2 Mission & Impact Statements Mission The purpose of SNIP-OC is to promote spay/neuter of dogs and cats and to promote the humane treatment of animals in the community, through education and increased awareness. The organization's activities will be to ensure that all dogs/cats in a resident's care are spayed/neutered, to maximize the efficacy of our efforts. We believe that spay/neuter services should be within the reach, geographically and financially, for everyone who has a cat or dog. We, at SNIP-OC, are trying to make spay/neuter services affordable to those who might not otherwise spay/neuter their pets. Background Our group was formed on January 12, 2009 at the conclusion of an information gathering meeting with Julie Jacobson of Friends of Animals, Jackson County, TN. We began with five members and now have a membership of approximately 20. In May 2009, we began operating as a partner of T_ARC, Tennessee Animal Resource Center, under their 501c3. Effective April 15, 2011, we acquired our own 501c3. Most of our volunteers have adopted one or more abandoned dog and/or cat. Our county does not have a shelter and the cost of starting a shelter is prohibitive. With so many dogs/cats being abandoned to starve or be killed in other insidious ways, we decided spay/neuter was the way to help immediately. Impact We have assisted in the spay/neuter of approximately 3,000 companion animals. We have made some headway in reaching areas that are remote. We will continue to try to find a way to reach these areas. We will continue to spread the word of our mission thru radio, newspaper, etc. We will also continue to apply for grants and other methods to raise funds so that we will be able to continue our S/N program... Needs As with most 501c3 organizations, we always need funds. Overton Co. is a beautiful rural county which is made up of small businesses and farms. We have a large population of seniors and unemployed. Even with the discount offered to us by our vets, the cost is close to $100. We want to be able to assist anyone needing help getting their pet spay/neutered. This will help end the suffering of innocent dogs and cats by reducing the number of unwanted births. We are an all volunteer organization and can always use help with our fundraising efforts. Also new members would be very welcome. 2

We welcome all volunteers. We meet every other month at 6:00pm in the Millard Oakley Library in Livingston. If you are interested please come or call Service Categories Primary Organization Category Animal Related / Animal Protection & Welfare Areas of Service Areas Served TN - Overton Overton County is a rural county made up of farms and small businesses with a large population under the poverty level. We have no shelter or animal control agent. SNIP-OC's target is all of Overton Co. to reduce the number of unwanted births of cats and dogs. Board Chair Statement Overton County is one of many counties in Tennessee that does not have a shelter or Animal Control Officer. SNIP-OC is the only organization in Overton County that helps our citizens that need assistance in having their family pet(s) fixed. There is a woman in our county who has a very generous heart. She has difficulty in saying no to abandoned or unwanted animals. We've assisted her in the past when she had several abandoned cats/kittens. This time she had 22 Chihuahuas, 15 of which were females. With the help of a rescue group in the area, we took care of the 15 females. We still have 7 males to 'fix.' While it is impossible to ascertain exactly the impact we have made in helping to alleviate the suffering and killing of innocent dogs and cats, we do have reliable anecdotal evidence of our impact. Local churches and storekeepers have seen a marked reduction in the number of abandoned litters left on their doorsteps. At our local yard sale and other fundraising event, may of those we have assisted in the past come forward to make a donation. CEO Statement Our aspiration is to make spay/neuter services affordable to those who might not otherwise spay/neuter their pets. Spay/neuter services should be within reach, geographically and financially, for everyone who has a cat or dog. We often furnish pet carriers and rides to the veterinary clinic for those who need assistance. 3

6 Standing Committees Administration CEO Comments SNIP-OC s Board is made up of retired volunteers and still employed members. Some of us were born in Tennessee and others retired here. We all have in common a love for our companion animals. We saw dead animals on highways and abandoned and starving dogs and cats. We love our community. We saw a need and wanted to try to make a difference. Our talents are being used in the right direction. Our President, rm Osburn, is congenial, loves to talk to people. He is in charge of our telephone, even goes to homes of people needing assistance in getting their pets to the vet. Our, Secretary, Jeanette Bliss, is a bundle of energy. She keeps us moving in the right direction and on time. Our Treasurer, Karen Brown, is a full time employee, working 10 or more hours a day. Still she is able to make the necessary reports on time and keeps our records up to date. Our love for our pets and our community keeps us focused on the need and keeps up working as a team. 6

Upon retirement in 2003, my wife and I decided to move to Rickman, TN. Since our county has no shelter for the excess animals roaming the roads and streets, we met with friends who had a similar concern. We started SNIP-OC to help county residents offset the vet bills to make it more affordable for them to have their pets spay/neutered. In just over 3 years, we ve helped the residents of Overton County spay/neuter of almost 3,000 pets. In addition to my Vice Presidential duties, I handle phone calls from residents of our county seeking S/N assistance. I assess their needs and ability to pay and help arrange appointments with local veterinaries Once a month, I meet with UCAN which consists of leaders of other 501c3 organizations from counties in the Upper Cumberland region of Middle Tennessee with interests such as ours. We discuss concerns and successes and try to assist one another. I am presently employed by Institutional Wholesale Foods as an accountant. In addition to my duties as Treasurer of SNIP-OC, I assist with fund raising. 8

9 Ms Jeanette Bliss Title Experience/Biography Secretary Jeanette Bliss, Secretary I attended New York University. I was employed as a computer programmer/analyst for IBM Corp. from 1974 to 2016, and am now retired. My husband and I relocated from New state to Tennessee in As SNIP-OC's secretary, I record and distribute minutes of monthly meetings. I also prepared our 501(c)3 application, file annual 990-N with the IRS, prepare informational brochures and flyers and handle general correspondence. w that I am retired, I also prepare grant applications. I volunteer at SNIP-OC fund-raising and community awareness events, and speak to Overton County youth groups about the importance of spay/neuter and responsible care for animals. 9

We pay no salaries. All grant moneys we receive are used exclusively for spay and neuter of companion animals. We hold yard sales, membership dues, donation jars, etc. These are also used in spay/neuter and to pay for advertising, our phone and any other miscellaneous expenses that should arise. Our members are quick to volunteer any materials or other items that are needed. Since our inception, we have managed to stay within our budget. 11
