Both Notifications come into effect on 1 August 2017.

2 2/6 The Department of Livestock Development has set the procedures for the commercial parties to comply with these regulations as below: 1. Importer, who is granted import permit to import especially controlled animal feed and wants to import the following products, shall organise an audit of the production sources in the exporting country to be conducted by DLD officials. 1.1 Raw materials a) Meat meal b) Degreasing meat meal c) Meat and bone meal (protein 45%) d) Meat and bone meal (protein 50%) e) Poultry meal f) Poultry By-Products meal g) Feather meal 1.2 Animal feed supplements of mineral supplements type derived from animal bones The audit for such especially controlled animal feed shall valid for 5 years from the date that DLD notify the audit s outcome. When the validity has expired, the importer, who is granted import permit to import especially controlled animal feed, shall organise a new round of audit if wishes to continue the importation of animal feeds from the same sources of production. 2. In the case the especially controlled animal feed under 1.1 has not yet been registered and the importer wishes to request an audit of the production sources by DLD, he/she must submit the form Jor Ror 1 (attachment 3). 3. In the case the especially controlled animal feed under 1.1 has already been registered, the importer must

3 3/6 provide DLD with the list of production sources to the Division of Animal Feed and Veterinary Products Control, using form Jor Ror 2 (attachment 4). This form must be submitted to DLD by 29 October 2017, otherwise, the right to import those animal feed will be terminated until the audit takes place. 4. The importer, who completes the requirement under Clause 3, will be allowed by the Director General of DLD to import if each shipment is accompanied by the Certificate of Health issued by competent authority in the exporting country. The transitional access will be terminated once the audit takes place or the Director General issues an order of suspension. The transitional access can only be granted to the importer who submits the form Jor Ror 2 to Division of Animal Feed and Veterinary Products Control by the given deadline (29 October 2017). The Director General will not be able to grant the transitional access to those fail to comply with this deadline. 5. After the DLD has been notified of animal feed s production sources as stated in Clause 3, DLD will inform expected timeframe to undertake the audit. If the importer is unable to organise the audit or fail in the audit, the Director General of DLD will terminate the right to import those animal feed without flexibility given.
