3 Kimball-Banner Counties Open Class 2018 Home Environment Chairman: Dorothy Griffith Co-Chair: Amira Moore OPEN CLASS RULES AND REGULATIONS The Kimball-Banner County Fair is conducted under the direction of the Kimball County Agricultural Society. While the greatest possible care will be exercised by the management to protect the patrons of the fair, each will be held personally responsible for his or her own actions and the management will not be accountable or responsible for injuries or accidents that occur. The Kimball-Banner County Open Class Committee reserves the final and absolute right to interpret these Rules and Regulations, and arbitrarily settle and determine all matters, questions and differences in regard to them, or otherwise arising out of connection, or incident to the fair. All possible diligence and care will be used to prevent extortion in any form practiced on patrons, to prevent loss or injury of articles or animals on exhibition but it is hereby expressly stipulated that the management of the fair will in no way be responsible should loss occur. ENTRIES FOR EXHIBIT Entry day is Tuesday, August 7, 2018, from 1:00 p.m. until 3:00 p.m. for all open class exhibits. Open Class participants will not have an interview judging for their exhibits. Judging of exhibits will begin at 1:00 p.m. All exhibits will be released from 4:00 p.m. to 5:00 p.m. on Sunday, August 12. INFORMATION FOR OPEN CLASS EXHIBITORS 1. All exhibits must be the property of the exhibitor. 2. Articles must be homemade (No purchased items may be brought to the fair) and completed during the period from August 2017 to July Articles may be exhibited only one year and may not have been previously exhibited at another fair, exception livestock. 3. Each exhibitor must have an entry tag. These will be available on entry day at the Exhibit Hall. 4. An exhibitor can enter more than one exhibit per class, however, the exhibit MUST be a different entry, (i.e. 2 loaves white bread will not be accepted, 1 loaf white and 1 loaf wheat accepted; 2 afghans accepted but must be different patterns; 2 Double Petunias will not be accepted, 1 double and 1 ruffled accepted) Classes will be made according to exhibits. 5. Where only one entry is made, and there is no competition, awards will be made strictly on merit basis, at the discretion of the judge. 6. Only purple ribbon winners may compete for Grand Champion. 7. All food exhibits shall be in disposable containers. 8. All clothing exhibits must be brought in on hangers with clear plastic cover. 9. Open Class Divisions are as follows: A = Adult Y = Youth - Age 14 and under 10. Complaints must be in writing, signed and submitted to the Open Class Superintendent. Complaints will be reviewed and a decision will be rendered within one week of the completion of the event. All canned goods must have the name of product, date canned, and method of canning and processing time on the bottom of the jar. (i.e. Beans, pressure canner - 25 minutes at 15#) Paraffin is no longer recommended. T Canning & Preserving Flowers/Horticulture Read the schedule for quantity and type to enter. All horticulture classes must be grown by the exhibitor and should be named if 4

5 possible. Horticulture entries must be in clear containers or bottles. The size of container should be in proportion to the size of the horticulture specimen. No artificial flowers or leaves can be used. Leaves attached to stem should be left on if possible. No leaves should be in the water. The flowers will last longer if they are picked the night before the show and immediately plunged into a pail of lukewarm water to harden overnight. Groom specimens by removing all dirt, spray residue, etc. on the foliage, stem and flower. You may remove or trim damaged foliage and trimming petals is allowed as long as it does not affect the appearance of the specimen. If the schedule calls for 1 COLOR for a certain flower, pick 3 of the same size, color and at same stage of development. Wedging (such as clear Saran Wrap or a small section of stem) may be used to hold the flower in an upright position in the glass container. Please print the name of flower on entry tag. No material accepted that has been previously shown at the County Fair. No entries will be accepted unless framed or matted or mounted. Artwork and photography need to have hangers, preferably screw eyes and wire. All photography and artwork must be able to hang unless artwork is a sculpture or other 3-D item. Exhibitor must furnish the easel or stand for such entries. Please put the title of your work on the printed entry card. Photos may be framed or non-framed. Both must be ready to hang. 6 4-H & FFA GENERAL RULES Entries are open to those members of 4-H Clubs or FFA Chapters in Kimball Banner Counties. Exhibits must be products of the current year s projects and records must be up to date. All 4-H and FFA members will be eligible to participate in County Fair until their 19 th birthday as of January 1 st of the current year, except for FFA members who are pursuing an American Degree making them eligible until their 21 st birthday or project completion. State Fair: In classes where presence of the 4-H er is required for judging purposes, such as animal exhibits, judging contests, presentations, and fashion show, a 4-H member must be 10 by January 1, For classes where presence of the 4-H er is not required, the exhibitor must be 8 years of age by January A member must be enrolled in the project by July 16 th to exhibit at the Fair. Fair pre-entry forms are due July 16, Entry sheets must list ALL exhibits which a member plans to enter. Department and classes must be shown for each exhibit entered in the Fair. All entries must be put on the entry sheet and will not be accepted at a later date and definitely NOT at the Fair. All livestock entries must have a 4-H/FFA ear tag number on the Fair pre-entry forms. All Static Exhibits entries will close at 1:00 p.m. on Tuesday. All livestock exhibits will close at 3:00 pm. Thursday. All exhibits will remain on display throughout the County Fair except as noted in class rules. In special circumstances, permission for early release can be requested from the respective Superintendent and the Extension Educator(s). Exhibits removed before release time without permission will automatically result in the forfeiting of premiums, ribbons, and trophies due to that exhibit. Static exhibits will be released on Sunday at 4 PM prior to the Parade of Champions. Animals not being sold in the livestock auction may be released following the Parade of Champions on Sunday. The maximum offered in premiums for Kimball County will be $2, Should premiums exceed this amount, all premiums will be reduced in proportion as is necessary. Banner County premiums are not included in the maximum. The respective Superintendent(s) and the 4-H Council President or if personally involved a representative of the 4-H Council of the Executive Committee (Vice Chair, Secretary, or Treasurer) has the authority to make appropriate decisions based on the 4-H Premium Book. RIBBONS AND AWARDS All awards will be made on the grouping system of Purple, Blue, Red, and White, unless otherwise specified. Purple ribbons denote an exhibit of superior quality that has met and exceeded all of the standards. Blue ribbons denote an above average exhibit that has met almost all of the standards in a way that surpasses the norm. Red ribbons indicate average quality and indicate that the exhibit has met the majority of standards in such a way that the benchmark was reached, but not exceeded. White ribbons indicate that the exhibit has not met the majority of the standards. Judge s decision will be final. Exhibits must receive a purple in the class in order to be eligible to receive a Grand Champion in the class (with the exception of Horses). Grand Champion Rosettes - $3.00, Reserve Champion Rosettes - $2.00. Special Recognition An award is given to recognize youth who have exhibited exceptional creativity, originality or interview skills in a specific project area. This award is not dependent on ribbon placing and will be given at the judge s discretion; however, the exhibit should stand out from other exhibits. INFORMATION FOR 4-H EXHIBITORS Junior Division is ages 8-11 and Senior Division is ages 12 & Older, unless otherwise stated. A. 4-H members in the Jr. Division may have a parent observe during the interview portion of judging. B. In all classes, an asterisk (*) indicates articles are eligible for State Fair. There are restrictions to the number of articles eligible in some project areas. Large articles selected to go to State Fair are the responsibility of the exhibitor. C. The 4-H emblem should be worn at all 4-H events. D. Many exhibits require additional information attached. The directions for this information are listed under each project section. 6

7 E. Only one entry per class unless otherwise stated. Exceptions include market beef, market sheep, market swine, poultry, meat goat, dairy goat and photography. F. In State Fair classes where an exhibitor has two entries, an exhibitor may only send one exhibit per class if both are chosen for State Fair; this includes the Premier Science Awards. Sending a delicate, breakable, or valuable item is highly discouraged. ALL STATIC EXHIBITS MUST RECEIVE A PURPLE RIBBON AT COUNTY FAIR TO ADVANCE TO STATE FAIR. G. Grievance Procedure-Regulations and problems arising not covered in this book will be decided by the 4-H Protest Committee. The committee is composed of two 4-H Council representatives, FFA Representative, the Extension Educators (non-voting ex-officio members), two representatives of the Extension Board (one from Kimball County and one from Banner County), one representative of the Kimball County Ag Society, one representative of the Banner County Fair Board and the Superintendent(s) of the respective department in which the problem arises. Representatives of the 4-H Council and Extension Board will be identified by their organizations at least 30 days prior to the start of the Fair. One of the 4-H Council representatives will be selected to chair the committee. The 4-H Protest Committee reserves the right to withhold premium and/or award. The 4-H Protest Committee will deal with actions that occur during the County Fair and Fair events only. They will meet when needed to act upon concerns. A. All protests must be submitted to a Nebraska Extension Educator in writing and signed. B. The legible written protest must include: 1. Names of persons involved 2. Nature of concerns 3. Situation and documentation 4. Specific action, rule, etc., in question 5. Recommendations for correction 6. Additional persons that the committee may contact for further clarification C. The 4-H Protest committee will review the written protest. They may discuss the situation with affected persons (i.e. 4-H ers and parent or guardian) and show officials. Recommendations will be developed, followed, and communicated both verbally and in writing to the group or individual affected. D. In cases of protest, the exhibitor may be allowed to show, but results of showing will be subject to change based on the outcome of the protest process. This allows for smooth operation of the show and facilitates appropriate processing. E. Protests will not be accepted after a 24-hour period from the time of occurrence or after the exhibit is released from the 4-H County Fair. F. Actions of the 4-H Protest Committee will be completed no later than 10 days following the last day of the county fair. G. The 4-H Protest Committee decision is final. Protests related to judge s integrity, decisions, placing, or other evaluations will not be accepted. PREMIER SCIENCE AWARD Objective: Recognize 4-H youth static exhibits incorporating or demonstrating concepts from the areas of 4-H Science (Science, Technology, Engineering, and Applied Math) at the Nebraska State Fair. Exhibits in all curriculum areas will be considered for the award. Curriculum Areas Targeted: Animal Science, Communications/Expressive Arts, Consumer & Family Sciences, Environmental Education and Earth Science, Healthy Lifestyles, Leadership & Citizenship, Plant Sciences, Science Engineering & Technology (SET). Exhibit Entry: Youth will identify one exhibit to be considered for the Premier 4-H Science Award. The Premier 4-H Science Award Application must be submitted along with a photograph of the exhibits on entry day and is available at the Extension Office. Judging: A score sheet will be used to judge each exhibit. Exhibits which do not have a completed application or photograph can be disqualified at the discretion of the judge. *H Premier 4-H Science Award - Only one exhibit per youth will be eligible for the Premier 4-H Science Award. 7

8 CITIZENSHIP CITIZENSHIP & CIVIC EDUCATION PURPOSE: To foster civic responsibility and action within the diverse areas of citizenship including community service, service learning, government and policy making. Premier 4-H Science Award is available in this area. CITIZENSHIP & CIVIC EDUCATION SUPPORTING MATERIAL All entries must have the following: 1. Statement explaining the purpose of the exhibit and how the exhibit will be used. Exhibitors are encouraged to show evidence of their personal field experiences, study or observations that relate to their exhibit. 2. Information should reference material sources or supporting information used in exhibits (i.e., if questions from a game were taken from an outside source, they must be referenced). 3. All entries should be labeled with exhibitor s name, club and county. CITIZENSHIP LEVEL 1 *A Care Package Display - This exhibit is a display about the PROCESS of creating and giving a care package, not the actual care package. You may use a poster, Power Point or another multimedia program to tell about the PROCESS of developing and giving a care package to a service organization. You need to answer the following questions in your exhibit. 1. How did you select the organization? 2. What items did you include in your care package? 3. Why did you select those items? 4. How did it feel to present your care pack to the organization? 5. What did you learn from this experience? 6. Other information that you feel is important about the care package or organization. Some examples of care packages are: Backpack for school supplies, litter pan for animal shelter items, suitcase for abuse shelter or homeless shelter, etc. *A Citizenship Game which could include, but isn t limited to, symbol flashcards, question-and-answer board or simulation with props. Clear instructions on how to play the game and what the game hopes to accomplish must be included. *A Patriotic or Cultural Fine Arts can be made of any art media but should tie in the relevance of the artwork to citizenship. *A Public Adventure Scrapbook should describe your Public Adventure or Service Learning Activity. Scrapbooks must measure no more than 16 x 16. *A Public Adventure Poster should describe your Public Adventure or Service Learning Activity. Display posters must be stiff enough to stand when supported from behind and below. Length and width must be no more than 24 x 28. *A Written or Recorded Stakeholder Interview should follow the outline found in the Public Adventures Curriculum. It may be written or recorded. *A Written Citizenship Essay is designed to promote good citizenship and patriotism. This essay is open to all age groups. All essays should be typewritten words. *A For 9th-12th Graders Only - Oral Citizenship Essay addressing the theme Freedoms Obligations should be 3-5 minutes. No background music, singing or other enhancement allowed. All essays should be saved as a wav or mp3 file; a USB/thumb drive will be accepted. Voice tone should be normal and conversational. A copy of the written essay should be attached. *A Service Items can include but aren t limited to lap quilts and homemade toys. Only non-perishable items will be accepted. Attached to the exhibit should be an explanation of who the recipient was and how the service project was made and used. The service item could be part of a larger community service effort. *A H Club Exhibit should depict what a 4-H club has done in the area of community service. This item could include, but is not limited to, a service item, poster, scrapbook, and cultural or creative arts item or care package. 8

9 CITIZENSHIP LEVEL 2 *A Cultural Fine Arts can be made of any art media but should symbolize what makes them unique. *A How Are We Different? Interview should follow the interview guide in the participant manual on page 3 and should reflect on the differences and similarities between you and the person you are interviewing. *A Name Art should be creative art exhibit that symbolizes or explains where your name came from and what it means. Any media can be used. *A Family History depicting your family cultural history or the ethnic make-up of your community noting: Who were the first settlers. Where did they come from? Is there evidence of the background today? (local celebrations, family celebrations, museum or educational displays, historical markers, etc.) *A Exhibit depicting a cultural food that is special to your family. It can be a story or essay. *A This is Who I Am poem *A Poster that depicts what you have learned through the i2i Project. *A Biography about a historical figure that has made a positive impact on our society or who have made a difference in the lives of others. *A Play Script written about a different culture. HERITAGE An exhibit of items, pictures, maps, charts, slides/tapes, drawings, illustrations, writings or displays that depict the heritage of the member s family or community or 4-H history. Please note: Exhibits are entered at 4-H ers own risk. We will not be responsible for loss or damage to family heirloom items or any items in this division. Displays should not be larger than 22 x 28 wide. Use the current entry form. Display collections securely in an attractive container no larger than 22 x 28. Exhibits must include NAME - COUNTY & PAST EXPERIENCE (years in Explore Your Heritage, or projects) on back of exhibit. All entries must have documentation included. Premier 4-H Science Award is available in this area. HERITAGE - Level 1 Beginning (1-4 yrs. in Project) *A Heritage poster or flat exhibit. Entries may be pictures, posters, items that depict family heritage. Exhibits must be supported by a written explanation. *A Family Genealogy/History Notebook Include pedigree charts/family group sheets, with documentation for twothree generations of one family line, expanding each year. If multiple books included in exhibit, only bring book with most current year s work. *A Local History Scrapbook/Notebook that depicts history of local community or Nebraska that helps youth appreciates their heritage. *A Framed family groupings (or individuals) of pictures showing family history. Pictures must be supported by a written explanation. *A Other exhibits depicting the heritage of the member s family or community. Exhibit must be supported by a written explanation. Exhibit may include, biographical album of themselves or another family member, family cookbooks, etc. *A H History Scrapbook - A scrapbook relating 4-H history of local club or county. Must be work of individual 4-H er - no club project. If multiple books included in exhibit, only bring book with most current year s work. *A H History Poster - Poster relating 4-H history of local club or county or individual. *A Story or illustration about a historical event. *A Book review about local, Nebraska or regional history. *A Other historical exhibits - Attach an explanation of historical importance. *A Family Traditions Book - Exhibitor scrapbook depicting family traditions of the past. *A Family Traditions Exhibit- Story or illustration of a family tradition or event. Exhibits must be supported by a written explanation. *A H Club/County Scrapbook - Scrapbook relating 4-H history of local club or county compiled by club historian. If multiple books included in exhibit, only bring book with most current year s work. 9

10 *A H Member Scrapbook - Scrapbook relating to individual 4-H member s 4-H history. If multiple books included in exhibit, only bring book with most current year s work. *A Special Events Scrapbook - A scrapbook relating to a 4-H special event, such as Congress or CWF or a personal or family special event, such as a trip, family reunion, etc. HERITAGE - LEVEL 2 Advanced (over 4 yrs. in project) *A Heritage poster or flat exhibit. If multiple books included in exhibit, only bring book with most current year s work. *A Special Events Scrapbook - A scrapbook relating to a 4-H special event, such as Congress or CWF or a personal or family special event, such as a trip, family reunion, etc. COMMUNICATIONS, EXPRESSIVE ARTS & PHOTOGRAPHY Expressive Arts & Photography A. 4-H Photography Units II and III will be allowed to exhibit at the State Fair. B. Each exhibitor is allowed two exhibits per class. 4-Her s are allowed entries in only one unit of competition C. 4-H ers are allowed entries in only one Unit of competition. D. Entry Tags: Entry tag must be securely attached to the upper right hand corner on the back of displays or prints. E. A photograph may only be used on one exhibit and may be taken with a film or digital camera. F. Photos must be shot during the current project year by the 4-H member. G. Securely attach photos. Photos that are unattached will be disqualified. H. Do not use photo corners, borders or place coverings over the exhibits. Do not include negatives. I. PERSONAL DATA TAG - PART A - REQUIRED ON ALL CLASSES (Be specific when describing your camera and settings) Securely attach the tags to the back of exhibits or include as page one in your photo showcase. All exhibit prints are 8 x 10 prints mounted in 11 x 14 (outside size) cut matting (no frames) with a sandwich mat-board backing (not foam board) rectangular or oval inside mat opening. 2. Place photos horizontally or vertically as appropriate. 3. Unit 2 Print/Display Data Tags are required. C. Unit 2 Photo Showcase 1. Choose one lesson from each of the four project areas in the Level 2 project manual titled Controlling the Image. (available at Extension Office) For example you might choose You Take Control from Project Area 1, Lighting in a Flash from Project Area 2, The Rule of Thirds from Project Area 3 and Bits and Pieces from Project Area Take three photos that showcase each lesson, for example 3 photos using different shutter speeds or 3 photos showcasing the Rule of Thirds. You will take 12 photos in all. 3. Mount 4 x6 photos on an 8½ x 11 on white paper. For each set of three photos include a short paragraph describing the lesson you are illustrating and changes you made to your camera settings for each photo (shutter speed, aperture, type of lighting). You may also draw the rule of thirds or golden photo on your photos. 4. Place pages in an 8½ x 11 black or white three-ring binder. Plastic sleeves are recommended for each page. 5. Showcase Data Tags are required. For your showcase complete only the Showcase Data Tag and include this as page one of your showcase. *B Controlling the Image Showcase - Entry will consist of a three-ring binder of three 4x6 photos showcasing four lessons addressed in the Level 2 project manual titled Controlling the Image. On the first page of the portfolio include a table of contents listing a title for each photo in your collection and a narrative describing the overall intent for the portfolio. For example, the portfolio could include a range of your work from your earlier years in 4-H photography to the present, you could have a creative theme for your portfolio or you could include photos that illustrate your diverse photography skills. 5. Unit 3 Data Tags are required along with supporting information. On the page prior to EACH photo include an information sheet for each photo that includes 1.) Unit 3 Data Tag. 2.) The photograph title and 3.) A paragraph describing how the photo contributes to the overall intent of your portfolio. The information sheet and the photo should create a 2-page layout so that when the portfolio is open the information sheet is the page on the left and the photo is the page on the right. *B Photography Portfolio - Entry will consist of ten photos that represent the strongest collection of the participant s work. Upload the digital media file to an online location (web site, Dropbox, Google Drive, YouTube, Flickr, etc.) and using the web address of the digital media file, create a QR code (using any free QR code creator, ex. qr-code-generator.com). Print the following on an 8.5 x11 sheet of cardstock: 1) the QR code, 2) 1-3 sentences about what viewers will see when they access the QR code on their mobile device THEATER ARTS B B B B B B Costume - Made or decorated by the 4-H er for use in a theatre arts production. Costume could be for yourself or others. Portfolio - A collection of photographs, sketches, or other samples illustrating the theatre arts learnings such as costume design, stage makeup, written scripts, set design, or other related learnings. Puppet - Exhibit consists of a puppet made by the 4-H er for use in a theatre arts production. Script - A script written by a 4-H er for a play, musical, skit, puppet show or other type of theatre arts production. During the Nebraska State Fair 4-H FilmFest, youth will provide a 1-minute oral introduction (name, background/goal of presentation, intended audience, where presentation could be shared, etc.) followed by the showing of their digital video. The following digital videos may be entered in the Nebraska State Fair 4-H FilmFest: Video Public Service Announcement: A short video that communicates an educational message focused on a cause, activity, or event (Length: 60 seconds). Narrative: A video that tells a fact or fiction story (Length: 3-5 minutes). 14

15 Documentary: A video that presents factual information about a person, event, or process (Length: 3-5 minutes). Animation: A video created by techniques that simulate movement from individual images (Length: 3-5 minutes). Digital videos submitted will be judged live at the 4-H FilmFest event during the Nebraska State Fair. The judge will view the videos live and engage in a question and answer session with the video producer(s). The 4-H participant will be on the stage for a formal introduction and then seated in the audience for viewing of video. Educational resources for youth participating in the 4-H FilmFest (Digital Video) Contest can be found in the H Project Resource Central found at Participant Requirements: 1. All participants must be 10 years old before January 1 of the current year. 2. Any 4-H FilmFest digital video that has been previously shared at the County 4-H Presentation Contest or other event that has a live audience (4-H Club Meeting, Community Event, etc.) is eligible for this division. 3. The class requires the presence of the contestant(s). 4. Each participant is required to wear the 4-H chevron, 4-H emblem, or 4-H shirt during their presentation.
