EXPORT OF DOGS AND CATS FROM UNITED KINGDOM TO THE UNITED ARAB EMIRATES NOTES FOR THE GUIDANCE OF THE OFFICIAL VETERINARIAN AND THE EXPORTER IMPORTANT These notes provide guidance to Official Veterinarians (OV) and exporters. The NFG should have been issued to you together with export certificate 3926EHC. The NFG should not be read as a standalone document but in conjunction with certificate 3926EHC. We strongly suggest that exporters obtain full details of the importing country s requirements from the veterinary authorities in the country concerned, or their representatives in the UK, in advance of each consignment. 1. SCOPE OF THE CERTIFICATE Export health certificate 3926EHC may be used for the export of cats and dogs from United Kingdom to the United Arab Emirates. 2. CERTIFICATION BY AN OFFICIAL VETERINARIAN (OV) This certificate may be signed by an Official Veterinarian (Local Veterinary Inspector) appointed by the Department for Environment, Food and Rural Affairs (Defra), Scottish Government Rural Directorate, Welsh Assembly Government - Department for Rural Affairs, or an Authorised Veterinary Inspector (AVI) appointed by the Department of Agriculture and Rural Development Northern Ireland (DARDNI), who is an Official Veterinarian (OV) on the appropriate panel for export purposes. OVs/AVIs should sign and stamp the health certificate with the OV/AVI stamp in any colour OTHER THAN BLACK. A certified copy of the completed certificate must be sent to the issuing office (in GB Animal Health, International Trade Centre for Exports, Carlisle) within seven days of signing. The OV/AVI should keep a copy for his/her own records. 3. IMPORT PERMIT/RE-ENTRY CARD An import permit/re-entry card is required from the Department of Animal Health, Ministry of Agriculture and Fisheries, PO Box 1509, Dubai, United Arab Emirates. Microchips should normally comply with ISO Standard or Annex A to ISO Standard Prior notification must be obtained if an alternative type of microchip is to be used. In such cases, if permission is granted, the owner/agent will be responsible for ensuring that a suitable reader is available at the point of entry. 5. OWNER/AGENT S DECLARATIONS Paragraph IV. (b) refers. This paragraph may be certified provided written declarations have been obtained from the owner/agent of the owner. OVs should retain copies of these declarations for record purposes. 6. NOTIFIABLE DISEASE CLEARANCE Official Veterinarians may certify paragraph IV. c) on behalf of the Department provided written authority to do so has been obtained from the issuing Animal Health office on form 618NDC. 3926NFG (03/09/2010)(Revised 28/02/2011) 1

5 7. VACCINATIONS Paragraph IV. (d) refers. In case of primary vaccination a full course, in accordance with manufacturer s instructions, should be given. Following primary vaccination the animal should be revaccinated at the intervals recommended by the manufacturer. In essence, the most recent vaccination should have been within 12 months of export. Initial rabies vaccination must be carried out more than 21 days prior to export. The vaccination certificates should accompany the animal entering the UAE. Only licensed products may be used. Paragraph IV. (d) refers. For the purpose of this certificate expiry date in column 5 means the shelf expiry date of the vaccine used. 8. WELFARE Welfare conditions during transport are laid down by Council Regulation EC 1/2005, implemented in England by The Welfare of Animals (Transport) (England) Order 2006, and parallel legislation in Scotland, Wales, and Northern Ireland. Exporters must comply with the British welfare laws relating to the export of animals. If transported by air, animals should be transported in accordance with International Air Transport Association (IATA) standards.
