2 Mission & Impact Statements Mission PAUL is an acronym for Prevent All Unwanted Litters and is a statement of our mission. We are dedicated to reducing the number of homeless animals by providing affordable spay/neuter for animals already in homes as well as animals in shelters and those taken in by rescue groups. We serve the following counties: Cannon, Coffee, DeKalb, Grundy, Van Buren, Warren, and White. We are striving to educate the public on the importance of spay/neuter, quality food and the 3-yr vaccination protocol. Background Pauls Clinic, Inc. has provided spay/neuter assistance since Our clinic opened in March of 2012 and as of 6/30/18 we have altered 10,237 pets for citizens in Warren and the 6 neighboring counties. We continue to seek funding through grants, donations and fundraisers so that we can provide assistance to anyone needing help. Pauls Clinic is important in this area of TN because we are the only low-cost clinics in any of the 7 counties we serve. Our goals are: 1. To reduce the number of homeless animals, unaltered animals being released from shelters, and unaltered animals being adopted out by local rescues. 2. Help educate the children in these counties about the importance of spay/neuter and general animal care. 3. Work with elected officials to get pet registration and spay/neuter ordinances in place. Impact Our top accomplishments for 2017 were: 1. Spay/Neuter of 1690 pets for low-income citizens. 2. Received grants to help low-income individuals have their pets altered. 3. Transported pets each month from Grundy and White counties to our clinic for surgery.4. Provided information on general pet care and the importance of the 3- year vaccination protocol. For To alter 1,700 pets in order to reduce the overpopulation problem in our area. 2. To always provide quality service and to educate the public on the importance of spay/neuter and pet care. Provide $6 heartworm tests. 3. To stress the importance of the 3-yr rabies vaccination rather than the annual vaccination. Provide "mercury free" vaccinations.4. To continue successful fundraisers for our spay/neuter assistance program. Needs 1. Funding to support our spay/neuter assistance program.2. Help with local fundraisers. 3. Volunteers to help with trapping of feral cats.4. Volunteers to help encourage citizens to fix their pets. 5. To keep a veterinarian on staff for more than yrs. 3 TN - Dekalb TN - Van Buren TN - White Pauls Clinic is located in Warren County, but also serves Cannon, Coffee, DeKalb, Grundy, Van Buren, and White Counties. Board Chair Statement Having volunteered with a local Humane Society and then branched out into doing my own dog rescue for the past 15 years, I realized the need for a spay/neuter clinic. I sent over 2,800 dogs/pups to the New England states over the 15 yr period and during that time I learned a lot about their regulations. It did not take long to realize how much the South needs to do as far as animal issues are concerned. People in New England are willing to pay a significant fee to adopt a pup or adult dog that we are killing in shelters every day in the South. The sad fact is that Southerners can't rescue our way out of the mess we have created. What it will take for the South to "catch up" to the New England area is for us to take responsibility for our pets. We need pet registration, spay/neuter ordinances, limits on the number of pets each household can have, and education programs in the schools so our children will grow up with a different attitude than their parents have. These are the reasons why several of us worked to start Pauls Clinic. We know that we are making a difference in this area of TN by reducing the number of unaltered animals and by educating adults and children about the importance of spay/neuter and other animal related issues. Our success has been the alteration of 10,237 pets since our clinic opened in March Like every clinic, our greatest challenges will always be keeping a veterinarian on staff, funding and finding creative ways to stress the importance of spay/neuter so that people will take advantage of the opportunity to have their pets altered at our facility. CEO Statement Pauls Clinic is the only low-cost clinic in the seven counties we serve. We are providing a much needed service. We alter pets for citizens, rescues, shelters and animal control. We are trying to educate the public on the importance of spay/neuter as well as encourage rescues,shelters and animal control to never release an animal unaltered. We are also encouraging pet owners to research the new 3-yr vaccination protocol and the importance of holistic or good quality food. 3
4 Programs Programs Spay/Neuter of Dogs and Cats Description Our average cost/surgery is $50. If the client pays $10 that reduces our contribution to $40. If we assist with 2,000 surgeries/yr we would need $80,000 in funding. We offer vaccinations, heartworm tests, and feline combo tests. We advise clients about the 3-year vaccination protocol. There are no administrative costs. All donations and grants go for surgeries. We should also see a decline in the number of animals that need to be rescued by local animal rescue groups. We would also hope to see a change in attitude and an increase in volunteer work being done by students as a result of our education program. Long term Success The goal is to reduce the number of homeless animals in these 7 counties. We will keep records of the animals that are spayed/neutered each year. We will compare the number of animals euthanized each year in kill shelters before our program started with the number being euthanized each year that our program is in operation. Program Success Monitored By We plan to do 40 surgeries/week for 50 wks each year. If this goal is met, we will consider this a success. We also expect to see a decline in the number of animals entering shelters and rescues. We will gather information from shelters in each county we serve and from rescue groups in the same counties and compare those numbers to the data we have now. Examples of Program Success With a grant we received in 2012 we were able to assist with s/n of 57 small dogs/cats for low-income citizens. The grant was for $2,175 and was spent in 2 months. We altered cats for citizens that had been on our waiting list for months thereby preventing more unwanted litters from being born. 4

People saying they don't see stray dogs everywhere in their communities like they used to. Rescues not asked to take in as many litters as in past years. CEO Comments Our Board views opening this low-cost clinic as one of the most important things we have done to help reduce the number of animals euthanized each year in kill shelters. It is an opportunity to reduce the number of homeless animals in a humane manner. We know that rescue will never solve the pet overpopulation problem. We also know that shelters serve to enable citizens to continue to be irresponsible and will never do anything to actually reduce the number of animals needing homes. One of our challenges and opportunities is to help local citizens and elected officials realize that spay/neuter is the only humane way to solve this pet overpopulation problem. Securing funds to help low-income citizens alter their pets will always be a challenge we face. 5

Having a list of relief veterinarians and vet techs has been a challenge because of our location. We consult vet tech schools and vet schools when looking for staff.
