3 I. Legal framework and institutional arrangements for regulating antimicrobial use in livestock production and instruments for enforcement 3

4 Drug Act B.E (1967) and its five revised versions for licensing of manufacturing, importing and selling and registration of human and animal drugs (incl vaccine) Food and Drug Administration (FDA), Ministry of Public Health is responsible for licensing, registration and pharmacovigilance of veterinary medicinal products Department of Livestock Development (DLD), Ministry of Agriculture and Cooperatives is responsible for control the usage and post-marketing surveillance of veterinary medicinal products The FDA also empowers the DLD & DOF officials to enforce the Drug Act relating to the post-marketing of veterinary drugs/biologics 4

5 II. The extent of antimicrobial use in livestock production 5

10 III. Current (and planned) arrangements for monitoring of antimicrobial use in livestock, antimicrobial residues in livestock products and surveillance for antimicrobial resistance (AMR) in animal pathogens 10

11 Drug Acts B.E (1967): manufacturer and importer must submit an annual report concerning the production or importation of drugs Estimate the use of antimicrobial drugs from the quantities of antimicrobials manufactured and imported 11

12 Control the use of VMP in farm animals through farm veterinarian Farm veterinarian: - qualified following the Veterinary Practitioner Act - passed the DLD training course & licensed by the DLD - required for livestock standard farms (GAP certified) according to Ministerial Notifications of MOAC on Livestock Farm Standard of Thailand - Animal trt. & Prescriptions comply with Code of Practice for Control of the Use of Veterinary Drugs (TAS ) issued by MOAC - in compliance with the Code of Practice for Control of the Use of Veterinary Drugs (CAC/REP ) of Codex 12

13 Residue control plan Residue Monitoring Committee: appointed by DLD to draw up residue monitoring plan for livestock, coordinate the monitoring activities of the central, regional, provincial and district livestock offices and collect data to evaluate the results and the residue control system. Non-compliance result: immediately report to the officers who submitted the samples to take immediate action Non-compliant farm and farm vet: under investigation, apply measures according to the DLD Notification on Residues Control Measures 13

14 Surveillance of AMR in animal pathogens conducted by the DLD Samples from slaughterhouses (E.coli, Salmonella spp., Campylobacter spp. Staphylococcus aureus, Clostridium perfringens, Listeria monocytogenes, Enterococci) Samples from diagnostic cases (E.coli, Salmonella spp., Staphylococcus spp.) 14

Patterns and extent of AMR in animal pathogens Methicillin-resistant Staphylococcus aureus (MRSA) in milk: test MRSA in 807 isolates of coagulase positive staphylococci from milk samples (multiplex PCR method), 10 isolates (1.2%) were +ve Vancomycin-resistant enterococci (VRE) in poultry meat production chain: test VRE in 17,363 samples collected from various sources of whole poultry meat production chain during , 3 samples (0.1%) were +ve 15
