4 WICOMICO COUNTY FAIR August 18, 19, & 20th, 2017 GENERAL RULES ALL ENTRIES MUST BE PRE-REGISTERED BY AUGUST 1, The Wicomico County Fair welcomes and is open to all without regard to County or State of Residence. 2. Junior exhibitors must be 8 years old by January 1, 2017 and have not reached their 19th birthday by January 1, Please state age on the Junior entry blank. 3. Premium lists and pre-registration entry blanks are available online at Register online or mail to WFHS, P.O. Box 493, Salisbury, Md by August 1, Online registration is date stamped and mailed entries must be postmarked no later than August 1, All articles for exhibit, excluding livestock, rabbits and poultry must be placed between 4-8 PM. on Wednesday (Aug. 16th). All items must be in place by 8:00 p.m. the doors to the Carriage House will be closed at 8:30 p.m. 5. Livestock, Rabbits and Poultry are to be entered Thursday, August 17th from 2:00 P.M. - 9:00 P.M. and must be in place by noon, Friday August 18th. 6. Every Article exhibited shall be under the control of the chairperson of the department in which it is exhibited. 7. During the judging of indoor entries, the carriage house will be closed to entrants and spectators. Only judges, directors and department chairmen will be permitted to enter. 8. No exhibitor will be allowed to remove any article from the grounds until after the awards ceremony on Sunday afternoon. Early removal of items will result in forfeiture of premiums. 9. The judges will award only such premiums as they deem proper whether there be competition or not. ALL JUDGE S DECISIONS ARE FINAL. In the event that there is only one entry in a class, the placing shall depend upon the merit of that entry & the award made at the discretion of the judges. If ribbons are awarded, only one 1st, only one 2nd, and/or only one 3rd will be given per class. Best in Show will be chosen from 1st place entries only. 10. Articles to be exhibited must be in the container specified by the premium list. 11. Miscellaneous items must not meet the criteria of any other class of the department and must be identified on the entry form as to what they are. 12. All exhibits to be displayed, other than livestock, must have been grown or made by the exhibitor and not entered in any other PREVIOUS FARM & HOME SHOW. Separate entry blanks must be used by adult & junior exhibitors, and 4-H/FFA members in all divisions. Entry forms must have a complete 911 address and correct phone number. 13. Every effort will be made to protect all entries while in the custody of the Fair committee, the Fair committee disclaims any responsibility for loss or damage to property or person. 14. No person may enter more than 1 item per class except in livestock, poultry, rabbit and cavy classes. 15. Under no circumstances will any entry be accepted from persons judging that dept. 16. Articles left after the show closes, please contact the current President and make arrangements for pick-up. After October 1st, articles become the property of the Wicomico County Fair. 17. All premium checks must be cashed within 60 days of issue date. 18. Any changes or exceptions to pre-registered entries, must be pre-approved by current President. 19. All 4-H or FFA members from Wicomico County and other counties enter in the 4-H Dept. If a class is not offered by 4-H the entry can be entered in Open Class Junior Dept. 4

8 4-H, JUNIOR AND ADULT TROPHIES The scoring system for these trophies will be as follows: Each blue placing will score 3 points, red 2 points; and white 1 point. All exhibits must be made or grown by exhibitor since the last Wicomico County Fair, except livestock. The eligibility of all exhibits will be at the discretion of the Wicomico County Fair Board. THE LEWIS R. RILEY TROPHY Lewis R. Riley, a former 4-H member, offers an engraved trophy to a Wicomico 4-H member during the Wicomico County Fair. Awarded to the exhibitor totaling the highest score of all Wicomico 4-H members who have exhibited, including livestock. HARRY S. BANKS MEMORIAL TROPHY Sponsored by the Sharptown Lions Club, this trophy will be awarded to the Wicomico 4-H member who receives the second highest number of points in exhibits including livestock. SHARPTOWN AMERICAN LEGION POST #218 TROPHY Awarded to the Junior Exhibitor who is not a Wicomico 4-H member who achieves the highest total number of points in all exhibits including livestock. THE PAT COLLISON MEMORIAL TROPHY Awarded to the Junior Exhibitor who is not a Wicomico 4-H member who achieves the second highest total number of points in all exhibits including livestock. J. QUINTON JOHNSON MEMORIAL TROPHY Given in memory of Mr. Johnson, for his many years of work with livestock. Awarded to the Junior exhibitor whose entries total the highest score of all exhibitors in large livestock in the show. WICOMICO COUNTY FARM BUREAU TROPHY Awarded to the ADULT exhibitor who receives the highest number of points during the Wicomico County Fair. THE WAYNE V. SHAFF AGRICULTURAL TROPHY Given in honor of Wayne Shaff, for the many years of service to the agricultural community. The adult exhibitor who receives the highest number of points in Departments J-Fruits & Nuts, K-Grains & Hay and L-Vegetables will receive this trophy. COMMERCIAL BOOTH TROPHY: Sponsored by: Pete Richardson Auction Sales. Awarded to the best commercial booth displayed during the Wicomico County Fair. PRESIDENT S AWARD - SPONSORED BY LIL B FARMS This award will be chosen by the current President and given to a Junior and an Adult, that exhibits an entry that the current President believes is an outstanding and unique entry. Winning entries will be given a special rosette. Best in Show winners are not eligible for the President's Award. 8

9 Welcome to the Wicomico County Fair! As the new President of the Wicomico Farm & Home Show, Inc., I am honored to have the opportunity to invite you all to join us at the 3 rd annual Wicomico County Fair. First and foremost I would like to thank our past President, Alan Gravenor for his years of dedication and service to the Wicomico Farm & Home Show. Alan continues to be an integral part of our success and without the knowledge and support of Alan and the Gravenor family the event truly would not be possible. This year marks an exciting year for us; in only our 3 rd year we have been recognized as one of the premier community events here on Delmarva and that reflects directly on the wonderful neighbors, volunteers, small businesses, local government officials, and all other participants that help to make this event possible. While it may only be our 3 rd year hosting the Wicomico County Fair the Wicomico Farm & Home Show, Inc., brings to the table 81 years of event planning experience and we are thrilled to have the opportunity to commemorate and celebrate the 150 th Anniversary of Wicomico County this summer. You heard right, 2017 marks the Sesquicentennial of our beloved County and more importantly reminds us all of the history, heritage, and culture that makes this community as strong today as it ever has been. Of course a new year means lots of new and exciting things coming to the fair. In 2016 we introduced a number of new activities including a fireworks demonstration, a 4-H showcase to highlight the talents of our young people, helicopter rides, more food, more concessions, and more FUN! Well 2017 is no different as we will still maintain all of our programming from the past two years but we will be expanding to nearly twice our previous size! With a new livestock barn and show ring, the inclusion of the MD High School Rodeo, the Wicomico Equestrian Club the fair will surely have something to offer for everyone. The 150 th celebration will also feature a number of additions to the fair such as a Parade (Saturday 1:50pm) and a heritage site to look back at Wicomico County over the years. I would like to personally thank the Officers and Board of Directors for the Wicomico Farm & Home Show. Without their dedication, vision, and guidance this wonderful event would not be possible. I would also like to sincerely thank all of the friends of the fair we have made throughout the community. And a special thanks to the Salisbury Area Chamber of Commerce and Wicomico County Parks, Recreation, and Tourism who have been instrumental in our success and growth. Most importantly thank you to all of the neighbors, local county and city officials, volunteers, local non-profits, clubs, educators, chairman, department chairman, judges, and workers who band together during the 3 rd week in August every summer to bring this amazing event to life. Any previously exhibited jar will not be eligible to compete. All entries must be made after the completion of last years show. All exhibits must conform to the type of jars specified in each class. All jars must be standard quart, pint, or half pint and must be marked as to the manufacturer, such as Mason, Ball or Kerr. Only clear jars will be accepted. No pink, green or blue jars will be accepted. All entries must be dated with the month and year. Jar rings must be on jars. Do not cover tops of jars with fabric or paper. The name of exhibitor should not be on the exhibit. 2. All jellies, jams, preserves and marmalades must be sealed by water bath method. Vegetables must be pressure canned. These are USDA regulations. 3. Collections will be judged on variety, quality, attractiveness, and educational value. All best collections of twelve (12) entries must be contained in a sturdy box or basket separate from other entries. All jars entered in a collection must also be individually entered in each class. All jars must be labeled as to contents and dated. It is the judges discretion in regards to opening and taste testing any entries. 4. Miscellaneous class entries should have no named class and should be identified on the jar. 5. Entries are judged on Liquid & Content level. 6. Candidates for Best in Show may be opened, at the judges discretion, to verify contents and taste tested. 7. 51 General Requirements for Exhibitors of All Animal Species (COMAR ) Exhibitors at state, county, and district fairs, along with other livestock exhibitions, expositions, and shows are required to comply with regulatory provisions of the State of Maryland relating to animal health as noted in COMAR These general requirements are summarized below. Requirements Apply to All Livestock: Livestock is defined as those species of animals used for human food or fiber or those species of animals used for service to humans. This includes but is not limited to cattle, sheep, new world camelids (llamas, alpacas, vicunas, and guanacos), goats, bison, privately owned cervids, ratites (cassowaries, kiwis, ostriches, and emus), swine, equine, poultry, aquaculture, and rabbits. Livestock does not include dogs and cats 1. DOCUMENTATION: Documentation is required for entry of all livestock and poultry and is described below. 52 General Requirements for Exhibitors of All Animal Species DOCUMENTATION - Continued For out of state animals, see species specific out of state requirements. Upon request, a person who exhibits livestock shall present for inspection all reports, test charts, and appropriate health certificates required to accompany the livestock. 2. A CERTIFICATE OF VETERINARY INSPECTION is required for most entries. a. MARYLAND ENTRIES: All Maryland entries must be accompanied by a Maryland Certificate of Veterinary Inspection (CVI) for show, except Poultry, Equine and Rabbits. The Maryland CVI is valid for 120 days for fairs and shows, providing that the status of the herd or animal(s) does not change. The Maryland CVI is a legible record, made on an official Maryland State form, issued by an accredited veterinarian, issued for animals being shown within the state and not crossing a state line, which shows that the animals listed thereon meet the health requirements of the state of Maryland. The Maryland CVI must be filled out, completed and signed by a Maryland accredited veterinarian using the proper selected report on the CVI form. Each animal must be properly identified on the CVI. The veterinarian must select if this document is for interstate travel, fair and exhibition season, equine, sale or other (with explanation). The veterinarian is required to send the original top (white) copy to MDA Headquarters within 7 days of completion, the middle (yellow) transport copy is to be retained by the owner of the livestock and the last (pink) copy is for the veterinarian's records. b. OUT-OF-STATE ENTRIES: All out-of-state entries must be accompanied by an Interstate Certificate of Veterinary Inspection, except Poultry and Rabbits, or equine originating from Delaware, New Jersey, Pennsylvania, Virginia or West Virginia (equine coming from these states must have a valid Equine Infectious Anemia test report to enter). The Interstate CVI is valid for no more than 30 days from the date of inspection. An Interstate CVI must be legible, made on an official form of the state of origin, issued by an accredited veterinarian, and issued for animals being imported to this state within 30 days before the entry of the animals, which shows that the animals listed thereon meet the health requirements of the state of Maryland. 3. SELF CERTIFICATION: A completed Self Certification is required for all entries except for equine entering equine only events. Self-Certification forms must be filled out within 24 hours prior to loading and presented upon request to the designated representative. A Self Certification is an official Maryland document signed by the owner/ caretaker/transporter stating that the animals presented for exhibition are not showing any signs of, or having recent exposure to (within 21 days) infectious or contagious diseases. Self Certification forms are specie specific for livestock (ruminants, swine), equine, poultry and rabbits. These forms are available on MDA s website: 52

53 4. TEST REPORT FORMS. Testing is required for some species, and if so, a test report form will be required unless otherwise documented on the CVI. See Species specific Requirements for details of testing and test report requirements. Examples of test reports are shown below: Avian Influenza Testing Report Pullorum-Typhoid Testing Report Coggins Test Report (Equine Infectious Anemia) Tuberculosis Test Report 5. MARYLAND POULTRY PREMISES IDENTIFICATION All Maryland premises with poultry are required to be registered with the Maryland Department of Agriculture. The Poultry Premise number must be noted on the Test Report or other documentation of Pullorum Typhoid and Avian Influenza NPIP Clean or State H5/H7 Monitored status. 6. ANIMAL REJECTION POLICY. Animals may be rejected from an exhibition, either denied entry or removed from the exhibition, as described below: a. FAILURE TO PROVIDE COMPLETED DOCUMENTATION IS GROUNDS FOR REJECTION. b. A SKIN LESION SUSPICIOUS OF RINGWORM TO BE CONSID- ERED NO LONGER CONTAGIOUS TO OTHER ANIMALS OR PEOPLE, NEW WOOL OR HAIR MUST COMPLETELY COVER THAT LESION. c. Livestock with clinical signs of infectious or contagious diseases or external parasites are not permitted entry or allowed to remain at the exhibition. Clinical signs include but are not limited to: active lesions of ringworm with resulting loss of hair, sore mouth, sore nose, caseous lymphadenitis, prolapse, mange or multiple warts easily visible without close examination. d. Suspicion of communicable disease is adequate grounds for rejection. Confirmed diagnosis is not required, since timely removal of suspicious animals is required by law to protect the remaining animals. e. Exposed animals may be rejected: If it is believed that there is a potentially serious communicable disease present, all animals originating with the suspect animal may be rejected. Vesicular diseases are of particular concern. f. All decisions are final. g. All parties involved will be notified of all rejections, including exhibit sponsors and supervisors. h. Animal rejections can be made by MDA Animal Health veterinarians or field inspectors, private veterinarians contracted by the show, Maryland Extension employees or individuals designated by the fair or show as a responsible person. 53

54 FAIR AND SHOW REQUIREMENTS: ALL POULTRY 1. PRIVATE SALES WILL BE ALLOWED WITH PROPER DOCUMENTA- TION OF THE SALE BY THE EXHIBITION OPERATOR AND MAIN- TAINED FOR ONE YEAR. 2. WATERFOWL WILL BE ALLOWED INTO FAIRS AND SHOWS. 3. WILD BIRD DISPLAYS OR POULTRY ZOOS WILL BE ALLOWED. 4. EGGS MUST BE CLEANED AND SANITZED. 5. IDENTIFICATION: Poultry entering an exhibition shall be identified with a numbered leg or wing band. 6. ALL POULTRY EXHIBITORS SHALL COMPLETE A POULTRY EXHIBI- TOR'S SELF-CERTIFICATION OF ANIMAL HEALTH. 7. TESTING REQUIREMENTS: All poultry for exhibition including wild bird displays or poultry in petting zoos shall meet the requirements for Pullorum- Typhoid and Avian Influenza testing as detailed below. a. Salmonella Pullorum-Typhoid Testing Requirements: All poultry except waterfowl, wild birds, pigeons and doves shown at public exhibitions in this state shall meet one or more of the following requirements: i. Originate directly from a U.S. Pullorum-Typhoid Clean flock as defined in Title 9 of the Code of Federal Regulations, OR ii. Have a negative official test for Salmonella Pullorum-Typhoid within 90 days before fair, exhibitions, exposition, or show facility and remain segregated from all poultry of unknown or positive Salmonella Pullorum-Typhoid test status. b. Avian Influenza Testing Requirements: All poultry including wild birds except pigeons and doves shown at public exhibitions in this state shall meet one or more of the following requirements: i. Originate directly from a U.S. Avian Influenza Clean Flock as defined in Title 9 of the Code of Federal Regulations, or from a State Avian Influenza Monitored Flock as defined by the state of origin, OR ii. Have a negative Avian Influenza test conducted on at least 30 birds from their flock (or complete flock if fewer than 30) within 21 days prior to event and remain segregated from all poultry of unknown or positive Avian Influenza test status. DOCUMENTATION of test results must be provided on MDA-E06 and MDA - E20, VS form 9-2, VS form 9-3 or comparable form approved by the State Veterinarian. MARYLAND POULTRY Premise Registration: All poultry exhibitors originating from Maryland must have valid proof of a registered Maryland Poultry Premises ID Number. OUT-OF-STATE POULTRY No additional requirements. 54

Particular attention will be payed for vigor, size, type and color. In entries made up of more than one bird, uniformity, the sample in the above characteristics will be important. DEPARTMENT RULES USE REGULAR ENTRY FORMS 1. All exhibitors must comply with rules and regulations. All poultry must be pre-registered either online at or by mailing the entry to Wicomico Farm & Home Show P.O. Any animal shown in a fitting and showing class must be shown in a competition class, and all persons showing in fitting and showing class must enter a competition class. 8. All entries are to be entered on Thursday, August 17, between 2:00 p.m. and 9:00 p.m. and must be in place by Noon Friday, August 18th. Livestock weigh-in will be 9:00 a.m. until Noon on Friday. 11. Judging will begin at 2pm on Friday, August 18th. The schedule is included in front of book. 12. Each Exhibitor will provide their own food and bedding for Livestock. 13. Animals must stay in pens. Animals are not permitted outside Livestock Area. 14. Lights out and no grooming of animals will be allowed after 11:00 pm. 15. Every effort will be made to protect the animals while in the custody of the show, the Farm & Home Show Committee disclaims any responsibility for the loss or damage to property or person. 16. What began as a way to give rural youth new agricultural skills, today has grown into a global organization that teaches leadership, life skills development, and community advocacy. HEAD 4-H is principled in positive youth development programming and helping youth step up to the challenges in a complex and changing world. 4-H is dedicated to helping cultivate the next generation of leaders and tackling the nation s top challenges such as the shortage of skilled professionals, maintaining our global competiveness, encouraging civic involvement, and becoming a healthier society. HEART HANDS HEALTH The Maryland 4-H Youth Development program, through University of Maryland Extension (UME), is organized under the College of Agriculture and Natural Resources of the University of Maryland. How to Join The FFA is an integral part of the Agricultural Education program. To join the FFA you must be enrolled in an Ag Science Education course in your local school. Contact your school s counselor or Ag Science instructor to enroll in Ag Ed and join the FFA. FFA is not a "club." It is one of three integral components of an agricultural education program: classroom instruction, supervised agricultural experience and life skills. Students between the ages of 12 and 21 who are enrolled in a systematic course of instruction in agricultural education are eligible for membership. Your local school system must offer agricultural instruction and have an active FFA chapter for you to join. If your school doesn't have an agricultural education program, take steps to open a program in your school. In order to accomplish this task we strongly recommended that you contact your state agricultural education staff to express your interest and ask for assistance on regulations, requirements and resources for planning the new program. 74

Each child must be current with their online enrollment and paid enrollment fee, each child s membership will be verified through their home 4-H County. 4-H Memberships must be registered no later than June 1st. Failure to complete the MD 4-H registration process will result in disqualification. Competitive exhibitors must be between the ages of 8-18 as of January 1 of the current year. 4-H Age Divisions: Exhibitors may only exhibit in a class designated for their age division. Based on age as of January 1: Junior (age 8-10); Intermediate (age 11-13); Senior (age 14-18). 4-H Clovers Exhibitors (Aged 5-7) : Clover 4-H ers (age 5-7 as of January 1) can enter in any division/class in a noncompetitive manner. 76 Exhibiting in OPEN: 4-H members are encouraged to show in 4-H Divisions, however, if 4-H does not have a class, (class - the specific entry type) but OPEN does, you are allowed to show your items in the OPEN class. You are not permitted to show in both OPEN and 4-H for the same class. You will need to register for the OPEN section separately. Animal Classes: 4-H does not have a Division for any animal classes, members must show in OPEN. You must register separately for OPEN classes. How to Enter: Premium lists and pre-registration entry blanks are available online at Register online or mail to WFHS, P.O. Box 493, Salisbury, Md Online registration is date stamped and mailed entries must be postmarked no later than August 1. Entry Drop Off: All articles for exhibit, must be placed between 4-8 PM. at Winterplace Park Carriage House, on Wednesday. All items must be in place by 8:00 p.m. Entries: Entries may be moved at the discretion of the 4-H Fair and/or judges and placed in a more appropriate class if necessary. All entries displayed must have been grown or made by the exhibitor and not entered in any other previous Wicomico 4-H Fairs. Every effort will be made to protect all entries while in the custody of the Wicomico 4-H Fair, but the Fair disclaims any responsibility for loss or damage to property or person. Judging: Exhibitors and family members of, are not permitted in the judging areas. Entries will be judged by the numerical system of 1st Place, 2nd Place, or 3 rd Place. 77 Entry Pick Up: All entries must be picked up at 6:00 pm on Sunday, unless other arrangements have been made with the fair. No exhibitor will be allowed to remove any article from the grounds until after the awards ceremony is over. Entries removed early without permission will forfeit any premium monies. Unclaimed Entries: Entries left after the show closes will be considered unwanted and disposed of. Awards: Ribbons will be awarded to the 1 st, 2 nd and 3 rd place entries in each class. Premium money award amounts will match the OPEN section awards of $6, $5, and $4. A Purple Ribbon and a $10 award will be awarded to one Champion in each Division if there are sufficient entries as determined by the Superintendent. Checks will be mailed to participants, once the fair paperwork has been tabulated. Exhibitor Expectations: Exhibitors and entries must comply with the General 4-H Rules & Regulations, these Division Rules & Regulations and the applicable Section Rules & Regulations. 112 4-H is an informal youth education program for boys and girls between the ages of 8 and 18 (Clovers ages 5 to 7) sponsored by University of Maryland Extension with funding and support from the Colleges of Agriculture and Natural Resources of UMCP & UMES, County Government and USDA. There are a variety of ways for young people to engage in 4-H including community and project clubs, school enrichment, after school programs, special interest groups, independent study, summer camps and more. Community and project clubs provide the richest 4-H experience. Most clubs include about a dozen boys and girls who meet once a month with two or more carefully screened and trained teen and adult volunteers in a public place for about 90 minutes, usually on a week night. 4-H also provides a wide variety of optional activities/events. Help Wanted! If you are a caring teen or adult who desires to make a positive difference in the life of a young person and is interested in helping form a new club, judging a contest, teaching a class, helping at camp, chaperoning an outing or assisting with a variety of other tasks, call the 4-H Office nearest you and volunteer. 112
