racing pigeons. Proof of negative avian influenza (AI) testing and an FDACS-issued prior permission number must be documented on the Report of Sales of Hatching Eggs, Chicks, Poults, VS Form 9-3, or Official Certificate of Veterinary Inspection listing the description of birds, test date, test results and the name of the laboratory. Exotic Newcastle Disease (END) Testing Requirements Exotic Newcastle disease (END) testing requirements apply to only those shipments of poultry or poultry products originating from an END-affected state. 16

17 Quarantine or Control Areas No domestic fowl, live poultry, poultry products or hatching eggs originating from a quarantine or control area may enter Florida except for imported birds that have completed all USDA and originating state requirements to move from a quarantine or control area and have completed Florida import requirements. Non-Quarantine or Control Areas All poultry and poultry products must be accompanied by proof of a negative, approved test for exotic Newcastle disease. Entry into Florida must be within seven days of the exotic Newcastle disease sample being taken. If a flock with more than 30 birds is to be imported, then no less than 30 samples per flock must be taken with at least 10 samples taken per house. If a flock of with less than 30 birds is to be imported, then all birds must be tested. Documentation Poultry or poultry products must be accompanied by a Report of Sales of Hatching Eggs, Chicks and Poults, VS Form 9-3, or Official Certificate of Veterinary Inspection indicating the poultry or poultry product originates from an END-negative flock, listing: The FDACS-issued prior permission number, Description of birds, Test date, Test results and The name of testing laboratory. Containers for Shipment All imported domestic fowl, poultry and eggs for hatching purposes must be shipped in new or cleaned and disinfected reusable containers. SHEEP: Intrastate (Movement Within Florida) All sheep moved intrastate for any purpose must be officially identified to their flock/herd of birth. Only U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS)-approved methods of sheep identification may be used. Methods of identification must: 17

Exhibitors must be a 2018 member of a Hillsborough County 4-H, FFA or Jr. Cattlemens organization or a Hillsborough County Student the age of 8 years old by 10/1/ All animals older than 18 mos will need a FL Dept of Ag Nat l ID tag (see attached National ID info and exceptions*) 3. For safety purposes, no animal can have horns more than 1½ inches in length. 4. Submit online or mail-in entry form and fees by the deadline of October 1, Checks should be made payable to the Hillsborough County Fair and note the Exhibitors Name and Beef Show. 6. Fees for entry are $20 for first animal and $10 for each thereafter. 7. Health Papers are REQUIRED for check-in, Cattle ID tag # is required on health papers for head older than 18 mos. The Beef Committee reserves the right at its discretion to alter or cancel classes based on number of head. 20

Priority check-in will be given to Exhibitors participating in the Market Steer or Lamb shows (please indicate). The Beef Committee reserves the right to reject any animal that cannot be safely controlled by the Exhibitor. Please unload cattle/tack as quickly as possible, then move vehicles and trailers to designated parking areas. After check-in, an Exhibitor meeting will be held in the Beef Tent. (Mandatory for exhibitor and/or parent). BARN GUIDELINES Barn hours are from 6:30am to 10pm. Exhibitors and guests are not allowed in the barn when closed. Animals are considered an exhibit and must remain tied in the barn during guest hours, unless grooming. Please condense/share tack when possible, a grooming/tack area will be designated outside the barn. 21

22 Animals taken out of the barn cannot be left unattended (i.e. wash rack). Assist one another when needed. No divider panels in the barn, fans and generators may be used in designated areas only (check with committee). EXHIBITOR RESPONSIBILITIES Sportsmanship and courtesy is of upmost importance! The Beef Show is an exhibit for the entertainment and education of the general public, and Exhibitor interaction with the public must be conducted in a way to promote good will for the Fair and the Beef Show. Unbecoming conduct by an Exhibitor or those associated with an Exhibitor (that includes parents) may result in disqualification and dismissal at the discretion of the Beef Committee. Exhibitors must furnish feeding, watering and any tools/equipment needed for the care and clean up of their animals and pens for the duration of the show. No metal pitch forks or metal rakes allowed, share wheelbarrows. Exhibitors dress for the Showmanship contest on Saturday will be announced at the Exhibitors meeting. Closed-toed shoes are required at all times by Exhibitors while in the barn, grooming area, and show arena. Classes will be posted giving ample notice. Exhibitors need to check line up and be ready when your class is called. All Exhibitors will be required to write a Thank You note (provided) to our generous sponsors prior to check-out. CLINIC Friday 10/19 TBD The Beef Committee reserves the right to use Exhibitor s animals for Clinic, upon notice to the Exhibitor. PeeWee showmanship will be held prior to Showmanship, and possibly an Old-Timers class after, if time permits. BEEF BREED SHOW Classes will all be determined according to weight. All animals must be shown in their natural conformation and structure except for grooming, treatment of hair and hoof trimming. Filling of animals is prohibited. The Beef Committee reserves the right at its discretion to alter or withdraw classes based on number of head. The decision of the judge(s) are final. Since our show has been getting bigger each year the committee decided that this year we will be having a Seminar to go over rule changes and expectations for the upcoming fair. 30

31 The seminar will be held September 1, 2018 at 10 AM at the Hillsborough County Fairgrounds. B. We will also be going over basic goat care, showmanship, and anything else you can think of. C. Lunch will be provided! We will have drinks, chips, hot dogs, and hamburgers available. D. If there are other youth that are not showing in Hillsborough County Fair but would like to attend the seminar, you are more than welcome to join. Just please let someone on the committee know so we can provide lunch! E. Please specify on your entry form what you would like us to go over and what you would like to learn about, and if lunch needs to be provided. Entry Fees A. Entry fees are $10.00 per goat with each exhibitor limited to 5 goats. No more than two goats per class and a youth exhibitor must show the second goat. B. After October 1, 2018 there will be no additions to entry forms. This means that if you already sent your entry form in, you cannot add anymore animals. You may substitute and scratch animals, but NO additional animals are to be added. C. Substitutions can be made all the way up until check in. After you have checked in there will be NO substitutions allowed. Health Rules A. Veterinary health papers are required. All goats consigned for public exhibition in Florida must be accompanied by official certificates of veterinary inspection dated not more than 90 days prior to the show, certifying all animals to be free from symptoms of contagious or infectious diseases. Goats imported into Florida must have an OCVI dated not more than 30 days before shows. B. Goats originating from Florida (not imported) are exempt from TB/Brucellosis testing requirements. All imported dairy goats 6 months of age or older must originate from a certified/accredited herd (with appropriate documentation), or have verifiable documented negative testing results recorded on the OCVI. C. The USDA Premise Identification number must appear on the health certificate. A Premise ID may be obtained by calling the USDA office at (352) D. The state health inspector has the final decision on whether animals satisfy all health requirements. E. NEW! If your goat is only microchipped, you are responsible for bringing the proper microchip scanner. Failing to do so means we are unable to properly check your animal in and you will be asked to leave. Arrival & Check in A. Animal drop off will begin October 24, 2018, from 12-4 pm. Exhibitor check in will be from 3-5 pm. If you are going to be late you MUST notify a member on the show committee (Contact information for the committee is available on the first page). Failing to contact the committee will count as a no show and will not be able to participate in the shows held that weekend. B. Veterinary health certificate, goats, and scrapie tags will be reviewed by the state inspector upon arrival. 31

32 C. There will be assigned pens for animals, there will be no guarantee that there will be tack space provided. If not, you may bring pop up tents and chairs to set up. D. After check in is completed there will be a mandatory meeting in the arena in which exhibitors, parents, and advisors are to attend. E. All goats must be shown by the youth who owns or is leasing. If there are two goats in the same class you may have another youth show one of those animals. Tickets A. Each exhibitor will be issued one (1) exhibitor armband and two (2) parent passes per day for the days of the show. Any extra tickets that you need can be purchased at the gate. Show Attire A. During breed specific classes, white or black pants and white collar shirts are mandatory. Club official dress is highly recommended. Closed toed shoes or boots are required, and hats or ball caps are not allowed. B. During Showmanship, exhibitors are to conform to the 4-H and FFA dress code. See your club leader or your FFA advisor for official dress. (Wear something green for 4-H, blue for FFA if official dress is unavailable something simple like a ribbon in your hair, or a tie - collared shirts with the 4-H logo or club name is included as official dress.) Premiums A. Premiums will be paid on the basis of the judging reports, which must be signed by the judge and/or by the department superintendent or clerk. B. Premiums will be mailed to the exhibitor after the Fair to the address given on the entry form unless provided upon check out. Errors in premium statements will not be corrected until after December 1, All Premium checks must be cashed within sixty days of issuance or they become void. C. 33 Goat Costume Contest Your participation is not required but is requested judge will be determined at the time of event. This is another event fun for everyone. It allows you to showcase your creativity, and work with your goat. (Quick tip: Work with your goat ahead of time to get it used to wearing its costume) Categories are as follows: Most Original Most Colorful Super Hero Most Creative NEW! Goat Fitting Contest Your participation is not required but is requested judge will be determined at the time of event. Each team will need: A small tarp, clippers, broom, dust pan, grooming supplies, baby wipes, and a bucket. You may have 2 sets of clippers, but only one can be running at a time. Each team will consist of 4 youth exhibitors, preferably all within the same age group. (not mandatory though) Teams will have 30 minutes to groom their goat and will be judged on teamwork, appearance of the animal at the end of the contest and the cleanliness of your area at the end of the contest. At least 3 of the goat s hooves need to be on the ground at all times. All tools must be put away, hair cleaned up, and tarp folded at the end of the contest. 41 RULES AND REGULATIONS ELIGIBILITY 1. Only Hillsborough County youth enrolled in public, private or home school (4 years old or older as of Sept. 1, 2018) will be eligible to enter. 2. Anyone having currently graduated from, or dropped out of high school, or currently enrolled in an Agriculture Class, but not attending class, shall be ineligible to show. 3. Both FFA Chapter and 4-H Club entries will be accepted. Chapters and Clubs must be valid clubs and in good standing with their local & state organizations. 4. Birds must be owned by the exhibitor by August 31, 2018 and must be entered by breed, variety and sex. 5. This is an educational show. It is the expectation of the Greater Hillsborough County Fair that the exhibitor entering each animal is the primary caretaker, with parental oversight as age appropriate. 6. Chickens may be entered in the fancy purebred category or in the commercial (egg production) category. 7. Only purebred classes will be provided for ducks, geese, turkeys, and guineas. However, space is limited so entries will be on a first come, first served basis according to postmark. 8. All Fancy Purebred birds will be judged in accordance with the appropriate standards issued by either APA & ABA. Non-recognized breeds and/or varieties may be shown, but will only be eligible to be judged to Best of Breed/Variety and only 1st place will be awarded. 9. Breeds eligible in the Commercial (egg production) category may be male or female White Leghorn and Rhode Island Red. Only female Sex-Links are eligible for exhibition. Crossbred males are not eligible. 10. Failure to provide this information may result in disqualification. 9. Accuracy on the entry forms is of the utmost importance. It is the exhibitor s responsibility to correctly enter each bird. Every effort will be made to verify missing or incorrect information prior to and at check-in; however, there are no guarantees that birds can be moved after the October 22 nd deadline. GENERAL RULES: 1. Due to health and safety issues, food and drink should not be consumed in animal areas, and exhibitors should wash hands after handling animals. 2. The Greater Hillsborough County Fair will take every precaution to see that birds are fed and watered and will give the best possible care in accident prevention for the birds. 3. The Greater Hillsborough County Fair Poultry Committee reserves the right to move birds to different coops as needed. 4. Carrying cages cannot be left on the Fair premises. 5. Any person who violates any of the general rules or special rules as will forfeit all privileges and premiums won. Failure to cooperate with Fair Officials may result in premium forfeiture and immediate dismissal from the Fairgrounds. 6. Only animals being shown at the Greater Hillsborough County Fair are permitted on the Fairgrounds. 7. NO DOGS ALLOWED INSIDE THE BARN. 8. Smoking is not permitted in the barns. 9. Show room issues and concerns will be addressed by the Poultry Show Chair. LEG BANDS: It is strongly recommended that all birds have leg bands but not required. Each exhibitor should keep track of their numbers and accurately document them on entry forms. YOUTH RESPONISIBILITIES: Youth exhibitors are expected to care for, prepare, and show their own animals while on the grounds of the Hillsborough County Fair. This includes maintaining the cleanliness of the cages during the fair. 1. Feeding of all birds will be managed by the Poultry Show Committee. Birds will be fed twice a day in the morning and evening. Feedings will begin at 8am and 6pm. If an exhibitor would like to volunteer to assist with the feeding process, please see the Poultry Show Chair. 2. In addition to the stated feeding times, volunteers will be refreshing water multiple times throughout the day. 3. When performing daily checks on their birds, exhibitors are expected to clean water cups, refresh water, and tidy cages. 4. All cages are to be cleaned daily. If cages are not cleaned by 6 pm, the youth exhibitor will receive a red tag warning. Cages that are not cleaned by 9 pm may be fined $2 per cage per day. Fines will be deducted from premiums at check-out. 42

43 5. For the safety of the animals, all cages are to be zip-tied at all times. Please see the Poultry Show Chair or designated volunteer to have cages unlocked. 6. All exhibitors are expected to assist with the care and maintenance of the poultry tent. This includes volunteering for two 30-minute sessions at the Ask Me Booth and one hour of feeding/watering/cleaning. Exhibitors may also satisfy the hour of cleaning by assisting with setup or tear down of the poultry show. HEALTH REGULATIONS: 1. Health requirements in compliance with the Florida Department of Agriculture, Division of Animal Industry must be observed as provided in section (21)FS. 2. Any birds with external parasites will not be allowed in the show and must be removed from the fairgrounds immediately. 3. A State poultry inspector will be on hand to inspect and test birds upon arrival. Each bird will 4. All birds will be examined upon arrival for any external parasites. 5. All sick birds will be isolated and not eligible for competition or awards. Birds must be removed from premises immediately. ARRIVAL: 1. Birds will be received from 4 p.m. to 7:00 p.m. on October 24, The poultry tent will close at 7:30 p.m. 2. A State Poultry Inspector will be present to test birds until 7:00 p.m. upon arrival. 3. Birds will be cooped by class, breed, variety and sex for purebred and commercial poultry. 4. All exhibitors are required to water and feed their birds upon arrival. 5. Do not remove unused coop cards. 6. Exhibitor Poultry Educational Poster is due at check-in, but no later than 7 pm. 7. Exhibitors must sign up for two 30-minute Ask Me Booth sessions. 8. Exhibitors must sign up for 1 hour of feed/water/barn clean-up. JUDGING: 1. The judging of all poultry will be held on Thursday, October 25 at 8 a.m. The judging is closed to all members of the public. Exhibitors are not to disturb or interact with the judge during the judging process. 2. The Purebred Fancy Show will be conducted in consideration of the American Poultry Association Standard of Perfection or American Bantam Association Standard for fancy purebred category. 3. The Commercial Poultry Show will be judged on the Danish System. 4. During judging and the selection of champions, exhibitors and parents shall refrain from speaking with the judges. 5. The decision of the judge shall be final and no appeal will be considered. LIABILITY FOR LOSS OR THEFT: 1. The owner or custodian of property of any kind brought to the Fairgrounds; either for exhibit or for other purposes, assumes as a condition of its admission to the grounds, all risk and/or responsibility for its loss, damage or theft. 2. The GHCF, its officers and employees cannot and will not accept responsibility and liability for any damage or injury resulting from theft, fire, the elements, accidents or other conditions or 43

Exhibitors must sign up for two separate 30-minute Poultry Booth sessions in order to receive premium payments. 2. Exhibitors can sign up for a time-slot at Arrival/Check-in or at the Poultry Booth when time/space is available. 3. No food or drinks allowed in booth. 4. The competition will begin at 10 am. 2. Exhibitors wishing to participate must sign up during check-in/arrival times. 3. Official FFA or 4H attire is REQUIRED for showmanship. At a minimum, exhibitors should wear a tucked, white collared shirt, black slacks or dark blue jeans, and closed toed dark colored 4. Exhibitors will demonstrate showmanship skills on an individual basis to a judge. 5. Exhibitors must use and be able to handle their OWN animal. Only animals exhibited may be used. 6. 53 SHOW COMMITTEE: Chair- Alicia Price contact via RULES AND REGULATIONS ELIGIBILITY 12. Only Hillsborough County residents (4 years old or older as of Sept. 1, 2018) will be eligible to enter. 13. Anyone having currently graduated from or dropped out of high school or currently enrolled in an Agriculture Class, but not attending class, shall be ineligible to show. 14. Both FFA Chapter and 4-H Club entries will be accepted. Chapters and Clubs must be valid clubs and in good standing with their local & state organizations. 15. Rabbits must be owned by the exhibitor by August 31, 2018 and must be entered by breed, age group, variety and sex. 16. All rabbits must have a legible tattoo in their left ear. 17. This is an educational show. It is the expectation of the Greater Hillsborough County Fair that the exhibitor entering each animal is the primary caretaker, with parental oversight as age appropriate. 18. Only purebred animals are eligible for entry. Space is limited so entries will be on a first come, first served basis according to postmark. 19. All animals will be judged in accordance with the appropriate standards issued by ARBA. Non-recognized breeds and/or varieties may be shown, but will only be eligible to be judged to Best of Breed/Variety and only 1st place will be awarded. 20. Exhibitors must be present at check-in unless special permission has been requested in writing by October 16, 2018 and granted by the Rabbit Show Chair. 21. Rabbit Herd Manager Extraordinaire Program Exhibitors will earn points towards special prizes for actively participating in various projects and tasks. Points can be earned by attending the small animal education seminar (50 pts), assisting with fair clean-up day (50 pts), completing entry forms correctly (40 pts), attending to the Rabbit Booth (10 pts/session), feeding and watering (10 pts/session), completing an educational poster (25 pts) and general good citizenship at the fair. Bonus point certificates will be given for those Caught Doing Good. Examples of good citizen deeds are cleaning up trash, keeping rabbit area tidy, and assisting fair visitors. Prizes will be awarded to the top two exhibitors in each age group and announced at the Youth Livestock Banquet on November 30, ENTRIES 10. Entry Due Date - All entries must be postmarked or hand delivered on or before October 1, Hand delivered entries will be accepted in the Agribusiness Office up to office closing at 5:00 pm on the day of deadline. It is advisable to make entries earlier so that any questions may be cleared up before closing date. 11. A registration fee of $5.00 per child and entry fee of $1 per rabbit must accompany entry form. Entry Fees are Nonrefundable. 12. Each exhibitor will be limited to a maximum of 8 rabbits. 13. All entries must be made on Official Entry Forms, which is available on website. Entry forms can be copied for additional copies. Only one Exhibitor per entry form. Entries will 53

All changes MUST be received in writing to either the GHCF office or via at alicia.price@sdhc.k12.fl.us. 15. All rabbits must be entered as singles. 16. Exhibitors MUST indicate on Entry Form whether or not they plan to keep their animal(s) at a location other than the home place of the exhibitor or the Land Lab for FFA Chapter animals. Failure to provide this information may result in disqualification. 17. Accuracy on the entry forms is of the utmost importance. It is the exhibitor s responsibility to correctly enter each rabbit. Every effort will be made to verify missing or incorrect information prior to and at check-in; however, there are no guarantees that rabbits can be moved after the October 16 th deadline. GENERAL RULES: 10. Due to health and safety issues, food and drink should not be consumed in animal areas, and exhibitors should wash hands after handling animals. 11. The Greater Hillsborough County Fair will take every precaution to see that rabbits are fed and watered and will give the best possible care in accident prevention for the rabbits. 12. The Greater Hillsborough County Fair Rabbit Committee reserves the right to move rabbits to different coops as needed. 13. Carrying cages cannot be left on the Fair premises. 14. Any person who violates any of the general rules or special rules as will forfeit all privileges and premiums won. Failure to cooperate with Fair Officials may result in premium forfeiture and immediate dismissal from the Fairgrounds. 15. Only animals being shown at the greater Hillsborough County Fair are permitted on the Fairgrounds. 16. NO DOGS ALLOWED INSIDE THE BARN. 17. Smoking is not permitted in the barns. 18. Show room problems will be addressed by the Rabbit Show Chair. YOUTH RESPONISIBILITIES: Youth exhibitors are expected to care for, prepare, and show their own animals while on the grounds of the Hillsborough County Fair. This includes maintaining the cleanliness of the cages during the fair. 7. Feeding of all rabbits will be managed by the Rabbit Show Committee. Rabbits will be fed once a day in the evening. Feedings will begin at 6pm. If an exhibitor would like to volunteer to assist with the feeding process, please see the Rabbit Show Chair. 8. Exhibitors wishing to feed their own animals must place an owner will feed tag on the animal s cage. Exhibitors will be required to keep a supply of feed at the fairgrounds. 54

55 Failure to feed animals will result in a $1.00 fine. Fines will be deducted from premiums at check-out. 9. In addition to the stated feeding times, volunteers will be refreshing water multiple times throughout the day. 10. When performing daily checks on their rabbits, exhibitors are expected to clean water cups, refresh water, and tidy cages. 11. For the safety of the animals, all cages are to be zip-tied at all times. Please see the Rabbit Show Chair or designated volunteer to have cages unlocked. 12. All exhibitors are expected to assist with the care and maintenance of the rabbit tent. This includes volunteering for two 30-minute sessions at the Rabbit Education Booth and one hour of feeding/watering/cleaning. Exhibitors may also satisfy the hour of cleaning by assisting with set-up or tear down of the Rabbit show. HEALTH REGULATIONS: 6. Any rabbits with external parasites will not be allowed in the show and must be removed from the fairgrounds immediately. 7. All rabbits will be examined upon arrival for any external parasites. 8. All sick rabbits will be isolated and not eligible for competition or awards. Rabbits must be removed from premises immediately. ARRIVAL: 9. Rabbits will be received from 4 p.m. to 7:00 p.m. on October 17, The rabbit tent will close at 8 p.m. 10. Rabbits will be cooped by breed, class, variety and sex. 11. All exhibitors are required to water and feed their rabbits upon arrival. 12. Do not remove unused coop cards. 13. Exhibitor Rabbit Educational Poster is due at check-in, but no later than 7 pm. 14. Exhibitors must sign up for two 30-minute Rabbit Education Booth sessions. 15. Exhibitors must sign up for 1 hour of feed/water/barn clean-up JUDGING: 6. The judging of all rabbits will be held on Saturday, October 20 at 10 am. 7. Judging will be conducted in consideration of the American Rabbit Breeder s Association (ARBA) standards and rules. 8. During judging and the selection of champions, exhibitors are encouraged to listen to the judge s comments. Questions can be asked at the judge s discretion. 9. The decision of the judge shall be final and no appeal will be considered. LIABILITY FOR LOSS OR THEFT: 55

The owner or custodian of property of any kind brought to the Fairgrounds; either for exhibit or for other purposes, assumes as a condition of its admission to the grounds, all risk and/or responsibility for its loss, damage or theft. 4. The GHCF, its officers and employees cannot and will not accept responsibility and liability for any damage or injury resulting from theft, fire, the elements, accidents or other conditions or causes; whether to exhibits, property of exhibitor, vehicles on the grounds and articles left therein or any other property of any nature whatsoever. PREMIUMS AND AWARDS 4. Premiums will be paid on the basis of the judging reports. 5. Premiums will be given to the exhibitor at Fair check-out once all exhibitor obligations have been satisfied. 6. All exhibitors are required to write a thank you letter to the sponsors of the show. This letter is due at pick up. No premiums will be distributed until the letter is received by the Rabbit Show Committee. Exhibitors must sign up for two separate 30-minute Rabbit Education Booth sessions in order to receive premium payments. 6. Exhibitors can sign up for a time-slot at Arrival/Check-in or at the Rabbit Education Booth when time/space is available. 7. No food or drinks allowed in booth. 8. Rabbit Education Booth is worth 5 points per session towards the Rabbit Farmer Extraordinaire program. 9. 57 RELEASE: 9. Once checked-in, no rabbits may be removed, except by the consent of the Rabbit Show Chair. 10. Rabbits will be released at 5 p.m., Sunday, October 21. Rabbits removed prior to this time forfeit all premium monies won. 11. Request for early release MUST be submitted in writing at check-in. 12. Rabbits will not be released until the coops are cleaned. All coop cups and clips must be turned into for proper disposal. 13. Thank you letters must be turned in prior to check out. 14. All rabbits will be verified against the entry form and ear tattoo by the Rabbit Show Committee. 15. Premiums may be picked up ONLY after exhibitors have satisfied all requirements. 16. Any rabbits left after 7 p.m. will be disposed of by the Rabbit Show Committee. Youth Showmanship General Rules 9. A Youth Rabbit Showmanship Contest will be held on October 20. The competition will begin at 12:00 pm. 10. Exhibitors wishing to participate must sign up during check-in/arrival times. 11. Official FFA or 4H attire is REQUIRED for showmanship. At a minimum, exhibitors should wear a tucked, white collared shirt, black slacks or dark blue jeans, and closed toed dark colored 12. Exhibitors will demonstrate showmanship skills on an individual basis to a judge. 13. Exhibitors must use and be able to handle their OWN animal. Only animals exhibited may be used. 14. Judging will be in accordance with 4-H rules. All exhibitors will receive a Blue, Red or White Ribbon. 15. Awards and Judge Talk will take place following the competition. 16. The purpose of the display is to educate the public about the benefits of owning and raising rabbits. 9. Displays may be a poster, pamphlet, or model. 10. All displays must be turned in during designated check-in. 11. Unless otherwise requested, the displays will become the property of the Hillsborough County Fair and may be used as displays in future exhibitions. 12. Exhibitors will be judged based on age groupings as follows: Pee Wee Division (under age 7 as of September 1, 2018) Junior Division (between ages of 8 and 10 as of Sept. 1, 2018) Intermediate Division (between ages of 11 and 13 as of Sept. 1, 2018) Senior Division (14 and over as of Sept. 1, 2018) 13. A rubric will be used to grade the exhibit. Ribbons and prizes will be given for 1 st and 2 nd place in each age group. 14. Prizes will include a ribbon and special recognition prizes for the winners. Topics: Exhibitors are asked to create informative items that can be shared with the general public. It is our goal to educate others of the importance of agriculture and demonstrate the proper methods of caring for their own backyard flock. (If your animals have a micro-chip, bring the appropriate scanner.) P. The state health inspector will be on-site and has the final decision on whether animals satisfy all health requirements. Q. Shavings are provided by the Hillsborough County Fair and you are permitted to bring additional shavings for your pens. R. Sheep should arrive to the fair in good condition. Shearing, trimming, and grooming may be done on-site. S. It is the responsibility of the exhibitor to keep their animals area clean and make sure their animals are fed and watered regularly. T. There will be no painting of sheep allowed. U. Filling of sheep with unnatural substances is prohibited. Showmanship A. Exhibitors must use their own animal in Showmanship. B. Exhibitors will wear Official FFA or 4H Dress, which includes black jeans. C. Awards will be given to the top three exhibitors in each age category. D. Pee Wee Showmanship will be for children up to 5 years old and a sign-up sheet will be provided the day of the show. Show and Judging A. Sheep will be placed in classes according their breed and age. The committee reserves the right to cancel or combine classes for the benefit of the show. 68 Hillsborough County Fair Market Steer Show and Sale Official Guidelines 1. Entry form and $100 Entry fee are DUE to the Hillsborough County Fair Office on FEBRUARY 28, Applications MUST BE POSTMARKED BY FEBRUARY 28, 2018 to be eligible. Exhibitor must own their steer & steer must be housed by February 28, Due to this being the first year for this show at the Hillsborough County Fair and to keep the integrity of the sale, the Market Steer Committee there will be a cap of 40 individual exhibitors and 5 chapter animals for the 2018 Show. If less than 40 exhibitors commit, we will allow additional chapter animals to enter to reach the 45 top out. 3. Commitment Sheets are due to the fair office by November 10, PLEASE note this is not a postmark date! NO SHEETS WILL BE ACCEPTED AFTER NOV. 10. PLEASE note that the fair will be running from October 19-29, 2017 and the fair office will be very busy during this time, so plan accordingly. Also, please do not send in a commitment sheet unless you are 100% committed to this project. After sheets have been gone through we will release further information on a possible drawing or availability of spots open for the show. Adjustments to the number of entries can be made by the committee, however the number of entries allowed for 2018 will not go below what is stated above in line #2. 4. INITIAL WEIGH-IN Information 5. FINAL WEIGH-IN Saturday April 21, 2018 at the Hillsborough County Fairgrounds Steers must weigh at least 550 lbs and no more than 999 lbs. Ear tags will be administered to all steers. Vaccinations and dewormer will be available at exhibitor s discretion, however nothing is required. Implants will not be offered at weigh-in There will be a MANDATORY exhibitor clinic at the conclusion of weigh-in. o Parents can take calves back home if so desired. Date TBD during the 2018 Hillsborough County Fair Steers will be weighed one time only. Steers cannot be over 24 months old at final weigh-in. Cattle will be mouth checked to verify age. If cattle are found to be over 24 months of age, they will be disqualified. To be entered into the show and sale, steers must weigh at least 910 pounds. Record Books are to be completed and submitted at Weigh-In Health Papers WILL NOT be required. 68

69 6. There will be additional prizes and acknowledgement for County Bred steers. A Breeder s Certificate is due at time of initial entry. This form must be filled out and signed by the breeder. The committee will verify this information to be factual. Final Decision to accept the certificate is up to the committee and their decision is final. 7. Steers will be classed by the show committee according to weight. 8. Fitting of cattle is ALLOWED and ENCOURAGED, especially by (but not limited to) the exhibitor. Fitting of cattle will only be allowed for the show. Products must be washed out after the show and steers must be free and clear prior to the sale. Sale will be Blow and Go only. Please see General Guideline #10 below for more information. 9. Contests/Other Opportunities that will be offered during the 2018 HCF Market Steer Show and Sale Fitting & Grooming Contest, Showmanship (All exhibitors), Record Book, Herdsmen and Scholarships for Seniors. (More Information to come on all of these) GENERAL RULES/GUIDELINES 1. Exhibitor must be an active member of a Hillsborough County 4-H club or in a Hillsborough County FFA chapter. Exhibitor must be in good standing. 2. Exhibitor must be at least eight (8) years old by February 28, The Hillsborough County Fair Market Steer Show Committee recognizes that it is a privilege to participate in any livestock show and sale, and that bullying activities and illegal substance use are detrimental to the education provided by participation in Hillsborough County Fair. By entering a steer at the Hillsborough County Fair, the exhibitor acknowledges that if they are found to participate in bullying activities or illegal substance use, their entry will be disqualified at any time at the discretion of the Hillsborough County Fair Market Steer Show Committee. 4. All entry forms must be signed by the exhibitor s FFA Advisor or 4H Leader. 5. Steer entry forms must be turned in to the Hillsborough County Fair Office or POSTMARKED by February 28, NO EXCEPTIONS. 6. No Steers will be permitted with horns. 7. Exhibitor must show his/her own animal, except on permission of the committee, and stand-in is not eligible for showmanship. Showmanship contest exhibitors must use his/her own entry. 8. Exhibitor must manage his/her animal to the satisfaction of the show committee. All rejected animals must be removed immediately from the grounds and will not be allowed to show or sell. Animals can be rejected at any time from the show by the show committee. 9. All animals must have a suitable halter and neck rope while in the bedding area. 10. Use of tranquilizers, filling of cattle with liquids, adding hair to steers or other forms of tampering is strictly prohibited. Non-compliance will be grounds for immediate dismissal from the fair grounds. 11. All medications given to steers while on the fairgrounds, MUST be administered or under the supervision of a veterinarian. 69

70 11. Exhibitor must keep his/her animals, stall space, and the barn in general, clean and neat as possible and must provide feed and water to his/her steer. 12. Exhibitors must dress appropriately (school dress code applies) any time on the fairgrounds and must wear official dress of the organization (4-H or FFA) during designated times. Exhibitors must wear closed toed shoes at all times in the barn or when you are around your animal. 13. Exhibitor will be responsible for the care of his/her animal until it is removed from the barn. 14. There will be three divisions throughout the steer show. i) Junior: 8-11 Years Old as of 2/28/18. ii) Intermediate: Years Old as of 2/28/18. iii) Senior: Years Old as of 2/28/ All exhibitors shall turn in a completed record book on Final Check-In day at the Fair. A flash drive will be provided to each exhibitor on the day of initial weigh-in/check-in. The flash drive will contain an electronic record book for the exhibitor. Please use the forms provided on the flash drive to complete the record book and then print the final copy, prior to Final Check-In at the Fair. Signatures from parents and FFA/4H advisors are mandatory for record book submission and for your steer to be entered into the show and sale. 16. Special barn rules may be posted. 17. Inappropriate conduct will not be tolerated. The Hillsborough County Fair Market Steer Show Committee has the authority to ban anyone for conduct deemed to be inappropriate. 18. Show management is in no way responsible for exhibits or any accidents that may occur. 19. Final interpretation and administration of all rules is vested in the Hillsborough County Fair Market Steer Show Committee and its decision is final. SALE RULES 1. All Market Steers shall be sold at live auction and harvested at a designated location. NO EXCEPTIONS 2. Animals which do not show, do not sell during the sale. 3. It is the responsibility of the exhibitor to make contact and secure a buyer for his/her animal. Community/Buyer Outreach requirements will be required and outlined after entry forms are in. 4. EXHIBITOR INFORMATION 1) Exhibitors must be a bona-fide member of Hillsborough County 4-H or FFA organization for the upcoming year, OR a resident of Hillsborough County, OR attend school in Hillsborough County (public, private or homeschool). Exhibitor must be 8 years old by the date of the show. If club or chapter membership changes from the time of original entry, exhibitors must notify the fair office immediately. The swine committee reserves the right to verify appropriate enrollment. 2) Exhibitors that are accepted for competition and fail to appear with their hog at ear tagging and/ or final weigh in will forfeit their entry fee and may lose eligibility for participation the following year. 3) Any physical condition of entrants, which management considers to be a concern for the safety of exhibitors or animals, may result in the ineligibility of the entrant for application and/ or participation in the swine show and sale. Committee reserves the right to make alternate arrangements, if needed, on an individual basis. 4) Exhibitors of underweight or sifted hogs may submit their record books to be eligible to participate in other activities for swine exhibitors aside from the show and sale. ANIMAL REGULATIONS 73

74 1) The Hillsborough County Fair, Fair Management, and the swine committee will not be held responsible in any way for sickness or accident of any nature which may occur to exhibitor or animals during any activity associated with the Hillsborough County Fair, nor loss or theft of animals and/ or property in the swine show and sale. 2) All entries must be owned and in possession of the exhibitor by ear tagging. 3) Entries can be gilt or barrows. Barrows must be castrated and healed before ear tagging. 4) Ear tagging is to be held on above listed date at the county fairgrounds. Exhibitors are allowed to tag 2 hogs initially but will be allowed to bring one to the final weigh in. Siblings will be allowed to share the additional hog being tagged. All hogs weighing less than 200 lbs must be removed from the premises immediately following weight in by the exhibitor. 5) Do not remove the Hillsborough County Fair ear tag. If there is a problem or the ear tag comes out for any reason, the exhibitor must call the fair officer immediately. Please check your hogs often. All hogs must have an ear tag before the final weigh in. 6) No swill or garbage fed swine will be accepted. 7) Swine must be housed on exhibitor s property or land lab unless otherwise approved by committee via written letter attached to the application. 8) All entries must weigh over 200 lbs but will be paid for a maximum of 280 lbs at auction. 9) Each exhibitor will be allowed to have their entry cross the scales only one time to be weighed. 10) Entries may be sifted by the swine committee upon entry or during the show and sale for: - not meeting quality grading specification of at least USDA No. 2 market swine displaying any disease, defects or conditions that will not be suitable for the show environment. Exhibitors will be responsible for immediate removal of the animal as determined by the committee. BARN GUIDELINES 1) Barn hours are from 6 AM to 10 PM. No exhibitors are allowed in the barn when it is closed. There will be a sign in sheet posted- exhibitors must sign in by 9 AM on Friday and Saturday mornings and have hogs fed, watered, pens cleaned and all feed pans, etc. cleared from the pens by 9:30 AM. The barn will be checked each day at 9:30 AM and violators will be red tagged. 2) Clean bedding does not need to be removed from pens and aisles. Please remove animal waste and wet bedding only. 3) All trash must be picked up in barn and tack area. Messy or unsafe tack area may result in red tags. You may be asked to move your tack on show and sale nights to accommodate traffic. Please comply as it is ultimately for the benefit of the exhibitors. 4) Sportsmanship and courtesy is of utmost importance. Share show boxes and condense storage space to make sure that everyone can fit into the barn. Please pack conservatively and do not take up more space than necessary. Space for animals is our 74

75 first concern, tacks pace is negotiable and we do the best we can. If asked to move your belongings, please do so willingly. 5) No clippers allowed in the barn. All clipping should be done prior to weigh in. EXHIBITOR RESPONSIBILITIES 1) Official record books are mandatory and will be available online at by ear tagging date. These are to be complete and accurate. Record books will be turned in on 10/6/18 from 10 AM to noon at the county fairgrounds. It is the exhibitor s responsibilities to read and understand the record book rules and criteria included therein. Record books must be completed by the exhibitor and in the exhibitor s own handwriting. Age is taken into consideration when judging so please have the exhibitors complete this record for themselves. 2) Exhibitors are responsible for contacting at least 5 potential buyers. Please check record book for appropriate listing of this information. A buyer should be secured by each as hogs not purchased by bid at the auction will go to slaughter and the processing fee will be the responsibility of the exhibitor. 3) Exhibitor must furnish feeding and watering implements and care for their hogs and pens for the duration of the show and sale. If they are unable to do so, they must have a designated person, that knows and follows show rules and procedures, responsible for doing so in their absence. 4) Any exhibitor that fails to follow the rules or participates in conduct unbecoming an exhibitor may be red tagged with the following penalties: 1 st red tag= warning; 2 nd red tag= $25 fine; 3 rd red tag= $100 fine and possible ineligibility for the following year 5) Unbecoming conduct on the part of an exhibitor or anyone associated with an exhibitor can, at the discretion of management, result in disqualification of exhibitors and require immediate removal of the swine and exhibitor from the premises with the loss of premiums, awards, show and sale privileges. 6) Any questions or protests regarding compliance with rules and regulations or eligibility of exhibitor or swine must be submitted in writing within 24 hours of check in or occurrence to swine committee chairman. Final interpretation and administration of these rules will be made by the show management and their decision is final. 7) It is the exhibitor s responsibility to represent the Hillsborough County Fair, 4-H and FFA, or Hillsborough County school in a positive manner. The swine show and sale is an exhibit, invited by the fair, for the entertainments and education of the general public. Interaction with the public and other exhibitors must be conducted in a way that will promote good will. 8) A thank you letter or card must be written to the buyer before the exhibitors are officially released from responsibility after sale. Buyer addresses will be available after the conclusion of the sale. Each exhibitor should have a stamped and addresses envelope in the box. Each should be legible and have the exhibitor s name clearly 75

76 written in return address portion of envelope. If you want to hand deliver a letter, you will need a separate letter to turn in that will be checked and mailed. 9) All exhibitors must wear the official dress of their 4-H club or FFA chapter. No paraphernalia allowed to decorate the hogs during the show and sale. 10) Each exhibitor must check out with the designated person after the sale to be released from responsibility of their swine project. A $50 fine will be levied if exhibitor does not check out. 11) Swine should be fed and watered generously and the pen and tack area cleaned of implements and trash/ manure removed before leaving. 12) The decision of the judges are final. All exhibitors should be respectful and courteous. 13) Exhibitors are encouraged to write thank you notes to sponsors. They need to know how much we appreciate their gifts and support as it is the only way we can put on this show. Exhibitors are also encouraged to promote their involvement with the show to interest new sponsors in the community. SWINE SHOW REGULATIONS Failure to comply with barn closure instructions can result in red tag. It is impossible for the committee to run this show without the cooperation of parents and exhibitors in this matter. 1) Final weigh in for swine show is Thursday from 10 AM to 12 PM with a mandatory exhibitor meeting to follow. Record book are due 10/6/18. Swine show is on Friday at 7 PM. 2) Hogs will be divided into classes according to weight. Classes will be posted in barn on Friday. 3) Swine show schedule: - Classes by weight beginning with 200 lbs (preliminary rounds of showmanship during swine show) - Class winners return for grand and reserve champions - Junior showmanship finals - Intermediate showmanship finals - Senior showmanship finals 4) Exhibitors should be ready and waiting with their hogs when their class entry time is approaching. 5) Show premiums and awards: Grand Champion- belt buckle; Reserve Grand Championbelt buckle; 1 st place blue ribbons= $30. 77 3) All hogs must be hauled by committee members or designee to a preapproved slaughter house. 4) Buyer is responsible for the cost of processing meat. 5) Is the exhibitor s animal is not purchased by bid or buyer does not fulfill their responsibility for the payment, the exhibitor is responsible for the processing fee and picking up the meat from the processor. 6) Exhibitor understands that the policy for payment of all premiums, sale proceeds and add-on s will be paid to the exhibitor once all payments have been received from buyer and add-on s. SHOWMANSHIP COMPETITION 1) Showmanship competition will be held immediately following the swine show. 2) Exhibitors will compete according to the age divisions as follows: ages by Sept. 1 st of the show year. Juniors- ages 8-10 years; intermediates- ages years; seniors- ages years 3) Heats will be assigned according to number of entries 4) Exhibitors should be in the official dress of their 4-H club or FFA chapter. 5) Judge will choose exhibitors from each class to be called back for finals in each age division. 6) Showmanship awards include belt buckles for each age division. 79 A. The initial tag-in will take place on July 21, 2018 from 3PM to 5 PM at the Hillsborough County Fairgrounds. B. It is recommended that lambs be approximately 3-4 months old at this time. C. Animals will be owned and housed by the exhibitor at this time. D. Animals will be assigned a Hillsborough County Fair ear tag. E. All animals must also have a scrapie tag or micro-chip. (If your animal is microchipped, you must bring your scanner.) Record Books A. Record Books will be required of exhibitors and will be distributed at the initial tag-in. B. Record Books will be turned in at final check in on October 17, C. Graded record books will be returned to the exhibitors at the conclusion of the sale. Final Weigh-in and Check-in A. Final weigh-in and fair check-in will be October 17, 2018 from 4-7PM. B. Lambs must be a minimum of 90# C. Lambs will be weighed one time. D. Lambs should not be over a year old on this date. E. Health papers are not required. The state health inspector will be on-site and has the final decision on whether animals satisfy all health requirements. F. A mandatory exhibitor meeting will be held at the conclusion of check-in G. Any and all medicines given while at the Fair, must be done under the supervision of a veterinarian. H. Exhibitors are expected to keep their animals area clean and animal fed and watered regularly. Market Show and Showmanship E. The show will begin with Showmanship on October 18, 2018 at 4PM, and the Show at 5PM. F. Exhibitors must use their own animal in Showmanship. G. Market classes will be determined by weight. H. All breeds will show together. I. Exhibitors will show and sell their own animal. Exceptions can/will be made for accidents, injury, or illness by the committee. J. Exhibitors will wear Official FFA or 4H Dress, which includes black jeans. Auction A. The sale will be Saturday, October 20, 2018 beginning at 2PM. B. Exhibitors will wear Official Dress. C. All animals will be transported to a processing facility upon completion of the sale. D. Removal of ear tags is prohibited. E. Market Lambs begin the Sale Day followed by Market Steers then a Buyers Reception will take place. Finally the Market Swine will sell, please stay and support your fellow showmen and their respective committees. F. 81 YOUTH MARKET TURKEY PROGRAM 2018 SHOW & SALE RULES IMPORTANT DATES: ENTRY FORM (ONLINE ONLY) by: Friday, May 4, 2018 at NOON MANDATORY EXHIBITOR MEETING: Saturday, June 16 at 10 AM TURKEY POULT (baby turkey) PICK UP: Saturday, June 16 at 11 AM CHECK IN to 2018 FAIR: Wednesday, Oct 18 from 5-8 PM JUDGING: Thursday, Oct 19 at 9 AM SILENT AUCTION WILL begin Thursday, Oct 18 at 6 PM and Conclude with FINAL bids on Saturday, Oct 20 at 8 PM THIS IS A TERMINAL SHOW TURKEYS WILL GO TO PROCESSING EXHIBITOR RULES 1) The Hillsborough County Fair Youth Market Turkey Program is open to any youth in Hillsborough County Public, Private or Homeschool program, Hillsborough County 4-H or Hillsborough County FFA programs, Youth must be between ages of 5-18 years of age. 2) There will be a limit of 50 participants. APPLICATIONS EXCEPTED UNTIL SPOTS ARE FILLED. Entry forms must be COMPLETED ONLINE WITH PAYMENT by FRIDAY, MAY 4, 2018 at NOON. FORMS WILL BE TIMED STAMPED BY ONLINE SYSTEM. 81

82 3) Exhibitor will be allowed to raise two turkeys but only one will be entered into the TERMINAL TURKEY SALE/SILENT AUCTION. If you would like to exhibit your extra turkey, you can enter the Poultry Show on Oct 25 th. *PLEASE NOTE THAT ONCE THE BIRDS ARE IN YOUR POSSESSION, THE FAIR CAN NOT REPLACE ANY BIRDS THAT ARE LOST. 4) ENTRY FEE: will be $12 per bird. Once a selection is made on entry form for 1 or 2 birds, you may not change amount. Payment must be made prior to turkey pickup. 5) POULT PICK UP: On Sat. June 16, exhibitor will pick-up birds ordered and will receive a small bag of starter feed for the bird. There will be a MANDATORY exhibitor meeting at 10 AM for youth to learn about care and nutrition for your bird. Please bring a container with dry shavings for bedding to take your bird home. Poults will be close to 3 weeks old at pickup so please plan for raising these birds in a brooder or under heat lamp at first. Each participant will receive a BROAD BREASTED BRONZE TURKEY and turkeys will be from a straight run (mixture of hens and toms). 6) SHOW: Each exhibitor will be allowed to exhibit 1 turkey in the 2018 Youth Turkey Market Show. This show will be a separate show from the 2018 Hillsborough County Fair Youth Poultry Show. If you decide to show your extra bird at the poultry show, entry forms must be filled out to exhibit at that show. Please make sure you transport your bird in safe conditions with non-slippery surfaces while transporting. Birds will be checked in on Wednesday, Oct 18 from 5-8 PM. Every bird will be banded with a metal ring for identification at check in. Birds will be kept and cared for by fair staff from Wednesday, Oct 18 through Sunday, Oct 22 until market. All participants will be given a cage number 82

83 and leg band ID number for their bird. Each participant will receive an armband that will allow entry from Thursday. Oct 19 Sunday, Oct 22. Each participant will also receive 2 complimentary admission tickets per day per exhibitor to use for parents or buyers. 7) A MINIMUM weight WILL NOT be required. Birds will be weighed at check in to allow your bidder to see the weight of the bird they intend to bid on. The weight will be displayed on the silent auction forms. Birds will be checked by state veterinarian to adhere to state rules. 8) Every bird will be judged and given a ribbon and premium: BLUE RIBBON: $10 PREMIUM RED RIBBON: $7 PREMIUM WHITE RIBBON: $5 PREMIUM GRAND AND RESERVE OF THE YOUTH MARKET TURKEY PROGRAM WILL RECEIVE RIBBONS. 9) SALE: The exhibitor will have NO option but to enter the SILENT AUCTION/SALE at time of check-in with their project. The exhibitor must bring ONE bird to the sale. Birds sold in the sale will be transported to the processor. Please be aware all entered into the SILENT AUCTION/SALE are terminal projects and birds will be sent to processor. NO BIRDS WILL LEAVE WITH EXHIBITOR. ALL BIRDS WILL BE SENT TO PROCESSOR. Selection of which bird entered must be made before you leave home and before checkin. If exhibitor has a bird not entered into sale, you must leave the other bird at home to continue to raise or send to processor after sale for your personal food consumption. 83

84 10) SALE: Those birds entered into Silent Auction will have a clipboard placed for registered bidders to place bids on the birds. Silent Auction will be open from Thursday. Oct 18 through Saturday, Oct 20 at 8PM. BUYERS must register with YOUTH Market Turkey Coordinator or with Livestock Office and payment must be received before birds are picked up from processor. FINAL BIDS will take place on Satruday, Oct 20 at 8 PM. All birds auctioned will be transported to Olivor Heritage Farms in Dover, FL for processing, BUYERS will pay processing fee for birds purchased. Processing is for whole bird packaging. BUYERS WILL PAY $15.00 FOR HEN (dressed) $25.00 FOR TOM (dressed) THIS FEE IS TO BE PAID TO THE HILLSBOROUGH COUNTY FAIR AT THE END OF AUCTION. We encourage youth to find buyers for your turkey if entered into sale. You will be responsible for sending thank you letters to your buyer. 84
